It is time for all good Citizens to come to the Aid of their community and insist on a Great Development Plan which is inclusive of the 215 widening way off in the future and the Relocation of Grand Terrace Elementary School in part or whole. Those facts should be in ink prior to any more property is allowed to be built out. Good Planning is Long Range Planning. Good Planning is Done in the Light of Day, In Public. Good Planning is something the Citizens of Grand Terrace should demand.
Good Planning is not a tool to deny individuals their property rights for another individuals gain, or even the financial gain to the city. Let's not forget that lesson.
Contact Cal Trans, CJUSD, SanBag, and the City of GT and insist the road Plan is Done First. Building something just to have it removed makes things cost more than they need to.

Commission considers drug store, 108 new homes
A drug store and 108 homes could be coming to north Redlands.
The Planning Commission on Tuesday will make decisions on a drug store planned for the Ranch Market shopping center and two housing projects with a total of 108 homes planned for 42 acres near the Redlands Municipal Airport.
The 13,600-square-foot drug store would feature a drive-through and a pharmacy on .85 acres at the corner of Church Street and Lugonia Avenue. It is proposed by Realty Bancorp Equities and Dennis D. Jacobsen Family Holdings II.
If approved, the drug store would be the second pharmacy to serve north Redlands. A pharmacy opened within the Target store in the Citrus Plaza center last March.
The development proposed by Walton Development of Glendora would build 33 homes on the east side of Judson Street and 75 homes on the west side of Judson Street, between Pioneer and San Bernardino avenues.
The project involves an agricultural preserve removal and a zone change from agricultural to residential estate. The General Plan designation for the land is very low residential.
Orange groves would be removed on about half the property. Earlier plans for a landscape border with orange trees have been changed to accommodate requirements for endangered San Bernardino kangaroo rat habitat.
Airport staff and users have expressed concern about the project's proximity to the airport, but city staff says the development is within the standards set forth by the Airport Land Use Compatibility Plan.
The development will cost the city an estimated $61,000 in services annually, but bring in $126,000 in revenue a positive 2.06 cost-benefit ratio.
Once completed, it will generate just over 1,000 vehicle trips per day, which is not considered a significant increase. It will require the demolition of a house, garage, out-building and well pump house.

Residents will soon be able to fill their gas tanks
By Amy Frye Staff Write
Inland Valley Daily Bulletin
NORCO - Residents will soon be able to fill their gas tanks, wallets and prescriptions at a new shopping center north of Hidden Valley Parkway, east of the 15 Freeway.
The 23,138-square-foot project needs to get final approval from the City Council on June 7, but it was unanimously approved by the Planning Commission on Wednesday.
Before the vote, details were hammered out and conditions were placed on the center to ensure that it fits in with the surrounding neighborhood.
The developer, Jacobsen Family Holdings, made several changes to the project, which was initially proposed to the commission on April 12, after hearing concerns from commissioners and residents.
‘‘We paid attention last time, and I think we have a much better project this time,’’ said developer Douglas Jacobsen, before giving an extensive PowerPoint presentation to the commission and audience.
Jacobsen estimated that the center will bring more than $120,000 of sales tax revenue to the city.
The commission approved drive-throughs at a Walgreens pharmacy, a Starbucks coffee house and a bank.
It also approved the sale of beer and wine at Walgreens and the am-pm mini market that will be part of an Arco service station.
There will be other retail shops in the center, but those have not been decided upon yet, Jacobsen said.
He said Walgreens and Arco have already signed leases, a lease with Starbucks is being discussed and there are three banks interested in moving into the center.
Julie Craig, who lives on Hillkirk Avenue, the cul-de-sac that will butt up to the back of the commercial center, said she only had one request – that the Walgreens not be allowed to operate for 24 hours a day.
She pointed out that other drugstores in town have said it was crucial for them to be open 24 hours, but when residents fought it they agreed to reduced hours.
‘‘Why should we be the only residents in Norco that back up to a 24-hour pharmacy? It’s in my backyard,’’ Craig said, adding, ‘‘I’m not opposed to this project, I’m not happy about it, but I’m just asking this.’’
The commission agreed with Craig and decided to allow all the stores in the center to operate from 7 a.m. to 10 p.m.
The gas station, however, will be allowed to operate for 24 hours a day.
Other adjustments Jacobsen made to the project include a more Western-themed architecture style and an 8-foot-wall that will run along the entire rear side of the center.
The wall will be lined with evergreens to block out sound and light that could disturb the neighbors.
The commission also expressed the need for two left-hand turns into the center from Hidden Valley Parkway.
With four traffic studies in hand, Jacobsen agreed.
After working on the project for six years, Jacobsen, who has been involved in more than 40 other commercial developments, said he realizes that Norco is a unique equestrian town, and he has tried to adjust his project to meet the community needs.
He promised to resolve all resident and city complaints that arise in the future and said the new center, which will be near the Gateway shopping center, will be called ‘‘Gateway to Horsetown.’’
Any sign for the center will have to come back to the commission and have public input before it is approved.

