Council to discuss transportation routes
The City Council tonight will consider joining with neighboring government agencies on an agreement to improve transportation routes between San Bernardino and Riverside counties.

The proposed agreement calls for widening Pigeon Pass Road and Reche Canyon Road into four-lane corridors to relieve traffic congestion between the two counties.

City officials say that approval of the agreement ensures that Grand Terrace would have input into the environmental review and design of the projects.

The agreement has been adopted by the cities of Moreno Valley and Colton, as well as the Riverside County Transportation Commission and San Bernardino Associated Governments.

The council meets at 6 p.m. in the Council Chambers, Civic Center, 22795 Barton Road.

A charter high school will open in Colton this fall to 112 freshmen, offering coursework developed from the principles of the Advancement Via Individual Determination program, officials said.

Each year, a freshman class will be added until the Nova Meridian Academy is a high school serving grades nine through 12, said David Silas Tellyer, chief executive officer.

The goal of the academy is to prepare the average student through the AVID program with the qualifications necessary to be accepted into a four-year university, Tellyer said. Advancement Via Individual Determination is a college-prep program for high school and middle school students.

"The AVID program has a 90 percent plus success rate of getting students into four-year universities, so we have expanded on that, and instead of making the program an elective, it is the foundation of the school," Tellyer said.

The coursework will be rigorous, he said.

Students will be required to take one advanced-placement science course, three years of Spanish and four years of math, he said.

By the time students graduate, they will have about 20 more credits than students graduating from a regular high school, he said.

Charter schools receive public funds but are exempt from some traditional school rules, said Marta Reyes, director of charter schools division for the California Department of Education. Although charter schools must be sponsored by a local school district, county office of education or the state Board of Education, they are free to choose their curriculum and learning materials, she said.

"They are designed to create a different type of environment that will heighten student performance," Reyes said.

Charter schools must participate in all state testing and show that students are making progress, she said.

The Colton Joint Unified School District approved the Nova Meridian Academy, said Katie Orloff, district spokeswoman.

Colton High School is the only comprehensive high school in the district, Orloff said. The district also includes Slover Mountain High School, a continuation school, and Washington Alternative High School, she said.

Colton High has about 3,300 students enrolled, Orloff said.

Construction of a high school in Grand Terrace is scheduled to start in August.

"But the value of having a charter school is in offering parents a choice, not easing overcrowding in a district," Orloff said.

Parents who chose to send their children to the charter school can participate in a leadership organization, through which they can make recommendations and voice concerns to the board of directors, Tellyer said.

Parents will be able to view their children's grades online any time throughout the semester and review their child's assignments, he said.

The district is considering allowing students from the charter school to try out for sports teams at Colton High School, Tellyer said. If there is enough interest at the academy, students will have an option of intramural teams or after-school programs, he said.

The house closes to the new Miguel's being built was rented about a month ago.

The couple was told they would be able to stay probably a year, no less than 6 months.

They moved their belongings out of storage and moved in and was all settled.

This Sunday they were given a 3 day notice to move from Sarah. She works for Jacobsen and Lee and Assoc.

At this time these people have no where to live.

Is this the good relations that we are to expect from Doug Jacobsen and Lee and Associates, and Sarah their friendly agent?

Jeffrey McConnell, 21758 Walnut Avenue, challenges the City to do their part to help compact global warming. He requested that the Council proclaim the last week in April as Global Warming Awareness week to coincide with Arbor Day and Earth Day. He is asking that they help educate and have Grand Terrace residents plant a tree and intensify the recycling program and install solar panels, and join alternative energy programs to help out. The General Plan is being updated this year and this is the golden opportunity to incorporate plans and ideas and lay the ground works so that one day over time through the natural course of business we will evolve into a sustainable energy efficient community. Second goal is to incorporate solar power as a key element in our city=s infrastructure. For new construction require some form of solar power, waterless landscape and or plant yards with indigenous vegetation that will survive the long dry hot summers and winters, too. Loma Linda City Hall has built car ports in their parking lot loaded with solar panels as well as Riverside. He encouraged the City to get involved and make a difference.

