Highgrove New Library Open: Yeah

Highgrove has gotten a new public library, and that is good for them and good for us.

We should all go and share and appreciate the services of the library. Some have reported that Grand Terrace residents are "jealous" because tiny Highgrove has a better library than we do in Grand Terrace. I for one am not jealous. RDA funds are paid by California Taxpayers so that library is as much mine as it is yours, or "theirs". In addition Highgrove, and or the Riverside City/County Library System have always extended a welcoming open door to residents of San Bernardino County, in particular those of us who boarder their service areas.

For many of us in GT our first "Library" experience was the Book Mobile that would stop at the GTI on a weekly basis. We could also utilize the services of the Colton Library, or the Riverside Library. Then Highgrove was provided library services in what was formerly a Post Office, then the building at the Elementary School. Thanks to Betty Mason, the Woman's Club, and the Citizens of GT, and the CJUSD, GT Schools eventually had library services at each campus, and much more recently, the City of GT provided a small space for the San Bernardino County Library Services to provide a limited service branch at City Hall. All the while we continue to have access to the libraries out of Grand Terrace.

Jealous that Public Funds, were used to build a Public Building? Nope. The RDA of Riverside County provided the Citizens of Highgrove a Library without the games that Former City Manager Tom Schwab put GT citizens through. His dangling carrot that the Jacobsen / Stater's would have a new library was always a fraud. Sure Jacobsen would build a space. But it would never have been owned as a public building. The intent was to pay a costly long term lease for a space for the Library. Neither the City of Grand Terrace, nor the County of San Bernardino Library Services had or have such funds to pay for a long term lease for high cost space for a library he was dangling out there to garner support. Neither did the County of San Bernardino Library Services have in its budget to move the existing library, or provide more books, fixtures and equipment to a new space. As a matter of fact OUR Redevelopment Funds were NEVER targeted for a true PUBLIC Building, even the Senior Center/Housing has a Commercial Interest Tie that is still contractually a fog.

Our Redevelopment Agency was being used to find, fund and finance a home for City Manager Tom Schwab. As a matter of fact, that transaction has only recently been paid back to the RDA or accounted for appropriately. It was after all Schwab's intent that the City Never Pay Back the RDA for the "Loans" the City Received. So when he paid off his house, he paid the City not the RDA. The transaction was not correct at the time, and not corrected until Current City Manager Betsy Adams came on board. Of course he was in no way qualified to receive a RDA home, YET he did... YOUR GT RDA FUNDS AT WORK should be a sign on his front lawn.

Jealous of Highgrove? Not in the least. IF all RDA funds were so appropriately spent there may not be so much support to the demise of RDA on a state level.

IF Grand Terrace had any interest in being a good neighbor to Highgrove and perhaps portion of Colton, rather than duplicating the services of having a Library we could provide free Wireless Internet Services for Grand Terrace, Highgrove and Colton South of the 10 freeway. I wonder if anyone has thought of asking how much this would cost compared to the cost of Library Operations, and contrast that to the available material to the web users to what is available in the limited Grand Terrace Branch of the County LIBRARY. Existing funds may be transferred to this purpose rather than support the limited stacks, and services of our County Branch Library.

Once upon a time in Grand Terrace the City of Grand Terrace did not write bills for water/sewer/trash it was part of the Water Bill produced by Riverside Highland Water Company. At the time thinking was, hey they send out monthly bills to everyone in Grand Terrace, let them do it. The did it for free or for a very reasonable fee. After all they were already sending out a bill to everyone in GT already.

Then came Schwab. He needed to manage more people in order to justify more money be paid for him. So he hired more people in the finance department, one of the things they did, at a great cost to GT was the billing for Sewer Service. The management was not how do we keep staff cost and numbers low, so the city can live within its reasonable budget. The Management goal was how do we expand the cost of government so Schwab/Council can justify more and more for the "Management" costs billable to the RDA. This included the wages of the City Manager, right down to the compensation paid to the RDA Board and City Council. Operational cost of the city increased as did the Compensation for City Manager Tom Schwab, the City Attorney, and select persons in City Management.

City REQUIRED Services should be billed to the citizen at COST. There should not be an added expense beyond the cost of service. Rate Adjustment for Sewers and Utility services should not be dictated by the financial needs for other city functions.