CONTINUES TO PUBLISH MISLEADING ADVERTISING
IN THE GRAND TERRACE CITY NEWS MAY 4TH ED.
Town Center - Paid Advertisement

After publishing a change in posture and direction to the proposed Town Center in both the Sun Telegram and the Press enterprise Jacobsen Family Holdings publishes an advertisement with artwork reflecting Plan A, Inclusive of a Lowes, The Printed promise of a New Magic Library with NO mention of how that Library is to be built or Funded, insinuating that it is "Part of the Deal" at NO Cost to build or Operate to the City, or County. AND they show in that artwork the inclusion of Jo Stringfields Property.
IF Jo has changed her mind and has reached an agreement with Jacobsen fine. That is entirely up to HER. However, the continued Plan of having a Lowes in Grand Terrace is not FINE with a majority of the Citizens of Grand Terrace. There has not been any communication from Jo that she has agreed to even be interested in selling. There is NO reason to think she has changed her mind unless she makes a public statement saying she has changed her mind.
Mr. Jacobsen add continues to boast a $600,000.00 per year increase in revenues to the City and YET, he NEVER estimates the ADDED cost to the City. For example if there are Day Labor Problems, he'd call the Sheriff... We all see how well that worked for the Sav-on Employees trying to get help in protecting their store and shoppers from characters who eventually robbed a female customer and stole her car. City manager Tom Schwabs lates wild guess was only $500.000.00 of increased revenue for the Plan A. Tom Schwab did not have estimates on the Costs associated with the increase of revenue so it could actually net to be a loss to the City. He won't ask this question, fearing the answer no doubt.
Mr. Jacobsen is apparently still working on getting Lowe's to town, and his alternatives, Bar's and Grills are not much better. Perhaps he should live in Grand Terrace for a Month or Two Before he brings havoc to our town. Perhaps the city would permit him to put up a Tent in one of his weedy Lots, or his slumlord Mobile Home Park. You collected rents and did not maintain the grounds of the Mobile Home Park. Why is he not sighted for weed abatement? Higher a bunch of goats for goodness sake. Mr. Jacobsen you are at best misleading the community, at worse you are an out right teller of Falsehoods... There is a word for that... I chose not to use that word however. We should expect your Town Center to look like the Mobile Home Park you purchased and did not maintain, and the Land you have let go to weeds. A crop of spinach would have been more attractive and better for the community.
WE HAVE No place for Grand Terrace Elementary School. Who knows what will happen on the 215 widening project, and the on and off ramps and over pass improvements. Lets rush in and build a big bunch of problems to add to this pending mess. Does that sound like good planning Mr. Schwab. NO it is BAD Planning.

