From the Email InBox: Council Communication Limits
They do not take heed to the warnings many concerned citizens have tried, over and over again, to give them, because, I believe, they do not care. They care only about their own special interests and making a name for themselves. The legacy they are leaving behind is one of greed and distruction of our "sleepy bedroom community".
If asked what their view of the future is for Grand Terrace Maryetta will answer "flowers". Because she leaves all the real decisions to City Manager, Schwab and ding dong Steve Berry, who in turn, turn everything over to a multi-million dollar developer, Jacobsen. Jacobsen has no interest in building a city for the citizens. That is why he hasn't held meetings with them as instructed by the Council.
Council spends Big Bucks on bogus reports in order to ram rod their projects through. Why is Miguels in the center of the Town Project? This was originally planned for a fountain and library. And why do they allow drive throughs in GT? Because they care nothing about the traffic and pollution our kids have to face walking to school, or that we have to live in. Have you noticed that the new Shell station has no access? While I am making a left turn onto Barton Road from the southbound freeway exit, cars and exiting the northbound infront of it. How the heck are they suppose to stop at the Shell or Quiznos without causing an accident? Idiots! And what about the Demitris drive through? Three cars could begin a traffic jam during 4:00 and 6:00 pm.
Oh yeah, this isn't the Mayors job to think about this stuff, "That's why they hired a City Manager", says Maryetta Ferre

SUSPECT MAY VISIT GT: Arrested
Man arrested in High Desert slayings
A Grand Terrace resident was arrested Saturday in connection with the deaths of two people in the High Desert earlier this year, officials said.
Jose Garcia Alvarado, 37, was tracked to Pomona and arrested on two felony homicide warrants, said San Bernardino County sheriff's spokeswoman Cindy Beavers.
He had been charged in the March 28 slaying of Juan Sotelo in Adelanto and the May 25 shooting of Francisco Sanchez-Lemus at a Victorville apartment complex.
Detectives found Alvarado in a car on Garey Avenue with a large quantity of drugs, according to a sheriff's news release. He was booked into West Valley Detention Center in Rancho Cucamonga on suspicion of two counts of murder and witness intimidation.
On the day of his arrest, Beavers said that Alvarado had told an ex-girlfriend who had cooperated with investigators that he was on his way to Huntington Beach to kill her and her family.

From InTheNews: GT "Considering Climate-Change"
By NAOMI KRESGE
The Press-Enterprise
..................................................
http://www.pe.com/localnews/inland/stories/PE_News_Local_D_green29.3e421d0.htmlOfficials in neighboring Grand Terrace already are considering climate-change issues as they update their general plan, the big-picture blueprint for how the city will grow for the next two decades. As Harrison is proposing in Redlands, Grand Terrace officials are also drafting a plan to use less energy at City Hall.
"It's really what can the city do itself, and what can the city ask private developers to do," Community Development Director Gary Koontz said.Officials are pushing for mixed-use development of open fields along Interstate 215, which is prime commercial property, Koontz said. They may also ask developers to build houses designed to use less energy because of the way they are landscaped and insulated.
From the Email InBox:
Spending is expected to be $21.8 million.
The most significant spending item is $9 million set aside in the redevelopment budget for the proposed senior housing project, City Manager Tom Schwab said. Sales-tax receipts continue to climb, Schwab said.
Dear Grandpa,
Just read the Grand Terrace News. $9 million is being given to a"non-profit agency"? What is not being said by Schwab? There is a major profit or they wouldn't be doing this. I would just like to saythat most of those beds in the Senior Housing Project will be paid for by the US Government by low income, or no income seniors. I can't see where the seniors of our wonderful City will benefit.
Therefor, the only motivation for this project is money. And for whom? Hodge Podge building continues in Grand Terrace. There is no real plan that is acceptable to the citizens of GT. While Mayro Ferre concentrates on flowers, and allows Schwab and Koontz to do any thing they please, remember will have to live with it.
Why hasn't a real offer been made to Jo Stringfield. As far as I can tell by the contracts publicized on your blog, there were so many conditions that you couldn't call it an offer. Jacobsen is making deals with the Stater Brother shopping center tenants, so you know Schwab has made a deal with him.
What happened to the town meetings and including the citizens? While this isn't Mayberry ( I like that image) the citizens of Grand Terrace like the idea. So why isn't our City Council representing the citizens? Why aren't the streets being fixed, but Maryetta gets a signal light to help her get onto Barton Road easier from Honey Hills?
Dear Reader:
All good questions.... and points.
The GT Seniors were sold on the Senior Center/Blue Mt. Senior Villas as being available to them and other GT Seniors in the future. This now seems to not be the case. Limited parking for the residents and shared parking with Residents, Senior Center and Public Park Users will limit the serviceability or availability of use of the "New Senior Center" by our Local Seniors.
Yes the Corporation for Better Housing may be registered as a "Non Profit", but that does not mean that the Board of Directors, and the people "Working for the CFBH" aren't driving expensive sports cars and live in expensive homes and will be pulling a part of the "INCOME" or Profit from the Blue Mt. Senior Villas and putting it into their pockets. CFBH is not Habitat for Humanity. CFBH is registered as a 503 (c), Charity but it does not operate like a charity and anyone who shares this concern should report them to the IRS and the State Franchise Tax Board. The classification should be a Not for Profit Professional Association.
Just one Reminder, Jo Stringfield desires to live in her family home and be free to manage, use, improve, and OWN that family asset without the City playing Developer's Friend, or Dictator. You are right that Jacobsen never offered a Clean or Unburdened Offer and Showed the Money on the Barrel Head so to speak. The approach of Jacobsen/Schwab and their agents is and no doubt will continue to be problematic for Grand Terrace residents and business owners alike.
Moving businesses out of one shopping center to a "New" shopping center is not productive, and may result in the RDA being asked to pay for lost business and rent due to the RDA's involvement in the Jacobsen Developments around town. The City/RDA did use the threat of the use of Eminent Domain to soften negotiations for Jacobsen. This may in some courts make the projects accountable for all RDA regulations and considerations to those who are adversely affected by the actions of the RDA.

