GT CRA should not be given an extended life

He [Schwab] challenged the Council to adopt a budget that does not take any money from the Redevelopment Agency.

Walt Stanckiewitz Said he would meet Schwab's challange of a ballanced budget with out raiding CRA Funds.

Then the" GT City Machine," got to him, CRA Director, Joyce Powers overpowered Walt, with: "how CRA was good for the City and how we needed to be selfish for GT. Take as much property tax we can get and forget all the others levels of government that relay on the same tax base."

We may need some CRA to fund projects we cannot afford from the General Fund, but why should we pay for private commercial investment?

Congressional earmarks are up for a one year moratorium. Republican David Drier is quoted in today's The Sun Newspaper writes about how earmarks for private investment is not a good practice.

People, special interests have engaged government to take on debt for capital projects true entrepreneurs can and should do for their own profit. How has private investment become the public's responsibility?

Why do we have the Joint Chiefs of Staff, if a local Congressman is going to decide we need a certain shield for a military weapon.

Why did Congressman Lewis use earmarked tax funds to pay for the Proton Beam at Loma Linda University and you and I cannot use it, unless we have health insurance and the insurance allows you to use it? People from other countries are using it. London, Germany and Australia.

Lastly, todays La Times has article regarding the County of Orange California's Treasurer, who supplemented his pay by $200,000 by investing in risky securities. Remember Orange County filed bankruptcy in the 1990's, because Robert Citron, former Treasurer, was investing in deriatives, the same stuff that caused the housing bust.

OUR CRA/GT staff love having RDA to supplement their inflated salaries. Councilmembers love all the attention they get from developers. Private Party Funds and campaign contributions included.

By law the CRA 5 year plan and any extension of the RDA debt capacity must expalin, why private development needs our city help. All the plan says is private investment cannot do it alone and needs are help. The plan notes it is working with private developers to establish new projects.

Who are these Developers? What are their incomes?

WHY are WE SUPPORTING THEM?

These Questions are not answered in the extension plan.

Why there should be no CRA Pocket... Schwabs Words

Below is extracted from statements made by Former City Manger/ CRA Director Tom Schwab.

........ Thomas Schwab, Lark Street, stated that he was surprised to see an article in the paper that seemed to infer that the City Council was unaware that the Agency was making loans to the City. I refuse to believe that none of the City Council Members during the last 10 years recognize the fact that we used the Redevelopment Agency to balance the budget. In fact the current budget that was adopted last year by the entire Council, including Council member Stanckiewitz, included the same transfer that they did the last 10 years. Last year there was hundreds of thousands of dollars transferred from the Agency to the City and it was called overhead. He feels that people need to realize that the Redevelopment Agency is kinda like global warming if you believe in it, I can make arguments either way, whether is great or terrible. The one thing that you need to remember when you talk about right pocket and left pocket is that we are both pockets. The City is the Redevelopment Agency, and the City Council is the Board for the Agency. The City Manager is also the executive director of the Redevelopment Agency and the same is true for the City Attorney, Finance Director and City Clerk. That borrowing has been going on for many years, every single budget and every single financial statement, if you know how to read it, shows you that those transfers were going and will continue to go on. He challenged the Council to adopt a budget that does not take any money from the Redevelopment Agency.

Now Remember what he was quoted as saying in the News Paper Coverage.

Now Remember that this is the same well informed City Council that knew nothing about the Criminal Investigation that Tom Schwab halted protecting Steve Berry from possible Fraud and Embezzlement Charges.

Now Remember this is the same well informed City Council that approved the Staff Recommendations some saying they never read the Council Packets prior to the meetings.

Remember when the robbing the CRA to fund the City General Fund Projects was pointed out by citizens Ex City Manager chastised the speakers saying.. "You just don't understand financial reports".

