The InTheNEWS Post suggested the City Council Meeting for April 10 is a FIRM Date and Meeting. As the Last Council Meeting Closed there seemed to be some question if there would be an April 10th Meeting. Some of the City Council Members wanted it to be canceled so they can attend a City’s of the County Meeting of some sort. IS there going to be a meeting? No Agenda Has been Posted Yet.

The InTheNEWS article about Medical Marijuana Shop Ban in GT is misleading. First of all a Second Reading would assume the First Reading the Ordinance was actually Read. No the Reading was Waived by the Council Members who wanted to have another record breaking quick meeting of under 40 minutes. The Ordinance was not published along with the agenda for the Public to View in Full unless the Citizen took time off work to go to the counter the one or two days prior to the Council Meeting. The City should have these Proposed Ordinances Posted on the City Web Page as a Minimum. In addition there should be a 30 or 45 day notice prior to the FIRST READING so that the PUBLIC can be informed and be informed participants as to the changes being proposed.

I am not for Drugs. I would be all for the closing down of all Drug Stores selling Booze, Tobacco, and the Closing of ALL unlicensed Illegal Drug Stores we Clearly Harbor in our town. Just Look at the Arrests and how many begin with HS….. those are all drug related arrests of one kind or an other.

The Point I am trying to make is that the City would be better served by the Staff if the Information was shared upfront, and in its complete form. There are people who would read it and bring intelligent comment and concerns to the City Council for their deliberations.

With the Posting of the Revised EIR and the Revised General Plan Proposals to Force Fit the Senior Center into the Current General Plan may be an example of how the City Can if it WANTED TO share information with the Citizens.

I urge every citizen to read and review the Documents on the Blue Mt. Senior Villa. This is what should have been available to the public the first time around. It is unfortunate that it takes a law suit to get something done right in Grand Terrace. Now the Public has documents and information they can review, digest and evaluate and make informed decisions and opinions regarding the Zone Changes, Building Design and Environmental Impact of the Development. Note there have been changes from the “Original Plan” Perhaps this new plan meet the design and use concerns and desires of all Citizens. However, it is not clear how building a Senior Only Housing will satisfy the Requirements of the State Redevelopment Agency or Housing Authority Requirements levied upon the City of Grand Terrace to provide Housing for Very Low and Low Income Persons of ANY AGE GROUP. Grand Terrace RDA and City Became Obligated to provide housing for Very Low and Low Income Individuals and Families as part of the agreements made when it obtained Loans/Grants/Debt or Funds.

The project site is owned by the City and is presently identified with Assessor’s Parcel Numbers (APNs) 276-461-09 and 276-461-14. The parcels total approximately 6.1 acres.

Description of the Project: The proposed development will feature a two-story 120-unit senior residential facility totaling approximately 100,000 square feet, an approximately 7,000-square foot one-story senior center, and an approximately 2.6-acre passive park. The residential facility will be developed on the eastern 3.0 acres of the site and will provide 103 one-bedroom and 17 two-bedroom units. The proposed 7,000-square foot senior center will occupy approximately one-half acre. This facility will be attached to the adjoining apartment building to enable interior access by residents of the villas. A separate entry will be provided for the public.

Facilities at the proposed senior center include a library/computer room, billiard/TV room, arts/craft room, community room, kitchen facilities, and a small office area. Parking is provided for 54 vehicles, including eleven handicapped spaces, to be used jointly by villa residents, villa guests, senior center visitors, and park visitors. An adjacent park, with public access during posted hours, is planned on approximately 2.6 acres for day use activities. The park will be available for public use, typically from dawn to dusk, as a passive recreational area. Amenities within the proposed passive park include decorative paving, concrete and decomposed granite walkways, seating areas, and small areas of open turf.

Significant Effects Discussed in the Draft EIR: The Draft EIR discusses the proposed project’s impacts associated with aesthetics, air quality, land use and planning, noise, and population and housing. All significant effects of the proposed project have been reduced to less than significant with implementation of mitigation.

Concession stands targeted

It's like taking candy from a baby. Almost.
Except it's taking candy - and coins - from a group of children who rely on it to buy uniforms or get a sugar rush after a ballgame.

Detectives with the San Bernardino County Sheriff's Department fear it's a developing trend - people breaking into concession stands late at night and raiding the contents.