From InTheNews: More on Park....
Donations will pay for $10,000 bronze sculpture of red-tailed hawk
Stephen Wall, Staff Writer
San Bernardino County Sun
Article Launched:05/28/2007 12:00:00 AM PDT
GRAND TERRACE - You won't need to bring your binoculars for some great bird-watching at a new park planned in the city.
The majesty of a soaring red-tailed hawk set against a silhouette of Blue Mountain will be immortalized in a bronze sculpture to be placed at the park on the corner of De Berry Street and Mount Vernon Avenue.
The 5 1/&2-foot statue, set on an eight-foot pedestal, will be one of two pieces of public art in the park.
The city also will install three murals on the block walls on the park's west side.
The hawk sculpture will be created by San Bernardino artist Patrick Jewett, who has worked with several local cities on public-art projects.
Jewett completed an eight-foot marble statue of St. Bernardine at the St. Bernardine Medical Center and a bronze bust of Martin Luther King Jr. that will be placed inside the new public library under construction in Fontana.
Jewett, 39, also sculpted two bronze busts of the late Chicago Cubs second baseman Ken Hubbs, who grew up in Colton and was a standout baseball, football and basketball player.
One Hubbs statue will be placed at the Colton park that serves as the home of Ken Hubbs Memorial Little League. The other will go inside the gymnasium at Colton High School - Hubbs' alma mater.
Jewett got the inspiration for the red-tailed hawk after reading a newspaper article about an injured hawk rescued by a U.S. Fish and Wildlife Service ranger on Blue Mountain in March.
The bird had the symptoms of rodenticide poisoning, which is acquired when a hawk eats a gopher, rat or mouse that has eaten a "Decon" type poison.
The hawk was taken to a wildlife refuge sanctuary in north San Bernardino, where it was nursed back to health. The animal was released back into the wild in the Blue Mountain area a few weeks later, after it fully recovered.
Jewett visited the sanctuary and took pictures of the "Blue Mountain" hawk.
Linda Chalk, who runs the wildlife sanctuary with her husband, Joseph, said she is excited about Jewett's sculpture.
"Anything that gets people to think about wildlife, and how important it is as a natural resource, is a great idea," said Chalk. "I think Blue Mountain is probably one of the last spots in the Inland Empire where wildlife can live the way they've always lived."
Jewett showed his images to city officials and members of the Foundation of Grand Terrace, and outlined his idea of a silhouette of the hawk flying over Blue Mountain.
Assistant City Manager Steve Berry said the $10,000 sculpture will be paid for with donations from the community and support by the Foundation of Grand Terrace.
"It's always important that people feel they are part of their parks and they have a connection to their parks," Berry said. "I really believe you have to have a buy-in. It affects the cleanliness of the park and how people treat the park."
Jewett also is involved in the mural project at the park.
He will design the main mural of an old-fashioned orange crate label with a Blue Mountain background to symbolize the city's citrus heritage.
The other two murals will feature ceramic tiles with handprints from Grand Terrace children.
Berry said the city will install the murals after the park is completed this fall.
Jewett said his goal is to get more cities to support public art projects.
"Public art is important to every community," Jewett said. "The one thing that distinguishes every great city is its art."

