Area residents have mixed feelings on future of recession

Federal Reserve Chairman Ben Bernanke told Congress Tuesday the economy should start growing again later this year, his most optimistic assessment of the country's financial health since the recession struck with force last year.
But Grand Terrace business owner Walt Stanckiewitz doesn't share Bernanke's positive outlook.
"I pretty much take his comments with a grain of salt," said Stanckiewitz, a Grand Terrace councilman who owns La Pasta Italia, a deli and pasta factory in the city. "Using one of Ronald Reagan's terms, it will not trickle down to us small people for some time."
Recent data suggest the recession may be loosening its grip on the country, Bernanke said.
"The pace of contraction may be slowing," he said.
The housing market, which has been in a slump for three years, has shown some signs of bottoming, Bernanke said. Consumer spending, which collapsed in the second half of last year, came back to life in the first quarter, he said.
But Stanckiewitz said his business continues to shrink.
"The economy has to get better and people have to get back to work and have incomes before they start spending," Stanckiewitz said.
Stanckiewitz said his wholesale business making fresh pasta and ravioli for high-end restaurants is down about 50 percent since the recession started. His deli business has dropped 20 to 25 percent, he said.
Tom Pierce, an economics professor at Cal State San Bernardino, said he generally agreed with the Fed chief's comments.
"I think it's possible that we're fairly close to hitting bottom," Pierce said.
But, he said, "the beginning stages of a recovery still don't feel good."
Right after a recession ends, many businesses can increase production without hiring new workers, he said.
"There's often a substantial lag before there's much additional hiring," Pierce said. "In the meantime, you could still be experiencing job losses and therefore an even higher unemployment rate."
Bobbie Forbes, a real estate agent who sells homes primarily in Colton and Grand Terrace, said she recently has seen "a definite increase" in home purchases by first-time buyers.
"Mostly all we have to sell is bank repos," Forbes said. "There is competitive bidding on these properties. That is causing the prices to even out and not drop."
Pierce said the surplus of foreclosed homes on the market will delay the recovery of the local economy.
"We need to have new homes being built before we're going to get any real return of job creation in the construction industry," Pierce said.

129 Page Report: Falsified Reports and Embezzlement By Berry
The San Bernardino Sentinel lengthy article on the alleged accusations of Embezzlement against Steve Berry the Acting City Manager of Grand Terrace is an interesting addition to the history of his employment. The article details the existence of a 129 page report compiled by the Sheriffs Department which concludes that Berry falsified Government Reports on Court Ordered Performance of Community Service by an individual who was used to put Tint on City Owned Buildings and allegedly Berry’s Personal Auto.
Berry’s Defense to the entire issue was, hey I wasn’t fired, and the tint on my car is a different color than that on the windows, and I have a Charge Receipt for the tint. Berry made no effort to address the issues of falsifying Government Documents, no bid contracts with an individual doing court ordered community service, and an unlicenced business.
Interesting that the City Council Members who were allegedly informed about the transgressions did not at the time terminate Mr. Berry and demand the Crime be brought to the District Attorney as a demonstrating that all Citizens and Public Officials are equal under the laws and enforcement in Grand Terrace. City Managers, Assistant City Managers and City Council Member and their Friends are not above the law or are they.
Steve Berry suggests they are above the law because to pursue a case against any of them would embarrass the City of Grand Terrace. The suggestion that the Stature of any of the individuals is so closely linked with the City of Grand Terrace that they should be indemnified from prosecution is kind of like Nixon and now Cheney saying “IF the President Does it It is not Illegal”.
The lack of sending the matter to the District Attorney raises the question of collusion to hide or cover-up a criminal act. The Investigator and the Detective sending a report to the City of Grand Terrace City Council violated their duty. The possible reason for this could have been to “Protect” their 3 Million a year contract with the city, or perhaps have an advantage over the Council and City Management during Contract Negotiations.
The City Manager being informed of the reports content and the City Council at the time should have deferred the Report to the District Attorney. But it apparently was just kept in a file, no action taken until apparently Steve Berry has become unwanted in the City Hall, the information about him trickles out, drip by drip.
How can there be a charge receipt and the tint job on his car still be embezzlement? Have you ever charged an item and then later returned it or had the charge removed from your bill for one reason or another. Often you are left with the original charge receipt. A charge receipt is not proof that something was paid for. Second, the cost of the tint material may be what the receipt is for and the labor may have been done by the convict doing community service. That issue is yet to be resolved by Berry. That is why there is a court. This is not the function of the City Council and should not have been brought to them.
The use of bad business practices and no bid contracts was and is a situation established and maintained by City Manager Tom Schwab. Berry just fell into to the same practice and this may be the reason that at the time Tom Schwab did not want the case to go to court as it would show how bad the business practices are at the City of Grand Terrace. It would be nice if this had been done, a lot of money has passed under the bridge between then and now.
The wine used at a private party, allegedly was donated to the City for their Private Gala that Cost the Citizens a significant amount of money. Was this donation tax deductable? Was a receipt and value indicated as a record? What was the fair market value of the wine at retail prices? Did Berry Pay less than that retail price? Why if there were surplus the normal way to dispose of surplus government property including wine is to have a public auction. Perhaps this could be a feature at GT DAYS an auction of City Surplus, even coat hangers are tax payer’s property.
Now we have evidence that the Sheriff Department and Probation Department, the then City Council Members, City Manager Tom Schwab, Assistant City Manager(Acting City Manager), other City Officials including one would assume the City Attorney, and the Maintenance Crew Leaders knew of the investigation, and the criminal activity alleged in the 129 page report. They all conspired to withhold the information from the public and the District Attorney’s Office. This could be called an act of Organized Crime or Collusion to Aid and Abet after the fact.
Every drip of mud slung on Steve Berry’s past splatters back on to the City Manager who was his Management, and the City Council that continued his employment time after time. Now we add to the co conspirators the Sheriff Department’s Detective Morris and the related staff that each should have blown the whistle and brought this report to the hands of the District Attorney or some higher authority to place it into the Court System Appropriately.
This is an example of Government Criminal Activity at the Grass Roots Level. It needs to be cleaned up by the State or Federal prosecutors if the County Can't take care of it.