Dear Gramps:

Perhaps the City of Grand Terrace could take a position regarding the AES Power Plant that is not supportive to its Development, write letters of Protest of the Concept of the Power Plant, and insure that every effort is taken to protect the citizens and area residents as their duty as public servants requires.

IF our Youth Teams Sold Florescent Light Bulbs and Alternative Energy Items, not Fireworks, the need for the Power Plant could be reduced. IF we had a City with Codes that encouraged the use of Alternative Energy, and Sound Green Practices, we would not need a Peaker Plant.

IF….. We look for the City Council Members to step up and take active roles in protecting the community and area residents from the added pollution that the AES Power Plant will bring.

THE PRESUMPTION WAS THE POWER PLANT WAS NOT GOING TO BE REACTIVATED AT THE TIME OF THE SALE OF THE GT RDA LAND TO THE CJUSC FOR THE PURPOSE OF HS#3 TO BE LOCATED THERE. Now we have a Planed High School, and a Proposed Power Plant, and a Rail Road Track that are all adjacent to one another. Are the City Council Members doing anything to fix this problem or are they doing what ever they can to Get the “Best Land Deal” out of AES and CJUSD and Citizens and Students Be Damn? After reading the documents neither of the Regulatory Agencys for Power Plants or School Building seem to have gotten the full picture of the locations of both projects being so close to each other.

Just wondering where they (The City Council Members as Individuals and as a Group), stand and what they are doing about it. Jeff’s 3 minutes at the podium was interesting, but perhaps he can lead up an action more than just words.

Dear Gramps:

Something I did not see in the minutes posted was Mr. McConnel's praise for Al Gore's movie " An Inconvenient Truth" and Council member Garcia's statement she had seen the movie with her son, and agreed with it's contents.

If this is their feelings then they should look closely at the reports of the environmental damage that the AES power plant will visit upon Grand Terrace and let their voices be heard in defense of the citizens of Grand Terrace.

A plan to discourage new power plants in Southern California’s most polluted communities could lead to rolling blackouts in Riverside, city officials said.

POLLUTION ZONES: A South Coast Air Quality Management District proposal would make it tougher to locate new power plants in the San Bernardino-Riverside area because of its high levels of fine-particle pollution.


The South Coast Air Quality Management District plans could curtail city plans to build two “peaker” plants that could be used during critical times like summer heat waves when electricity consumption exceeds other available sources.

Without the additional power, “we are going to have rolling blackouts in 2009 or 2010,” said David H. Wright, Riverside’s public utilities general manager.

The AQMD is considering new rules that could prohibit such plants in the Riverside-San Bernardino area or force utilities and private power developers to pay more to build new ones in the region, under a pollution credit program.

The district, which regulates pollution sources in Los Angeles and Orange counties and parts of Riverside and San Bernardino counties, is struggling to bring the region into compliance with state and federal clean air laws while allowing construction of much-needed power plants in the region.

“We are walking a tightrope,” said Chino Mayor Dennis Yates, a member of the air district board and chairman of its stationary source committee. “I don’t have the answer, and nobody on our committee has the answer.”

In September, the air district agreed to sell pollution-mitigation credits to power plant developers to enable them to build in the four-county region. Pollution credits are created when industries shut down or clean up, resulting in emissions reductions. They can sell those credits to other companies to offset their pollution. However, such credits are scarce in Southern California.

At the urging of utilities, which were unable to find sufficient credits for sale on the open market, the air district decided to temporarily allow power plant developers to buy credits from a reserve of credits that otherwise could be used only for essential public services. State agencies with responsibility to avert the rolling blackouts like those in the 2001 statewide energy crisis have been pushing for more power plants in Southern California. But the ability of the district to use the reserve pollution credits has been thrown into limbo by a lawsuit filed by the Natural Resources Defense Council and other environmental groups. The suit alleges that the district’s action didn’t adequately consider environmental consequences and violated the California Environmental Quality Act.

