From Email InBox: FAVORS FOR A FEW

GrandPa Adds to the following:

The email writer suggests or should I write, leaves one to think the part of the Honey Hills Sign that was stolen was the Hive portion rather than specifically the bronze letters saying "Honey Hills". The Bee Hive is still there it is missing the bronze letters.

Material Theft/ Or Possession of Stolen Materials for Recycling, is a fairly common arrest listing in our Arrest Reports.

Here again, if all Garden and Delivery Trucks Operating in Grand Terrace had to display a City Licence on each Vehicle in Grand Terrace, the Citizen's Patrol and Sheriff and concerned Citizens would be able to report suspicious activities more effectively.

In addition, those folks doing legitimate business in Grand Terrace would be readily identifiable as "Good Guys"... or at least folks with a business license and be tractable.

We like the rest of the country have an active black market in Grand Terrace. Businesses Operate without licences, and employ workers without proper documents. This is tolerated because folks like a "Good Deal".

Well this "Good Deal" mentality has cost us all. Workers are employed and paid slave like wages and conditions. If they get injured there is no record for workman's comp. Local Labor Opportunities are not available to our Teenagers who used to do yard work for their families and neighbors.

Grand Terrace could require all businesses to file proof of their employees right to work, and deny the right to do business if they are caught employing people who do not have the right to work, in the USA or Grand Terrace.

It is time to say, either Mexico accepts the same number of Americans with the right to work and own property in Mexico or close the door.

This comes from a person who believes in Open Boarders, but Mexico's Boarder is not open to Americans to Work and Own Land and Businesses and so their "Protectionism" has limited their opportunities at home.

We may look to the action of Arizona. Being willing to force the employment of US Approved Workers Only.

The exclusion of migration is an unnatural state. But, it may be time we suffer a period where the boarder is closed both ways. Employers are challenged to pay a living wage to folks who are able to work as LEGAL Workforce. This would make life interesting.

I for one will get on a bus and go harvest crops. Try to do that as an American English Speaker and you will not find a job. You won't be hired, even for piece work, if you want to suggest Americans are not as productive as Non American Labor in field work.

If we want to eat it, we need to grow it, and harvest it ourselves. Much is wrong in our town and the broader economy and society.

Grand Terrace is just a microscopic example of some of the good and ills we face as a world, country, nation, state, region, and city.

Brass Letters Stolen, should not get a reward from the City, any more than a Fire, a Car Theft, a Bank Robbery, or a Break in. It is correct to question the City's Judgement on where they put their focus.

The Truth is the folks that stole those letters are the same ones who steal the things from your yard, and other community facilities. It may be easier to find the Letters HONEY HILLS than a Patio Set. However, the attitude of the City has been, let's pretend there is no crime in the City, and not mention it. Well, this crime, gets mention. That is the ODD Part...

So, according to today's issue of The Grand Terrace City News someone swiped the "Honey Hills" sign. The City is so graciously offering a reward leading to the arrest and conviction of the person of questionable taste that stole it.

What gall these Council members have. It's taxpayers money. It's not theirs to offer as rewards for the theft of an old sign in the Mayor's and her elite group of friends neighborhood.

It's not rocket science to figure this one out. Ferre's father and Miller developed "Money Hills".

It's their sign and we must at all cost restore the Mayor's neighborhood. I will put myself out on a limb here and bet the City will pay for a replacement.

I can only presume a like reward will be offered for those that have lost their cars to theft. I would guess that while they are in the mood for offering rewards that those who's homes were burglarized on De Berry and all through Grand Terrace will benefit from the same offer from the City for the arrest and conviction of those crooks.

Did you get it now folks. This City was incorporated for the benefit of a few real estate developers.

I'm sick of watching the City Manager use this City Treasury for his own benefit and those that are the "Buddies" of the Council.

Mr. Schwab gets kicked to the curb by his wife. He goes and lives with the Dodson's. Then because he needs a house, in mid-year of his contract the City Council decides that he may buy a R.D.A. house that should have gone to a family that was truly eligible. They amend his contract to provide it and the funding. What timing.

