Commission considers drug store, 108 new homes
A drug store and 108 homes could be coming to north Redlands.

The Planning Commission on Tuesday will make decisions on a drug store planned for the Ranch Market shopping center and two housing projects with a total of 108 homes planned for 42 acres near the Redlands Municipal Airport.

The 13,600-square-foot drug store would feature a drive-through and a pharmacy on .85 acres at the corner of Church Street and Lugonia Avenue. It is proposed by Realty Bancorp Equities and Dennis D. Jacobsen Family Holdings II.

If approved, the drug store would be the second pharmacy to serve north Redlands. A pharmacy opened within the Target store in the Citrus Plaza center last March.

The development proposed by Walton Development of Glendora would build 33 homes on the east side of Judson Street and 75 homes on the west side of Judson Street, between Pioneer and San Bernardino avenues.

The project involves an agricultural preserve removal and a zone change from agricultural to residential estate. The General Plan designation for the land is very low residential.

Orange groves would be removed on about half the property. Earlier plans for a landscape border with orange trees have been changed to accommodate requirements for endangered San Bernardino kangaroo rat habitat.

Airport staff and users have expressed concern about the project's proximity to the airport, but city staff says the development is within the standards set forth by the Airport Land Use Compatibility Plan.

The development will cost the city an estimated $61,000 in services annually, but bring in $126,000 in revenue a positive 2.06 cost-benefit ratio.

Once completed, it will generate just over 1,000 vehicle trips per day, which is not considered a significant increase. It will require the demolition of a house, garage, out-building and well pump house.

Residents will soon be able to fill their gas tanks

NORCO - Residents will soon be able to fill their gas tanks, wallets and prescriptions at a new shopping center north of Hidden Valley Parkway, east of the 15 Freeway.
The 23,138-square-foot project needs to get final approval from the City Council on June 7, but it was unanimously approved by the Planning Commission on Wednesday.

Before the vote, details were hammered out and conditions were placed on the center to ensure that it fits in with the surrounding neighborhood.

The developer, Jacobsen Family Holdings, made several changes to the project, which was initially proposed to the commission on April 12, after hearing concerns from commissioners and residents.

‘‘We paid attention last time, and I think we have a much better project this time,’’ said developer Douglas Jacobsen, before giving an extensive PowerPoint presentation to the commission and audience.

Jacobsen estimated that the center will bring more than $120,000 of sales tax revenue to the city.

The commission approved drive-throughs at a Walgreens pharmacy, a Starbucks coffee house and a bank.

It also approved the sale of beer and wine at Walgreens and the am-pm mini market that will be part of an Arco service station.

There will be other retail shops in the center, but those have not been decided upon yet, Jacobsen said.

He said Walgreens and Arco have already signed leases, a lease with Starbucks is being discussed and there are three banks interested in moving into the center.

Julie Craig, who lives on Hillkirk Avenue, the cul-de-sac that will butt up to the back of the commercial center, said she only had one request – that the Walgreens not be allowed to operate for 24 hours a day.

She pointed out that other drugstores in town have said it was crucial for them to be open 24 hours, but when residents fought it they agreed to reduced hours.

‘‘Why should we be the only residents in Norco that back up to a 24-hour pharmacy? It’s in my backyard,’’ Craig said, adding, ‘‘I’m not opposed to this project, I’m not happy about it, but I’m just asking this.’’

The commission agreed with Craig and decided to allow all the stores in the center to operate from 7 a.m. to 10 p.m.

The gas station, however, will be allowed to operate for 24 hours a day.

Other adjustments Jacobsen made to the project include a more Western-themed architecture style and an 8-foot-wall that will run along the entire rear side of the center.

The wall will be lined with evergreens to block out sound and light that could disturb the neighbors.

The commission also expressed the need for two left-hand turns into the center from Hidden Valley Parkway.

With four traffic studies in hand, Jacobsen agreed.

After working on the project for six years, Jacobsen, who has been involved in more than 40 other commercial developments, said he realizes that Norco is a unique equestrian town, and he has tried to adjust his project to meet the community needs.

He promised to resolve all resident and city complaints that arise in the future and said the new center, which will be near the Gateway shopping center, will be called ‘‘Gateway to Horsetown.’’

Any sign for the center will have to come back to the commission and have public input before it is approved.

After publishing a change in posture and direction to the proposed Town Center in both the Sun Telegram and the Press enterprise Jacobsen Family Holdings publishes an advertisement with artwork reflecting Plan A, Inclusive of a Lowes, The Printed promise of a New Magic Library with NO mention of how that Library is to be built or Funded, insinuating that it is "Part of the Deal" at NO Cost to build or Operate to the City, or County. AND they show in that artwork the inclusion of Jo Stringfields Property.
IF Jo has changed her mind and has reached an agreement with Jacobsen fine. That is entirely up to HER. However, the continued Plan of having a Lowes in Grand Terrace is not FINE with a majority of the Citizens of Grand Terrace. There has not been any communication from Jo that she has agreed to even be interested in selling. There is NO reason to think she has changed her mind unless she makes a public statement saying she has changed her mind.
Mr. Jacobsen add continues to boast a $600,000.00 per year increase in revenues to the City and YET, he NEVER estimates the ADDED cost to the City. For example if there are Day Labor Problems, he'd call the Sheriff... We all see how well that worked for the Sav-on Employees trying to get help in protecting their store and shoppers from characters who eventually robbed a female customer and stole her car. City manager Tom Schwabs lates wild guess was only $500.000.00 of increased revenue for the Plan A. Tom Schwab did not have estimates on the Costs associated with the increase of revenue so it could actually net to be a loss to the City. He won't ask this question, fearing the answer no doubt.
Mr. Jacobsen is apparently still working on getting Lowe's to town, and his alternatives, Bar's and Grills are not much better. Perhaps he should live in Grand Terrace for a Month or Two Before he brings havoc to our town. Perhaps the city would permit him to put up a Tent in one of his weedy Lots, or his slumlord Mobile Home Park. You collected rents and did not maintain the grounds of the Mobile Home Park. Why is he not sighted for weed abatement? Higher a bunch of goats for goodness sake. Mr. Jacobsen you are at best misleading the community, at worse you are an out right teller of Falsehoods... There is a word for that... I chose not to use that word however. We should expect your Town Center to look like the Mobile Home Park you purchased and did not maintain, and the Land you have let go to weeds. A crop of spinach would have been more attractive and better for the community.
WE HAVE No place for Grand Terrace Elementary School. Who knows what will happen on the 215 widening project, and the on and off ramps and over pass improvements. Lets rush in and build a big bunch of problems to add to this pending mess. Does that sound like good planning Mr. Schwab. NO it is BAD Planning.
Citizens of Grand Terrace. Jacobsen Family Holdings LLC and Tom Schwab City Manager/Redevelopment Agency Director are not acting in YOUR BEST INTEREST. Continued Attention Must be Paid to this Pair of Individuals and their "PLANS" for OUR Community.