Now with budget being tight there may also be a look to see who can do this billing task and at what cost. To hire a "Consultant" is stupid to look into this question is a waste of money. There are three entities who should be considered primary service providers for this task. City of Colton who provides the sewer treatment service. The Water Company, Burrtec Solid Waste that sends out bills to every home already. Then there are the other monthly bills we all get. That would be Power and Gas. They too would be candidates for billing the sewer service.

The Sewage Treatment Rates should be no more than the contract requirements for sewage treatment, and a small fee for Sewer Pipe Repairs to be added to a Sewage Pipe Fund to be used exclusively for the sole purpose of repair and replacement of Sewer Lines.

If the current rates paid by GT Residents exceeds the Cost of Service Provided by the City of Colton, then those funds should be fully accounted for and in the appropriate reserve account. IF NOT there should be a criminal investigation of the Finance Department up to the Former City Manager and possibly members of the past city council. (We have no way of knowing what went on behind those closed doors.) In the City of Colton the Sewer Fees may be higher than what the City of Grand Terrace Pays Colton, because City of Colton repairs the Sewer Lines in Colton, but not in Grand Terrace. Some of the folks in GT would be Shocked to see a City of Colton Crew fixing a sewer pipe that lead to their sewer plant. This justification no doubt allowed the City of GT to shave off some of what we pay monthly with the reasoning that those Sewer Excess Funds would pay for sewer line repair and clearing.

To hire a consultant behind closed doors by the means proposed smacks of the intent of Raising the Utility Rates in order to fund expenses beyond the Cost of the Service being provided. Citizens should be ALERTED to the Tactic. If this is done the result is a HIDDEN TAX on every home and business in Grand Terrace, which will be placed upon the citizens without voter approval.

If this is a simple billing service situation a "Request for Proposal" should go out to the above providers, and an open request for proposal for an Independent Service Provider could also be made in the remote possibility that some individual working at home would be able to do this as a home based business. However, the actual end payee may have a voice in the matter. The City of Colton Sewer Operational Fund or what ever that is called in Colton may demand approval on the future collection for the services they provide Grand Terrace. Do they get paid by the gallon or by the hookup? Are we paying more than Colton Citizens? Is the City of Grand Terrace getting a cut of the bill to off set the Maintenance of the Sewer Pipes? Of course these details should have a historical perspective of past contracts and accounting documents. Oh have I forgotten, the Era of Schwab and Berry, no, so there is a possibility the clear delineation of the Colton / GT sewer treatment payment reimbursement plan may not be clear in a contract.

Why write about sewer and trash and water? Well a reader called the following Request for Proposal from the City's Web Sight, to my attention and asked what's up with this. Hence the writing, and opinion.

Let's remember, septic tanks were the norm prior to being a City. This needed to be changed for health reasons. The sewer lines from the house to the curb was paid for by the home owner. The sewer lines in the street were paid for by a bond approved by the VOTERS of Grand Terrace. Rate Hikes past the Cost of the Sewer Treatment Services should be approved by the Voters, and such funds should be used exclusively to fund Sewer Pipe Repair and Maintenance.

Not So Fast Moments at the City Council Meeting

A quick review of the City Council Meeting tonight for those who are interested.

The normally pro development of any kind residents of the area near the former proposed Manhole Cover Plant were back in front of the council reporting a new property owner has commenced work and may have damaged Water Company Drainage. The concern is the business will most likely increase heavy traffic on their rickety roads, be built in a flood zone, and may add to the erosion of the near by hills that support the narrow roads in their pocket of the community.

Here is the question. Where is Code Enforcement and or the Building Inspector, and or the Economic Development Director? Each of these city functions should be in contact with the new owner of the property.

Converting Agriculture/Residential Land that is in a flood zone to light manufacturing/industrial well that was the swift planning of the former City Managers and Council over the objections of the property owners and conservationists.

Second HOLD THE BOAT MOMENT: What's the real need for more bike lanes in GT? How many people ride vs how many people will be refused the use of parking spaces on the street? Or will pedestrians no longer be able to walk along Canal Street?

