In the article below Mr. Wilson has the wrong impression about the relationship or "Friendship" between Stanckiewits, Sandoval and Robles. The association he assume is based on this blogs selection of the three and that they occasionally appeared at the same events.

Robles is not in lock step with Stanckiewits and Sandoval on all issues and ideals. She offers a different perspective on city governance.Robles has a much more conservative outlook on running a city. She believes strongly in free enterprise and businesses having a fair and open competitive marketplace and minimal governmental intrusion in to the personal and business lives of individuals. Like Sandoval and Stanckiewits, Robles will insist on balanced and transparent budgets.

She has an eye to having Grand Terrace stand on its own with out being dependent upon the cycle of Debt Financing, and the intrusion on business and property owners that results with the entire city being considered Blighted and in a Redevelopment Area. Robles knows this is an "Ideal" that others do not share, and it is an "Ideal" that will take time and effort to achieve.

Her eyes, ears and point of perspective on the City Council will insure that at least the citizens business and property rights will have a voice on the council, that puts the RDA as a second priority to those rights. I for one kind of like that idea.

What can 50,0000 to 31.000 buy if it is not spent on an election. Sports for 2 to 3 years and no firework sales. One year of a child care or maintenance workers salary. An after school program for youth over 13 years of age. Initial work on the Dog Park. Fence and Gates and Clean up, making it at least a Dog Field. Or how about a public restroom facility at Susan Petta Park? Or 4, $1.00 hamburgers for each person in GT.

No an election, at this time, is not in the best interest of the community. We have spoken, We have given the Council the option to select an appointment or an election.

For your information Darcy McNaboe what we have is a representative democracy, and we ask our elected officials to make appointments now and then as part of the function of our governance.Prospects for an election are interesting.

What we do know is that over 1000 voters voted for Robles, and she is likely to retain those voters. During an election all others would be playing catch up. No one should assume that peeling away those who voted for her would be as simple as putting their name on a ballot. Those who voted for her once will most likely vote for her again re-confirming their vote in the November Election. Her additional votes would come from the pool of voters who did not vote for her.

Although an election is always interesting to write about, an appointment seems appropriate at this time. Yes the positions here and there overlap but Sylvia Robles is not clone of Stanckiewitz or Sandoval. As a matter of fact she comes to the service of the citizens as an added and different point of perspective her appointment may be the best for Grand Terrace if the City Council Members were to have the courage to appoint some one with a view that does not agree with them all the time.

Lee Ann Garcia was first an Appointment. Where was her opinion then? It is ok for her to be appointed but not others? Darcy McNaboe, you have been elected to vote for us as our representative. That includes or should include people outside your supporters and associates. How does a person contact Darcy McNaboe to send her a message regarding this or any issue?

Grand Terrace debates council selection

GRAND TERRACE - Big tasks are in store for the newly elected City Council, but one of the first decisions will shape the others.

The council is scheduled to decide tonight what the future holds for the seat vacated by Councilman Walt Stanckiewitz when he becomes mayor today.

The council can opt to appoint someone to the seat, hold a special election, or leave the seat vacant until the next regular election in November 2012.

An empty council seat could lead to potential 2-2 gridlock for the rest of the two-year term.

While the four incoming members say they will consider all sides and any public input, initial positions indicate the decision on how to end the deadlock may deadlock.

Stanckiewitz and Councilman Bernardo Sandoval say the city can't afford the cost of an election. Councilwomen Darcy McNaboe and Lee Ann Garcia say residents deserve to have their voices heard.

An election in the city would cost $45,000 to $50,000, or $31,000 for a mail-in election, according to estimates by the San Bernardino County Registrar of Voters. That money would have to come from the city's General Fund reserve of $1.6 million, according to the staff's report.

"We're sitting here talking about conserving our resources, and this has a price tag I'm not sure we can afford," Stanckiewitz said. "That's something we'll have to discuss and come to a solution."

Stanckiewitz said he hoped people who had not previously run would apply for the job, but many think an appointment would go to Sylvia Robles, who lost to McNaboe in November by 45 votes, just over 1 percent.

"I think the voters have already spoken," Robles said. "While the city is considering their cost in an election, my supporters put in a serious cost as far as money and time also."

Doug Wilson, who came in second in the mayoral race, said Robles received more votes only because she was in a smaller field - only Robles and McNaboe ran for the one council seat, while candidates for mayor and the other council position split the vote among many candidates.

"Realistically, this person's already been identified as someone who will vote with Stanckiewitz and Sandoval," Wilson said. "I don't know if that's a good thing, where you automatically appoint your friends."

McNaboe said most citizens she spoke to favored an election.

"What price do you put on democracy?" she asked.