Question: What Does Schwab Hold In His Hand

The public would like an investigation or audit of all the actions of Tom Schwab, Steve Berry and the City Council/Re Development Agency and the City Attorney who advised them all.
It is apparent that Tom Schwab's sell of a City Purchased/Owned Car to Steve Berry was an attempt to have something to hold over Steve Berry's head in the future. Perhaps he paid or didn't pay, there is no financial record of the transaction only a title transfer trail. There was not a public announcement of the disposal of public property to allow others to have the opportunity to obtain the car. Perhaps this was the "Help" that was to be Schwabs ammunition to use against Berry at some future time.
Of course Steve Berry adds to the pile of reasons not to retain him on his own, but we must find out what else Tom Schwab is hiding and about who. What favors rendered to friends of the City Council, including employers/ past employers, and other associates of the Council have been done to effectively manipulate them into compliance.
Why did the price of 750,000 land and old farm house got to over 2,000,000 in a Back Door Deal for the benefit of the and the former employer of one of the Council Members, and associate with the spouse of another council member and the close friend ot the Mayor and Schwab? Why pay a high price for land for a project that was doomed by poor planning, no bid process, and zip traffic mitigation study sufficient for an Environmental Impact Mitigation. The Council members that were touched by this deal should not be allowed to vote one way or the other on the retention of either Schawab or Berry. That would preclude the participation of Council Member Cortez, Council Member Miller, and Council Member Ferre as the sale has an impact on the Water Company that her husband sits on the board of. Miller's wife rented office space from the realtor Carlstrom who negotiated the deal, and who collected a portion of the sale in fees. Where as Cortez is actually a member of his office / business associates in a more direct way. Was this land deal a future thing to hold over the heads of Council Members and other "Friends of the Council".
Yep, there is a stench in city hall and the only way to get rid of it is to have an open hire call for a City Manager to the exclusion of Berry and Schwab. There is sufficient cause to exclude them. The question is what does Schwab and Berry have on the City Council Members present and past that motivates their continued employment within the city?
When Schwab stood and asked for his job back, and the back up band of supporters he arranged to have stand behind him suggests he planned the spectacle for the benefit of the Public and Council. Each individual who spoke has benefited financially in one way or another as a result of zone changes and land sales and the conduct of city business. Were they motivated because Schwab has something on them, or they have something they don't want discovered or ended if there was a replacement?
In Berry we have a Mini Me Schwab that has grown to a point of annoyance for Schwab and wants to keep Schwabs job that he was trained and lead into by Schwab. It is kind of ironic... that Schwab created his own Frankenstein Berry, the question is who has what on whom? Will we get it all out in to the Sunlight and out of the back room?
We can hope even in Grand Terrace can't we?

This puts the Tom Schwab in a difficult position. He hired Berry, he even apparently conspired to hide the contractual and legal violations that Berry has recently admitted to with is Political Action Moonlighting as just being one example.
Here you have both of them with cause for being terminated. Remember the Cover up is always worse than the crime or violation. Have we not learned this yet?
Then there is the matter of the Car sold to by Schwab to Berry that was done with out the full accounting of the funds being paid or where the funds were deposited, in the City Account or Schwab's. This has never been documented as asked for. This was actually now a part of the Record and the City Council Members at the time are also now involved as they did not insist on the full answer regarding the money transaction part of this issue.
Then there is the lack of accounting for the full cost of Grand Terrace Days, Halloween Huant and other Party type activities, that use Contributions from outside sources, and City Employee Hours. Never have there been a full reporting of the hours spent and the cost of these hours. Never have there been a full accounting of contributions and expendatures for the GT Gala Event a Private Party for Council and Friends of Council.
The Termination of both Schwab and Berry is justified for the above reasons. Now add to the Foot in Mouth of Berry, and the other Incompetences of the Schwab... and quite frankly the City Council should BE HAPPY to have the Opprotunity to have a do over.
Schwab and his hand picked legal advisor the City Attorney have not served the City Well. Unless the purpose is to cause a reason for a law suit so the City Attorney can bill the city for his services. Schwab hired a City Employee who was also employed by a Firm that Did business with the city on no bid contracts and agreements. Schwab routinely made purchases without a bidding process, untill he was forced to change that practice.
Berry has caused a rift between the city and many of the service organizations in the city. No one will say so in public for fear of retribution be it social or some other form of harrasment they dream up.
Schwab: Abused the Property Rights of Citizens, Put forth and Defended at high cost, the Out Door Adventure Center, and other failed no bid projects.
It is time Scwab/Berry both go...
Give the City Clerk and Secretary a raise, and let them do the job they have been doing anyway.

A CLUE INTO THE WORKINGS OF THE MIND OF STEVE BERRY.
Steve Berry quoted in the article below is concerned about how the freeway off ramps "LOOK" and is willing to spend over 100,000.00 to have them fixed.. (That is the City Share... the cost of 200,000.00 is what "WE TAX PAYERS" pay). For him it is about LOOKS, and Doing Business in Grand Terrace. *that is less than what we pay the City Managers each year.
OK here is what I'd rather hear from a person in charge of our taxpayers funds:
Due to the current expectations of the Freeway Widening, Realignment and Off Ramp Construction being projected to be in 215 the pavement on the current off ramps need to be repaired for use in the interim time. The pavement is broken and filled with holes.
THIS IS A SAFETY ISSUE. Cars that hit rough pavement often are damaged and some times sufficiently to impede traffic flow or cause an accident. Drivers trying to avoid a pot hole may swerve and cause an accident or a roll over. Further neglect of the current ramps can not be justified for another 6 years as we wait for the new freeway features to be built.
Grand Terrace has the funds to aid in the construction and because Our Citizens and People visiting Grand Terrace Use the off ramps it is reasonable for the City to provide funding to encourage the proper maintenance of the pavement. This should translate to a savings in auto repair for the Citizens of Grand Terrace and those who visit our city.
I would also try for the inclusion of lane for the 215 RTA Bus was made for a On and Off Stop for riders and that the RTA agreed to make this an available service to the Citizens and Bus Riders in Grand Terrace. Perhaps if they did even a Bike Parking lockers could be included... at the bus stop. Now these are beyond how it "Looks". This is the kind of thinking I would hope the Citizens of Grand Terrace were being provided by their City Manager. This bus drives right past GT every hour and does not stop. It stops at the Sassy Stear/Starbucks on Mt. Vernon gets on the freeway and goes onto Riverside. The other direction it goes to San Bernardino MetroLink Station. If it were to stop in GT it may encourage alternative transportation for those of us who ride the train to work in LA or Orange County.. the 25 bus does not start service early enough to aid the work commuter.
Sorry to say neither Schwab or Berry have this insight, or ability to think sustainable, or safety first. They are all show, flash and self enriching
IF any one cared what the citizens think, not just the old guard political hacks that have their own skellitens in the GT Political Closet think, well here it is... Now is the time the City Council can change the City Manager's get rid of them both and hire some one for 55,000 to $65,000 per year. There should not be a City Employee making 178,000.00 and have a home and car paid for by the city... That is just wrong. There should not be a city employee who spends their time in political action in a different city, nor should they be working for a Non Proffit in Riverside on City Time. Neither Schwab or Berry should be retained. These are just a few reasons they should both go.
GT to repave ramps of 215
Cost to be split with Caltrans
GRAND TERRACE - Aiming to create a good first impression, the city and the California Department of Transportation are working to upgrade deteriorating on-ramps and off-ramps.
The City Council has approved an agreement with Caltrans to repave three ramps off the 215 Freeway at Barton Road.
The improvements are estimated to cost $91,800 and the city will split the cost with Caltrans.
The city also plans to repair the west side of the freeway bridge, including the southbound turn lane. That segment will cost the city another $15,000.
Acting City Manager Steve Berry said that Grand Terrace took the lead from Colton, which partnered with Caltrans to improve ramps off the 10Freeway.
"We took their idea and ran with it," Berry said.
The work is expected to begin in the next few weeks.
Berry said that having an attractive entrance sends an important message to people entering the city.
"When you come into our city and you experience a bumpy off-ramp, it might set the tone for what you think our community is about," he said. "That's not the case. We want a welcoming and smooth riding entrance."
The repairs are a prelude to a much larger freeway overhaul.
San Bernardino Associated Governments, the county's transportation planning agency, plans to widen the 215 from Orange Show Road in San Bernardino south to the 60-91-215 freeway interchange in Riverside.
Along with those plans, the agency proposes to widen Barton Road over the freeway and realign the freeway on-ramps and off-ramps.
The improvements will aid traffic flow on the bridge and ramps, according to the agency.
The work is being accelerated ahead of the 215 widening project to provide earlier traffic congestion relief, officials said.
But the project is not expected to become a reality until at least 2015, creating the need for subpar road conditions to be immediately addressed, Berry said.