There was a comment that along the path and trails signage may be needed to remind riders of the helmet laws. How about going a step further. Lets put up signs that all traffic laws apply to bike riders. No more running stop signs, stop lights, or riding on sidewalks. No more riding against the flow of traffic. If you ride at night you must have a front light and reflectors as a minimum. And oh yes, you must obey the safe speed laws. Our Law Enforcement Officers should enforce these laws as well as they enforce the laws related to cars and trucks. Bike lanes should be posted for use by horse drawn carriage, horses, goat carts, electric carts, electric bikes and electric mopeds, and powered wheel chairs where there is no passable sidewalk. (Many of our sidewalks are bumpy). You can even get a DUI riding a bike.

Pedestrians walking in a bike lane where there is no other sidewalk should walk against the traffic and be respectful to on coming traffic and step out of the way. I would assume this would be true of scooters, skateboards and people on skates but that would need to be checked. These are not gear assisted modes of mobilization.

The cost of violating the law on a bike is by far much more dangerous to the rider of the bike. However, to disregard the property damage and trauma on the auto driver who hits you or you hit is not civil.

Bikes should not be encouraged to ride over the freeway where there is the on ramp. Unless the bike path is an elevated lane or tunnel. Both of which cause a problem for transients, graffiti artist and law enforcement. The better routing would be cross the freeway at Newport and ride on that road that is only suitable to light traffic use.

The City Council has accepted the assistance and co-ordination of an Eagle Scout and the LDS in Beautification and Clean-up activities scheduled in the near future. The GT Woman's Club will also be helping the Scout in his project.

Not So Fast Mayor (The Sky is Falling if the RDA Ends) Stanckiewitz. Yes Highgrove got a new library with RDA Funds. No it is not true that that is the ONLY way Libraries are built or funded. GT Citizens are and have always been welcome at the Highland / Riverside Libraries as well as the Colton Library. Our RDA/City provided such a limited space the County has very limited reason to justify the cost of staff that runs such a small number of books and clients. It's nice to say we have a County Library in our City. Highrove is part of the COUNTY and is not a City and they got a new RDA Library. Hmmm this could be a point for reverting to COUNTY, more than supporting the current RDA of GT.

Not so Fast Council Member Hays: The City of Grand Terrace has a Chamber of Commerce. The Government should not have their fingers in who is attracted to GT or a City Authorized Business Recruiting Committee. The Chamber of Commerce is supposed to build businesses in GT if they dissolve there may be a need for a Committee of interested citizens to aid the Planning and Economic Development Department.

Encouragement of Volunteer and Individual efforts by citizens and business people in GT is a good thing. However, for the City to Authorize an official active Committee of Representatives to go out Recruiting on "Our Behalf" that could lead to some conflict of interest issues in the future. We don't need to go there.

Closed Door Meeting had 3 items... Mayor should have said we go to Closed Door Proceedings the meeting does not Adjourn until he reports if the Closed Door Proceeding resulted in a reportable decision or not and if so what that decision was. Just a formality but it does matter.

Wilson Watch: LOOK OUT

Doug Wilson the Head of the Planning Commission spoke at the last city council meeting. He requested that the City have Eminent Domain Reinstated to facilitate the building of roads and utilities.

The City Attorney informed the Council and Planning Commissioner Doug Wilson that the City has the power of Eminent Domain for things such as roads and public services.

There was an amendment to the RDA that limits the use of Eminent Domain. The City Council did not remove the City's Power of Eminent Domain. What raises to the level of concern is that Planning Commissioner Doug Wilson apparently did not know that the City Retained the Power of Eminent Domain, and that only the RDA was affected by the change. HE IS ON THE PLANNING COMMISSION. THIS IS WHY THIS MATTERS. He should be attentive to such issues.

What concerns many readers is the question of his underlying intentions. Is he promoting the return of eminent domain as a power of the Redevelopment Agency? Was this a back handed effort to have a revision that may sneak in the RDA to have the right to take property using Eminent Domain when it is not a Public Works type of project. Be careful, and watch that this is not done.

Republicans Hate Public Schools...

The legislature failed to get a vote to abolish RDA's this evening. Republicans voted against the measure, choosing to keep RDA's. Schools are facing deep cuts. We have the same budget problems as last fiscal year, with this major exception: the federal government subsidized California schools with over $3 billion in stimulus funding. There will be no federal assistance this year. The Republican majority in Congress is concerned about not increasing the federal deficit.