Down By the Santa Anna River Bed:
The following project is on the Colton Side of the Santa Anna River, Near the Proposed Manhold Cover Manufacturing Plant. Shouldn't the development of the Grand Terrace Side of that Flood Plane Be in Harmony with this grand Plan...??
CALIFORNIA AND RECORD OF ACTION
June 24, 2003
FROM: KEN A. MILLER, Director Department of Public Works - Regional Parks Division
SUBJECT: PROPOSED COLTON REGIONAL PARK
RECOMMENDATION:
1. Approve the concept of a new regional park in the City of Colton, along the banks of the Santa Ana River, and authorize staff to proceed with negotiations for the acquisition of available lands for the Park.
2. Authorize staff to jointly develop cooperative agreement(s) with the City of Colton, for further presentation to the Board, regarding the division of responsibilities for the development and operation of the proposed regional park.
BACKGROUND INFORMATION:
In 2001, the Regional Parks Division applied for and was awarded grant funding through the EPA Brownfields Program for the purpose of developing the greenway along the Santa Ana River in Colton. The Brownfields Program project site is located along the southwest bank of the Santa Ana River, on the old Cooley Ranch Landfill. The City of
Colton Redevelopment Agency approached Regional Parks to discuss the EPA Brownfields Program grant awarded to the City of Colton (“City”) regarding land in the same area. Further discussion ensued and the idea for developing a regional park in partnership with the City was formed.
The County’s Brownfields project is in the beginning stages of development. The Wildlands Conservancy, a California non-profit public benefit corporation, has committed to providing funding towards the development of the County’s Brownfields project and to the proposed regional park project.
The County has not built a new Regional Park in 23 years. This proposed facility will be located in both the Fifth Supervisorial Distric t and in a City Council District that do not have a Regional or City Park. The proposed Colton Regional Park will be developed with the active participation of the City of Colton and is supported by the City of
Colton Mayor and City Council.
The parkland currently identified is zoned by the City as open space and preserve. In keeping with that zoning, design of the proposed facility will be master planned for minimal active recreation and predominately with native landscaping. This proposed facility will not fit the traditional mold of current “regional parks” in the system in that it
will not have acres of turf. Funding for the development of the proposed Colton Regional Park has been identified under the EPA Brownfields
Program, Proposition 40 River Parkway Funding, the United States Army Corp of Engineers, Proposition 40 Per Capita Funding and other competitive grant programs. No County general fund dollars are required to acquire land, master plan or construct this regional park.
Record of Action of the Board of Supervisors
PROPOSED COLTON REGIONAL PARK
June 24, 2003
Regional Parks has been researching the issue of land ownership in the identified area and has made the following findings: 96.74 acres are owned by the San Bernardino County Flood Control District; 43.63 acres are owned by the City of Riverside; and 46 acres are privately owned. The Flood Control District has expressed a willingness to work with Regional Parks on the use of the Flood Control owned properties. The City of Riverside has agreed to further discussion regarding a long-term lease of property and
The Wildlands Conservancy is pursuing the purchase of the privately held properties.
These properties would then be donated to the County Regional Parks for the development of the proposed Colton Regional Park. The process for proceeding with the development of the proposed regional park will be as follows:
Under the Cooley Ranch Brownfields Project an Environmental Phase I Assessment will be completed. If necessary a Phase II Assessment will be done for the Cooley Ranch site and the acreage of the proposed facility. Community outreach will be formally initiated during this phase of the project. After this document is complete Regional Parks will move forward with master planning the facility; community outreach will be concluded during this phase. Only after the environmental assessment and master plan are complete will construction begin on the proposed Colton
Regional Park.
The proposed plan for the Colton Regional Park is as follows: Of the approximate two hundred total acres, fifty acres will be used for active recreation, specifically, soccer fields. The remaining acreage will be developed as natural open space, which could include a 7- to 10-acre lake for fishing and habitat, walking trails, picnic shelters, a playground and zero-depth water playground. The County will hold title to the land and with the exception of the soccer fields, will be responsible for developing the park. The City of Colton will be responsible for the construction, operation and maintenance of the developed soccer fields.
Approval of Recommendation 1 approves the concept of Colton Regional Park and authorizes the Regional Parks Division to move forward with the Flood Control District, City of Riverside and The Wildlands Conservancy for the acquisition of available lands for the proposed park. Approval of Recommendation 2 authorizes the Regional Parks Division to negotiate agreements with the City of Colton regarding the division of responsibilities for the development and future operation of the proposed Colton Regional Park. The agreement(s) with the City of Colton and any other agreements related to land acquisition and developing/operating the regional park will be presented to the Board of Supervisors for review and approval prior to proceeding.
REVIEW BY OTHERS: This item has been reviewed by County Counsel (Fiona Luke, Deputy County Counsel) on June 8, 2003, and the County Administrative Office (Tom Forster, Administrative Analyst) on June 16, 2003. This item has also been coordinated with the City of Colton.
FINANCIAL IMPACT: There is no anticipated cost to the County from these recommendations. Cost to develop this proposed Regional Park will be financed through current and future grant funds, together with participation from the City of Colton. Future costs related to park operation and maintenance will be funded by the City and park admission fees.
COST REVIEW SECTION: The County Administrative Office has reviewed this agenda item and concurs with the department’s proposal and recommends this action based on the development, operation and maintenance of the proposed Regional Park having no net financial impact on the County General Fund and the City of Colton’s willingness to be a partner with the County for this proposed park.