Air district spokesman Sam Atwood said the agency likely will postpone a hearing scheduled for next week on the proposed power-plant rules after a judge on Wednesday rejected the district’s motion to dismiss the lawsuit.

Power plants are prime sources for fine-particle pollution, which has been linked to an array of illnesses. Because Southern California’s particulate pollution is the worst in San Bernardino and Riverside counties, the agency wants to limit power plants that produce it particularly in those areas. Still, Wright said he believes it would be unfair for the air quality district to impose different mitigation costs from zone to zone. The pollution from areas to the west of Riverside are responsible for much of the city’s deteriorated air quality.

“It is like the victims are being punished here,” Wright said. “Our understanding of the science is the particulate matter levels in Riverside are there from the generation of particulate matter that blows from the west each afternoon.”

Yates, Riverside lawyer Jane Carney and Riverside Mayor Ron Loveridge, also air district board members, said Riverside and San Bernardino counties bear responsibility for the region’s air pollution because of the Inland region’s explosive growth in population and industry. “The argument that it isn’t them polluting is kind of weak,” Yates said. Loveridge said he supports the city’s quest to build small power plants that will be used occasionally. But he said he would oppose building major generating plants in Riverside or any other highly polluted community. He also said he accepts the idea of charging more for mitigation credits to build generation plants in Riverside as long as the money is spent to alleviate pollution nearby.

The air district board, prompted by community objections to power plant development, has been trying to devise a way to discourage power plant developers from building in areas where air pollution is already concentrated.

The agency’s staff has proposed six alternatives. All of them divide the region into three zones based on concentrations of fine-particle pollution, considered the most serious pollutant produced by power plants. Fine particles can penetrate deep into the lungs and have been linked to increased mortality and reduction in lung capacity.

Zone three, which includes public utilities in Riverside, Colton, Corona, Moreno Valley and Banning has the worst fine-particle pollution in the entire air district. A private company has an application pending for a new power plant in Grand Terrace.

One proposal would virtually prohibit any new gas-fired power plants in zone three by making AQMD pollution credits unavailable. Another would charge twice as much for the credits in zone three than in the least polluted zone.

At stake is whether Riverside will be able to build 96 megawatts of additional power capacity. Wright said a new plant must be built within the city because transmission lines that bring electricity from elsewhere are at frill capacity. A new substation that would solve the problem won’t be finished for another five to seven years.

The city’s first priority is to get the two peaker plants built Wright said. If necessary, he said, the city would agree to pay a premium. He figured Riverside might have to pay $10 million for pollution credits needed for the $100 million project. That would add 15 to 20 cents a month to the average residential bill in the city, he said.

Riverside is proposing an alternative option that would require power plant developers throughout the basin to pay equal sums for pollution credits at twice the amount already authorized, Wright said.

General Description of Project

The AES Highgrove Project is a proposed 300-megawatt (MW) peaking power plant facility consisting of three natural-gas-fired turbines and associated equipment. The facility will be located at 12700 Taylor Street, in an industrially zoned area in the City of Grand Terrace, San Bernardino County, on the site of a power plant formerly owned by Southern California Edison (SCE). The project will consist of demolition of the old plant and constructing the new Highgrove facility on property that was once used by the former generating station for fuel oil storage.
Energy Commission Facility Certification Process

The Energy Commission's facility certifications process carefully examines public health and safety, environmental impacts and engineering aspects of proposed power plants and all related facilities such as electric transmission lines, natural gas pipelines, etc. The Energy Commission's responsibilities and similar to those of a lead agency under the California Environmental Quality Act (CECA). Because the project will interconnect with Western's high voltage transmission line, the review will be completed jointly with Western, the federal lead agency for project.

April Dumpster Day Will provide an opportunity to clean out those big things that won't fit in the normal trash pickup.