Five of the city's six council midterm vacancies have been filled by appointment. The sixth coincided with the November election, so it only cost $2,000.

Seeing a need for change sparks successful run for Grand Terrace City Council

Editor's note: This is the first in a three-part series on Grand Terrace's new City Council members.

GRAND TERRACE - About a year ago, Bernardo Sandoval thought a man was getting a raw deal, so he started attending City Council meetings to see if he could do something about it.

That man - then-Councilman Jim Miller, who had voted with the rest of the council to approve routine payments for city advertisements in his wife's weekly newspaper - would later resign and plead guilty to a misdemeanor conflict-of-interest charge.

But Sandoval's limited fight for Miller soon exposed him to bigger revelations about the 12,000-person city where he'd grown up, particularly the $4.6million debt it owed to the redevelopment agency.

Dismayed by the placid response from longtime players whom fellow reformers termed the old guard, Sandoval decided that the best way to change the culture of the local government was to campaign to join it.

In a four-person race that included incumbent Bea Cortes, voters gave Sandoval 36percent of the vote. His next closest opponent, former City Manager Tom Schwab, garnered 23 percent.

Combined with a convincing victory by his running mate, Mayor-elect Walt Stanckiewitz, Sandoval sees a mandate.

"It's a new day," Sandoval said. "I represent now, in this seat, the people of Grand Terrace. I did make very clear what my positions were. I do believe in a balanced budget. I believe that as a city we must live within our means. We must make very deliberate efforts to hold vendors and contractors of the city accountable to perform."

Stanckiewitz and Sandoval campaigned explicitly against a long-standing status quo represented by Schwab, whom they said had broken the city's trust during his 20 years at its helm.

"I felt that there were abuses of the RDA and also misrepresentations concerning the financial situation of the city," Sandoval said. "The $4.6million debt that no one was aware had developed over the years? Inexcusable, in my mind."

Schwab declined to comment further, but he has said in the past that the City Council knew about the debt.

Even as he vows to open up the city to increased scrutiny, Sandoval said his main goal now is unity - not just among Grand Terrace's factions, but between the city and the school district it's in, Colton Joint Unified.

"The relationship between the Colton school board and Grand Terrace was caustic," Sandoval said, detailing a history of distrust that recently boiled over in debates about construction delays at Grand Terrace High School, which was supposed to open in fall 2011.

To heal those fissures, Sandoval already has met with new school board members concerning minor disagreements and spoken with David Zamora, Colton's new mayor.

Both sides also say that more like-minded voices now represent Grand Terrace and the school district.

"During our campaign, even though we didn't technically campaign together, we did meet a lot, and we were at a lot of the same events," said Pilar Tabera, who was elected to the school board in November. "My impression is (Sandoval) speaks his mind, he's a straightforward kind of guy, he doesn't pull any punches. I can appreciate that, being a lot like that myself."

Stanckiewitz predicted the new council, which first meets Tuesday, will be heavily shaped by Sandoval's presence.

"I'm absolutely positively sure he will push for the transparency and openness that we campaigned on," Stanckiewitz said. "I think it'll be up to the other members to kind of figure out who they want to get on board or if they want to stay in old habits, but I think things are going to change significantly."

Loma Linda has alerted residents to be on the look out for persons knocking on doors and asking for a person other than the resident. Seems when these folks find no one at home, they kick in the door and rob the place of electronic equipment and other valuables.

It has been reported they use a child to knock on the doors for the initial contact. So if some one comes to your door and asks for some one who does not live there, as the child his name and phone number and if you hear of a person by that name you'll contact them for him or her.. Question from Email:

This morning as I was waiting for the stop light on Michigan and Barton I couldn’t help but notice that the light only stays green long enough to let two cars through. Could this be the City? Why would they do that?

Answer by blog:

I doubt the city directly adjusts the red lights. However the city is the right place to report such a situation. Electronics do fail and the light system may have a problem that shortens the duration of the green lights It could also be a problem caused by traffic demands on Barton Rd and freeway off ramp, the primary flow of traffic being regulated by the lights. But, the report should go to the City Hall to let the right people check out the situation.

Let Them Eat Cake? 6:00 or 7:30 CC Meeting Start

In review of the City Council Agenda note the Start time is at 7:30 on the Agenda but on the city web site it says 6:00. What happens between 6:00 and 7:30?

Cake?: In the Community Room, for the City's Birthday Celebration. The Mayor will make speech about all the wonderful progress the city has made and no doubt a bit about her leaving the City Council as a Mayor and Council Member. Did I mention the possibility of Cake?

It is also an event where you may see what I call the Chamber Dance. No 3 City Council Members are supposed to meet together except at a city council meeting. Who is in the room and when is kind of interesting to make note of.