May 2006: City Council Agenda, Actions, Reactions
The City of Grand Terrace has been Sued again. As expected the rescind designs by the Planning Commission, and the City Council has resulted in yet another Law Suit.
Don't blame the folks who have filed the suit. They are trying to get the Governing Individuals and City Management to follow the law and the city rules that have been established for ALL not just a select few to follow or to disregard at the whim of the City Manager,,, or Staff Recommendation. (Yes, we know who Staff is.)
Staff drives a City Purchased Car, which is replaced at City Cost EVERY 5 years. IF the car was driven exclusively for CITY BUSINESS there would be no reason to replace it every 5 years. GT is not LA for goodness sake. It isn't even Riverside.
Sure some of the city council may whine that a few people are picking on them... or the city, but these issues are in fact central to your individual rights as property owners, and citizens. When the City chooses to put a zone or plan overlay on your property it limits your full enjoyment or discretion to fully enjoy the right to property ownership and the pursuit of happiness, in addition limits or could limit the value of your property by artificially limiting the number of prospective buyers and future uses.
BUT, IF a Friend of the city comes up with a plan, restrictions and process are out the window. This is not how our government is supposed to work. The folks who have filed suit have done so to protect you from the oppression and ill deeds of this City Management and Council Members who permit the actions to go unchecked.
I have the document available in MS-Image File if you can read that type of file, I am still converting it to a TIF File... So if you want the entire thing please let me know...
The issues are the same as what were brought to the attention to the City Council prior to their voting to let the Essco Building go forward.

C. Areas of Negotiation: Real Property Purchase (Price and Terms)
OK, here we go again. The city should not be negotiating for land for the benefit of Jacobsen Family Holdings. Either Jacobsen comes up with a buy out price sufficient for the seller tocompensatee the seller for the taxes which will be caused by the sell, the property is not being purchased at the true fair market value. This is not a PUBLIC WORKS PROJECTT, and the Sale and purchase of the property should be done between PRIVATE individuals. JACOBSEN IS TINKERING WITH YOUR TAXES AND THE TAX LAWS. and is using the CITY to hold the property he purchases at a lower value for future taxation. DON'T let the City Become the Tax Shelter for Jacobsen in the Future or Yasin in the Present. This is yet another example of a Closed Meeting which should be done IN THE OPEN IF DONE AT ALL.

PUBLIC COMMENT
Ruben Campos, Construction Liaisons with Caltrans in San Bernardino, gave information on an upcoming project that will be taking place late this summer. The Devore 2 Construction Project will include 115 from Sierra Avenue in Fontana through Devore to South of the Kleghorn Road in the Cajon Pass. They will be replacing deteriorated pavement and adding a truck diamond lane in the north bound direction. This project should be completed by Winter 2007. Most of the work will be conducted at night. They will have more detailed information at a later date. They just recommend that people plan ahead when they travel. He reported that they will have updated information on their website continually. You will also be able to view real time traffic on the site and they also have a Fast Pass, which is an information sheet that gives information that can be e-mailed regarding closures and what to expect. Their public affairs department will be having press releases regularly.
Patricia Farley, 12513 Michigan, expressed her concern with the fast pace of who is buying what and who is paying what and what the City is spending to help purchase property and the help that they are giving Jacobsen Family Holdings. She would like the City Officials to stop supporting Jacobsen.
Rita Schwark, 21952 Grand Terrace Road, stated that she is against Lowe’s coming into
Grand Terrace. She heard that Fiesta Foods will be moving into the Stater Bros. warehouse.
She feels that the City should have a say with who occupies that facility. She feels that the
City will have problem with swampers if Lowe’s comes into Grand Terrace.
Grand Terrace. She heard that Fiesta Foods will be moving into the Stater Bros. warehouse.

