Project Location - Specific: The proposed project site is located in the City of Grand Terrace, which is located in southwestern San Bernardino County. The project site is located in the northern portion of the City, adjacent to and south of Grand Terrace Road, and between Mount Vernon Avenue and Vista Grande Way. The project site is owned by the City and is presently identified with Assessor’s Parcel Numbers (APNs) 276-461-09 and 276-461-14. The parcels total approximately 6.1 acres.
Description of the Project: The proposed development will feature a two-story 120-unit senior residential facility totaling approximately 100,000 square feet, an approximately 7,000-square foot one-story senior center, and an approximately 2.6-acre passive park. The residential facility will be developed on the eastern 3.0 acres of the site and will provide 103 one-bedroom and 17 two-bedroom units. The proposed 7,000-square foot senior center will occupy approximately one-half acre. This facility will be attached to the adjoining apartment building to enable interior access by residents of the villas. A separate entry will be provided for the public.
Facilities at the proposed senior center include a library/computer room, billiard/TV room, arts/craft room, community room, kitchen facilities, and a small office area. Parking is provided for 54 vehicles, including eleven handicapped spaces, to be used jointly by villa residents, villa guests, senior center visitors, and park visitors. An adjacent park, with public access during posted hours, is planned on approximately 2.6 acres for day use activities. The park will be available for public use, typically from dawn to dusk, as a passive recreational area. Amenities within the proposed passive park include decorative paving, concrete and decomposed granite walkways, seating areas, and small areas of open turf.
Significant Effects Discussed in the Draft EIR: The Draft EIR discusses the proposed project’s impacts associated with aesthetics, air quality, land use and planning, noise, and population and housing. All significant effects of the proposed project have been reduced to less than significant with implementation of mitigation.

Public Review Period: The Draft EIR is being circulated for a 45 day review period, estimated to start on April 3, 2007 and to close on May 17, 2007. Due to the time limits mandated by State Law, your comments must be received at the earliest date, but not later than May 17, 2007. Public Hearing: Written and oral comments regarding the draft EIR may also be submitted at a public hearing that will be held before the City of Grand Terrace Planning Commission and the City of Grand Terrace City Council. The date, time, and place of future public hearings will be appropriately notified per City and CEQA requirements. Copies of all relevant material, including the project specifications, the Environmental Impact Report, and supporting documents, are available for review at the City of Grand Terrace Community Development Department and the Grand Terrace Public Library, located at the addresses stated above.
Hazardous Materials Statement: The project site is not listed on any list of hazardous waste sites prepared pursuant to Government Code Section 65962.5.