On to more serious topics.

The agenda packet for the Dec 14, 2010 meeting is posted on the web site, (see link below). I have read all 280+ pages once and will read it again prior to Tuesday.

What pops out at me as I read the first time:

Election results: The election between McNaboe and Robles was decided by Mail In Ballots. Robles won election day voters. McNaboe must have done a real good job getting out the Early Voters, mail in voters. It was also interesting to see that some precincts have much higher voting rates than others.

I haven't used the fine tooth comb on the voucher report...

The Accounting Reports for the RDA and City all I can say is WOW... Night and Day... Yeah Betsy Adams. Financial reports are in a format that they can be understood and questioned where needed. Thank YOU.

Here are a few questions that arise out of such great reports.

1) Who has the RDA made loans to? City Employees? Are these the type of loans that get forgiven after a period of time or will they be paid in full at time of the property's sale? IF the property is ever sold?

2) The Triangle Property formerly a RDA Property on Canal, was sold to a developer who intended to build 10 Condo's. Was there a time line in force? What is the status of that project. Can this be re-designated as low and Moderate Income Housing to fill that element?

3) How Nice it was to see Revenue Spelled out.

Developer Fees: It looks as if the City's Plans not to collect Developer Fees and Park Fees.. or plans on no development to take place in the next year.

4) Waste Water Fees: Sewer Treatment Fees: Revenue? Is this in addition to the cost of the treatment fees? Are we paying the City of Colton to collect Fees above the cost of the services they provide and they then kick back the funds to the City of Grand Terrace?

5) The 4.6 Million Loan from the RDA to the City: Is there no accounting for specific expenditures other than Staff Salaries and Benefits that those funds could have been consumed by over the years? How was that specific money spent?

6) Waived Fees should be accounted for some place as lost revenue or rejected revenue, with an explanation for their waiver. (How do I get my fees waived? may be a guide that staff can write for the rest of us.)

It will take several readings to digest the full content of the financial reports but the format is so much improved it is truly appreciated.

It would be nice to know what the $ value is to qualify for designation of Very Low, Low, Middle Income Levels so that folks can know if they fit in the Grand Terrace bracket for these designations with out trying to do a bunch of data search and math.

Development Agreement:

The Development Agreement and the added stipulations are getting their second reading on this agenda. Reading the Minutes of the Planning Commission Meeting, and then the Exchange between Council Members and the Mayor on this topic you'll be fairly well informed. Citizens behind the project are still not satisfied with the set back of the wall or the design of the land scape they will have after the wall is constructed.

The waiver of Development Fees is detailed but in my opinion not justified in the case of the waived Park Fees In addition the lack of other fees being collected subjects the City to being the funding source if the unforeseen happens in regards to flooding and sewage infrastructure and treatment requirements exceed the projections.

Ethics:

Nice to see that the "Standard Ethics Rules" will be used in Grand Terrace. This requires more detailed income reporting that apparently was required of our City Council Members in the past.

Appointment:

Finally the issue of appoint or elect a city council member to fill the seat vacated by the election of Walt Stanckiewitz to the seat of Mayor. An election by polling place or by mail will cost 30,000 to 45,000 dollars of city money. In the past the council members appointed replacements all except for the position of Miller's seat which was vacated due to internal politics not by a resignation due to pure personal considerations. So what should the council do? Given the situation I think the council should take applications, and If Sylvia Robles applies she should be selected. The City Council knows that there were a significant number of people who voted for her. Picking some one else from the pool turns a blind eye to a recent expression of public desire.

Also read the Minutes contained in the Planning Commission Packet for the December 16th Meeting and you'll gain added in site to the issues and concerns brought up at the City Council Meeting.

Are we there yet? There being a well run government? No but I will say again the financial reports are a big improvement over past years presentations... Thanks Betsy Adams - City Manager.

Freeway Project Closer to Being Defined:

PUBLIC NOTICE


The following link provides the current information on the freeway construction proposed along our city, and adjacent to Grand Terrace Crossings or the old Outdoor Adventure Center Development Area

None of the links on that page will provide a drawing to show exactly where and what is going to be done however the projected final plan is early 2011. That is good news. The City and the land owners along the route will be able to better plan on what they want to do with their freeway frontage property. Billboards any one? It will also give existing businesses and home owners a heads up on where they stand or don't stand on having their property and businesses consumed by the project.


I suggest you all read the environmental impact information it contains interesting information. The level of detail of the report alone is educational and informative about our area. Those of you with time and concerns over how the construction will impact you and your businesses pleas attend the meeting in Grand Terrace December 13th at Grand Terrace Elementary School. The meeting begins at 4:00 pm and is supposed to be ongoing until 7:00 to collect public input.