Bill Hays, 22114 DeBerry Street, questioned why when Mr. Jacobsen’s second time extension expired on the 17th of this month for him to own all of the property and have all of the tenants signed are you going to go ahead with the Towne Center Project. The deadline has passed for Mr. Jacobsen. He questioned why they are still going ahead on a dead project. He questioned when the Towne Square Center Project is going to become a private development, he feels that it looks like a land swap for RDA owned land for Mr. Yasin’s land. He questioned if this is a private development then why are tax payers finds being put at Mr. Jacobsen’s disposal. He feels that this never was a private development and that the revenue will never go to the City but to the RDA. The majority of the flinds that Mr. Jacobsen’s is investing are ours not his. He stated that the vote on eminent domain was pulled from the agenda. He feels that the Council doesn’t want to vote on the use of eminent domain until the last minute, however, intend to vote on it but not in front of the whole town. If not voted on in public he would like each of the Council Members to tell the community tonight that they will vote against the use of eminent domain on Jo Stringfield and will they saying that they will vote no. He stated that if they ignore this question or refuse to answer they will have a safe presumption that you intend to vote for it but not in a timely fashion. The Negative Declaration is still on the counter in the City Hall asking for the use of eminent domain on Jo Stringfield and should have been removed if there is no intention on using eminent domain.
Brian Phelps, 22857 Wren Street, urged the Council to amend the fireworks ordinance to include the dates of June 28th to July 4th for the sale of fireworks and to keep the discharge dates the same. They feel that the more sales that they make the more taxes that the City will make, which helps offset the cost of the enforcement that will be done this year and the following years. The fund-raisers help to keep the League going. They feel that the problem is the illegal fireworks not the Safe and Sane.
Patricia Farley, 12513 Michigan, expressed her concern that a Negative Declaration was placed on the counter and today is the deadline for making comments on it. People have been making comments all along about their concerns but she wants it on the record that she is formally complaining that this is a specific plan it’s large and it includes proposals like Lowes, which requires CEQA evaluations, EIR, there is going to be a massive problem with trucks, pollution, safety and transportation and damage to roads. She feels that the declaration is not legal and is not acceptable. If it is ever approved it should be taken to court. She pointed out that Mr. Schwab mailed letters threatening eminent domain so anyone that develops on this property is contaminated with the unfair taking of property. If Stater Bros. wants to build a new store they should get the land by themselves legally and not ask the City to obtain it for them so they can pretend that they are not taking someone’s home. If anyone takes property through eminent domain she wants the business boycotted and feels that this should be promoted and made very clear to those businesses. She feels that the location of Stater Bros. is great and that the owner of the current property has agreed to enlarge it to what Stater Bros. needs and feels that is what they should do.

Councilmember Hilkey, expressed his concern with what Rita Schwark said about the old
Stater Bros Warehouse and requested that staff look into that. The property just east of
Grand Terrace is going to be a housing development with 1/2 acre lots, it will create more
traffic on Barton Road. He questioned if we have any input on the traffic issues.
Community & Economic Development Director Gary Koontz, responded that staff hasn’t seen a traffic study yet. He has requested large scale grading plans he will have our traffic engineer look at it. He feels that they are on top of it.

