So lets make it simple.

The City's Mayor Signed a Document of a Grant Deed prior to the Contract Negotiation being Approved, and Prior to the House being transferred from the RDA to the CITY.

IF the City Council had rejected Mr Schwabs request for a house would the CITY have gone on with the property transfer to the City for the House to be sold as Surplus Property on the OPEN MARKET? IF that was the case why the fancy paper work folks?

Mayor Matteson signed over a Grant Deed prior to the City "Owning" the house.

City Council Approved the HOUSE DEAL prior to the City Owning the House.

Thus the house that Mr Schwab received was owned by the RDA at the time of the Negotiation, it was not "Surplus" City property. The only "NEED" for Mr Schwab to have a house in GT came about because he was losing his other house in Grand Terrace as a result of his wife divorcing him. Are the taxpayers responsible for that? Gee where do all the men sign up for that perk of being a Grand Terrace Citizen. Most of us going through a divorce have to move into a man cave of an apartment or live on a friends couch until the property settlement is resolved. NOT Mr. Schwab. he can's suffer the indignity of life the rest of us do.

The Requirement to Live in GT was not a stipulation prior to his "Personal" issue. It was not a stipulation for Mr. Berry. It was not and is not an issue for Betsy Adams.

It this smelling like a DUCK YET FOLKS?

Mr. Schwab maneuvered him self into a Formerly VA Financed/ RDA Purchased/ home that was intended for low to moderate income people to be able to purchase. Rather than sticking to that civic obligation of providing perhaps a discounted house to a struggling vet or individual or teacher, he decided his need was more important. He had sufficient income to purchase his own home in GT while he was married. His income was hardly Low or Middle Class. But, he wanted more, more more.. Aren't we quite done with that type on our city council.