The legislature will meet at 11 am tomorrow to tackle the budget once again. The speaker has called for the session to continue throughout the weekend.

Well, we see it again and again. Republicans pick Developers and the Rich over the Students and Poor. Look at the amount spent on Seniors in GT and they are less than 10 percent of the community. Then ask, how many children in GT are at the poverty or below the poverty level and you'll find a population that needs all the support they can get from school and school programs. I think the only way some of the Republicans would vote against the RDA is if the money went to cut the taxes of the people earning 90 Percent of the Income, or the upper 2 percent of the population. You know the rich who don't send their kids to public schools.

Calif lawmakers make headway on budget package

SACRAMENTO, Calif.—California lawmakers on Wednesday made headway on a budget package aimed at closing the state's $26.6 billion deficit, approving billions of dollars in cuts to state programs but leaving two of the plan's most contentious elements undecided.

In floor sessions that stretched late into the evening, the state Assembly and Senate approved eight measures authorizing an estimated $7.4 billion in cuts to the CalWORKS welfare-to-work program, services for the developmentally disabled, the state's health insurance program for the poor and other spending areas. About half of the cuts come from shifting money away from local communities to programs normally paid for by the state's general fund.

After hours of behind-the-scenes vote wrangling, the Assembly fell one vote short of the two-thirds majority required to approve a divisive bill to eliminate the state's more than 400 redevelopment agencies, saving the state an additional $1.7 billion. That prevented the Senate from taking up the measure.

The Legislature is scheduled to reconvene Thursday to tackle that issue as well as Gov. Jerry Brown's plan to ask voters to approve a five-year extension of sales, income and vehicle taxes set to expire this year.

"These cuts showed a lot of guts," the Democratic governor said late Wednesday, coming out of a meeting with Senate Democrats, though he added that "we've still got a long way to go."

While the bills made it through the Senate with relative ease, several votes in the Assembly came down to razor-thin margins, with almost no support from Republican lawmakers.

Republican Assemblywoman Diane Harkey of Dana Point accused Democrats of making cuts so painful to local governments that "they will beg to have taxes increased."

"This is not the fix we thought it would be," she said.

Even those who voted for the measures appeared to take no pleasure in doing so.

"These cuts go deep, hurting those most in need of services and extracting a pound of flesh in payment for our economic sins from those who have the least to give," said Assemblywoman Holly Mitchell, D-Los Angeles, who ultimately voted for the bills.

Assemblyman Bob Blumenfield described the cuts as "awful," but implored his Republican colleagues to get behind them.

"As bad as they are, they pale in comparison to the problems we face if we prolong financial instability," the Van Nuys Democrat said.

Lawmakers acknowledged that the toughest votes were yet to come.

"I'm sure we'll have a very energetic debate," Senate Minority Leader Bob Dutton, R-Rancho Cucamonga, said of Thursday's floor session. "These were tough votes, but it was relatively low-hanging fruit."

Senate President Pro Tem Darrell Steinberg said there was a "strong possibility" the Senate would take up the rest of the budget package Thursday, including the tax extensions.

But Brown has given no indication he has the necessary support from Republicans to reach the two-thirds vote threshold necessary to place the tax question before voters in a June special election.

Two Republicans in each house would have to approve the plan, even if every Democrat votes yes.

The state GOP is scheduled to meet this weekend in Sacramento for its spring convention, putting pressure on Republican lawmakers to stand firm on the budget or risk being ostracized by party leaders and staunch conservatives.

Dutton said he and his fellow GOP lawmakers are primarily concerned about "restoring California's economic future," and they remain unconvinced that the budget package will increase job growth, particularly in the manufacturing sector.

A Field Poll released Wednesday found that a majority of Californians support the governor's approach of a ballot measure to decide the tax question. The poll also found that 58 percent of registered voters said they would vote to extend the tax increases, while 39 percent said they would vote to return them to previous levels.

The poll found overall support among voters for spending cuts, but a reluctance to specify which state programs should be targeted. Voters opposed cutting all but two out of 14 areas of state government spending: courts and prisons.

Colton gang member arrested for burglary

Police arrested a Colton gang member Tuesday after an investigation that began Monday when he allegedly leapt from a moving pickup truck before it crashed into a police car.