Less we forget the Dodson property was bordering the Ill fated and poorly thought out "Outdoor Adventure Center". Remember, the project that they did no feasibility study or market study on and it still is lining the pockets of Knootz and Megna.

Knootz works for Megna and the City and Megna's company draws a pretty good buck from the city every month.

Anyway back to the Dodson deal, the one that former Councilmember Hilkey stated "We paid too much for a property we did not need" Yes, the one that Mayor Ferre lied to us about twice and in violation of the Brown Act, stating when they came out of closed session, "That no reportable action was taken. Councilman Hilkey lets us all know that the deal was done in 15 minute in the closed session.

The Dodson were asking $750,000 for their marsh land and Mr. Schwab, the same Mr. Schwab that they took in as a house guest was the negotiator for the City. Oh Lucky us.
The Dodson were represented by Mr. Carlsom, the same Mr. Carlsom that employs Councilwoman Cortez and handles all the City real estate.

What a negotiator for us he is. They ask $750,000 and come out with $2,900,000. Maybe we just paid his back rent.

Are you starting to get it yet folks. Attorney General Brown should get letters from every taxpayer in this City. I hear they pay rewards for turning in crooks.

Holiday Arrests: Drugs and Drunks

There has been an arrest for Possession of Controlled Substance (Drugs) for, Sale, Trafficking and Being Under the Influence of...

In addition to this there are the DUI many with excess of .08 Blood Alcohol Levels.

A few other arrests for burglary, fraud, Auto Arrest round out the month so far.

We clearly don't need to attract more of these activities and venues to our community. IF you see a drug dealer setting up trade call the Sheriff. IF you see a drunk report it prior to them getting in a car.

I have no problem with a person who is law abiding, unemployed being in our town for what ever their reason is. However, look at the record of arrest when it comes to Drugs in particular the number of people arrested listing Unemployed status leads to the question how are they paying for their drugs.

New Fire Truck for Santa:

Santa (Our Taxes) Brought the GT Fire Station a new Fire Truck. The old truck will have a major tune up and be re-assigned to be back up duty somewhere in the County System. (It may come back to GT.) The new truck has increased capacity and that is a good thing.

Please be careful with your House Decorations and Christmas Trees. If you have a fire in the fireplace or burning candles do not leave them unattended. Yes we have had rain, but fire is still a risk in winter.

There is no need to Test the New Equipment.

GT Fire Station Makeover Funds Requested:

The City Council approved the idea of a Fire Station Makeover months ago. Funding the effort is before the County Board of Supervisors. They City of Grand Terrace has requested that some of the 1 Million Dollar Block Grant Funds Allocated to Grand Terrace Area be used for the Fire Station Makeover. Nearly 300.000.00 has gone for Street Lights and Road Signs. Recall the city allocated the limited "Discretionary Funds" to fund the Public Library.

This is a use of funds will benefit the Region and thus should qualify for the expenditure of funds. The Funds use are restricted for Improvements that have a REGIONAL IMPACT. As we know our Fire Department works beyond the Grand Terrace City Limits. Often you see it responding to fires and auto accidents along the 215 freeway.

The remodel if approved will take months, during which the fire personnel will be housed in Mobile Trailer units. Fortunately the City allows a waiver of the housing and trailer use for the firemen. (Don't expect such accommodation for homeowners who are faced with rebuilding or a makeover.)

Well folks. We support and recognize the need for the make over. Let us hope that an improvement in Energy Use and Production is included in the fire station makeover. The fire station could also be a place for Florescent bulb and battery recycle bins to be located and serviced. This would also have a "Regional Impact".

If the City Council could manage to convince the San Bernardino County Board of Supervisors that there would be a beneficial impact if the City of Grand Terrace purchased the land for the proposed Highgrove/Grand Terrace metro link Station and Development it would be a worthy investment. Yes it is in Riverside County... big deal. For years the City of Riverside has been drinking water from our ground water. Let's get over where what line is where.