I would also try for the inclusion of lane for the 215 RTA Bus was made for a On and Off Stop for riders and that the RTA agreed to make this an available service to the Citizens and Bus Riders in Grand Terrace. Perhaps if they did even a Bike Parking lockers could be included... at the bus stop. Now these are beyond how it "Looks". This is the kind of thinking I would hope the Citizens of Grand Terrace were being provided by their City Manager. This bus drives right past GT every hour and does not stop. It stops at the Sassy Stear/Starbucks on Mt. Vernon gets on the freeway and goes onto Riverside. The other direction it goes to San Bernardino MetroLink Station. If it were to stop in GT it may encourage alternative transportation for those of us who ride the train to work in LA or Orange County.. the 25 bus does not start service early enough to aid the work commuter.
Sorry to say neither Schwab or Berry have this insight, or ability to think sustainable, or safety first. They are all show, flash and self enriching
IF any one cared what the citizens think, not just the old guard political hacks that have their own skellitens in the GT Political Closet think, well here it is... Now is the time the City Council can change the City Manager's get rid of them both and hire some one for 55,000 to $65,000 per year. There should not be a City Employee making 178,000.00 and have a home and car paid for by the city... That is just wrong. There should not be a city employee who spends their time in political action in a different city, nor should they be working for a Non Proffit in Riverside on City Time. Neither Schwab or Berry should be retained. These are just a few reasons they should both go.
GT to repave ramps of 215
Cost to be split with Caltrans
GRAND TERRACE - Aiming to create a good first impression, the city and the California Department of Transportation are working to upgrade deteriorating on-ramps and off-ramps.
The City Council has approved an agreement with Caltrans to repave three ramps off the 215 Freeway at Barton Road.
The improvements are estimated to cost $91,800 and the city will split the cost with Caltrans.
The city also plans to repair the west side of the freeway bridge, including the southbound turn lane. That segment will cost the city another $15,000.
Acting City Manager Steve Berry said that Grand Terrace took the lead from Colton, which partnered with Caltrans to improve ramps off the 10Freeway.
"We took their idea and ran with it," Berry said.
The work is expected to begin in the next few weeks.
Berry said that having an attractive entrance sends an important message to people entering the city.
"When you come into our city and you experience a bumpy off-ramp, it might set the tone for what you think our community is about," he said. "That's not the case. We want a welcoming and smooth riding entrance."
The repairs are a prelude to a much larger freeway overhaul.
San Bernardino Associated Governments, the county's transportation planning agency, plans to widen the 215 from Orange Show Road in San Bernardino south to the 60-91-215 freeway interchange in Riverside.
Along with those plans, the agency proposes to widen Barton Road over the freeway and realign the freeway on-ramps and off-ramps.
The improvements will aid traffic flow on the bridge and ramps, according to the agency.
The work is being accelerated ahead of the 215 widening project to provide earlier traffic congestion relief, officials said.
But the project is not expected to become a reality until at least 2015, creating the need for subpar road conditions to be immediately addressed, Berry said.

Time for a NEW CITY MANAGER:
Here are the reasons why:
The easiest justification is to Save Money. It is time that the real value of the job is put back within reason. The average Income of a Citizen in Grand Terrace should be the maximum paid to the City manager.. plus say 20 percent. No House, No Personal Car, and No Business Trips held in Vegas or Disney World. No reimbursement for Business lunches with Council Members or Citizens and existing business owners in Grand Terrace.
The City Manager's Job in this city is hardly a full time job. A Contract for Fire Protection, A Trash Contract, and A Power Contract, and A Police Contract are the only legitimate work for the City Manager. This work was expanded to dabble into Redevelopment, and that has resulted in laws suits, Bond Debt and quite frankly a decline in the sustainability of our community by the removal of productive agriculture and not replacing it with Productive Work and intending to survive off of the income produced by Sales Tax on the Sale of Imported Product while Grand Terrace Produces a Grand Terrace a Economic Deficit.
Wages of most Grand Terrace Citizens have been stagnant for years, many have lost their jobs, many others have had their incomes reduced. It is time that the City Council trims the top of the Income by removing both of the Over Priced City Managers and replace them with a city manager that will accept an income of 55,000 to 65,000 per year as that is the true value of the job being done. Stop paying for their Ego.
There is Cause for Termination of both Schwab and Berry:
Schwab knew Berry was working in Loma Linda Promoting Higher Density Development, and getting paid for this political activity. He failed to report it timely to the Council, and the Council should terminate both of them for this violation alone.
Schwab has a long list of boondoggles that he has lead the city to the benefit to only the Schwab hired City Attorney as they all end up costing the City Legal Costs. Out Door Adventure Center, the Barton Road Redevelopment and the Threatened use of Eminent Domain, The Failure to provide Environmental Impact Studies and Traffic Mitigation for projects not once but TWICE. The no bid selection of Developers and Vendors. The lack of accountability of funds for events where Cash and Donations are being spent, for Halloween Haunt, Grand Terrace Days, and the Private Party called Grand Terrace Gala. Grand Terrace City Employees are used to support these events and not once has their time use been reported to the City Council as requested by the Council and Public.
Now is an opportunity to start fresh. Get the High Cost of both these City Managers off the City's back. Be bold and frank with the real financial status of the City including the long term Redevelopment Debt Burden we are under. We need a new city Manager, and it should not be Schwab or Berry.

GRAND TERRACE - Former City Manager Tom Schwab wants his job back.
Schwab, 51, says he has fully recovered from a life-threatening brain injury that hospitalized him for more than two months last summer.
But Schwab is facing competition for the position from his former right-hand man, who wants the job himself.
Acting City Manager Steve Berry has been running the city since Schwab suffered a subdural hematoma in June.
"The doctors basically told my parents I wouldn't make it," Schwab said in an interview Friday from his Lark Street home. "I'm lucky just to be alive."
A few months ago, Schwab doubted whether he could return to the helm of the city government.
In November, Schwab told Berry that he wanted his former assistant to become the permanent city manager.
They met in December and agreed that Berry would move into Schwab's office.
Schwab signed a six-month contract in December agreeing to work part time as a consultant making recommendations on the 2009-2010 budget.
In January, Schwab had a change of heart, asking Berry to wait until his contract ends in June to take over his office.
Despite his limited duties, Schwab has been paid the equivalent of his $178,800 annual salary since his injury. He is getting $45,000 for his consulting work and is using all of his sick leave and vacation pay.
Schwab said his health has improved so dramatically in recent weeks that he should get his old job back immediately. He said he got his driver's license back two weeks ago and no longer has to rely on his two daughters to care for him.
"All my doctors have cleared me to return to work full time," Schwab told the City Council last week. "I no longer have doctors' appointments or therapies related to this condition."
Berry, meanwhile, continues to run the city as acting city manager.
Schwab, who became city manager in 1989, hired Berry as assistant city manager in 2001. The council in October gave Berry a temporary 10percent pay raise because of his added workload as acting city manager.
Berry, 46, now earns nearly $135,000 a year.
The behind-the-scenes drama over the job became public last week when more than a dozen former elected officials and community leaders urged the council to reinstate Schwab as city manager.
The council on Tuesday had a closed-session item related to employment of the city manager. Worried the council was going to hire Berry as city manager, Schwab's supporters came to his defense.
Mayor Maryetta Ferre told the group the council was going to discuss the process for selecting a city manager, not hire someone that night.
Schwab said he has been asked by City Attorney John Harper to propose a contract for the council to consider.
"I want the same exact contract I had before. I don't want any more or any less," Schwab said.
Schwab said Berry has been lining up support to get the city manager's job.
"The whole time I was in the hospital, I think he was definitely working to displace me from my position," Schwab said.
Schwab said Berry has done an "adequate" job as acting city manager, but he was sharply critical of Berry's recommendation to lay off five employees in January.
Berry, a Riverside resident, defended the layoffs as necessary to preserve the city's financial health. He said he is "more than qualified" for the job.
The proposed budget that will be presented to the council this month is balanced and contains no work furloughs, no full-time employee layoffs and no tax increases, Berry said.
"During this last year, I have not been a baby sitter," Berry said. "With the support of the council, we've moved the city forward, made structural changes at City Hall and resolved the legal issues that had been hampering us."
The council is expected to discuss the city manager issue in closed session May12. Besides considering Berry and Schwab, the council could look at outside candidates to fill the position.