Officers responded to reports of a man breaking into vehicles about 3:45 a.m. Monday in the 600 block of Bradbury Drive.

An officer arrived in the area as a Chevrolet S-10 pickup truck passed him on Crestview Road. The driver of the truck - later identified as Manuel John Sanchez, 34 - jumped out of the vehicle while it was still moving, according to a Police Department news release.

Sanchez fled on foot and the truck crashed into another patrol car at the intersection of Ford Street and Crestview Road. One officer was later treated and released from Redlands Community Hospital, according to the news release.

Police determined the pickup truck was stolen in Grand Terrace. They found stolen property from at least two nearby vehicles when they searched it, according to the news release.

Detectives then identified Sanchez as a suspect. The man was also wanted for failing to check in with his parole officer in Colton.

Investigators found Sanchez Tuesday and arrested him on suspicion of burglary, assault with a deadly weapon, possession of a stolen vehicle, and various parole violations, according to the news release.

Man arrested for felony vandalism

Sheriff's deputies arrested an 18-year-old Yucaipa man on Tuesday they say is responsible for graffiti on at least 50 spots around the city.

The deputies have tracked and recorded graffiti where a specific moniker - a name used by a "tagger" - has been used. They have tracked at least 50 spots where the moniker was tagged for the last month, according to a San Bernardino County Sheriff's Department news release.

The "tags" showed up on public and private property along Date Avenue, Second Street, Yucaipa Boulevard and Avenue E.

Deputies conducted an investigation and identified Eric Castro, 18, as a suspect, according to a news release. They spoke with Castro at his home Tuesday and arrested him on suspicion of felony vandalism.

Castro was booked at Central Detention Center in San Bernardino. His bail was set at $25,000.

The estimated cost to remove the graffiti was estimated between $5,000 and $15,000. Investigators believe there may be more than 50 vandalism victims, according to the release.

Why are so many people who are opposed to development nevertheless in favor of "redevelopment"?

The short answer is that development involves decisions made in the market by large numbers of people in the general population, in their own personal interests, while redevelopment involves taking decisions out of the hands of the population at large and putting the power to make those decisions in the hands of elites.

Developers who build housing to sell to the public are the focus of many denunciations by elites in places like coastal California. But developers would not even exist if there were not vastly larger numbers of people ready to buy or rent what they build.

All these people who make the developers' work economically viable vanish into thin air in political rhetoric that is focused on the developer and his "greed."

The people who are against development dare not come right out and say in plain English that they want other people's desires squashed by the government, so that the desires of the small, self-congratulatory elites can prevail, while housing prices skyrocket because of the restricting on building.

If development is considered to be so bad, why is redevelopment considered to be good, by many of the same people?

Redevelopment imposes the supposedly superior wisdom and virtue of an elite on the rest of us. That is its ideological appeal to self-congratulatory elites.

Its political appeal is more mundane. By bulldozing low-income neighborhoods and replacing them with upscale malls and condos, local political leaders get more tax money into their coffers, offering more opportunities for them to do things that enhance their chances of being reelected.

A politically successful redevelopment project enables those who promoted it to show "before and after" photos of the neighborhood that has been bulldozed and replaced by shiny new buildings, tree-lined vistas and clearly upscale new housing. This is easily portrayed as a welcome new addition to the community, both aesthetically and economically.

In reality, what redevelopment does is transfer wealth from one place to another place, with no net addition to the wealth of the country as a whole. But it increases tax revenues in the local jurisdiction, which is what local politicians care about.

When money that would have been spent and taxed elsewhere is transferred into a particular jurisdiction, that is no net increase in tax revenues, or of jobs, in the country, however.

Redevelopment exports low-income people and imports high-income people— with no net addition or subtraction of either segment of the population in the country as a whole. The huge costs of redevelopment projects turn what would otherwise be a zero-sum process into a huge net loss for society as a whole.

Between restrictions on development and the destruction of existing low-income housing by redevelopment, low-income and even moderate-income people are forced out by high housing costs.

Often this process takes the form of ethnic cleansing. Blacks, for example, have been driven out of communities up and down the San Francisco peninsula, including East Palo Alto, which was once 61 percent black, and is today only 17 percent black.