If the City of Grand Terrace Purchased the Land, and then Leased the right to build and operate commuter related concision businesses the Highgrove/Grand Terrace Metro Link Station could be an asset to the local community. Local Employment will benefit Grand Terrace. Yes, the sales taxes would go to Riverside... (That will help them like the "Deal"). But the lease or concession fees would go to Grand Terrace. Imagine the business model of Glen Helen Regional Park, but centered around a Metro Link Stop.

This will have a Regional Impact. This would have a benefit to relieve the San Bernardino Metro Link Station of some of its parking limitations. This would encourage more riders from existing and future residents of the Grand Terrace HighGrove areas to use Metrolink as a way to work in Orange an Los Angeles County.

Hello,

As the only school board member who lives in Grand Terrace, I agree with you. I knew the situation would be complex for parents. I urged the Board to postponed their decision or consider a phase in plan with Grand Terrace area in 2009-2010 school year, which would allow parents time to make adjustments and arrangements for their children.

Last Thursday, the Board voted for the change and I voted no. I will continue to advocate for what is best for our students. Thanks for communicating with me and hopefully you can persuade other board members to understand your perspective. I will bring up your proposal at our next meeting.

Do other parents feel the same, if so I would like to hear from them.

Dear Members of Colton School Board,

While it is a difficult season to be attending meetings, I would like to express my deep concern for some changes in the planning of our District.

First of all, let me say I love the idea of a one-track system. However July, November and March are not the best choice.
As a parent my child’s education and safety come first. As a working parent, worthwhile programs are not available during those times. Now that my son is 12, programs are nil.

I feel that more businesses would spring up in Grand Terrace for after school and off-track if our students were on a traditional schedule. In fact, my son was in a wonderful program in Loma Linda during the summer, but the proprietor couldn’t get enough people to sustain his business during the other off-track periods.

Grand Terrace is filled with interested parents, who have to work. So many kids have to stay home alone. I have approached our City Council to bring back our Recreation Department and expand it to include after school programs. They are not interested. It is up to the parents to take care of their own children they said.

Let’s face it. The children are our future. If we don’t take care of them, there won’t be anything for us. Increasing police and security is not the answer. Education, sports, creativity – keeping their minds and friendships growing will keep them out of trouble and ensure that more children stay in school.

Dear Friends:

I received several Emails reporting what happened at the City Council Meeting Dec 11, 2007. None of them covered what I thought was the MOST IMPORTANT so I have posted below my comment ( in BLUE) a synopsis of the comments of the Email Writers.

Quick Note: Hope Council Member Miller is still on the Mend?

BUT.........

There have been kick in the door break ins in Grand Terrace and Loma Linda and other places in the IE. This seems to be a trend. This is exactly why Citizens should be informed not only of the ARRESTS but the CURRENT INFORMATION ON THE CALLS INTO THE SHERIFF DISPATCH. CRIMES REPORTED INFORMATION IS JUST AS IMPORTANT AS ARRESTS REPORTED.

I have noticed that there has been an increase of what look like tree trimmers and gardeners or trash haulers working the streets during the day. This may be related to an awareness the TRIM YOUR TREE Letters went out to the targeted homes.

Here is the Problem and a Solution. We the Citizens have no way of knowing if a person wanting to trim trees or haul limbs has a Business License. We also can't tell if it is someone just looking for legitimate work or looking to break into a house.

The Solution is: Have a Cardboard Placard with a City Business Licence required for all Garden Trucks, Delivery Vehicles, and Persons Collecting for Charity.

If a Business does not have a Placard they should be sighted for doing business in GT without required license. The Placard could be picked up monthly at city hall, changing color or design on a monthly basis. ( Could be like a Temporary Registration Paper you put in your car window) It doesn't have to cost much. But it would give cause for an officer of citizen to be alert if a "Gardener" or Some one Hanging around lacks a legitimate reason for being amongst the residential areas. OH and folks doing business in GT with no Business License either get one or get out of town.

In addition, Citizens could have a Blue Mt. Decal on their car window to indicate they are community members, thus alerting the watchful eyes to "Stranger Danger".