Grand Terrace moves toward fireworks ban

GRAND TERRACE - No more snap, crackle and pop - and we're not talking about Rice Krispies.
The City Council on Tuesday took the first step toward banning "safe and sane" fireworks.
The council directed city staff to draft an ordinance to prohibit fireworks after July 4. The ordinance is scheduled to be voted on May 26.
The ban is contingent on approval from two youth sports leagues that sell fireworks to raise money for their programs.
Under a proposed deal, the groups would agree not to sell fireworks starting next year in exchange for getting a break on fees they are charged to use city fields.
The city has offered to eliminate the $5 per child field use fee, as well as provide a lighting credit to the groups. The credit would equate to an average of the past three years of lighting usage.
The presidents of the Grand Terrace Community Soccer League and Grand Terrace Little League support the deal. But the proposal must be confirmed by the boards of directors of both leagues.
"This is a win-win situation for the leagues and for the community," acting City Manager Steve Berry said. "The leagues will have their costs reduced through less fees and the city will be safer."
The ban would mean a small revenue loss for the city starting in the 2009-2010 budget year.
Last year, the city collected nearly $7,500 in field use and lighting fees from the leagues.
Councilwoman Bea Cortes said her role as an elected official is to protect citizens from danger.
"I would rather do without the $7,000 than have to deal with a disaster caused by a fire," Cortes said.

When did the the Sports Leagues get to be in the position to "Approve" a City Council Action? Who is was elected here... ? The Mayor herself was quoted as saying the Sports Leagues had to "Approve" the ordinance. How many of you were asked to approve a zone change for your property or the property next to yours before the City Council took action? Something is out of whack here... oh it is politics...

Ms. Cortez and the other Council Members are willing to let the Citizens of Grand Terrace suffer the risk and barrage of noise and pollution for one more year. There is hope in the future, but the delay in the ban defies logic.
The Danger of Fire is as strong this year as in the past years. The Pollution caused by the fireworks, and the post use trash left in the streets the morning after, and the noise that frightens pets and neighbors will be thrust upon the citizens one more year.
Enforcement of illegal fireworks will remain difficult as long as any fireworks are allowed in the city.
One more year, keep your fingers crossed, and stay home with your fire hoses ready and your dogs tranquilized... July 2009 will still be dangerous for your family and neighborhood in Grand Terrace.The FEE WAIVER was part of the recommendations of the Fireworks Study Committee several years ago. Finally reason has surfaced above the greed. Or is it the cost of added enforcement/risk and lower expected sales such that the city will not profit enough from its take of the profits to make money on the venture.
The Sports Leagues made no effort to change their fund raising as they were directed to do, why do the rest of the citizens have to be put at risk? How about putting the kids on the corners and have a fill the sports bag drive... Anything but sell one more firework.Ms Cortez has changed position on this issue. Long ago a supporter of the Sale of Fireworks, she change her opinion after a Fire on Blue Mt. and the real experience of seeing an apartment fire. The Fire on Blue Mt came close to destroying homes in Reche Canyon/Colton was started by fireworks. The apartment fire was sparked by a welder.
Safety is as Safety Does... well so to speak. Inviting fireworks of any kind increases the likelihood of a fire or other injury. Just as Welders should always have fire precautions and controls as part of their work site set up. No welding should be done when there are Santa Ana Strength Winds that can carry a spark to who knows where. There should be a public safety ordinance to cover the use of welding or other spark emitting equipment during high wind periods.
This "Win Win" agreement was presented to the Council and City Management and Sports Teams years ago... many citizens in Grand Terrace are pleased that the City Management and Council have for what ever the reason come to the conclusion that Fireworks of any kind are not in the best interest of the community. WHY WAIT ANOTHER YEAR... BAN FIREWORKS NOW THIS YEAR..

Less we forget, Schwab, when divorced by his wife and had no where to live stayed, with the Dodson's until he got a RDA house he was over qualified for. The City bought the house from the RDA and sold it to Schwab, carrying the loan for some time.
When the failed Schwab plan of the Outdoor Adventure Center was still alive the Dodson property fell out of escrow five times because of the Outdoor Adventure Center. So somehow the City decided to buy the property. The Dodson's were asking $750,000 for 2.80 arces. Two of which are considered marsh when it rains, or swamp if you prefer. Schwab and the Council went into closed session to "negotiate" the price. Schwab represented the city, Gene Carlstrom the Dodson's.
If you remember Mayor Ferre returned from the closed session, there were three if memory serves, and bold faced lied stating that "No reportable action had been taken". Herman Hilkey was on the Council then and stated that the made the deal that first closed session for $2,900,000. That's two million nine hundred thousand dollars. Much more than the $750,000 asked for by the Dodson's.
Hilkey was livid tell the citizens that this was a property the city didn't need and was paying too much for. Then Carlstrom rented the property to his relative for an undisclosed amount. You are correct. It is the good old boys that have increased their weath with the help of some on the council that want Schwab.
The only way this will end is when the Attorney General or the Feds do an audit of the RDA and the City Treasury. It pays to be a F.O.C. (Friend of Council)