Remember when the quarter report was done and Cortes, Garcia and Ferre clearly were confused and not able to follow the explanations Bernie Simmons was trying to present to them. Walt and Jim were clear on what was happening then. The CRA was being drained to pay for City General Fund Expenses. They were told this is "Normal" and will be paid back when funding comes in.

Well, folks you can't have it both ways. Walt has been consistent about speaking his concern about spending funds for things that are not absolutely necessary. Even if he later voted along with the rest for "Unity's Sake". You see where the pretense of Unity at the meetings got Jim Miller. You see where it has gotten the City.

Note from a Dog Lover

Pa, I just got back from my daily walk. I had to be fast on my feet to avoid all the dog excrement. Listen, I do not leave my digestive discharges on the sidewalk. So dog owners/walkers, please pick up your dogs deposits.

Maybe our illustrious RDA Director can hurry and get you a park for you and Fido. Or maybe, we citizens tired of all "the excrement" can put on the ballot a referendum stating." that if your dogs continue to defecate on human sidewalks, we will remove the "blight' designation from your pampered wealthy dog and not proceed with building a dog park.

It will be one of the items on the "zero support for list."

So please do not feel singled out.

Folks when you walk the dogs expect they will relieve them selves. Be ready with a bag and gloves or what ever and carry it home.

Home owners and walkers, it may be non dog deposits, including the occasional dump left behind by a prankish teen or drunk. Let's be better neighbors folks. Keep the side walk in front of your house poop free regardless of who deposited it. Keeping the darn city planted trees, seed pods off the side walk is a daily task if I don't want them to be a hazard to myself or a passing walker.

Electronic Sign Damaged

The Electronic Sign, at Mt. Vernon and Canal, that cost about 27,000.00 has already been damaged and it isn't even working yet. Apparently some one painted on the face of it and the Graffiti Removal Efforts Damaged the face of the sign. That did not stop the next Graffiti "Artist" from spray painting it again.

Now the old wood sign looks practical and functional and sustainable. A can of white paint was all it cost to repair the wood sign with it got attacked. The Plastic Face on the Electronic sign will have to be replaced or buffed out at a much higher cost.

Oh what the heck it was only a total of 57,000.00 for this folly that the citizens during public comment were once again scoffed at for not wanting funds spent the way EX Staff "Steve Berry" recommended.

Grand Terrace schedules bus transportation meetings

Grand Terrace residents will be asked to weigh in on changes in bus service at public meetings Tuesday.
A meeting from noon to 1 p.m. will focus on the transit needs of senior citizens, with residents being asked to fill out a survey. A second meeting follows at 1:30 p.m. to discuss the elimination of Riverside Transit Agency's Route 25 bus service in the city.
The meetings will be held in the Grand Terrace Senior Center, 22627 Grand Terrace Road.

This situation is brought to Grand Terrace as a result of the Senior Housing not being located on Barton Road where it was planned in the General Plan and the Recommended as a better option by the City's Revised Environmental Impact Study and needless to say input from many citizens at the CRA and City Council Meetings. If the Senior Housing had been built on Barton Road, the majority of the Seniors could have used the existing transportation services. Perhaps it was the Council's intent to get rid of Public Transportation in GT after all, RICH PEOPLE don't ride buses, it is all about image with 3 of them.

Stupak and Cortes have Violation in Common

Bart Stupak getting a room in DC for a Discount or Subsidized is a violation because it has an economic value and a gift or payment in kind.

Bea Cortes and her "I didn't Get Paid Relationship" with Terra Loma Real Estate was a gift or payment in kind. She received office space, shared advertisement and phone services, at a minimum. She then voted to pay Terra Loma Real Estate for contracts she was involved in the negotiation process and approval. Yep, Cortes has some questions to answer. Do you think she'll toss her defender Gene Carlstrom owner of Terra Loma Real Estate under the bus like other people she "Respects".. She may provide the DA with evidence on others to have her own charges minimized to lessor charges. Why else has the DA's Office not filed charges against her with the evidence and complaint filed with the office ready for action?