If all business in GT is done with a City License, and the City then Requires all Employers and Businesses to Guarantee all Persons working for the are not Breaking the Law, including Immigration Laws we may see a small growth of employment opportunities for our local Youth and Citizens.

The City Council Meeting started late because they had their annual "Let Them Eat Cake" City Birthday Party. Of course the entire city was not invited. The word gets out to only the few folks who are attentive to the City Council Meetings or on the City Staff/Council or their Friends and Family.

How about next year "Let the City Council and Friends Eat !##*!~". These Private PERKS for a Few Citizens should stop.

How is this going to affect the "Shared USE" of the School Field and Pool Area? To Be Resolved.

A Costly Trailer to tell Speeders they are Speeding... How about enforcing the Speed Laws with a Ticket, and Lowering the Speed Limit. There is such a thing as a Save and Environmentally Prudent Speed Limit, that this City Council finds to be a laughing matter in several past meetings. This relates to the General Plan, and the Traffic Study costs.

A Costly Law Suit that will be settled out of court. When the City does it is is OK?

No Public Explanation about the Cases against the City. Interesting.

Special Presentations were reviling.

A Council Woman was given the Personal Cell Phone Number of the Fire Dept Chief...
(Not All the Council?, not all Citizens? Special Favors?)

The Comments Regarding Fireworks fell far from genuine. The Fire Department Recommendation was No Fireworks is the Best Option, having Fireworks and additional Enforcement Action and Man Power at the Fire station is an increase in risk.

When a Council Member reported they went to NOLA for the purpose of supporting the Riverside Mayor's Election to the League of City Governments... I was not amused. Riverside has been real helpful in getting the Grand Terrace Bottleneck 215 worked on. Riverside City has done nothing but frustrated a Metro Link Station in Highgrove. The City of Riverside has an RTA that does not provide early enough service in Grand Terrace so that commuters can use Metro Link or the OC/RTA 149 Bus into work.

I am touched by the observations related to the devastation in NOLA and how difficult things are there.

We are most likely not going to have a Typhoon. However, we could suffer Typhoon strength wind and fires and be burned out. We could have an Earthquake that wipes out all utilities, and damages all the buildings and roads.

Like NOLA, Grand Terrace should eventually get a grip on the reality, in a time of disaster we are alone. There should be a Rebuild Plan.

Codes for the Placement of Trailers and RV's for replacement housing. Dry Composting Toilets using Peat Moss as a medium. Each house having water tanks for local water delivery. That is just the beginning. Crops, food, animal care, and medical care... what would be available in each situation?

Global Warming and raising Sea Levels won't have a direct affect. However, wind and fire and earthquake are a threat to Grand Terrace, and this City Council Flirts with that danger each year by selling Fireworks to increase the risk.

Council Member Buchanan... you said you wanted to see the Sports Teams make an effort to earn funds some way other than the Sale of Fireworks. No such effort has been made.

Perhaps Now you will join the 2 who voted against Fireworks, the risk and chaos of their sale and use.

Perhaps the NOLA visit will impress the Council Members with the real Importance of their Jobs as Council Members. (Hint, it is not to help Realtors.)

Is Grand Terrace Green or Yellow or Milk Toast?

Unlike Colton and the City of Riverside or LA... we are subjected to some of the highest energy prices. The City and SCE has done little to educate the public in Grand Terrace about home PV Cells that feed power back into the Grid. (Running the Meter Back)

This program is or should be available to all SCE Service areas as it is a State required program.

The City has taken the past view, that Solar Pannels, and Wind Mills are UGLY and will reduce the "Look" of the Community... They wanted to pretend we all had boat loads of money to pay what ever the SEC wanted to charge for power. Now we have learned that the Council Members in their big homes have a limit to the size of their boats as their Air Conditioning in summer ran their bills up to over 700.00 for one month.

I am looking at a solar powered air conditioner... and PV Cells that are on like a patio cover rather than a roof install.

I am in support of a Requirement that any new Government Built or RDA FUNDED or Assisted Development should have maximum PV Power System as part of its design. Also these public funded or supported buildings should have a Water Catchment system for irrigation.