The full project is not scheduled for completion until 2016 and of course there could be some slippage to that projected date. However knowing when and where the project is will help the Businesses, Citizens and City know how to plan with a bit more effectiveness.

Why is it you don't post what you say on Topix? Anyway, I found your blog because of the posts on topics. Some of the other posters complain about this blog so much I had to check it out for myself. Well, here it is I am emailing you.

I want to say I support the West Side Park, IF the grant from the State will pay for the land and the full build out of the park and the street and infrastructure improvements. I haven't seen a detailed budget for any of these plans or negotiations. It would be nice to have a total plan and a copy of the state grant application and the price negotiated with the seller of the land.

I also think if Jacobsen is contractually required to replace the housing units he should be forced to do that on some other piece of land in Grand Terrace. I don't think they have to be traditional housing or mobile homes. Perhaps he could get a grant to build an off the grid village where there are no sewer hook ups or power hook ups. There are new Composting Toilets, and Gray Water Systems that could eliminate the need for a sewer connection and of course PV power could provide efficiency homes/apartments like studio apartments or Single Occupant Housing or a College Dormitory type facility for young people starting out. There is more than one way to fill the need for Low and Moderate Income Housing.

Welcome to the Blog, Tom R.

The posts on Topix answer the posts on Topix and have very little if anything to do with the real issues past or current in Grand Terrace. If the person attacking this blog wanted to email us here at GrandTerraceNews@yahoo.com we would respond and post as done with your email. Many folk do not want their email posted, others want it posted without their name, still others want to provide information only or have their ideas compiled with others in a list. How the opinions and email is posted is situational with the writer's desires and the number of people offering the same opinion. There is one condition to be posted, and that is simple. Language used in a post should be the same quality of a "G" rated Movie.

Good ideas on the park issue. However, I am afraid that the input from the results of the Planning Commission's look at the proposal is such I doubt that the funds will not come close to the actual cost of construction of the park, nor do we have a means to pay for the upkeep of the park if built. Even if the land was free it would be questionable that the State's funds would pay for the park being built, in addition to the needed infrastructure improvements.

I look forward to a full Council Packet including the Full State Application for the Grant to read what is called out on the specifications and terms and conditions of the Grant, the Plan and the build budget and the plan and cost for all related tangent construction and improvements. These documents have not been provided in sufficient detail to be able to make a full assessment on the park issue. However, indications are we simply don't have the money to build and run an additional park.

Note a simple ball field with no lights cost about $500,000.00. just last month. The property is valued at the tax office for 1.6 million... I don't think the math will work out in such a way that the city should take the State's Money only to go into further financial problems down the road.

Your suggestion for off the Grid Housing units. Interesting, I wonder if the Planning Department would give a builder permits for such a development. We do have a need for clean save Single Occupancy Only Housing for some of the young people who attend College and work in Grand Terrace, or are getting out on their own for the first time. Interesting idea, and alternative housing development.

Low and Moderate Housing Elements or Park

Doug Jacobsen got approval to remove low and moderate income housing elements in Grand Terrace with the help of the Redevelopment Agency under Tom Schwab. Part of the "Deal" was that these housing elements would be replaced specifically the Mobile Home Park that was removed from Michigan was to be replace with a simular sized park on the West Side where other parks are located.

This plan went so far at a minimum of having a plot map filed with the county of San Bernardino's Assessors Office. Now, Jacobsen is trying to off load the housing replacement requirement and the land to the full responcibility of the City and the Redevelopment Agency along with the "Offer to Sell" the land that he and Schwab proposed was to be used to replace those same elements.

The State Park Funds would pay Mr. Jacobsen his money as he bails out of this portion of the "Deal" and not leave the City of Grand Terrace with sufficient funds to complete the design, and build of the proposed public park, that once built would cost an annual operational cost of 50,000.00. Who is happy with this deal. Well Doug Jacobsen would be for one.

As a State Tax Payer, this is not the best use of funds, as a Citizen of Grand Terrace we don't have the local revenue to pay an additional 50,000 per year out of our funds. In addition it still leaves the City and the RDA without the needed low and moderate income housing elements required by the State Land Use Agency.

The City Council should thank the Staff for finding a funding opportunity, but decline the State Offer and the "Deal" to buy the Jacobsen Property. It is a park we can't afford to build, and maintain. It does not answer the question of where the Low and Moderate Income Housing Replacement will be built.

The State should be told thanks but no thanks.

REFRESH YOUR MEMORY>> This was way back in Feb 2010. AFTER a closed Door Meeting about the land negotiations. The state money will not fully fund the construction of the park. WARNING this is a Budget Buster.