But that 17 percent is still the highest proportion of blacks in any community in three whole counties on the San Francisco peninsula. None of the 38 other communities in those three counties has a population that is even 5 percent black.

Other segments of the population are likewise forced out by the economics of the development restrictions and the redevelopment hoax. Only 7 percent of Palo Alto's police force actually lives in Palo Alto. A fourth of them live all the way on the other side of the San Francisco Bay.

Families with children are also forced out of communities on the San Francisco peninsula, on such a scale that many schools are closing down for lack of students.

All this is a high price to pay for a political hoax. But the dozens of redevelopment agencies in California are up in arms at the suggestion that the money they get be cut, in order to deal with the state's financial crisis. Local politicians are of course on the side of these agencies, so the hoax may well continue.

Grand Terrace man suspected of threatening teen

A Grand Terrace man was arrested Monday after he made obscene comments to a teen girl and threatened her, sheriff's officials said.

San Bernardino County sheriff's deputies booked Eric Smith, 41, into West Valley Detention Center in Rancho Cucamonga on suspicion of annoying or molesting a child.

The 17-year-old victim was walking home in the 11700 block of Mt. Vernon Avenue about 12:30 p.m. when Smith approached and asked if he could walk with her.

Sheriff's officials said he made lewd and obscene comments to her during a conversation and then threatened her life.

Deputies searched the area and found Smith walking on Brentwood Street.

Jerry Brown's Good Deed Gets Punished

California's governor wants to close his state's redevelopment agencies, which abuse property rights and breed dependency among city governments.

Sacramento

Forced to choose between funding public schools and subsidizing ritzy golf courses, many California officials prefer the latter. That's become painfully clear in the past few weeks as Golden State politicians have fiercely opposed Gov. Jerry Brown's plan to shave $1.7 billion from the state's budget deficit by shuttering California's 400 redevelopment agencies.

The roots of this story go back to 1945, when the California legislature allowed cities and counties to form these redevelopment agencies. Their purpose, at least in theory, was to fight urban blight. Once public officials deem an area blighted, redevelopment agencies can use eminent domain to clear old properties and sell bonds to pay for improvements.

To pay off the bonds, the agencies gobble up any subsequent increase in tax revenue—what the state calls the "tax increment." In addition, a portion of the sales taxes generated by the new retail and commercial centers go into city, not state, coffers. That's the main reason redevelopment agencies are popular among local politicians, Republican and Democratic alike. (Plus, they allow pols to reward favored corporations and developers.)

But in the last 60-some years, redevelopment agencies have become fiefdoms that run up enormous debt and abuse eminent domain by transferring private property to large developers promising to build tax-generating bonanzas. Today, there are 749 such projects. In the late 1950s, there were only nine. According to the state controller, redevelopment agencies consume about 12% of all state-wide property taxes—money that would otherwise go to critical public services.

Because city governments have become so dependent on these agencies diverting revenue to them from the state, the pushback against the governor's plan has been powerful. "This is the wrong time to move away from job creation," said Los Angeles Mayor Antonio Villaraigosa. Sacramento Mayor Kevin Johnson recently called redevelopment projects "magical things." Others, like San Jose Mayor Chuck Reed, have warned that shuttering the agencies will hurt economic recovery.

These mayors may have the rhetoric down, but a new report from state Controller John Chiang explains why the governor is intent on closing these agencies. The report portrays them as a source of waste and governmental abuse—not a generator of jobs and economic growth. Among his audit of 18 agencies, Mr. Chiang found that Palm Desert's redevelopment agency proposed to eliminate so-called blight by spending nearly $17 million on revamping a municipal golf club that remains one of the nation's premier golfing locales.

In the 12 years I've spent reporting on this issue, I've seen an agency attempt to bulldoze an entire residential neighborhood and transfer the land to a theme-park developer. I've witnessed agencies declare eminent domain against churches—which pay few taxes—in order to sell the property at a deep discount to big-box stores that promise to keep city coffers flush. Working-class people and ethnic minorities often are the victims of this process since they often live in the vulnerable neighborhoods, and they have less muscle than big business developers.