The City should get off its high horse about trying to look like Laguna Beach in the 80's and recognize Laguna Beach in 2007 includes Solar Power and Water Cisterns for homes and apartments.

Waterless toilets/Composting Toilets, PV Power, and LEV/NEV's should all be included in the Code and Planning. INCLUDING reducing the speed limit on Barton RD to 35mph Max.. and Mt. Vernon Too. Alternative Building Methods such as Straw/Cement Houses should also be encouraged by code and community.

Did any one mention that where Barton Rd and La Cadena are the Speed limit is 35mph in the City of Colton, up to the Freeway and it is not till you get to GT that it goes to 45 mph on Barton Rd. Having this speed limit on Barton Rd and Mt. Vernon precludes the use of LEV's in GT, as you can't cross town to get your shopping and errands done.

In addition, the 45 mph was orrignally there because the roads were to be used by military convoy. They needed to run up MT Vernon at full speed in order to make it up the grade. In addition at that time there were no stop lights or signs except at the corner of Barton Rd and Mt. Vernon Ave. All other corners were regulated by the rule what road is biggest has the right of way. With the stops every block the fuel use starting and stopping is less efficient and causes more pollution. Worse yet is that the NEED to Tromp down on the gas to get up to speed of 45 mph or more... causes more pollution, and less energy efficient. I have brought this to the attention of members of the City Staff, and they even consulted with the Traffic Engineer. The reply was, we don't think we want a bunch of LEV's Running where the house prices should be ever increasing, and flashing affluance of cars and endless fuel use and speed. It is part of the Affluance Illusion they want to maintain.

The Council and City Staff, apparently don't get the point of the fuel economy, safety issues, and the desireability of encouraging LEV's being used in GT.

An LEV Centered town will increase local business, may even add a business to the community as LEV's like cars can be personalized, repaired, sold and resold. Each transaction being a taxable event.

It took 4 years for them to even bring the topic to the council... finding time to give lip service to the idea. But, the NEED for SPEED won out... flawed logic, and misrepresentation were used by the Traffic Engineer to push the let speed in GT Rule over Economics, and Ecology, and Fuel Independence.


We live where there is less than 15 inches of rain Expected. We should start living like we know that. We should also look for ways to reduce our commute distance to work, and pollution generating energy use.

I am on my soap box again arn't I.
Perhaps I should change my nickname from GrandpaTerrace to the Fool on the Hill...

Now that almost 6 months has passed and our memory of the July 4th week of Noise and Fear of Fire has become less paramount on our nerves the City Council will no doubt bring an ordinance and a profit sharing agreement with the Sellers, Suppliers and Purchasers of Fireworks.

Let us review.

We have and will continue to have a high risk of fire. At any time. Fireworks only increase that risk.

We read the Statistics and hear the testimony of the Fire Department Experts that report both Fires and Injury are caused by Fireworks, and their preference would be No Fireworks.

We hear the Sheriff say that Firework Enforcement would be easier if ALL Fireworks were banned.

The Sports Teams who "Benefit" from the sale have made no effort to replace their dependence on Fireworks Sales.

So here we are... we will go around this again and again until the State Bans Fireworks or Grand Terrace Burns as a result of the folly of the City Councils pandering to the Sports Clubs, and pressure of the City Manager who enjoys the added income provided to the city.

We never got the cost of the last fire on Blue Mt.... IF the Winds are blowing just right it may not be brush and shrubs.

Contact your Council Members BEG them to END the Fireworks Assault on Grand Terrace and the neighboring city's.

Or is that sigh over the freeway,,, the Rail Road Overpass a true representative of the attitude of Grand Terrace, Get your Drugs, and Fireworks here,... and who cares?

Yep it is about time we'll see Fireworks on the Agenda again. Let us hope that logic and prudence and the safety of our citizens outweigh the difficulty of changing how the city earns its money for added police for that party week, and the sports teams earn their cash.

I never bought fireworks, and I will pledge 20.00 CASH if there is none in GT This Year. IF each household did the same we would have something to celebrate.

Well, it began with a War, and a need to raise funds for a war... (You guess which one) then politicians got the idea it was their job to spend the citizens money.