If the City can find 50,000 for new park operations then it can find money to pay the Sports Teams not to sell fireworks.

If the city can find 50,000.00 to spend it should be spent to retire the Loan Mr. Schwab never intended to pay back the RDA.

If the city has 50,000.00 a year in its budget that is free to spend some where else how about an after school music program for Jr, and Sr High School students.

If the city has 50,000.00 a year in its budget to spend how about finishing up the base of Blue Mt Park, or the Dog Park... Or at least get the fence around the dog park and some doggie doo trash cans... Dogs don't mind a natural park setting.

If the city has 50,000.00 a year it could be used to support the up keep of the CJUSD fields we use as parks after school hours.

Jacobsen Bailout Park Will Cost Taxpayers

The location of the Proposed Jacobsen Bailout Park is shown in this picture made available in the Lion's Club News Letter. Note many readers are less than pleased that the Lion's Club and only a FEW SELECT people have been informed of this proposed land purchase and the building of an additional park. This is a Bail out for Jacobsen and nothing more. There is a need for real improvements on Grand Terrace Rd. There is a real need to replace the Terrace Pines Mobile Home Park that Jacobsen Raised in his and Schwabs Grand Plan for a SUPER CENTER along Barton Rd.

The City of Grand Terrace does not need to add to its land ownership. The City already owns property that could be developed for park land. This additional purchase has the single purpose of bailing out Jacobsen who was following the directions of Former City Manager Tom Schwab when he purchased and distroyed the Terrace Pines Mobile Home Park.

The city may not get an approval for a park in that location given that the housing element removed has not been replaced.

Nope Mr. Jacobsen, sell your property on the OPEN FREE MARKET and yes you will have to suffer a loss. This is almost fair as the land you forced people to sell to you or the city was not able to go on the OPEN FREE MARKET.

Jacobsen Bail Out: GT or TaxPayers will PAY... SAY NO

There have already been "Public Meetings" on the new park and all the parameters, but went to the meeting as noted within here on Thursday afternoon. This regarding a preliminary, proposed public park on the west side of GT.

It mainly was lead off by Barrie of the City of GT Code Enforcement and weak public attendance. The property under thought for the P.P.P.P. is lying just north of the mobile home park now on Grand Terrace Road (to north of Barton Road).

This property was or is currently owned by the Jacobsen Family as the facts (based upon summer 2009 conversations) are in doubt at this time. An old subdivision lies underneath, and was up for heated comment at a past GT Planning Commission meeting.

1. Zero, nada, zippo Environmental investigation or reports have been done. The process is being done at this time by city of GT staff, and will be done at such time and approved by Sacramento, thus avoiding the City Council and residents. The public, the GT city council, and many others will not be be able to see nor read the whole thing until minutes before it is placed into some big package for mailing. Let us hope it is 100% correct and truthful.

2. The whole situation is based in hurry-up mode as funds are being sought from Sacramento, in the thrilling amount of $5 whole million dollars. An additional $3 million (total of eight then) can become available within one or two years, provided that Sacramento then gives an Okay.

3. Regarding #2 above, the $5 to $8 million in funds are to be used for purchase of two parcels, plus the tear down of two residences lying on north side of the subject property, that plus the main purchase price of the Jaconsen property.

4. Zero, nada, and zippo, street improvements are going to be installed. Even though near every other project in the County of San Beranrdino and the various cities require such, it is not in the budget on this project. The acquisition of the latent properties, and simple construction on-site, have knowingly used up most all of the allocated funds. And so, zero street improvements are being sought.

If enough people make a stink, the improvements will be installed, but the entire city of GT residents will have to foot the bill. If you intend to utilize the park, then you cannot park along the street but instead use the Parking lot.

Residents of GT are also being asked to foot the bill for street improvements associated with improvements along the south side of Barton Road, and those over all connected with the new GT High school. The latter includes widening of Michigan street, and the widening to Center street, and storm drain improvements. The relocation of "In the Way" water lines has already been paid via the residents. (May be why no one has stepped forward with a grant).

5. Why was that particular site chosen then? Best explanation derived from the conversation is that it is based upon the passage a few years ago of Megan's Law. The singular parcel is within near 2000 feet of many parcels on west side of city, that makes it difficult for "New" sex offenders (those that register) to move in to the area. If we have some already, (like living in the trailer park on the south edge) they are supposedly exempt then.

But why not choose a more visible empty lot along LaCrosse street then? One in which the visitors and public could readily see from the Interstate Highway? It comes down to the 2000 feet radii, or if the legislature would have said more feet or less then the parcel would not have been considered.