Councilmember Garcia, requested that Building & Safety Director Richard Shields tell Council about the poles coming up the hill.
Building & Safety Director Richard Shields, responded that they are Edison support poles and they are set all the way down to Loma Linda. They are going to be replacing high voltage lines and they need those poles to support the voltage lines before they go up. They are temporary.
Councilmember Garcia, questioned if they will be closing the roads.
Building & Safety Director Shields, responded that he believes so.

Councilmember Miller, attended the first Annual Inter-Communities Ken Hubbs Classic, which was a flag football game between Colton High School and Terrace Hills Middle School. He reported that there was a big turn-out. He has a plaque and will present it at the next meeting. On May 22, 2006 at 7 p.m. there will be the first meeting of the Traffic Mitigation Committee, which he is a member of. The meeting will be an open forum and they want input from everyone. He stated that he is not speaking for the Council, he is speaking for himself, that he has always said that he will not take Jo Stringfield’s home by eminent domain.
Mayor Pro Tem Cortes, reported that rain or shine at 7:30 a.m. sharp is the Grand Opening of the Say-on Drug Store and everyone is invited to attend.
Mayor Ferré, attended the training exercise that was put on by the City and the Grand Terrace Emergency Operations Committee and the San Bernardino County Fire Department Office of Emergency Services. She has confidence that the City has a plan in the even of an emergency. A very special thank you to Vic Pfennighausen and JoAnn Johnson for all of the work that they have done to get everything in place. She feels very fortunate to have volunteers that work so hard to make Grand Terrace a safe place for our residents.
Councilmember Hilkey, referred to an article that stated that we are going to get the signal light sequencing along Barton Road and a new signal light at the intersection of Barton Road and Honey Hills. This is a trade off because of the delay of the 215 widening and Grand Terrace is getting hit with a lot of traffic. He stated that he wouldn’t want anyone to vote on something without the details. There are no details in front of the Council and they have never been asked to purchase Jo Stringfield’s property. He is not going to be in the position where anyone tells him to make a decision until he has those details.
Councilmember Miller, stated that there are now two left turn lanes going south on Barton Road.

John Lampe, Planner, reported that the third public hearing for this project was held on April 13, 2007 and was continued to the Council Meeting of April in order to allow the applicant to respond to a remaining issue raised by a member of the Council. This remaining issue consisted of the location of the fencing along Mt. Vernon and the size of the rear yards of those units backing up to Mt. Vernon.
Walter Eeds. Greystone Group, reported that they prepared the additional exhibit based upon the discussions at the last Council Meeting. He is hopeful that the exhibits are clear and that he will be happy to answer any questions.
Councilmember Hilkey, expressed his appreciation of the clarity on the front of Mt. Vernon. The question he had before was how the fences line-up with existing property lines. He stated that on the north side there is an apartment complex and they have a solid block wall and questioned what will happen with that wall.
Walter Eeds, responded that the wall will stay. He stated that the south side has plans to build a wall adjacent to the existing wall and believes the same for the north side, however he feels that the existing wall can be utilized.
Councilmember Hilkey, wanted clarification on what type of fencing will be on the north side.
Walter Eeds, responded that on the north side the existing wall will be used.
Councilmember Hilkey, expressed his concern with the possibility of tagging and questioned if staff is happy with the proposed fencing.
Walter Eeds, responded that on the north side the existing wall will be used.
Councilmember Hilkey, expressed his concern with the possibility of tagging and questioned if staff is happy with the proposed fencing.
Community & Economic Development Director Koontz, responded that the issue is that there is already a retaining wall and if you place additional block on top it will be a big concrete wall. Staff is taking the position that Council wants to see heavy landscaping in front of the walls that will screen it from taggers as quickly as possible and they will make sure that it happens. Staff is comfortable with the fence.
Mayor Ferré opened the public hearing for discussion, there being none she returned discussion to the Council.
Councilmember Garcia, stated that after looking at this project she has a problem with the backyards facing Mt. Vernon.
Community & Economic Development Director Koontz, responded that during the initial review process they discussed reverse frontage. The issue is that the more they looked at it, when you drive down the street you have the apartments where you see the sides and rears of apartment all along the side. Here you will see a small patch of front yards that no one will ever use because they are on Mt. Vernon. In their opinion it is better to put a block wall there aim the house inside so that it is part of the total community plus there is a sound barrier. They really feel that this is the better way to do this project.
Councilmember Miller, can see why Councilmember Garcia has her concern, however, he feels that the proposed project is probably the best as it is. He questioned if the developer owns the land or are they in escrow.
Walter Eeds, responded that they are in escrow.
Councilmember Miller, stated that the property is covered in weeds and it really needs to be taken care of.
Councilmember Miller, stated that the property is covered in weeds and it really needs to be taken care of.
Mayor Pro Tern Cortes, stated that she can see what Councilrnernber Garcia is saying, however, she also feels the project is best as it is proposed.
Councilmember Garcia, she questioned what can be done to regulate utility cabinets.
Cornrnunity & Econornic Developrnent Director Koontz, responded that utility cabinets are regulated by the utilities. If there is a way staff can work with the utility cornpanies and agencies he will. He stated that the current utility cabinet shown on the plan is an existing utility cabinet that belongs to SBC.
Councilmember Garcia, she stated that there are people out there looking to rnake the cabinets less visible.
Cornrnunity & Econornic Developrnent Director Koontz. stated that they support rnaking the cabinets less visible. The rnore that can be put underground the better.
Councilrnernber Garcia, confirrned that there will be no new utility cabinets for this project.
Building & Safety Director Shields, responded that just rneter pedestals for landscape irrigation, which would be approxirnately 2 1/2 feet wide and 3 feet tall. It would be rnore than likely covered by landscaping. Edison will regulate which type of rneters can be used.