I am not against taxes if they pay for true PUBLIC WORKS... BUT I AM against PUBLIC FUNDING OF REDEVELOPMENT AGENCY DEVELOPMENT. I also think or agree that the Federal Government has gotten on a spending spree. I do think the IRS should be ENDED, and a Fair Tax or Flat Tax should be used in some way, and be done with it.

Dear Gramps...

When I read that a representative from Stater's said the company is Green, I fell out of my chair.

If Stater Brother's Market and Jack Brown and the City of Grand Terrace were of a Green Mind Set in terms of Environmental Concerns they would have come to an agreement to modify the current Stater Brothers Location to fit the needs of the community and not remove relatively Virgin Land and Farm Houses for a MEGA STORE Parking Lot.

The lack of REQUIRED Green Construction Design Requirements, Roof Water Catchment, and Parking Lot Run Off Capture, and such a large change in habitat for birds and small animals that have lost their open spaces... will not be reflective of a GREEN Thinking Corporation or City.

The Only Green Stater Brothers or Jacobsen or the City of Grand Terrace's Redevelopment Agency really cares about is GREEN CASH. The Orange Trees and Parks and all city efforts are first and foremost intended to raise property values, to make it more costly for families and citizens to live in Grand Terrace. This makes Realtors Richer, and the Tax Collectors and Spenders Happy. High Property Cost including homes and businesses, does not make for a healthy community, or family.

So Fix and Improve the OLD Buildings and Businesses. Don't make Grand Terrace a Carbon Copy of what is failing other communities 20 years later. Parking Lots and Big Empty Stores... Drive by the Old Costco or Kmart buildings some time. When their tax advantages are gone, they move to the next town. Leaving empty buildings behind the. Choice... empty building or empty field. Walmart has just reached the age of leaving behind their empty stores and moving to the "Next" RDA Taxpayer supported Store Site.

Well, I'd rather have a field, and some big oak trees, birds, skunks, opossums, ground squirrels and my lost good neighbors and friends. and fruit trees myself. I'd rather keep the jackasses on the farms and in large back yards and not in City Parks/Land or Facilities.

The arrests for Drugs around the Proposed High School Site #3 and Michigan and Barton Road area should be indicators for the Public and the CJUSD School Board.

It appears that the Drug Dealers and Users are setting up territory in the hopes the school and ready customers will eventually be located there on the boarder.

Yes the school being on the Boarder of two counties, in a small town with very limited law enforcement is an ideal location to claim for drug trafficking and drug sales.

Notice that no special enhancement of the charges are done when the arrests are close to an existing school. WHY aren't the Drug Dealers and Users charged with Selling or Possession of Drugs near a School? Is it not important to have a Safe Zone around our Schools and Parks.

So, Friends of Grand Terrace, Concerned Citizens, and Parents. Drug dealers, Drug Users, Drug Houses, Need to have ZERO Tolerance in Grand Terrace.

City Planners and the Alcohol Beverage Control Board (ABC) should be aware, that any increase in Recreational Legal Alcohol Distribution and Consumption Points will bring additional Recreational Drug Users to this community. Their Addicts and Distributors don't care about our children, citizens or property. ALL ABC Licensed Businesses, including stores and restaurants and bars should be viewed as attractive nuisances and an increase cost of Law Enforcement, and as such should cost more for business licenses and permits, and perhaps be held liable for the costs incurred for the increased crime they host in our city.

The Thursday evening of Dec. 6th, was (it looks) like last official meeting for City of G.T. of the year 2007. According to the City Planning Director, there is insufficient developmental needs for yet another meeting this year, and possibly January of next year also. A final rough draft and presentation of the new 200 plus page document to accompany the new city-wide General Plan with be topic of meeting for First Thursday of January, if not then the third Thursday of January.

There are upcoming several developments needing consideration by the P.C. for the third meeting but maybe or maybe not for the first.

This evening was concentrated on new revisions and additions to documentation to the current Land Use Plan, and for the new one which has yet to be approved by City Council. Scott Limbacher representing Maintenance and Development for Stater Bros. markets had attended this meeting and gave a short discussion about their efforts to remain "Green".