It is also assumed that part of the Sacramento grant would be for mailing out of letters to the registered Sex offenders to get out of town, for a park is about to be built, and if not, they are going to get the full force of the S.B. County DA's office on their backs then. After all that is one of the major points in locating the park where is is at, and has nothing to do with Jacobsen or the GT city council. Isn't it?

6. During the period up to end of 2009, it was exclaimed loud and clear by former Planner Koontz (on many occasions) that the City of GT had just a couple of percent over the required (by Sacramento) land set aside for public parks. Now that figure included the parcel set aside via the GT Retirement Home. According to Barrie, we are now shy of such a figure by a few percent. The kiddies use of Pico park for baseball purposes, is no longer a consideration now, it is assumed. Thus either the new senior citizen's reflective parks got pulled from the estimate, or someone was lying to us long ago.

7. As a part of #2 and #4 noted above, the city will not be including any lighting for the park. Too expensive. Persons who intend to visit the park are expected to run around during daylight hours only and listen to the boom box music.

8. How many people are for this new park? It was asked if 100% of GT residents are going to be happy with it or not? I understand that via Barrie, "Far" from that sort of quantity approve of such.

9. Per #7 above, there already are insufficient funds to foot the bill for any traffic study, or TRUCKs Prohibited signing that indicates for Truck Traffic to use an alternate way of entering the SCE property on Newport Road (once we get the County Sherrif's Department to patrol and enforce the signage, it will pay for itself then.

It has already been mentioned by a (female) representative of SCE Co. during a city council meeting, although the facilities at the point on cliffs has been in place longer that the city has been incorporated, the SCE Co. will easily pack up and leave for better property they already have, if enough complaints come in via deliveries from truck traffic every day.

Thus the west side would gain a park, and loose the SCE facilities eventually. With every park we gain a few and loose a few.

10. Although the Yet to be Approved City of GT Land Use map says differently, the park property is rubbing elbows with a residential area, across the street, and to north. Guess they will have to move too.

Here is what PAWW THINKS

Doug Jacobsen and the GT RDA would have been REQUIRED to Replace the Mobile Home Park on Michigan that they removed as part of their grand plan of Town Center or what ever it is being called this week.

Doug Jacobsen is now trying to off load this obligation, and the property he purchased for that purpose at the expense of the Grand Terrace City Budget and Expense. Parks cost money, grant or no grant. The investigation of the purchase of those properties may well include the use of the threat of Eminent Domain like the practices use on Barton Road.

Don't support the rush job on this park. The Public should be well informed of the cost, and plan and who is benefiting from the purchase of the land. Why not put the funds into Blue Mt. Park. and still have that land for other purposes. Nope, I am against relieving the burden on Jacobsen. It is time he enjoys the benefits of having used the City of Grand Terrace as his strong arm. He should continue to have to pay taxes on that property. He should also be fined for allowing it to be weed filled.

The Sex Offender Logic is just an example of smoke and mirrors being used to misdirect what is the truth behind the deal.

Nope Bailing Out Doug Jacobsen is not on my agenda as a Citizen of California, or Grand Terrace. It is Time for a Root Beer Float Party in GT.

School Delay: Post Election Announcement.

Grand Terrace High School opening delayed

GRAND TERRACE - Plans to open the city's first high school by the beginning of the 2011 academic year will not be met, the company responsible for building it told the school district last week.

District officials said they do not know how far behind schedule Grand Terrace High School has fallen. Representatives of the company, Vanir Construction, referred questions to the district.

It's unclear what effect that will have on students, said Katie Orloff, spokeswoman for the Colton Joint Unified School District.

"That's something we're going to have to discuss starting with that special meeting (between Vanir and the new school board) next month," Orloff said. "There are a lot of answers we don't have at this point, but we're working toward that."

Roger Kowalski, the newly elected board member whose area includes Grand Terrace, said the revelation was disappointing.

"People have been waiting a long time for this," Kowalski said. "I'm sure there are a lot of people that are really and truly looking forward to the opening of a new high school, and now we have to wait for we don't know how long."

Soon after the groundbreaking ceremony in May 2009, heavy rains stopped construction.

Builders tried to overcome that and other early delays, but recently determined that even partially opening by August was impossible, according to Jaime R. Ayala, assistant superintendent of the district's business services division.

Those early setbacks should have forced an earlier announcement, according to Ed Gregor, a former member of the oversight committee for the taxpayer bond that paid for the high school.

"I think the existing school board members knew this wasn't going to be done on time, then they hid it until after the election," Gregor said.

Bloomington High School Principal Ignacio Cabrera reported in August that Grand Terrace High School would be opened in 2012, according to the minutes of a Bloomington High School site council meeting.

