Yes the priority for Show and not Function has been epidemic in the Schwab / Berry / Ferre years of administration. Perhaps the tide has turned... a bit.
The city is responsible for the Senior Citizen Kitchen not being designed properly. Here is how it works. When the City Planning Department and City Council signed off on the Plans they were all interested in the "Show" of the plan, not the FUNCTION. When the City Signed off on the design it then becomes responsible if the design is the problem. Apparently our City Planning Department has no one on staff that knows a Commercial Kitchen is required for a Public Eating Facility, or what should have been called out or specified in the contract negotiations prior to the DEAL being made with Corporation for Better Housing.
So the City failed two times. One Pre Contract, in not calling out the specification for a Commercial Kitchen, and Two in approving the plans provided by CFBH.
Now it will cost nearly 50,000 to have a Commercial Kitchen put in when all is said and done, and that is a low bid. It could exceed 100,000.00 and the City Redevelopment Agency will be paying for it. & that means us the tax payers.
That same money could have been spent in other ways... and should be accounted as being the cost of a NON PROFESSIONAL CITY HALL. and Cost of Doing Business with CFBH who should have known to build to Commercial Standards as this is not the first Kitchen they have built, and they employed folks who should have also known and got it right the first time.