One of the elements that Scott discussed was the fact that it seems there is an overabundance of "Free" electricity or water heating to every flat roof on every store. Now, everyone thinks this to be Green, but in their eyes it is not so, 'least right now. Current lifetime to the roof mounted equipment is about ten years, before they become obsolete, require too much maintenance, or are "Paid-off" and new items of technology need then to be installed. What the Market found was the dollars to purchase and install, can be calculated, but then again, if the equipment was manufactured two or more time zones away, there are transportation costs, plus that the firm of manufacture may then be polluting the environment in so making the units.

Many Green items are actually harming things just in their manufacture in a location not seen by the purchaser. And thus, pollution there is equal to pollution here. One element being dodged by everyone, was what happens if the business leaves town? What of the old structure or property.

A whole new business would then come under the scrutiny of the City P.C. but what if the new tenant has a similar business to old then? It escapes the scrutiny. The new business is then exempt from upgrading or adapting to new codes or compliance with current Title 24 regulations. Thus something needs to be done to upgrade not just a business, but the structure also.

We all have heard about how a multi-story hotel burned to the ground as it met the code requirements of the 1950's, but those same codes and safety factors need to be considered again for to stay in business in the 21st century. This seems to be a hole in which the city P.C. and City Council need to consider.

Is it best to let a pretty looking, but unsafe and derelict building to remain occupied, just for a tax base? How much do you want to bet an item such as these "do not" get written into the new documents before being handed on to the City Council for their approval.

Thanks for the report. I find it interesting that the question of going Green in the Grand Terrace Code has such limited input. That input being from a Stater Brother’s Representative.

Let’s Review some real facts:

Payoff for a PV Cell System is 5 years not 10 years, and after that they don’t crumble up and stop producing power, any power after that is FREEEEEE…

Yes, a PV CELL System that is installed now may be obsolete in a short period of time. That does not diminish its Value or Function, or its Payback formula. Let us hope that PV Technology improves and costs are lowered as time goes on, but that is not a justification for not using current technology.

Yes, it May Be TRUE: Some companies that produce PV Cells are net polluters and that pollution saved here is pollution some where else. A large company such as Stater Brothers and Macys, and Star Bucks can do a good job of inspecting their supplier and not buy from such polluters. There are PV Systems made right here in the USA.

If this Planning Commission and the City Council has the best interest of this community in mind they should seek information and suggestions regarding codes and ordinances from the PV Cell Producers, and County and State Environmental Agencies that have most likely worked these issues through. This would be the expert input of value to the community. I am sorry that a self serving DRIP may guide the Planning Commission down a path of regressive construction codes rather than forward looking codes. The code could also demand that any Imported PV Cells come from companies that have been certified as Green Producers or Companies that Produce using Environmental Standards equal or better than we have here in the USA.

New Construction should require PV CELLS, and PV Cells should be Encouraged on all Upgrades, and Renovations. Perhaps the City Could waive all fees for construction that produces a certain amount of power per foot of roof space. Yes, it would increase costs on the front end, but it would be paid off in 5 years, and a windfall after that.

Yes Maintenance of the systems will need to be done, this is no different than standard roof maintenance and effectively window washing. Maintenance of a PV CELL SYSTEM is not a costly task, to suggest it is is also a misrepresentation.

If a PV CELL system has batteries for back up, of course those batteries should be recycled, and we hope these too will be improved over the years. However, it is more likely that all PV Cell Generated Power would be fed into the grid, and there would be a Hydrogen Powered (Water Cracker) that would use surplus power to crack water into fuel. This would be stored and used as needed.

It is possible to reduce the cost and environmental impact of our power needs if we were bold enough to use technology that is available today.


OLD is not USELESS.... Sure some buildings may need improvements to be brought up to code. This is what Redevelopment Loans were INTENDED FOR... In some cases OLD is Better than NEW...

Some Times OLD is the WISE WAY TO GO...

An Old Fashioned Windmill can still pump water, and or generate electricity.

Fruit Trees: Where did you read it First?