Fast one in Council Chamber.. or is it FOWL
Schwab wants to get back in the driver's seat at the City Hall of Grand Terrace. It isn't that he hasn't been to paid the entire year for his time off to heal from a brain injury. To claim that there is wide spread support for his reinstatement or continued contract to be the Acting City Manager needs to be reviewed, just like the Name of the High School was.
Schwab was the force behind the threatened use of Eminent Domain to remove people from their property so the land can be used by a Private Developer.
Schwab was the brain behind the Defunked Outdoor Adventure Center and the bad practices of that failed plan. Including the lack of traffic planning and mitigation and an Environmental Impact Study Report that was valid.
Schwab was all for the Cement Manhole Cover People to be in a flood zone, where roads do not support the planned use and the dust would waft into neighborhoods and possibly the school yard.
Schwab has planned on Removing Grand Terrace Elementary School and making that Retail Area.
Schwab was the force behind the no negotiation or inclusion with citizens about the placement of the Senior Center or its design or the Environmental Impact its location and design could have. This resulting in a law suit that was settled by the included design changes and many delays he could have avoided all along.
Schwab was served a divorce and he went to the City to provide him a free home outside of his divorce decree. He sold a car purchased by the city without proper notice and documentation. He obtains new cars on a regular basis.
He constantly reports that there are reserve funds but fails to make note of outstanding debt bonds and the cost to pay for that "Reserve", consumes most of our budget.
Schwab and Berry have received raises when others are laid-off, park fees are charged for sports leagues, and he acts as if he is some sort of king of Grand Terrace.
Sure, the normal cheerleaders were at the City Council Meeting Supporting his bid for reinstatement. Were folks critical to his job performance invited or informed that his appeal for his reinstatement would be made to the council... Did the council indicate any decision to retain him was made when the item was not on the Agenda?
Here is a money saving idea. Let the City Managers go... The City Clerk and the Secretaries can run the cities more efficiently than the Two Managers have, and even if given a raise, they will save the city a great deal.
Now we read that the Planned increased Density of the Development along Barton Road in Grand Terrace is in the long range plan. Now isn't this what Steve Berry was in fact working to support in Loma Linda.. He claimed it had no impact or relationship to Grand Terrace. Well folks here is the direct relationship. If Loma Linda has higher density along Barton Road than it is OK for the same zoning change and use change to be brought to Grand Terrace.
Why was the Moonlighting of Mr Berry not reported to the public when it was first found out by the Council and City Manager. He has continued to ask for and receive more money from the council for his personal income and yet he and the council lay people off and cut back on other's income.
Nope neither Berry or Schwab have wide public support. When you invite the band, they will play the music you want to hear. When you invite the speakers, they will be the voices you want to hear. It is time that the City Council gets a view of a filled meeting room with everyone asking for 3 minutes to speak on the Berry Schwab Dictatorship coming to an end.
Schwab was the force behind the threatened use of Eminent Domain to remove people from their property so the land can be used by a Private Developer.
Schwab was the brain behind the Defunked Outdoor Adventure Center and the bad practices of that failed plan. Including the lack of traffic planning and mitigation and an Environmental Impact Study Report that was valid.
Schwab was all for the Cement Manhole Cover People to be in a flood zone, where roads do not support the planned use and the dust would waft into neighborhoods and possibly the school yard.
Schwab has planned on Removing Grand Terrace Elementary School and making that Retail Area.
Schwab was the force behind the no negotiation or inclusion with citizens about the placement of the Senior Center or its design or the Environmental Impact its location and design could have. This resulting in a law suit that was settled by the included design changes and many delays he could have avoided all along.
Schwab was served a divorce and he went to the City to provide him a free home outside of his divorce decree. He sold a car purchased by the city without proper notice and documentation. He obtains new cars on a regular basis.
He constantly reports that there are reserve funds but fails to make note of outstanding debt bonds and the cost to pay for that "Reserve", consumes most of our budget.
Schwab and Berry have received raises when others are laid-off, park fees are charged for sports leagues, and he acts as if he is some sort of king of Grand Terrace.
Sure, the normal cheerleaders were at the City Council Meeting Supporting his bid for reinstatement. Were folks critical to his job performance invited or informed that his appeal for his reinstatement would be made to the council... Did the council indicate any decision to retain him was made when the item was not on the Agenda?
Here is a money saving idea. Let the City Managers go... The City Clerk and the Secretaries can run the cities more efficiently than the Two Managers have, and even if given a raise, they will save the city a great deal.
Now we read that the Planned increased Density of the Development along Barton Road in Grand Terrace is in the long range plan. Now isn't this what Steve Berry was in fact working to support in Loma Linda.. He claimed it had no impact or relationship to Grand Terrace. Well folks here is the direct relationship. If Loma Linda has higher density along Barton Road than it is OK for the same zoning change and use change to be brought to Grand Terrace.
Why was the Moonlighting of Mr Berry not reported to the public when it was first found out by the Council and City Manager. The name of the School Issue should have lasting lessons. Lets Review.
1) Back room deals Bite... The name was predetermined and going on with a name the school poll was a failed attempt to make a agency "Look" like it wanted public input, when in fact no input was needed the decision was already made.
2) Relationships between the CJUSD School Board and GT City Council and City Management needs to be corrected and defined.
3) People with sustained focused effort can make change. Now what can the same people do with the budget spent on GT DAYS or some of the other spendthrift party days and events held by the city.
4) There will now be a challenge for those 200 to 400 people active in protest to be active in the school district for the betterment of education for all students.
5) There was a stick to the negotiation... in this case the School Board did not hear the public until the Boycott the Test Stick got their attention. In the case of City of Grand Terrace it is a visit from a lawyer at the Public Speaking Podium that gets their attention, or a Developer with money and Excessive Pie in the Sky Schemes. COLTON - The school board's third vote on what to call the planned high school in Grand Terrace proved to be the charm Wednesday night.
At a special meeting, the Colton Joint Unified School District Board of Education voted 4-0 to rename the 67-acre campus Grand Terrace High School at the Ray Abril Jr. Educational Complex.
Vice President Mel Albiso and trustees Frank Ibarra and David Zamora were absent.

About 120 people packed the district board room on South Mount Vernon Avenue.
Grand Terrace resident Amanda Betten, who had helped organize a state testing protest against the district, praised the board and said her group plans to form a Grand Terrace High School Foundation to support of the campus.
Not everyone was happy.
Grand Terrace resident David Batyi said the inclusion of Abril's name was "ridiculous."
"I feel that the board can redeem itself if they just name it Grand Terrace High School," he said. "That's all we want."
The suggested change came from trustee Robert Armenta Jr.
The action follows weeks of discord between the school board and Grand Terrace residents who were upset with the board's decision in March to name the city's first high school after Abril, a former longtime trustee, instead of calling it Grand Terrace High School.
Last week, the board considered a compromise to rename the school Grand Terrace High School, with the tagline "honoring Ray Abril," but the motion died in a tie vote because trustee David Zamora was absent.
Armenta, who advocated naming the school after Abril, said the change honors both Grand Terrace residents and Abril. In addition to the high school, the campus will have a career and technology center.
"This renaming proposal both respects the city identity of Grand Terrace and duly pays tribute to Mr. Ray Abril Jr.'s advocacy and passion for children's progress in the classroom," Armenta said.
Abril's daughter, Melinda Medina, said the family supports the change and that the honor is well deserved.
"You're never going to make everyone happy," she said. "It's a compromise and I hope the residents of Grand Terrace will accept this."