Councilmember Garcia, questioned if Edison takes care of the graffiti on the cabinets. Building & Safety Director Shields, responded that the City takes care of the graffiti.
Councilrnernber Garcia, questioned if the City can regulate what type of rnaterials are used for the cabinets.
Building & Safety Director Shields, responded that the rnaterials are approved by an electrical outfit that approves all of the cabinets. There are different types of cabinets and Edison approves the ones that can be used in their right-of-way.
Councilrnernber Garcia, stated that there are sorne cities that are on the leading edge of this and are looking at this. She stated that Huntington Beach has done sornething and suggested that staff look into it.
Councilrnernber Hilkey, requested that Council be notified as the process rnoves forward.

There is an older man who may come around your neighborhood saying his grandson has been in an accident and he is trying to raise money for his daughter to help his grandson. He hit my house 2 weeks ago and over the weekend he hit a co-worker of mine. He is a scam artist. The police are aware of him but they for some reason can't arrest him. He has been stopped by the police from what I was told, I guess there is not enough evidence to take him in. So beware, I just wanted to give you a heads up.

Volunteer chaplain ousted after arrest
JUVENILE HALL: Dennis Craig Hackett is accused by a relative of molesting her when she was 12.
10:00 PM PDT on Monday, May 1, 2006
By LISA B. McPHERON
The Press-Enterprise
A Grand Terrace man has been stripped of his volunteer chaplain's position with the San Bernardino County Probation Department since being arrested and charged with three counts of molestation, officials said Monday.
Dennis Craig Hackett, 49, is accused of abusing a relative when she was 12 years old. The relative reported the abuse to the Colton Police Department last week, according to police Lt. Mark Owens.
"There was a significant emotional event for her that kind of brought everything to the forefront," Owens said. He declined to elaborate.
James Curtis, Hackett's attorney, said his client plans to release a statement about the allegations later this week. Hackett, who was arrested Thursday, posted bail Monday, Curtis said.
The San Bernardino County district attorney's office on Monday charged Hackett with three felony counts of committing lewd acts with a child under the age of 14, records show.
The charges involve incidents alleged to have occurred in a period stretching from Dec. 1, 1998, through Dec. 7, 2000.
Hackett had been a volunteer with the Probation Department's Religious Concerns Committee since 1992, Deputy Chief Probation Officer Michelle Scray said Monday. The committee is composed of religious advocates from the community.
Scray said he will no longer be allowed to volunteer because of the charges.
She said there is no indication that Hackett abused children at San Bernardino Juvenile Hall, where he did the majority of his volunteer work in religious mentoring.
Scray said employees are in the vicinity when chaplains lead services or Bible study.