"It's up and going every year in the summertime," said sheriff's Detective Kenneth Owens. "People need to know this problem is going to be on the rise since Little League has started."

One of the first cases was reported early Tuesday morning at Pico Park in Grand Terrace.

A male between 16 and 18 years old approached the snack bar's surveillance camera with an ax and "started wailing on it," Owens said.

The suspect made off with $100 in change, $75 in gift certificates and a cache of candy worth $30.

John Romero, president of Colton Pony Baseball, said people have tried to break into concession stands over the years but none have been successful.

"I think the people in the area respect that the leagues are there," he said. "But we do take precautions."

League officials installed bars on the windows, which are covered at night by a roll-down window. Locks are double-checked at night, and volunteers walk the perimeter of the fields.

Jim Gerstenslager, Little League's western regional director, said he encourages local leagues to take extra precautions when it comes to keeping concession stands safe.

He said it's been his experience that the thieves are often children wanting to get their hands on chocolate and bubble gum.

"Virtually every break-in in the snack bar was kids going after candy," Gerstenslager said. "It really wasn't a monetary thing because leagues don't leave money in their snack bars. Plus, it's not a very lucrative way to get money."

But Owens said problems can arise because candy, equipment and change may be left in concession stands at night so everything is available for games the next day.

"They need to secure it the best they can," he said.

GRAND TERRACE
City Council considers medical marijuana ban

The City Council has passed the first reading of an ordinance prohibiting the establishment of medical marijuana dispensaries.

The city has no regulations addressing medical marijuana clinics.
Although the state has approved laws allowing the facilities, they are prohibited under federal law.

Grand Terrace is one of several California cities to pass ordinances barring the clinics.
Cities that allow dispensaries have had an increase in burglaries, robberies and sales of illegal drugs in areas immediately surrounding the clinics, according to the Grand Terrace resolution.
The council is expected to consider the second reading of the ordinance at its April 10 meeting.

More Metrolink station parking spaces sought

Finding a parking spot at the Metrolink station may become more difficult if it's not expanded.
There are 165 parking spaces now, but the city predicts that by 2020, up to 1,000 parking spaces will be needed.

During last week's trip to Washington, city leaders asked for $700,000 to expand the lot.
There's also a study on the downtown area that will look at how to use the station to pump new energy into downtown. But no plans have been finalized.

Survey: How will the California Welcome Center benefit San Bernardino?

The new California Welcome Center that opens in San Bernardino next month will feature an animatronic bear that will offer pitches for area tourist attractions, recorded in the voice of a local child.

Berdoo Bear is the work of Garner Holt Productions, a San Bernardino company that makes animatronic figures for amusement parks, said Steve Henthorn, president and chief executive officer of the San Bernardino Convention & Visitors Bureau.

In September, the bureau won state approval to set up the tourism gateway to the Inland Empire.

The California Welcome Center in San Bernardino will feature an animatronic figure called Berdoo Bear. The animated bear will give tourism tips to visitors. Auditions for the voice of the bear will be held April 12.

Remodeling started Monday in the office building at 1955 Hunts Lane that will house the Welcome Center and new offices for the bureau.

The Welcome Center will open May 17, said Andrea Winter, a bureau spokeswoman.

On April 12, the bureau will hold open auditions for local children ages 7 through 10 to record Berdoo Bear's scripts. One will advertise attractions in San Bernardino, and the other will offer an overview of attractions throughout the Inland Empire, Winter said.

The 4-foot-tall robot will be equipped with motion sensors and will deliver its pitch when people walk by, Winter said.

State surveys show the average Welcome Center can expect about 100,000 visitors annually, she said.

Investment partners for the San Bernardino center include the San Manuel Band of Mission Indians, Cal State San Bernardino, the San Bernardino Community College District, the San Bernardino city government and its Economic Development Agency, the cities of Redlands and Grand Terrace, the county Economic Development Agency, Glen Helen Raceway, the National Orange Show Events Center and the Big Bear Lake Resort Association.

The center, to be open seven days a week, will include multimedia displays, Internet access and kiosks with promotional material for local attractions, Henthorn said.

He said 13-foot-tall signs on Interstate 10 will direct drivers to the center. They are to exit onto Waterman Avenue, where other signs will show the route to the center along surface streets. Henthorn said he would have liked a location immediately adjacent the freeway but couldn't find suitable space at an affordable price.