Many years ago Supervisor Bob Hammock had a campaign where San Bernardino and campaigned for his office. Many of the "movers and shakers" of the I.E. attended. Bob Botts and his wife Ann were part of the Savings and loan debacle, lending to their shady friends. He surfaced in Banning. He is now Mayor-Jerry Brown;s age--goes to show these folks have to die before you get new blood.

My point is his endorsements are the usual suspects. RDA is their target for theft and abuse. They spend all the savings and loan money in the 80's.

No city manager can get a job unless they are adept at aiding abetting. Bill Leonard, Cong. Lewis and their team own the playing field.

I'll hold out hope the Citizens of Grand Terrace and the New City Manager will demand and aspire to be above of the internal and external influences and the legacy of past financial and political abuse. Only time will tell how Betsy Adams will Clean Up the City's Mess or just go along with past bad practices. Only time will tell if she will recommend that the City break away from the RDA DEBT a gamble that does not look like a sustainable way to operate the city in the sort or long term.

WHY ADDED DEBT BONDS ARE NOT A GOOD THING

The Bond Advisor (A newsletter for municipal investor tells investors to sleep tight at night, whatever California’s budget woes, schools and debt must be paid first and second: why? Because the state constitution guarantees it.
In last month’s edition, and in several issues last year, the Bond Advisor explained why investors are making a serious mistake if they let catchy and/or scary headlines deceive them about the true status of protection afforded the State of California’s general obligation bonds. Rather than revisit this issue every month in 2010, we are going to let someone else do the talking in this edition and then drop the topic and move on to other things. This “someone else” is worth listening to because it happens to be California Controller John Chiang, and the controller knows better than anyone how the state’s “priority” allocations of available money get made.
Chiang’s comments are particularly timely to review in this edition because California will be selling $2 billion of tax-exempt general obligation bonds on March 11, with a two-day “retail” order period March 9 and 10. As we noted last month, income-oriented investors would be foolish to ignore the yield premium offered on California’s bonds in light of the actual default risk. Yes, we know the state’s credit rating is crummy, but if your goal is to generate as much tax-free income as possible it is difficult to ignore California G.O. bonds. If you can’t stomach buying a lower-rated credit, or aren’t allowed to for fiduciary reasons, there are plenty of muni bond alternatives. Go for those instead.
Let us set the stage before we get to some fascinating observations made recently by Mr. Chiang. These observations were especially fascinating to us because the “mainstream” press ignored them, even though they are the strongest comments yet regarding the treatment of state bond payments during rough times. Over the next few months, just as you saw in 2009, there might be another spate of headlines talking about the state “running out of cash,” going “broke,” etc. As we explained many times last year, California wasn’t running out of cash or for that matter even “short” on cash. The state’s problem, year in and year out, is that it refuses to make the tough decisions that will align spending with actual revenue. No matter where you want to place the blame—federal mandates, overly-generous benefits for public unions, a revenue system too dependent on volatile income tax collections—many state leaders still want the budget to be all things to all people, regardless of the actual revenue coming in the door.
But our main concern, this year as last year, is to explain very clearly that the state is not “running out of cash” or “short of cash” when it comes to the funds available for debt service. The constitutionally-mandated financial cushion that carves out top priorities for education and debt service lets investors sleep at night, even if the “headline risk” would suggest otherwise. Understanding this “cushion” is especially important at a time when the state’s credit ratings are at triple-B levels. Some “conservative” investors, if they go by credit ratings alone, will avoid purchasing California’s bonds. That decision carries with it a major trade-off for an income-oriented investor. You are leaving money on the table because the state’s G.O. bonds are paying a hefty premium over what you will receive on higher-rated municipal debt.
Okay. Enough on that. We have made that point ad nauseam in recent months.