In Town Scams: (Not related to Politics) Community Members Providing the Heads UP....
Emails for Contest Winners, or Closed Bank Accounts, or Investment Capital are ALL SCAMS. More hedious has been an Email for International Addoptions. Please do not reply to these you can send the entire email to the FBI or CIA for their investigation. If you don't know who the email is from, and your being asked to buy something, or send money. Volunteer chaplain ousted after arrest
JUVENILE HALL: Dennis Craig Hackett is accused by a relative of molesting her when she was 12.

April Blog Report:
April was a record setting month for posts and readers of the blog.
Over 100 posts in the month. It is difficult for some (myself included) to keep the information organized in a sequence. So, for the next month there will be a change. 6000, visits and nearly 12000 pages viewed in 5 months. Note, not one dime is earned by this blog or effort.
The blog's index on the left of the page, has an active group of 10 titles on the "Front" or first page of the blog.
I will designate these ten as the following categories, or clusters. Here is my list.. Please let me know if you have a better idea..

Senior Villa's
Other Major Developments.
City Council Action: Other City Action, or Non Development

Review, Debunk, Reply,
Library Hoax continues to get Press:
When you read someone saying "We can't have a Library because we have lost Lowes", be alert.
At no time did the city write a funding restriction on the use of funds resulting on the "Increased Tax Revenues" of any of the stores in the Town Center. The Highgrove Happening's Virginia Harford suggests in her "Opinion" that the Library lost 500,000.00 of support. HOG wash. Virginia, Lowes would have cost the Operations of the City so much there would have been a negative impact on available funds for services such as a Library or Youth Services.
The Library was a Hoax from the On-set. First it was to be rented back to the City. The city would finance monthly rent/lease payable to Jacobsen. Then it was said or rumored to be FREE. Never has there been a real budget, cost of operations, or plan to move the library in a coordinated well thought out plan between the City or the County... It is after all a County Library. Don't listen to any one who links the Lack of a Library plan with an individual protecting their property rights. Any one making such a connection is promoting fiction and lies. If they are trying to dupe you on this issue, where else are they leading you?
Here we go down another path... Of Flawed Logic. IF there is no Town Center, you will starve to Death... Yes that is Right... Stater Brothers will close it's current store, and the roads will be closed any your families will go hungry. After all, none of the former farms function in Grand Terrace, we have forgotten how to be self sufficient. We'd all sit on the curb, cry and wither away into dust.
HOG WASH. Stater's would negotiate either to buy or lease in its current space and continue to make good money off of the citizens of Grand Terrace. IF they could not come to terms a different market, Cardenas, Fiesta Foods, Food For Less, Trader Joe's, Maxie's Foods, any number of grocery providers will move into this market area, long before your tears will dry as you sit crying on the curb.
What you may never recover is your right to a Good Fair Government, and your Property Rights, if the practices used by the Jacobsen family Holdings and Tom Schwab City Dictator are allowed to be perpetuated.
Yes, individual's have vested individual interests in the big picture. Go ahead Move out of town Jack food will get to Grand Terrace.
Virginia if you want to live behind a Lowes, and Chili's, I suggest parking an RV in their parking lots for a week. See what you are bringing to town.... For the fiction of tax income.
Now, to the other press coverage. YOU like Virginia perpetuate the same lies, and false rational. Why is it the city officials are never asked the detailed questions, or for supporting data to their statements. In the Blue Mt. Outlook, the person who said, "thank GOD for Eminent Domain" was quoted as saying "thank Goodness for Eminent domain". This is not the garden of Eden.. But somehow, I don't think you'd find a Lowes in that garden either.
Continued Attention, Critical Attention must be paid to the Town Center Development and Developer. Continued Attention, Critical Attention Must be paid to the Management of our City.
Issues still abound: Action is still needed:
A hearty thanks to all those who have been and will be active citizens in the process. There are many ways to contribute to the community. We are fortunate to have this freedom. It is work to keep this freedom.