The state has 11 Welcome Centers, including one each in Barstow and Yucca Valley. San Bernardino joins Pismo Beach and Oxnard as homes to the newest centers.

Why Build in a Place the Freeway Construction will cause a marginal business to move?

Well here is the point in the exercise. Neither the City Planning Department, nor Cal Trans acted soon enough to stop the investment and building of a gas station that will be closed by the Eminent Domain Process which will include added expense of an existing and operating business.

This is a rip off of the California Tax Payer. The City of Grand Terrace will gain a few dollars of tax income from the businesses until the land is eventually condemned by CalTrans. CalTrans has failed in cost containment. The City of Grand Terrace floating plans for development along the frontage of the freeway is similar gamble. As a Tax Payer in California I resent this short sidedness, I will not go to the new Shell station or any New Business along the freeway as my own personal protest to such actions. NOTHING of a PERMANT Nature should be allowed to be built along the freeway.

Burro Bother:

On One Hand, we are told trim weeds and grass and brush for Fire Safety.
On the Other Hand we are told we should support a Blue Mt. Wilderness Park.
On the Other Hand we sell Fireworks that start fires.
On the Other Hand we are Bothered by Burro Visits in town during a record drought.

Relocating the Burro as a solution:
On One Hand, there will not be Poop Piles a half a foot tall.
On the Other Hand, Weeds will grow.
On the Other Hand, Cougars, Mt. Lions or Puma what ever you want to call them will have one less thing to eat.
On the Other Hand, You’ll not have to feed your Pet as it will become Puma Food.
On the Other Hand, that may be less poop of a different sort.
On the Other Hand, Burro’s are not “Natural” they should be replaced with dear, bears, Mt. Sheep, Rabbits, and other Natives.

Perhaps the citizens and City Council should address something like AES and Fireworks prior to even thinking about Burro Poop as a priority problem.

On the Other Hand. Burro Carts may be the only local transportation plan that GT can establish. You could use a Burro Cart on GT Streets but not a LEV or NEV. Provided of Course YOU had a lot that was large enough and zoned for a Burro. On the Other Hand, you could Drive your Burro Cart, and park it at one of the few areas around town that still are zoned for animals.

YES DRIVE SLOW AND SOBER AND WATCH OUT FOR THE BURRO.

Highrove Happenings wanting people to look for Highgrove Related Information on the Web. This is quite an admission for a NEWS Paper. This blog and the numerouse citizens who have supported it by contributing information, comments, and documents has been chastised because “GrandPaTerrace” remains an unknown entity. In the past citizens with names and faces and addresses provided in public meetings could say something and it was Duly Noted and evaporated into a big black hole of Not on the Agenda it will disappear. When someone takes the time to take those comments, ideas and issues and the documents mined out of city hall and put them in a place where every citizen has an opportunity to review them rather than address the issue with additional research, or even a place on the agenda, the Highgrove Happenings chose to attack GrandPaTerrace. That is like swinging at a Piñata that is not there.

Well, to Highgrove Happenings good luck getting information out of GT City Hall. Yes what is done in GT DOES affect YOU in Highgrove. The Reverse is True Also. Home Invasion Robbery hits Highgrove

Yes it happened! And it is one of the nicer neighborhoods. On Monday
March 19, 2007 three gunmen broke into one of our local residences while the owners were home, threatened them with guns, tied them up and took items from their home! We do not want to divulge where this happened in order to protect the privacy of the victims. The sad thing about this type of incident is there is almost no way to prevent this, or react in time to defend yourself against it, and it can happen to anyone- anywhere!

Authorities have very little to go on but 3 Hispanics are suspected and they are possibly from another area that came into Highgrove. If you have any information please contact Deputy Jackie Lane at (951) 955 2311 or 955 2600

Burro Alert! Burro Alert!

Wild, but not-so-wild burros have been coming into Highgrove above Mt. Vernon Avenue. Some of the property owners in this area are experiencing the disappearance of vegetation in and around their yards. We have known for a long time that they were at the top of Pigeon Pass at the north end of Moreno Valley, Reche Canyon and around the old Highgrove dump- (excuse me- I mean the sanitary rubbish disposal landfill site).