Get Elevated in GT... Hike Blue Mountain

If hiking up a scenic mountain accessible within a short drive does not get you interested about a Saturday event, how about a llama?
The Friends of Blue Mountain -- those who honor the 2,417-foot landmark three miles south of the Interstate 10-215 interchange in Colton -- plan a hike then. The event is co-sponsored by the Foundation of Grand Terrace and the City of Grand Terrace.
According to the Friends group, the mountain is known for its twin peaks, just 700 feet apart.
The Blue Mountain event is co-sponsored by the Foundation of Grand Terrace and the City of Grand Terrace.
They note the color has been of controversy during the feature's history. The group says, "It's color has long been a subject of mild controversy, attributed variously to the effects of daily sunsets, seasonal ripened grass heads, the dark gray of crumbling granite boulders at the rest on its steep slopes, the long-forgotten discovery of a small deposit of fine blue clay by an early settler who went bankrupt before he could excavate it, and the bloom of wildflowers in spring."
More dispute, it says, centers on the flower, whether it is the native lupine or the California bluebell, or something else.
Among the variety of wildflowers on the mountain is California bluebell.
As for the Saturday event, it will be part of the group's campaign to create a 500-acre wilderness park at the mountain. The group also is trying to raise money to buy 10.5 acres
The walk begins at 8 a.m. on Saturday, with no one allowed to start up the low to moderate hike after 11 a.m . It begins at the corner of Palm Avenue and Honey Hill Drive.
Free on-street parking will be available near the trailhead. Additional parking is located at Grand Terrace City Hall lot, 22400 Barton Road, a half mile from the trailhead.
To get to the trail, take the Barton Road exit east off Interstate 215, continue straight on Palm Drive to the top of Honey Hill Drive.
And the llama? That's "Lil Star," which the group says has been designated as its official mascot.

As federal stimulus dollars start to run out, layoff announcements by local governments abound.
The stimulus package passed by Congress and signed by President Barack Obama was nothing more than a band-aid to delay the inevitable.
Government, the largest employer in the nation is beginning the painful process of downsizing. A downsizing never-seen-before by this generation.
Anyone who expected that the U.S. Government money printing press would fix the economy was sadly mistaken. The economy will reset itself sooner or later, with the sooner scenario coming on fast.
Economic forces are powerful. And those forces are about to demand the de-leveraging of all the massive debt racked up by government, companies, and individuals.
As tax revenues continue to fall, public entities of all shapes and sizes have no choice but to downsize either by across-the-board wage reductions or massive layoffs.
Government has become a big business, bigger than ever before.
Now it’s time to pay the piper.
Whether it’s compensation cuts or layoffs, the effect on the economy is the same. Government spending cutbacks will further bring down the economy further. The Inland Southern California unemployment rate was released yesterday at 15.0%. Add in workers seeking full-time jobs, but working part-time, and those who have stopped looking and the rate is north of 20%. This is known as the “real” rate of unemployment.
Interesting how there’s the rate and then the “real” rate!
It’s all a numbers psychology game, and it’s not working.
California, the seventh largest economy in the world is paralyzed with about $600 billion in debt and a $22 billion budget deficit. It will get worse before it gets better.
The state’s unemployment insurance fund is almost $8 billion in the red.
Amazingly, California state government has yet to embark on any meaningful reduction in its workforce.
While a state can’t file for chapter 9 bankruptcy, all cities, counties, and school districts can. The state can however default on its obligations.The unthinkable will happen at some point. Expect the state to draw funds from local governments in order to survive. Bankruptcy will allow local jurisdictions to break costly labor agreements and reduce employee related costs.
It’s just starting.

THIS IS WHY GT SHOULD NOT INCREASE THE DEBT LEVEL OF CRA or the CITY... ONLY THOSE WITH UNBURDENED CASH WILL BE ABLE TO THRIVE...

Citizens Should Vote for Miller Replacement.