Concerning the naming of the high school in Grand Terrace, I believe the board has not realized the full weight of their decision to name the school after a former board member rather than the community it is to serve.
Some may ask why the issue is of such importance and why people care one way or the other. The answer is simple: The school not only serves the community but also represents said community in both academic and athletic settings.
I am a resident of Grand Terrace and have lived here most of my life. I graduated from Colton High and was proud to represent Colton not only as a student but also as an athlete. Although I lived in Grand Terrace I felt a part of the Colton community by playing for and representing my school.
As a teacher and the head boy's soccer coach at Bloomington High School, I again feel a part of a community in which I do not live. Every time my boys put on the BHS uniform I make sure to remind them they represent not only themselves and their team, but also the entire school and the community of Bloomington. When we have success on the field it brings attention to the entire community, not just our team.
I am proud to have the chance to represent Bloomington every time I lead my players in competition. I do not see why the school board would want to deny such a feeling and sense of pride to the community of Grand Terrace and especially to her children.
With all due respect to the Abril family, I cannot plausibly see how students are going to take pride in representing a school named after a board member.
But, if the board truly wants to serve the entire district, they will reconsider their decision and allow the children of this new school to represent their community, and will enable them to deepen their pride in themselves, thus strengthening the district as a whole.

Colton school board members are wise to reconsider a school-naming decision that brought fierce opposition from Grand Terrace residents. The board should defer to community consensus and name the school after the city.
The board of the Colton Joint Unified School District voted in March to name the school, slated to open in 2011, for Colton resident and former board member Ray Abril. The choice has roiled the district ever since, and trustees tonight will consider amending the name to "Grand Terrace High School at the Ray Abril, Jr., Educational Complex."
The proposal is a reasonable compromise. It would give the school's sports teams and diplomas a community identity. And the name would still honor Abril, who served the district for decades. Grand Terrace Mayor Maryetta Ferre said Tuesday that she supports the change, which would put "Grand Terrace High School" on the school's marquee. Ferre and the City Council have objected to naming the school anything but Grand Terrace.
And renaming the school tonight would end a battle that even Abril, according to Trustee Patt Haro, has said is dividing the community. Such division serves neither the public interest nor the board's reputation, and trustees would do well to remember the unity that city officials and residents provided in making the high school happen. The city's voters approved two bond measures, helping provide funding for the school. And the city gave up sports fields and moved businesses to make land available.
And a name change would show respect for city residents as well. The board asked in February for public input, only to apparently ignore it. And about 200 people in the city of 12,500 showed up last week to protest naming the school after a former trustee little-known in Grand Terrace.
The board should heed that community input, not resist it.
The new high school should be a source of community pride and cohesion, not resentment and discord. Name the school Grand Terrace and move on to the business of ensuring a strong education for the students who pass through its doors.
The Mayor Hasn't Learned YET>>>
The CJUSD could have if it wanted to used Eminent Domain to take from the City the sports field and businesses and taken all land it wanted to without CITY of GRAND TERRACE. The Bonds would have passed if all GT VOTERS were against it.
The fact she would be able to say in public that she and the entire council were against a different name, yet unable to say she was against a Power Plant to be adjacent to the same school makes me choke.
IT is appropriate to say the City Helped ease the path, but not to make out as if without CITY of GRAND TERRACE the school would not be built. Get the sign on the building before she messes it up PLEASE. It would be better if the Mayor of Grand Terrace would put a sock in her flap and stop speaking about the High School as if she had any real administrative authority or responsibility for it other than as a citizen of the School District.
IF and When the CJUSDB changes the name they will demonstrate a higher level of Understanding of the Community the Serve, and one hopes the Mayor and City Council takes a lesson from them.

San Bernardino Sexual Support Services, a nonprofit organization made up of victim advocates and police officers, is sponsoring the "Serve for Change" event at the restaurant at 10020 Alabama St. Those who state that they are there for the event, from 4 to 10 p.m., will have 10 percent of their purchase given to the organization.

GT to consider prescription drug discount

GRAND TERRACE - The city is looking to provide a shot in the arm to residents without health insurance.
Officials are preparing to hand out free discount cards to offset the high cost of prescription drugs.
The program, a partnership with the National League of Cities, is expected to be approved by the City Council tonight.
It is available at no cost to Grand Terrace because the city is a member of the league, an organization that represents municipal governments throughout the United States.
The cards are good for 20 percent off prescription medication purchased at CVS Pharmacy at Mount Vernon Avenue and Barton Road, along with all other CVS locations nationwide.
"In this tough economy, I think a 20 percent savings is a nice benefit," Councilwoman Lee Ann Garcia said.
Grand Terrace residents who are uninsured or have prescriptions not covered by insurance can qualify for the program, which is available regardless of age or income. There is no enrollment or membership fee.
"People may be out of a job or laid off and have lost their health benefits," said acting City Manager Steve Berry. "This is something the city is trying to do to help them."
Berry said residents can pick up the cards at City Hall or sign up for the program on the city's Web site, http://www.cityofgrandterrace.org/.

GRAND TERRACE - The city is looking to provide a shot in the arm to residents without health insurance.
Officials are preparing to hand out free discount cards to offset the high cost of prescription drugs.
The program, a partnership with the National League of Cities, is expected to be approved by the City Council tonight.
It is available at no cost to Grand Terrace because the city is a member of the league, an organization that represents municipal governments throughout the United States.
The cards are good for 20 percent off prescription medication purchased at CVS Pharmacy at Mount Vernon Avenue and Barton Road, along with all other CVS locations nationwide.
"In this tough economy, I think a 20 percent savings is a nice benefit," Councilwoman Lee Ann Garcia said.
Grand Terrace residents who are uninsured or have prescriptions not covered by insurance can qualify for the program, which is available regardless of age or income. There is no enrollment or membership fee.
"People may be out of a job or laid off and have lost their health benefits," said acting City Manager Steve Berry. "This is something the city is trying to do to help them."
Berry said residents can pick up the cards at City Hall or sign up for the program on the city's Web site, http://www.cityofgrandterrace.org/.

There was Dirt on Grand Terrace Available and You Missed it. Yep it was the annual get your compost days in Grand Terrace. Many folks took advantage of the compost and some took whole tuck loads. Most folks abided by the 100 lb limit on the first day, then as the second day was un monitored folks were taking 200 to 400 lbs loads in their pick up trucks.
I think that all the folks that wanted it did get some... Perhaps the city could arrange home delivery. Where does the stuff come from.... do they have potting soil or only compost.

The CJUSD may still have an opening to yield to the wishes of its Parents and Students throughout the District and name the New High School Grand Terrace High School. Every Colton and Bloomington Resident I have spoken with also want the school to be named GTHS not RAHS. One even pointed out the kids will be teased they got to RASH High School...

Elections may work. Seems our new city council member who was burned out of his Crestline home supports the idea of stopping the sale of fireworks in our city. All of the sudden even Mayor Ferre seems to be accepting of the idea... (This is more likely an awareness that she is on the losing end of a vote rather than a change in here heart felt convictions if she HAS Convictions.) It may be the last year for fireworks and apparently the Council is taking the steps of reducing fees charged to the sports teams for park use and lights to off set the loss to the teams. (Now where did that idea come from?)
They are meeting with team management to find a way to raise funds. IF you look at their expenses the team funds were spent on two areas. One was for the City Park Fees, and the second was for awards and trophies.
Here is my 2 cents of an idea. Have the Taste of the Terrace become a giant city wide event with the Sports teams selling tickets for the event. The Restaurants Provide the Food as Advertising and Public Relations, and the teams get the money earned. The Restaurants in town can Contribute as much or as little as they want, but the amount will determine how many tickets can be sold. Perhaps the Lions or Firemen will kick in a basic spaghetti dinner preparation as their donation to the kids efforts.
Or a Chili Dog Eating Contest, and Chili Cook Off with the same kind of deal... Food is donated and we put on the feed bag at a cost of a donation...
A Giant City Wide Potluck... at the park for an entry fee of 4.00 per head or 15. for a family of 5.00. People bring their own dinner plates, (so they take home the left overs and minimize trash).
Along with the pot luck.... the folks could be entertained by a showing of Damn Yankees, or League of their Own... or other sports movies...