HERE IS AN OPPORTUNITY FOR THE SPORTS TEAMS TO EARN SOME CASH. THEY CAN PROVIDE TAKE IT TO THE DUMPSTER ASSISTANCE TO CITIZENS WHO DO NOT HAVE TRUCKS OR STRONG BACKS TO MOVE THINGS TO THE DUMPSTER LOCATION.

THIS COORDINATION OF EFFORT COULD EARN A TIP FOR THE SPORTS TEAM OF SAY 5.00 PER ITEM, 10.00 OR 20.00 DEPENDING ON THE HOME OWNER'S ABILITY TO CONTRIBUTE FOR THE SERVICE RENDERED.

YES THE CITY HAS RULES THAT ONLY CITIZENS CAN DUMP. THE TEAM PARENTS CAN BE IDENTIFIED AS OFFICIAL FUND RAISERS/TRANSPORTERS FOR THE PURPOSE OF COLLECTING THINGS FOR THE DUMPSTER BY THE COMMUNITY SERVICES DEPARTMENT. THIS IS A MINOR MANAGEMENT ISSUE.

There are many people who would rather pay the sports parents than a hauling service. Many people have things to dump but getting them to the dumpster is a problem. For some it is even a problem to get things to the curb for regular annual pick up.

Here is a win win situation. A fund raising opprotunity, a clean the house day, and Citizen helping Citizen.

IF the sports teams do not show interest in this opprotunity they will show the City Council and Citizens their true intent about fund raising. Is it Fireworks or Nothing with them?

Dumpster & Youth Fund Days Can be a Quarterly Event. IF 500 home owners paid $20.00 to have their heavy items picked up by the sports team that would be $10.000, and no fire risk. This would be easier and less time than selling fireworks. IF that amount could be reached 4 times a year that would be $40,000.00 per year for the youth teams.

Eminent Domain Protection Available In Riverside:

RIVERSIDE - The Riverside City Council on Tuesday enacted a law severely limiting when the city Redevelopment Agency can use eminent domain to buy owner-occupied single-family homes.

Public agencies use eminent domain to acquire private property for public uses such as roads, parks and libraries.

A 2005 U.S. Supreme Court ruling said the government also could use it to acquire land for developers whose projects would create jobs and boost tax revenues.

Ten residents spoke out Tuesday."We need to know that we have a sense of permanence in our area," University neighborhood homeowner Margaret Johnson said.

The new law prohibits the agency from buying any owner-occupied single-family residence through eminent domain unless the house is encumbered with a lien stemming from a code violation, has been boarded up for more than a year or has become a public nuisance.

In the portions of La Sierra and Arlanza where the Redevelopment Agency has jurisdiction, a house must be boarded up for three years before the agency can use eminent domain to buy it, under terms of a 2006 legal settlement.

The new law also requires the agency to pay fair market value for any property it buys through eminent domain.The agency has never used eminent domain to buy an owner-occupied single-family house for economic development, city officials said."It's not something we're going to do," Councilman Art Gage said.

This shows that IF you own property in Riverside you have more rights and security in your ownership than you would if you own property in Grand Terrace. As more of the surrounding areas adopt ownership protection laws Grand Terrace will find fewer and fewer people buying homes and businesses, or even fixing up their properties. Property under the threat of eminent domain taking, or where it is even a possibility will be reduced in its value. anyone buying it will know they may not be true owners of such property particularly in a "Redevelopment Area" or Redevelopment Project.

Isn't it time the Citizens, homeowners, and business owners of Grand Terrace get protection from the Dictates and Whim of the Redevelopment Agency's ability to use Eminent Domain, even the suggestion of the potential of Eminent Domain. Shouldn't the Citizens and Business Owners of Grand Terrace enjoy the same rights to property as people living in the County of San Bernardino, or the City of Riverside?

I say yes. The City Council needs to Write a Change in the City Code so that its citizens and city are elevated to the same status of a citizen who owns land in San Bernardino County, or at least Riverside. Cindy Bidney provided the Council a Measure for ED Limits, the County had a Measure. Isn't it time Council Member Miller's request to put ED on the Agenda for the City Council and Redevelopment Agency? IT is time this important issue be reformed.