All non emergency City Council Decisions should be suspended until the VOTERS can select a replacement for Council Member Miller's empty seat.

The Current City Council that aided and abeted in the situation and events causing the vacancy should not be in the position in selecting the replacement. Nor should they with the Aid of the DA's Office beable to ram through any changes to the CRA or spend any funds that are not existant in the General Fund and budgeted for specific purposes.

The Result of Steve Berry's Attempt to be a Dictator in Grand Terrace has resulted in a loss of Voter's Rights. Clearly this was not a problem for Steve Berry or his colaborator Bea Cortes. It is clear that Garcia and Ferre do not have sufficient spine to Protect the Decision of the Voters in their selection of a representative. So they too should be held now as suspect and not capable of fulfilling the responcibility of their office. Silence is consent. Cortes, Garcis and Ferre have remained silent as the DA's Office has reversed the Voter's Selection of Council Member Miller as a representative of the community.

The DA's Office could have served justice with a Misdomenor Charge against Miller that would have resulted in a return of all City Paid Funds and perhaps a fine or sensure. The Political Inflation instagated by Steve Berry and Bea Cortes and supported by the DA's Office is an OBSENITY. Justice has not been served. Grand Terrace and San Bernardino County Corruption has been strengthened by the actions of these bad actors.

The Grand Terrace City Council has a month to fill the seat vacated by Councilman Jim Miller's resignation or call for an election, City Attorney John Harper said Wednesday.
The council could appoint someone to fill the remaining two years of Miller's term, Harper said, or it could leave the seat vacant until an election in November.
Miller, 61, announced at Tuesday night's council meeting that he was resigning effective Wednesday in the wake of a felony conflict of interest charge he faces for voting to approve payments by the city totaling about $18,000 for legal advertisements in his wife's weekly newspaper.

At the meeting, Miller admitted he should not have voted to approve the payments from Oct. 26, 2006 through Aug. 12, 2008 and that his wife, Margie, will return the money. He has contended that the newspaper was his wife's separate property.
Grand Terrace Councilman Walt Stanckiewitz, who criticized other council members for not publicly supporting Miller in the eight months since his arrest, said he has spoken to Miller about the circumstances of his resignation.
"He was given an ultimatum by the prosecutor," Stanckiewitz said. "'You resign by the next council meeting or we're going to trial.' The deal was, 'You resign. Then we'll talk.'"
The deputy district attorney prosecuting the case, John Goritz, declined Wednesday to comment on whether an ultimatum, or a plea bargain, had been given to Miller.
Goritz said he expects Miller's next court appearance to take place as scheduled on May 4.
Miller said by phone Wednesday that he was not pressured to resign, although "the DA had wanted me to step down and he wanted to do it so it didn't look like I was being pressured."
Miller said no plea agreement has been reached, but he expects "some type of agreement" by the time of his court appearance in May.
"I made the decision to step down," he said. "It's the pressure and the timing of things. It has been going on a long time and it was just a good time to go ahead and do that (resign) and let the city heal a little bit.
"We (the City) have other issues that are coming up," he said. "Mine is going to be another distraction. I just felt it was a good time to do so."
Stanckiewitz made an impassioned speech supporting Miller at Tuesday night's meeting, as did more than a dozen residents. Some asked the council not to accept Miller's resignation, but Harper said by phone Wednesday that is not a legal option.
There were signs at Tuesday night's meeting that others didn't know the resignation was coming from a councilman who had stated last August that he intended to finish his term.
"You surprised me," Councilwoman Lee Ann Garcia told Miller at the meeting. "I am speechless. I will greatly miss you. I do pray for the best for you and Margie and your family."
Councilwoman Bea Cortes said, "I do have respect for you and I am surprised."
"I know this has been hard for you, your wife, and the city," Mayor Maryetta Ferre remarked. "You have done an excellent job."