The trouble is that blight is an amorphous concept, easily abused by government officials and redevelopment agencies. Once "blight" is found, the agency creates a project area and can then begins selling bonds (incurring debt) without a public vote. In 1995, one area of the city of Diamond Bar, where I lived, was declared blighted because there was chipped paint on some buildings.

Redevelopment has attracted the Brown administration's attention for an obvious reason: The more aggressive cities have become in using this "tool," the more they divert tax dollars from traditional public services like schools, fire-fighting and police services. Under Gov. Brown's plan, the state will still have to pay off the redevelopment debt, but shutting the agencies will redirect funds back to general state coffers and save local governments money by shutting down bureaucracies.

Fearful that the plan might pass, many redevelopment agencies have been spending their funds rapidly—often on half-baked projects that haven't been thoroughly vetted. "It's like a teenage girl maxing out Dad's credit cards even though she knows he's already bankrupt," says Orange County Republican Assemblyman Chris Norby, a longtime redevelopment foe.

Fortunately, the governor has stuck to his guns. Unfortunately, most Republicans have been mum, and many are even defending the agencies. For instance, Sen. Bob Huff, a Republican from the San Gabriel Valley, has echoed the California Redevelopment Association's line that "Redevelopment is one of the few tools to promote economic development." Other Republicans champion redevelopment as a local-control issue, preferring to see the dollars in the hands of city politicians rather than Sacramento lawmakers.

While economic development and local control are crucial issues, it's hard to understand why any Republican would believe that a regime of government planning and subsidy is the best way to achieve those goals. They should be standing up against the abuses of property rights and the fiscal irresponsibility inherent in the redevelopment process and championing market-based alternatives to urban improvement—even if it means defending a proposal from a Democratic governor they often disagree with.

Suspect bails from getaway car, escapes

The Press-Enterprise Redlands police are looking for a suspect in a vehicle theft and vehicle burglaries after he bailed out of a moving pickup that slammed into an arriving police car.

Police had no description of the man who was spotted early this morning in a Chevrolet S-10 pickup on Crestview Road, police said in a news release. Before the officer who spotted him could get his car turned around, the man jumped from the moving truck and fled on foot.

The truck continued down Crestview, taking out several mailboxes before it hit another police cruiser arriving on scene at Ford Street, police said. The officer in that car was treated for minor injuries at Redlands Community Hospital and released.

Police got a call about 3:45 a.m. about a man breaking into vehicles in the 600 block of Bradbury Drive. The S-10 turned out to be stolen out of Grand Terrace, police said. Officers found stolen items in the truck from two vehicle burglaries on Bradbury.

Runaway vehicle crashes into Redlands police car

A stolen car left behind by a suspected car burglar rolled down a Redlands street this morning, crashing into several mailboxes and a police officer's squad car.

The officer was taken to a hospital for treatment of minor injuries, said Redlands police Sgt. Vonn Layel.

The incident began about 4:30 a.m. when a resident saw a man breaking into a neighbor's car in the 600 block of Bradbury Drive.

The burglar then broke into a car belonging to the person who called the police,

Layel said.
Police arrived at the scene as the suspected burglar was sitting in his getaway car. The vehicle had been stolen from Grand Terrace.

The man abandoned the car, letting it roll down Crestview Road. The vehicle struck an officer who was headed to the scene.

Officers discovered the burglar broke into at least two other vehicles in the1400 block of Hampton Road. They found stolen property in the crashed vehicle.

Gramps Adds:

GT has been plagued by DUI, Grand Theft Auto and Auto Burglaries. Perhaps this suspect and his cohorts will be caught. Anyone buying used parts, should know where they come from. The reason car thefts do what they do is in part because there are people eager to buy parts at a discount.

When you buy anything stolen you are guilty of possession of stolen property and at a minimum will lose the property and the money you spent buying it. It is better to do business with reputable businesses.


Just like our appetite for drugs drives the drug trade, our willingness to buy stolen property drives the auto theft and parts theft activities. So folks when some one has something for a "Special Price" walk away. There is no reason to think they are doing you a special favor.

Hundreds hike Grand Terrace's Blue Mountain


GRAND TERRACE - The trail leading to the top of Blue Mountain, the peak that gives the city its motto - "The Blue Mountain City" - and its eastern boundary, is closed for all but one day each year.

But that hasn't always been the case.