From the Email InBox: Thoughts on Blue Mt. Wilderness Park

Dear Gramps:

I have trying to follow the progress of the development of the Blue Mt. Wilderness Perk Idea. As Glen Beck would say, Here is What I know.

I know that the City of Grand Terrace is complaintive of the costs of operating its currents parks in the limited way it currently does, and that the Pico Park has been provided to the High School/School District. Pocket Parks are no more than wide parking strips, or eye candy, yet the City will spend 100,000.00 on a Pocket Park. The City Will not Fund Youth Recreation, or pay for the use of lights in the park for games and practice for youth sports... No there is not enough in the budget for that.

So... What I Know is the City does not have the funds to manage a Wilderness Park on Blue Mt.. The City does not have the funds for a park development. Nor does the city have the means or structure to Police a park of the size of Blue Mt.

What I know is this. It would be better from the start if the Blue Mt. Wilderness was added to Box Springs Wilderness and it is administered/ managed under the same management. Leave the City out of the Management and Development of the Wilderness Area in Particular. IF the City wants to develop the bit of land it has purchased at the base of the Mt. as a City Park with trail heads into the Wilderness FINE.

What I know is this. Mr. Kidd's Avocado Grove could be developed into a working Picnic/Public/ Grove with him as the Docent for the rest of his life or until he decides to retire. The, Grand Terrace City Land at the base of the Mt. should also be put into trees to act as a buffer for mud slides, and rocks bouncing down hill. The 4H should have a barn for sheep and goats that could graze, (NOT OVER GRAZE) the Mt. and provide an educational experience. Perhaps a Bio Gas Generation Station that would provide Natural Gas for Out Door Ovens for ?? A place for outdoor receptions and weddings, or band concerts in the grove?

How about a few chicken tractors in the grove to keep the bugs and weeds down. (What is a chicken tractor... goggle it... it is also a great 4H Project).

What I know, Mr. Kidd. Your goal to have a park is a great gift to GT. What I know, Mr. Kidd is that if the City was truly supporting your efforts they would make way that your current 100 acres of land could be designated as a Park, under your supervision, and for a specific use, and with you as a Docent. They will have to adjust the Code and zoning of your land... You will need to have a great Foundation and contract... to insure you get to stay in your house as long as you want with some level of privacy and Respect afforded you.

Mr. Kidd the idea of having a remnant of agriculture exist as a park and / working grove is a fantastic idea. To use it to buffer the Wilderness area of Blue Mt. is also a terrific idea. There is no reason to not start the transition of the use of the "Kidd Grove" portion of the plan. The City if it desired could advise you on how to set up the Foundation, and ease the zoning limitations and assist you in making the conversion from private agricultural land use, to a NPO Park open to the Public, managed by the Foundation not the City.

IF the 4H kids and parents are included in your plan, you will be training our youth to be good caretakers of the park, good users of the grove and wilderness areas. The public will have to be trained to take on the responsibility to police and protect the gift you plan on making. EVEN if the children grow up and leave GT, they will have learned to care for the land and public places in a way not available to them now.

Many of us have used the Mt. as a place to hike, leaving behind only the marks of a walking stick and foot prints. Other's leave trash, human waist, and graffiti. With more trails, and parking and increased use without increased public education, and public support for protection of the facilities Blue Mt. Wilderness may become like Mojave Preserve, a great big Off Road Vehicle Abuse Environment with out sufficient management, and the people who cared about the environment the ATV's and 4wd Vehicles have damaged the area 100000000 times faster than the cows, and few resident cowboys did in the 100 years prior to the "Preserve".

Good Luck Mr. Kidd with a Great Gift to the Citizens of Grand Terrace, Colton and Riverside. I hope you can start small and as you build or add to the "Park/Wilderness" your plan is to include the Boy Scouts, 4H and FFA as these groups are like the Wild Animals finding the local environment hostile to their interests, and need for a place in our community.