Cabrera was not available Tuesday to clarify his comment, which district officials said they were not aware of.

In a era of slow construction there is no reason or justification that a properly managed project like a high school complex could not be built on time and on budget. This project and the management of it clearly has been problematic from the start including the land purchase deals between the RDA and CJUSD.

But, like with many of the left over Schwab Era projects we are faced with how do we get it finished and working for our city and the CJUSD. This is a CJUSD project and the School Board is the proper forum to address on these issues. Please consult with them at their next meeting. Citizens need to hold the CJUSD Board accountable for the actions of CJUSD Employee's Management and Negotiations.

Rain, is not a sufficient reason for a schedule slip. Rain Days should have been calculated into the schedule.

West End Park To Be Funded: Can we Pay Our Part?

GRAND TERRACE - The state has agreed to fund construction of the city's first park west of the 215 Freeway, agreeing with city staff's determination that the area is "severely underparked."

If the City Council accepts the proposal, a state fund for park development will pay $2,130,636 to build a 3.07-acre park on Grand Terrace Road.

Grand Terrace has two parks and one playground east of the freeway.

Temporarily known as West Side Park, the project will include exercise equipment and walking paths.

"Taking a leisurely walk through the garden and reading plant description cards provides physical and mental health benefits that are not available in other city parks," Community and Economic Development Director Joyce Powers wrote in the grant application. "Building an active park in this critically underserved community will increase the potential for a healthy mind and body, create positive emotional and social experiences and significantly improve the quality of life."

Neighbors attended eight meetings and expressed enthusiasm as well as some suggestions, Powers said. Bobbie Kay Forbes, a 25-year resident, said she has monitored proposals to make sure they're family friendly. "I think it'll be good for the neighborhood - there's a lot of children who can't really go to a park," she said. "I want parks everywhere." Forbes said her biggest concern was that the park not include basketball courts, because as a real estate agent she hears many people complain about the coarse language of men playing basketball at parks.

Powers said Thursday that she is especially excited about built-in educational opportunities.

"There's a conservation area, a low-water landscape area. Part of the educational experience would be to identify the plants that are low-water and that sort of thing," she said.

The city will have to pay for upkeep, which staff estimates at $50,000 per year.

The proposal is not currently on the tentative agenda for the next City Council meeting, Dec. 14.

#1 Grand Terrace has: Rollins Park, Pico Park, a Pocket Play Ground , Karger Pocket Park, and Susan Petta Park. It also has land set aside for a Dog Park, and the frontage to Blue Mt. Park, already established and needing development and or maintainable.

#2 Yet, I am for a park on the West Side of the freeway. Many children and families will be served by the added facility. However, the idea, to not put in a basketball court because adults may curse is an additional insult and non service to youth in the area. They who would use the court during the week after school. To design a public park with the limited use of only those in the neighborhood suggests that folks on the West Side do not use Pico Park, Rollins Park, or Susan Petta Park, nor will they use the Dog Park or Blue Mt. Park when they are built.

#3 Public Parks should be public, and have a wide variety of uses, yes including a basketball court. The West Side is the far from a school yard and the children there should have a basketball court or a tennis court closer to home.

#4 If we take State Money, we are the ones who pay taxes to the state, is this the best use of those funds, a park to look at a park to walk in? I am not so sure. The high annual operational cost is also questionable being designed not to host basketball or sports of any kind other than walking. We have to ask is this a Get we want to Have?

#5 If grown up men on weekends are cursing in public and it offends you, call the police and file a complaint it is a public nuisance offense to conduct one's self that way in the state of California. (Oh that would cost added law enforcement costs most likely not included in the $50,000 operational costs.)

#6 Some folks adjacent to the park would like to see it as an open space maintained by the city and not widely used by the public. This of course would increase their property values. However, I am not so sure that the public should be providing such enrichment protection for a few when the city has denied the same courteousness to others elsewhere in the city.

#7 A park is a park, and it should have some sort of sport or activity that will draw folks more than walking. This will cause noise and yes an occasional boing boing of a basketball, or a vulgarity for what ever the reason. Perhaps the park could be named by a business or businesses who sponsors it and they pay for the Naming Rights to off set the cost of the park operations. Start off with all those businesses who had their Park Development Fees Waived for example. Perhaps, they could put an add on a bench or table for say 1000.00 per year, 50 such adds would pay for the park operations. Where is the 50,000.00 going to come from?

#8 I support the idea of a park on the West Side, I also have to remind folks that this property was intended to be used to replace the Terrace Pines Mobile Home Park that Doug Jacobsen Removed on Michigan Street as part of his development. These homes or mobile home spaces constitute some of the Low and Middle Income Housing elements the City is short on in its total housing element requirement. Doug Jacobsen is not being held to his obligation to replace the homes he has removed. This I do not support. Especially after Mr. Jacobsen Sold the land to the City on which the park is being built. And after Mr. Jacobsen and Staters had their Park Development Fees Waived. This I can't be silent on.

