How about a concession stand operation that is also an after school teen mentoring operation. Limiting the concession on weekdays to fresh fruit, and iced tea, and home work help, or a place to have a chess club. No the city limits the options to only those clubs or non profits that have existed for 5 years in the city. OK, now we know who is on that short list. The result is that you haven't opened the bidding, you have just made an announcement that your entering into a new contract with the same old favorites.