Could you include a transition or inclusion of the plants that would have been here 200 years ago. California Walnut. Oak, and grasses that would be native? Oat Hay, and Tumble Weeds aren't Natives, even if it is what we remember as children, there was something here prior to Oat Hay, Tumble Weeds, Peach, Citrus, Walnut Groves Planted by Farmers. How about a restoration of some of those plants as being part of the plan. Perhaps a ring of Avocado/Citrus or Fruit Groves, then California Walnut, and Oak, then some of the non Irrigation Natives as you go up hill.

Good luck with your great intentions. I hope the government agencies that you will have to interact with will support your efforts, and not impede your efforts.

Coyotes have been seen in the area of Brentwood, Kingston, and Holly and Terrace View Elementary School. Cats are being killed and eaten. Please Bring ALL PETS inside. Do not let small children play outside in the early morning or early evening hours. Please do not leave pet food out over night.

Coyotes will change their hunting pattern if they are unsuccessful. They will continue to come through town to get drinks of water and hunt rats, mice, skunk, and opossum as they should. BUT, keep your pets, children, pet food out of their food patterns.

Planting Native Plants Can Help the Environment:

Less water use saves energy. Yes it take Energy to pump the water out of the well and up to the tanks on Blue Mountain. A big portion of the cost of water is the Energy it takes to pump it. This Energy cost could be offset if the Water Company put Solar PV Cells on the Water Towers or on their property to run the pumps. This is one of the best uses of PV Cells in Developing Nations.

Less Chemicals to control weeds, and bugs... This saves Energy and curtails chemical pollution and contamination of humans and pets and run off water.

Now where do you get Native Plants and what plants will grow with minimal or no watering?

First of all when you have Fruit Trees, they need to be watered. Follow the watering instruction for fruit trees, and do not water the lawn... the lawn will grow, or revert to native pasture...

Then, replace non edible plants with natives. Avoid planting natives that are poisonous to pets and children... who don't know not to eat the plants. Where do you get such plants...?

When you Google California Native Plants, most searches direct you to places that have plants suitable for the coastal areas of California. It took time, but here is a suppler that has plants that are suited to a dry climate. Yes their sight suggest they are all about Turtles but they have a fantastic seed section. Apparently Turtles and Tortoise care is a landscape hobby as well as a pet. Or perhaps the Turtle is a pet to the landscape. I won't try to solve that question...

From the Email Inbox: Youth and Security there is a Connection

Dear Gramps,

I am deeply concerned about the number of children who are at home alone after school and walking the streets at night. While some may say that is the parent's problem; I say our City Council has failed our children.

City Council is concerned with national security, but not our children's well being. That appalls me. They have been asked to bring back the Recreation Department. They have even been offered grant money by the State.

Our City Council members, like their picture in the paper with a new jungle gym at Pico Park for little tots but she offers nothing for children of school age. Oh, she will say they have baseball, soccer, basketball, girl scouts and boy scouts. These are really not her doing but hard working parents who have created and sustained these outlets. And, that doesn't offer anything to parents whose children don't like that sort of thing or can't afford $85. Those children who would just rather do art, music, or skateboarding, bicycling, chess.

The truth is, there aren't enough parks or facilities to sustain the children in Grand Terrace. There aren't enough programs or care facilities. Yes, there is the Grand Terrace Day Care, but they really aren't set up for older children. Grand Terrace Day Care is a money making venture which provides profit to the city. It is a unique opportunity for the City to expand its usefulness to our older children.

Last night I saw a new group of boys walking the streets. What else do they have to entertain themselves. I just hope they aren't so board to start trying drugs or alcohol.

The City Council today will consider adopting a resolution establishing a Grand Terrace Citizen Corps Council.

During his 2002 State of the Union address, President Bush announced the creation of the USA Freedom Corps.