#9 I support a West End Park, I do not support the total of the transaction impact on the city or the state, or the above suggested design constraints. Unless the transaction can be justified and balanced and the planned use expanded this deal is a bad deal for Grand Terrace and the State of California. The biggest benefactor of the transaction is Doug Jacobsen who plead for the Park Development Fees to be waived on his development, now he wants to sell land to the city for a park. Yes I have a problem with the transaction(s), and the future obligations the city will have to take on.

Does she thinks young people don't use "course" language. Just listen to them when they are around town without their parents or even in the school walk ways.

The newspaper must have her on speed dial for quotes and to mention what she does for a living. Free advertising.

And, did the neighbors really get notified of 8 meetings? Was there even that many meetings for the Towne Center, notifying neighbors?

How much did Jacobsen get paid for the property? And, how much did he really get paid from Staters? And, how many acres will he really be left with?

Women's Club Christmas Tree Raffle: Buy a Ticket

The Grand Terrace Woman's Club has its Christmas Tree Raffle each year. The ladies have a done it again, providing a wonderful tree which is on display at the Food Connection on Barton Road. Stop in, and buy a ticket try your luck and support their fund raiser. This activity raises funds that will be directly used in our community. If your lucky engough to win, you'll have a great tree for the season and seasons to come.

GRAND TERRACE: Lions Club has new plan for old keys

Got a set of keys that would make a janitor envious? Too many keys dangling from your ignition switch as you turn your car engine on?

The Grand Terrace Lions Club might have a solution to help lighten your load.

The Lions are collecting unused and unwanted keys that will be melted down for scrap metal and sold to benefit underprivileged children and the blind.

The Grand Terrace Lions Club is collecting old keys, which will be melted and sold for scrap metal to benefit underprivileged children and the blind. From left are Al Chavez, Lions Club president Lois Cook, Louise Lundstrum Hugh Grant and Bill Judson.

Keys can be brought to the Grand Terrace Lions Club at 22130 Barton Road. To arrange a pick-up, call 909-825-8404.

President Lois Cook, of Grand Terrace, said Don Smith is in charge of the key program this year.

The Lions Club is also holding its second annual children's toy drive. Those who want to donate can bring an unwrapped toy valued at $10 to the Lions' Friday night bingo and receive a bingo package worth $10, Cook said.

"Our drive was very successful last year and we're looking forward to it again this year," she said.

The International Lions Club is the world's largest service organization and is best known for its Sight program in which the club recycles and re-distributes used eyeglasses. The Grand Terrace chapter participates in the Sight programs and also provides financial support to several charities in the area.

Chris Ryan, a musician who regularly plays local coffeehouses, including Highland’s It’s A Grind, and four members of his family are currently engaged in Pepsi’s grant contest.

Chris Ryan, 19, from Grand Terrace, California fits the classic definition of a singer-songwriter; a musician who composes and sings his own music including lyrics and melodies.

At 16, Chris released his own CD independently; utilizing his boutique management company’s networking and social media marketing to get the word out. His CD, “Colors” is available on iTunes and at Best Buy, San Bernardino – where the music store management team has partnered with him on several occasions for in-store shows.

Ryan’s latest endeavor - partnering with his management company, Take 2 Productions; in the running for a Pepsi Grant. They want to launch a free music/art program for youth in the Inland Empire. The goal is to motivate kids to utilize the talents they have and provide mentors and education about career/college opportunities available.

Chris’ family has four grants in the Pepsi Competition. His sister, grandmother and grandfather all have projects in the running. His family has been reaching out to their communities for years.

Chris, his mom, and sister, Janae opened their home to young adults who needed a helping hand in 2005. The house became an official non-profit, Open Arms in 2007. Janae is in the running for a 50K grant to open the house again (it was shut down in 2009 due to lack of funding). They need the public’s help – all it takes is a little time to vote each day.

This is the most requested page update and check back for updates recorded on the Blog Stats.

So if your interested in these documents you can go to the City Clerk and ask to view them. If you should be so inspired to copy and scan them into either a pdf or jif format and email them to the blog at grandterracenews@yahoo.com they will be posted.

Note: Walt Stanckiewits, Bernardo Sandoval and Sylvia Robles responded to the request for their documents and those have been posted for a long time now. Unfortunately other candidates have chosen to ignore the interest of this readership.

Perhaps the City Council could have a new disclosure policy that includes having these documents included on the City's Web Page for public review.
