The City Manager is in Negotiations with the Jacobsen Family Holdings to try to get a reduced rent for the Library. First of all, shouldn't the San Bernardino County Library Business Office be in negotiation with a property developer or owner in regards to a future location of a Library for Grand Terrace. Is the Grand Terrace City Manager Tom Schawb now also the head of the San Bernardino County Library Services? When was that appointment made? Second, prior to the sale of the property was the time to negotiate the building of the space for "Public" use. The City can force the building of curbs, street lights why not "Public Use Building" space.
The methods of acquiring the land, and selling it to Jacobsen has been a hideous misuse of power and government. The public has been poorly served by the City Manager Tom Schwab, and the Planning Committee and all persons involved in closed property negotiations with City Funds, or Redevelopment Agency Funds. This is an example of an over reaching use of governmental powers. The City Manager continues to use the powers of the government to force the sale of property to make it available to the Jacobsen's for development.
Citizens should write to Jacobsen Family Holdings, and suggest to them that they design a high school, library, and band shell/ performance area for the entire community, and pitch it on the property to the Colton Joint Unified School Board. This use and only this use would justify the past actions of the City and Jacobsen Family Holdings relationship with the City of Grand Terrace.
The Citizens of Grand Terrace should also write an amendment to its charter which forbids any closed meetings, and negotiations. The Citizens of Grand Terrace should write an amendment to the city charter requiring the dissolution of the Redevelopment Agency, and all properties not being planed for true public use projects under the purview of the City. The City of Grand Terrace is not the Colton Joint Unified School District, and should not be purchasing land speculating on the placement of a High School to recuperate the investment. These type of back door, and mis use of power should be stopped and reversed if possible.