Regarding the Planting of Orange Trees on the Bluff across from the Proposed Blue Mt. Senior Villas on Grand Terrace Road.

It is interesting that Mayor Ferre has latched onto an idea expressed in the blog for years. Community Fruit Preserve is a great idea.

However, when going about this there should be a couple of bits of added thought.

The Redlands Orange Conservancy is a business that sales oranges by subscription. This pays the farmer an income sufficient to take care of the crops. Well, a 2 ac grove is not sufficient to employ this economic strategy, particularly when you are starting from bare ground.

An alternative may be to get assistance from the University of Riverside Agriculture Department and First Five Community Development and Nutrition Improvement Program, and other grants may be available for the establishment of a truly PUBLIC Grove.

The location along the Bluff and planting trees that need a significant amount of irrigation does not seem to be the brightest of ideas. Trees that are more drought tolerant or require minimal amount of added water once established. Pistachios, Walnuts, some varieties of Almonds, Jujubes, Pomegranates, would all fit these conditions. There are also native plants that would produce berries for blue birds, and other wild life that has become scares in recent years. Oranges and Citrus could be planted close to Grand Terrace Road, and work North with ever increasing drought tolerant plantings. If possible it would be a good idea to have a community goat or two to keep the weeds abated under the trees, this could be arranged by having a mobile goat run so the goat does not get at the trees themselves. Perhaps a 4H Park…

This idea of planting should be extended down Canal, and in the Triangle on Canal/Mt. Vernon and along the freeway fence.

Public Planting of Permaculture Plants would provide the PUBLIC particularly Children and Seniors with Fruit and Nuts grown right here in Grand Terrace. The cost of maintaining these Public Plants should be no less the cost absorbed by the city for the Trees on Main Street or the City Parks, and Past Beautification Plantings and Islands. These however, would produce a product for the citizens to enjoy.

Like with the Goats, and the Planting of Fruit Trees, the Daily Blog Readers from the City Offices incorporate these comments and passes them on to Mayor Ferre. One would hope Mrs. Ferre would not make out that it was here original idea. She is supposed to be an example of some sort. If the idea is a good one, present it with out taking "Credit" for it.


Citrus planting plans in works

GRAND TERRACE - Nearly a century ago, The Terrace - as this city was then known - was covered with citrus groves.
Today, the groves have given way to housing tracts and businesses.
City officials want to bring back a slice of the past.
A plan is in its infancy to convert a 2-acre vacant strip at the northern entrance into the city to a historical citrus grove.
The project would be across the street from a new senior housing complex and park expected to open next year.
Mayor Maryetta Ferre has proposed planting dozens of commemorative orange or lemon trees at the northeast corner of Mount Vernon Avenue and Grand Terrace Road that would serve as a reminder of the city's citrus heritage.
"I think it's a natural thing to plant a citrus grove to pay tribute to Grand Terrace's citrus history," Ferre said.
Denis Kidd, who had the last orange groves in Grand Terrace, said he supports the concept of bringing back the city's citrus roots.
"I think that's a great idea because there used to a lot of citrus groves in Grand Terrace," Kidd said.
Assistant City Manager Steve Berry said the rows of trees would go under power lines on the city-owned property.
The trees will complement the city's ongoing effort to improve its appearance, Berry said.
Crews recently planted 45 juniper bushes under power lines on the southwest corner of Mount Vernon and Grand Terrace Road.
"The juniper trees screen your vision from the Edison power field," Berry said. "The idea is to do the same thing with the citrus trees."
Grand Terrace's grove would be similar to one off the 215 Freeway at the Center Street exit in the nearby community of Highgrove.
Berry said Grand Terrace needs to figure out the details of the project, including funding and maintenance of the grove.
The city wants to work with the Inland Orange Conservancy, a Mentone-based nonprofit that aims to save orange trees in the region.
"We would be delighted to work with Grand Terrace on a project like that," said Bob Knight, conservancy founder. "We're eager to find out what's going on and what we can do to help."
Kidd, 65, sold his 50 acres of orange groves a few years ago to a developer.