"It used to be open all the time," said Arlene Arthur, who has lived in Grand Terrace for nearly 16 years. "But now it's just once a year."

That once a year was Sunday, and about 600 hikers and bikers from Grand Terrace, Redlands, Highgrove and other parts of San Bernardino and Riverside counties came out to take the 1.6-mile trail leading from the foot of the mountain to its peak.

It's the fourth year that the Friends of Blue Mountain, a nonprofit group that wants to see the mountain become the center of a 500-acre wilderness park, have opened the trail for their annual walk. The event was co-sponsored by the city of Grand Terrace and the Foundation of Grand Terrace.

"We're trying to get the city and the county involved," said Denis Kidd, president and chairman of Friends of Blue Mountain, and one of several people who own land around the mountain. "I don't think we can raise the money to buy all 500 acres. ... We need Colton and Grand Terrace and San Bernardino County and Riverside County."

But the group is working on buying some land around the mountain.

Kidd said proceeds from Sunday's event - admission was free, but the group accepted donations and sold hats and T-shirts -

"We're raising money to by 10.5 acres," Kidd said. "That's the first step."

He said it will cost $60,000, and the group has raised $10,000 so far.

While money is tight, especially for the local governments that Kidd and others hope will step in, he said Sunday's turnout - the largest so far - is a good sign.

"It says it's really important to people," he said.

Many of Sunday's hikers remember when the mountain was open all the time. Arthur said she used to hike up Blue Mountain a few times a year, and that her children would go up it seven or eight times a year.

"It's a shame to take away something that's been part of Grand Terrace from the residents of Grand Terrace," she said.

Councilwoman Darcy McNaboe said she hopes the mountain will be preserved for hiking.

"Being out in nature, it's not something you can buy," McNaboe said. "It's a special place. It's something man can't make or create and it's here in our backyard."

And with between 500 and 600 hikers and bikers taking advantage of the single day of trail access, McNaboe said it's clear locals like Blue Mountain and want it to be open.

"You can see how much desire there is for this kind of experience," McNaboe said.

Roland Espinoza of Redlands, who also hiked up Blue Mountain two years ago, said he hopes the mountain will eventually reopen year round and remain undeveloped - though he joked he wouldn't mind a few changes to the sometimes steep trail.

"The year before last, I didn't take so many breaks coming up," he said. "Maybe they'll put in escalators."

Gramps Adds: Blue Mt. Trails and Park may be advanced if some one came up with a Cave Restaurant near its apex. Perhaps a Flintstones Rib Style service. A tram or a cable car to take the guests to the restaurant may also be a minimal environmental impact and yet be an added draw. Down hill hikes are always more fun. Of course there should be public restrooms at the top and bottom of the trails. It is great to see Highgrove and Grand Terrace community working on a common goal.

Development Engineer II

Under moderate supervision, designs, develops, tests, and documents new products and modifications to existing product. Works with teams and committees to resolve design, performance and production problems.

Essential Duties and Responsibilities:
• Develops new products as directed by the R&D Committee. Modifies existing products to improve design, performance, assembly, or cost. Investigates research and development of new ideas and presents these ideas to appropriate personnel when successful. Uses 2-D and 3-D CAD and Finite Element Analysis (FEA) skills to aid in design process.
• Interfaces with Testing personnel in developing tests to accurately evaluate performance of new product design, existing product modifications, and general investigations. Is knowledgeable of standard test procedures. Develops test plans, submits test requests, and evaluates and documents results in test reports. Specifies test equipment as required.


Required Knowledge/Skills/Experience/Education:
B.S. Mechanical Engineering or equivalent. Two or more years related on-the-job experience. In addition to the knowledge, skills, and abilities expressed under duties, must have working knowledge of word processing, spreadsheet, and database software. Must have good writing skills to accurately convey design ideas and wishes. Able to interact with people from a wide number of backgrounds and disciplines. Knowledge of materials, hydraulics, pneumatics, mechanisms, and pumps. Computer application/programs; standard office equipment.

Preferred Knowledge/Skills/Experience/Education
One or more years on-the-job experience with hydraulics, pneumatics, valves, seals, bearings, submersible /centrifugal/turbine/gear pumps. Understanding of ASME Y14.5M-1994, Geometric Dimensions and Tolerancing (GD&T).