Citizen Corps is a part of the USA Freedom Corps that encompasses public education, training and volunteer opportunities to engage citizens in helping make communities safer, including being better prepared to prevent and respond to terrorism and other disasters.

The program in Grand Terrace would bring together leaders in law enforcement, fire services and the private sector to improve emergency response and homeland security.

The council meets at 6 p.m. in the Council Chambers, Civic Center, 22795 Grand Terrace Road.

In The News: Colton Has Big Plans:

Colton's second priority involves converting about 2,500 acres of mostly vacant land near the Riverside County line into a premier industrial, retail and residential project.

The council on Feb. 6 is expected to award a roughly $500,000 contract to a consultant to develop a specific plan for the area known as Pellisier Ranch and La Loma Hills.

Parrish said it will take about 14 months to create the plan and an additional three to five years to build the development.

Dear Gramps:

The Letter to the Editor in the Grand Terrace City News this week regarding fireworks is interesting on several levels.

First of all it promotes a very interesting statement as to the public support for sports and our youth programs and the parents of the children in Little League Baseball in Grand Terrace.

Secondly it suggests an attitude on the part of the board of the Little League that Fireworks is the only way to earn money as the “Kids” can only participate in one fund raiser per year. We know the “Kids” aren’t selling fireworks so we now know some of the constraints. “Kids” can do one fund raiser, and selling chocolates doesn’t work well. Parents of the Players, don’t turn in the money, or the Chocolates. I don’t recall the Parents trying anything else.

The Council should be cognitive of the Little Leagues Attitude and Attachment to the Idea Fireworks will be their means of earning money.

Ok, here was the challenge. Suggest ways to raise Money that may work in Grand Terrace.

A Local Team Effort Supported by Local Chamber of Commerce Members, Perhaps each business could buy an Add and Coupon offer for a Coupon Book Like the ones sold at Bakers each Halloween for the benefit of Easter Seals. Our Local Printers may offer to do the work at a discount, or perhaps it could be printed on a News Paper Format and “Sold” by team members. Boys and Girls Selling the Grand Terrace Sports Team Review and Coupon Pages, for a Buck A Piece tips Invited.

OR….On days when there is community clean up or Bulk Dumpster Days, the parents with trucks or perhaps even a rented truck could pick up items curbside for a fee and tip.

OR: Dunk a Lawyer at Grand Terrace Days… OR… Dunk a Council Member…. Coach…. OR…..Have a Schedule for who will be Dunked when…. And which target earns the most dunk dollars that could be pre sold…. Ask each City Leader to Sell 500 Dunk Dollars. Perhaps their Friends won’t show up… or they will aim high.

The idea that the “Kids” are limited to One Fund Raising Activity is only limited by how you define One Fund Raising Activity. This does not stop the kids from participating in the Clean Up Days as that would be 4 Days of the Same Activity… Spread out over a year’s time. Nor would it stop the kids from Selling Distributing the Sports News Paper/Coupon Flyer on a Monthly Basis…

And as far as I am concerned raising money for Participation Trophy and End of Year Parties is not a Program Required Expense and could be eliminated or restructured to a Paper Certificate, and a Pot Luck.

ownership, registration card, certificate, license, license plate,
device issued pursuant to Section 4853, special plate, or permit
provided for by this code or any comparable certificate of ownership,
registration card, certificate, license, license plate, device
comparable to that issued pursuant to Section 4853, special plate, or
permit provided for by any foreign jurisdiction, or alters, forges,
counterfeits, or falsifies the document, device, or plate with intent
to represent it as issued by the department, or alters, forges,
counterfeits, or falsifies with fraudulent intent any endorsement of
transfer on a certificate of ownership or other document evidencing
ownership, or with fraudulent intent displays or causes or permits to
be displayed or have in his or her possession any blank, incomplete,
canceled, suspended, revoked, altered, forged, counterfeit, or false
certificate of ownership, registration card, certificate, license,
license plate, device issued pursuant to Section 4853, special plate,
or permit.