Well folks sounds like things are moving along... slowly.
The Senior Housing is being leased, and is finishing up. I hear it looks nice but the writer was sure glad they stopped at 2 stories not the 3 they had tried to put in. The law suit was needed to get that design change.
Now for a Dog Park, and a Community Garden Spot. Perhaps the area on Canal could serve as both. On the North side or Colton Side have a "Long Dog Park"... no it isn't for Doxies... but run the full length of the Edison / Cal Trans Fence... long and narrow... It is fenced on one side already. Then the garden could be where the compost was... The City could rent out the plots for 60.00 per year like they do in Santa Monica... City Provides Water there perhaps the water Company could take the lead on this project rather than the city?
Raised beds made from Re-purposed / Recycled / Reused Hot Tubs may make an attractive field of raised beds... 6th to 12th Grade Students could be encouraged to grow and sell their herbs, flowers and produce to local folks as 4H Projects.
All those who suggest this blog has helped in some way to keep up the focus on these issues thanks, but there are a lot of folks who support this blog with information and questions and ideas... I will continue to post the emails and issues.

It is clear to me at least, that the opinions and wishes of Grand Terrace citizens and voters carry no weight with CJUSD, as I see that the signs announcing the building of the new school have already been changed to proclaim "Ray Abril High School". So it was just another sham meeting to make us think we had some voice in the selection of the name.
There were several reasonable suggestions made, such as to dedicate the library or one of the other buildings to honor Mr. Abril for his good work. But these were apparently ignored.
Well, there will be an election one of these days, and we shall see what happens when the CJUSD members ask for our votes.

The School Board asked the public’s opinion for the name of the new High School. The community spoke loud and clear. The winning name suggested was “GRAND TERRACE HIGH SCHOOL.”
The School Board didn’t listen and ignored the community!
We need your help to fight back and make them listen.
1. We are asking parents to sign a waiver opting out as a form of protest. STAR test results do not affect your child. The district doesn’t even get the results back from the state until late August. The STAR test is used to measure our district’s academic progress and do not count towards your child’s grades.
State Education Code #60615 allows parents to waive their kids from taking the STAR test. The District is already on probation and need our children’s test scores in order not to lose money.
We are asking parents to sign a waiver opting out as a form of protest. STAR test results do not affect your child. The district doesn’t even get the results back from the state until late August. The STAR test is used to measure our district’s academic progress and do not count towards your child’s grades.
Simply fill out the blank form that follows and give it to your principal. Testing is in 3 weeks. If the district changes the name of the new High School to GTHS before then, you can rescind your waiver and your children will be included in the STAR scheduled testing.

GT StarBucks Bites Dust...
GT will be without a StarBucks in a few months. The cost of doing business in Grand Terrace makes keeping marginal businesses open difficult. Under Producing Stores meaning not making a profit are being closed.
Beverly Crafts is also closing in the next few months.
Businesses operate on a slim margin and when the cost increases such as rent or lease or taxes they lose the ability to operate. With Grand Terrace being a place people commute to and from work and the price of gas going up and down, discretionary funds like those that may be spent on a cup of coffee are put into a gas tank rather than the drivers cup.
Perhaps Dr Hu will allow the corner space to be rented by a Service Group for the needs of the youth between the ages of 12 to 18. The Coffee Shop welcomed this group as customers and now there is no other welcome sign out for this group of our community. Perhaps the dance and arts school can open a cooking school?

Debt is not the Same as Reserve or Set Aside Funds
Do you remember when Council Member Jim Miller asked for detail on the funding arrangement for the Senior Housing Development the answer was, we'll get that to you... it all hasn't been documented yet... Well folks here is a big chunk of it... Remember the Schwab saying we have money we need to spend... When you say the words Bond, that is a LOAN... that has to be paid back with interest.... and further more all cities and muni's have been down graded so the cost will be hire now than when the project began.
Oh remember all those "Reserves that were Supposed to be available for this specific part of the RDA Funds"...
Oh and remember how the Corp for Better Housing was going to be the owner and management of the Facility... not some sub unit of a spin off business that has no assets to attach if there is something wrong... or goes wrong in the future... this will put all the risk on the City of GT, who is not the owner of the building after all....
Were we not told that the Building and Land was being built with the agreement that the COBH Leased the land, and owned and operated the building until the end of lease at which time the land and remaining old building will be the City of Grand Terrace's... (No Doubt it will also be a building that will need to be removed at City Expense.)

Bringing Children to the Protest... Puts them in the Middle

The school board has not put the Children in the Middle of the Name Controversy. The Parents who bring them to angry rallies and speak with disdain about the School Board, Teachers, and other authority figures bring their children to the Middle of the Argument.
Now, each of these parents must assume the responsibility of discussing and acting with intelligence and precise information when exposing their children to social issues. It is important for children to learn to address the elected officials in their community. It is also important for children to learn to do so with valid rhetoric and arguments or points. When ever an argument relies on a Us / Them or One Race vs Another Race, or Mine / Yours the people involved in an issue have reverted to childish conduct, and for adults to do this in front of children results in the children losing respect for adults and indirectly their parents.
Bringing children to a protest is not the action of the School Board. It may be a good thing to do ... but how that protest is conducted, and the communication being made is a factor in how the child will conduct themselves in the future, including within their family relationships.
So be thoughtful for what you ask for and how you ask for it.

It is so sad that the Colton School Board has chosen to put the children in the middle of their battle with our Grand Terrace City Officials. I would never allow anyone to put children in the heat of the battle. Children are meant to be respected and appreciated. It’s too bad adults don’t behave the same way we teach our children.
On the School District website it says, “Mr. Abril was guided by a single principle while serving on the board: “What is the best for students?” This simple statement lead him through many difficult decisions and exemplifies his focus on improving educational opportunities for all children.”
It surprises me that Mr. Abril wouldn’t show respect to Wendy when she tried to do what she was taught in school, that is to stand up for what she believes. My stomach turned when the family of Abril, would give the finger to those who were voicing their belief. Such disrespect from such an honorable family could cause even greater problems between our two cities. I would hate to see it escalate as it did in my school when I was growing up. We had race riots and fights because some felt they were more worthy than the others. I certainly do not support this way of thinking, however, It could happen and it would be our School Board, the Superintendant, and our GT Officials we could thank as they are using us as their pawns because each of them think they are right.
I like the idea of requesting an exemption from the state STAR testing for my children. I also support putting the vote to the citizens in our district by making it legal and putting it on the ballot. Certainly, we do not want to see such childishness in our elected officials again, so we should vote them out. I prefer to teach the children to stand up for their beliefs, but without disrespect and violence.