What Right Does the DA's Office Have to make the Voters Selection of City Council Member part of the Bargaining Chips in a Case Negotiation? This action takes YOU the VOTER's RIGHT to select your leader at risk. AGAIN the DA's Office is using Justice to play Politics. Unless they use the same standard of conduct for all current and past City Council Members and City Staff they have entered into a Political Action that is Dangerous and places the DA's Office and "Friends of the DA" in a position that is not acceptable in a Democracy or a Republic. Jim Miller may be thinking this is the best for him. HOWEVER this is not good for our government in general. DA's OFFICE HAS DONE THE BIDDING OF STEVE BERRY AND BEA CORTES.. Forced Miller off the Council.

Cheque Fraud in GT City

Ex City Manager Tom Schwab and perhaps members in the finance department should be under investigation for Cheque Fraud if nothing else.

Kiting of funds, is illegal. However, most folk who use the float between the time a check is written and when it is cashed to fund a transaction hope and plan on there being funds intime for the transaction to complete. However, in the Case of Ex City Manager Schwab he stated he used CRA Funds to pay for City General Fund Expenditures and had NO INTENTION OF PAYING the CRA back.

This is a form of EMBEZZLEMENT called Paper Hanging. The paper hanger deposits a cheque one time that s/he knows is bad or fictitious into his/her account. When the bank considers the funds available (usually on the next business day), but before the bank is informed the cheque is bad, the paper hanger then withdraws the funds in cash. The offender knows the cheque will bounce, and the resulting account will be in debt, but the offender will abandon the account and take the cash.

Ex City Manager Schwab just had the added advantage of having a CRA and Fiance Department and apparently Attorney John Harpers blind eye and deaf ear to help cover his trail.

Current City Manager Betsy Adams needs to get a new City Attorney, and she needs to sent the entire financial history to the highest authority to investigate the extent of the fraud and abuse. This is the only way to begin to restore the credibility of the Government of Grand Terrace.

Get Back to Important City Business.

Former Council Member Jim Miller's Resignation is done. Citizens need to focus on making sure that Our Business is being done at the City Council and City Redevelopment Agency. The plan in front of the City Council to add up to 75 Million Dollars of DEBT to the RDA is Important Business to tend to.

OUR State is going BROKE, OUR City has been KITING FUNDS, GOVERNMENT SPENDING be it a CITY, CITY REDEVELOPMENT AGENCY or STATE AGENCY we must STOP USING DEBT to finance "Future Taxes".

We also need to reduce the size of Local Government in the areas that affect our economy the most. CRA "Development Projects" that go beyond the scope of infrastructure such as roads and utilities should be limited to aiding EXISTING Businesses and Homes. There is no justification for a CRA to bring additional blight by causing business to close due to over saturation of services. We don't need to spend any money CRA or Developer Fees or money that falls from the sky on projects like traffic islands, red curbs, and Electronic Welcome Signs...
The City and CRA should be limited to the Necessities only.

There is not an abundance of funds available in the Big Picture. We are not Haiti or even Oakland, or Los Angelus. We should not get money just because we can. We should not burden our future residents with a debt they will have to pay off, "just because we can".

Walt, if some bank said here is a credit card for your store. You have a ceiling of 200,000.00 and you'll have to take 75 percent of your Gross to Pay it back. The Deal will be that if 75 percent of your Gross doesn't pay for it all an "Insurance Company" will cover the difference. Oh and by the way we'll be offering financing to another Pasta Maker that will be moving into a newer bigger facility just down the road. Good Luck Walt. That Banks and AIG love you.

Grand Terrace attorney Frank Guzman has become the second candidate seeking to unseat San Bernardino County District Attorney Mike Ramos.

Guzman, who has been highly critical of Ramos’ personal and professional conduct and its effect on the image of the District Attorney’s office took out nominating papers today.

Guzman will join Barstow attorney Bob Conaway and Ramos in making up the current field of three.

The deadline for filing is this Friday at 5 P.M.