In recent months they have wandered into new territory near residential areas. What we want you to know is that these animals often come out in the evening and pose a possible threat to themselves by wandering into the street at night.

If you hit one of them with your vehicle both you, your car and the burro could suffer serious consequences. In October of 2005 a 21 year old woman was killed while she was a passenger in a car that struck a burro on Reche Canyon Road. The burro was also killed when it came through the windshield.

Assemblyman Bill Emmerson from Redlands has introduced a bill that would allow animal control officers to relocate the burros at the property owner’s request, create feeding stations or fences to keep them from crossing the road in search for food and to vaccinate or treat injured animals.

It has been estimated that about 50 burros are roaming from area to area in search of food and water.

Please be aware of this situation when you drive through Highgrove, especially at night. They are hard to see at night and may be blinded by your approaching headlights.

Grand Terrace has signs that read: “Don’t even think of speeding in Grand Terrace”. Speeding in Highgrove could take on a whole new meaning! Please slow down!


Riverside Highland Water Company
Breaks Ground on New Corporate Facilities

On Friday, March 9, 2007, Riverside Highland Water Company officially broke ground on their new corporate facilities. The new office and operations yard will be located at 12374 Michigan Street in Grand Terrace.

Attending the groundbreaking ceremony L-R was Karen McHugh, Vice- President, The City of Grand Terrace’s Mayor, the Honorable Maryetta Ferre’, Board Member Frank Ferre’, General Manager Don Hough, Board President William McKeever, and , Anthony Petta, Sec./Treasurer.

Riverside Highland Water Company has been at its current location on Washington Street in Colton, since the early 1960’s. The move to Grand Terrace will only be the third time the company has relocated since it was established in early 1898.

The Company is hopeful that the new facilities will be completed and all of their operations will be transferred to the new location by the end of this year. If you have any questions regarding either the facilities or the move, please call (909) 825-4128.

SHELL OR NO SHELL

They are building another Shell Station just before you get on the freeway on the West end of Barton Road. What makes the company anticipate that the business will be profitable when the other Shell Station was not? And right next to it will be a Quiznos fast food sandwich enterprise.

Oh, I get it—they think the Quiznos customers will stop and buy gas. Hmmmm.

If you really want to whoop and holler join up with those who are producing another Grand Terrace Days celebration on June 9, 2007. That festival has become one of the most exciting and energizing events in Grand Terrace’s history. This was once called the safety fair and a few dozen folks came out to play for a few hours. The soiree is now attended by hundreds of men, women and children and there is something for everyone in good clean fun. The theme this year is Wild Wild West and you can bet all the cowboys and wannbes will be there strutting along in their cowboy boots and hats.

Grand Terrace will have a Free Clean Up day on Saturday, April l4. Bring all your trash to Canal Street at Barton Road to the empty lot under the power lines. Waste Management will provide large bins for disposables. DO NOT BRING HAZARDOUS WASTE MATERIALS. Other items not allowed are: tires, construction debris, and auto parts.

Here is a list of things that are acceptable: furniture, water heaters, bags of trash, air conditioners, large appliances, TVs, computers, tree limbs and bushes.

Attention all artists: The 23rd annual Grand Terrace Art Show will be held on May 6, from 1 p.m. to 4 p.m. at the Civic Center in the community room. You must fill out a form obtainable from the C of C monthly publication, the Blue Mountain Outlook or call Ann Petta at 909 783-0658 for details. There are several rules to follow: You must enter before April l, 2007, you must not enter anything resembling pornography or unsuitable in any other way.

The Historical and Cultural committee will decide if your effort is acceptable. There are no prizes. This event is an effort to showcase the artistic talent of the residents of Grand Terrace. You must live or work in Grand Terrace and you must be l8 years old or older and you must frame or prepare your artwork for exhibition.

If you are bored and need something to perk you up try visiting someone, anyone who is a patient at the Jerry L. Pettis Veterans Memorial Hospital in Loma Linda. There are men and women there who never get visitors and who have lived there for several years. It is a pleasant atmosphere and they are grateful beyond measure for a visitor. Our own Betty Hayes, artist extraordinaire created a mural for the convalescent hospital wing and you really should go see it. The patients had a chance to help with the creation of the art work and it is wonderful. It is about 29 ft. long and 4 ft. high, a monumental work.FINIS