A drug dealer walks into the police station asking for a 3000.00 payment for not selling drugs this month... can you immagine that? Well, when an employee has signed agreements that do not allow unauthorized moonlighting, then asks for a raise to compensate for the lost income when that moonlighting job has been finished is just about as absurd. It demonstrates an overblown sense of personal entitlement and greed that is a mini Maddoff ( as in Made Off With the Money) in the making. Add to that... the income was not reported as required by law.
What next Mr. Berry? Where are all those contributions to your parties and expense accounts going to be tallied? Where have you been spending your work hours? Here, Riverside, Loma Linda?
Why did it take so long to let this go public Mr. Schwab... This activity was reported to you in 2006 and you and the council continued his employment and given him raises and more responsibilities and a title adjustment... That demonstrates a cover up done by you and the Council, and the citizens should ask why... what else is under the rug in city hall?
Discounting the Job as beinging done in Loma Linda not Grand Terrace as not having a relationship with Grand Terrace being affective is a bold faced misrepresentation of the true situation. IF there is more development in Loma Linda, traffic in Grand Terrace will increase on Barton RD. That is an IMPACT on Grand Terrace. In addition, an increased allowable density in Loma Linda can be precedent setting for an increase of density in Grand Terrace. So it is the business of the City of Grand Terrace what Mr. Berry and Mr. Schwab do when they are earning money on the "Side".
What were Mr. Schwabs hours for the Loma Linda Job... was he on the Grand Terrace Time Clock?
Now we must ask how much was Mr. Berry paid to support the Fiber Optics being put in connecting us to Loma Linda's Fiber Optics? Perhaps it is time for a full audit of Mr Berry and all the city. Not just the simple audit done every year by the City's Auditor, but by the FBI or GAO or some one trained to find fraud.

Example of Why the Name...
Here is an Example of GT CITY Council / Management Double Speak.
The GT City Council refused to take any action to protect the students attending the HS#3 against there being an operational Power Plant directly across the street from the high school site.
There were petitions, and the CJUSD issued a letter of concern to the regulatory agency but the City of Grand Terrace declined to protect the students and citizens.
The City gave minimal Lip Service to the Residents who expressed concern however, they never gave Roxanne Willimas sufficient time to present her concerns at a City Council Meeting, they would not put it on the agenda and refused to take any action… Why… well read Steve Berry’s own words.
Health and Safety be damn… it is or was about money… Not what was good for the students or community but money for them to spend on their pet projects which have not been to benefit the community but to the benefit of a select few developers and realators in the community.
I do agree that the HS#3 should be called GTHS… however I understand why it isn’t… More than the Board of Education needs to be changed if we are going to have the Public Served by our elected and paid government officials.

Regional air pollution officials have halted plans for a replacement power plant in Grand Terrace that aimed to diminish rolling brownouts and would have boosted city revenue.
"You're looking at a loss of about $600,000 in revenue a year from property taxes and franchise fees ... on a general fund budget of $5.3 million a year," acting City Manager Steve Berry said of the 11.3 percent hit. "You're talking about (additional) policing, roads and public services."
The decision was among the first by the South Coast Air Quality Management District since a judge's ruling in November changed how power plants purchase emission offset credits, said spokesman Sam Atwood.
Because of the ruling, the company proposing the plant, AES Highgrove, could not purchase such credits from the district to compensate for pollution, he said.
If the company obtains the credits another way or if pending legislation allows for changes in the process, the plant could reapply, Atwood said.
The 300-megawatt natural gas-powered "peaker" plant would have been limited to operating a specific number of hours annually, primarily to meet demands throughout the region on hot days.
The proposal, along the 12700 block of Taylor Street in Grand Terrace, would have replaced a mothballed diesel-fired electric plant once operated by Southern California Edison.

Grand Terrace can still be a host to a high school that carries the name of the city.
Why don't some of the activists get the action together to establish a place for a small uniquely Grand Terrace High School: Charter School of Excellence.
The Grand Terrace High School: Could be a state funded Charter School Site. Even if there were only one class room an existing Charter Holder may be interested in a satellite school named Grand Terrace High School here in Grand Terrace.
We have a school of the Arts where the students could attend daily activity in the arts... and perhaps where direct supervision of online courses is provided for those students with working parents. Students should be of those who can qualify for a work permit and the school should provide an entrepreneurial training program or a study to work internship in a collaborative effort with local businesses.
The school would be the only one in the IE that has a Ballroom Dancing Team... and a Community Wide Band Program for all ages.
Oh and for Physical Education, the students can walk the streets of Grand Terrace and pick up trash... for 2 hours a week.
It would be a poke back at the eye of the CJUSD if the Grand Terrace High School (Charter School) could field a winning Dance Team, or ????? Some specialty that the Ray Abril High School is not designed to provide.

Next Election Single Issue: A Name..
All new school board elections will begin with the candidates being asked to take a stand on the Name of High School #3... will they vote to change it to Grand Terrace High School if and when they are elected to the School Board.
Now that will be an interesting question. This seemingly petty or small question may be a clue about the qualities and qualifications of an individual candidate. If a prospective candidate can raise above petty resentments like those the School Board has for the City Council and Mayor and City Manager of Grand Terrace, and actually hear the voices of the people they represent and the students they serve we may see better decisions being made by the next elected board.
The name is a small thing... but it is an indication of the mindset of the individuals on the current board. This mindset is not such that it reflects the desires of the community, nor does it suggest that the students are their highest motivation in their decision making.
So the Name Thing is just possibly the last straw... the final indication that change is needed on the School Board, and perhaps also on the City Council of Grand Terrace. If these Adults can't communicate and play nice together... perhaps it is time to chuck them all as leaders of our community.

Overwhelmingly, the residents of Grand Terrace, Colton and even The Sun newspaper have made their opinions very clear.
The Colton Joint Unified School District board members, in their arrogance, have ignored the voices of the very people who put them in office by voting to name the new high school after Ray Abril Jr. instead of the obvious choice, Grand Terrace High School.
When the funding for the school is needed, who gets bill? The taxpayers. But when it comes to naming the school, residents' opinions are cast aside and the school board does whatever it pleases.
All I can say to every voter is they should remember the names of those board members and clean house when the next election comes around. The board members are obviously self-serving and have totally forgotten who allowed them the positions they now hold.

Recently, the city of Grand Terrace had a chance to name two new buildings. The first was to name our new senior center. Some suggested that it be named after the lady who has run the existing facility, without compensation, for 20 years.
She denied the honor with grace and class because she felt the center belonged to the city of Grand Terrace and, thus, it was named the Grand Terrace Senior Center.
Then, there was a vote to name the recently approved high school in Grand Terrace.
The Colton Joint Unified School District Board voted to name the Grand Terrace high school after a retired board member.
The city of Grand Terrace has fought for a high school for years and would have loved to have the school named Grand Terrace High School. This would let others know that we have our own high school and it would have given us the privilege to have it named after our city like the first high schools in Colton, Bloomington, San Bernardino, Redlands, Yucaipa, et al.
Understandably, the board would like to honor a retired board member, but couldn't the board name the gymnasium, administration building or a football field after this person?

Once Upon a Time there was a practice that buildings were named by either people who paid to have them built such as a hospital wing, or library... OR as a remeberance after that person has passed on. Neither of these conditions have been met in regards to HS#3... name selection.
However, the City of Grand Terrace has not shown such a tradition in its own attempt to name the Senior Center. The City Could have an Ordinance that no building in the city can be named after a living individual... That would have precluded Mr. Abril's Name to be used... but then the Board may have selected a name like... Bella Abzug High School. Everyone grab a hat...