GRAND TERRACE Council adopts 2007-08 budget
The City Council this week adopted the budget for the fiscal year starting July 1 and ending June 30, 2008.
Revenues are projected at $23million.
Spending is expected to be $21.8 million.
The most significant spending item is $9 million set aside in the redevelopment budget for the proposed senior housing project, City Manager Tom Schwab said.
Sales-tax receipts continue to climb, Schwab said.
The addition of three new businesses - CVS Pharmacy, Subway sandwiches and an expanded Miguel's Jr. restaurant - is expected to bring in about $100,000 to city coffers, Schwab said.
The city's largest sales-tax generator, Essco Electric, is doubling the size of its wholesale distribution center. When the expansion is completed in three or four months, it will mean even more revenue for the city, Schwab said.
GRAND TERRACE Pay raises in store for city workers
Fifty-four city employees will receive a 5 percent pay raise effective July 1, the City Council decided Tuesday night.
The council approved the increase for all employees, including workers at the city-run day-care center.
It is the third year in a row that employees have received a raise.
They received a 2 percent increase last year and a 5 percent raise in 2005, said City Manager Tom Schwab.
The raise will cost the city about $120,000, Schwab said.

From the Email InBox: GT is not Mayberry Mr. Berry
The town of Mayberry was not exactly a Tourist Destination, and to have both references as being how the city manager and assistant manager think of Grand Terrace demonstrates a basic conflict that can’t be resolved while maintaining both images. Mayberry was a 2 cop town with a jail. Mayberry had a regular town drunk, Otis who would turn himself in. We have a 1 cop town who takes hours out of town to book a criminal. Crimes range from Breaking and Entry, Auto Theft, DUI, Drug Violations, Battery not to mention traffic violations. None of these violators show up and say book me for the night.
Grand Terrace is not Mayberry, to promote or live in this false fiction is misleading to current residents and potential visitors and investors. This fiction allows shoddy work by the City Manager and Planning Department, and the City Council as they pretend that this is Mayberry the reality is this is the Real World of Grand Terrace.
Mayberry had a Community Band.
Mayberry had an active Community including Town Meetings on Important Issues and Concerns.
Mayberry nurtured local business and promoted fair treatment of all economic classes of people.
Mayberry had housing and employment for its citizens...

From the IN BOX:
Surprise, surprise -
AES had 3 representatives at the meeting.
They were not on the agenda, but two of them did speak during public comment.
They said CEC was planning a public workshop in the future - maybe in a couple of months.
They also said they hoped that the workshop would be well attended.
They disputed a few of the "rumors" that they had heard about.
Roxanne Williams spoke after them.
She reminded the city that they still had not made a stand regarding the power plant.
She also reminded Mr. Schwab of his promise to advise the workshop when they have a date for it.
The only council member to comment on the AES, was council member Miller.
Mr. Miller said something about waiting to see what happens with the workshop.
Most of the council members talked about Miguels grand opening and the upcoming Grand Terrace Days.
No mention of the budget surplus, white flowers that help prevent accidents at night, or Grand Terrace becoming the next Hollywood.
From the IN BOX
No mention of the AES Workshop / AES Public Meeting / Or City Council Action prior to the California Energy Commission making a Preliminary Decision. NO they intend on having the meeting after it will have no impact on the California Energy Commission, or input to the Commission by Informed City Council Members. It is the keep them in the dark so they can't be concerned tactic. In Management the Holding Back of Information is a TOOL... and you get the idea what the TOOL is being used for by AES and the City Manager, and The City Council.

Grand Terrace eatery wants to distance itself from proposed Town Center
10:00 PM PDT on Sunday, May 20, 2007
By JULIE FARREN
The Press-Enterprise
GRAND TERRACE - The parcels of land along Barton Road between Mount Vernon and Michigan avenues are mostly vacant for now.
But a restaurant opened there last week and city officials hope it is a sign that development is coming to the area, proposed as the site of a project called Town Center.
Miguel's Jr. opened Wednesday next to the proposed development, which officials hope will include retail stores and a new Stater Bros. Market.
The new Miguel's Jr. restaurant sits surrounded by vacant land for the proposed Town Center project along Barton Road in Grand Terrace. After 24 years the fast-food restaurant relocated to this site. Miguel's is not part of Town Center but will be its neighbor.
Miguel's CEO Javier Vasquez said that even though the fast-food restaurant is within feet of the 20-acre project, his family's business is separate.
"That's been the misconception from day one, that somehow we are in partnership with them," Vasquez said. "We are neighbors."
City Manager Tom Schwab said the restaurant's agreement with the city and developer Doug Jacobsen's proposal occurred close together in late 2004 to early 2005.
The city signed a contract with Jacobsen in February 2005 for a project that was to include a Lowe's as its anchor store. But Jacobsen couldn't secure the retailer and residents opposed a big-box store in Grand Terrace.
In April 2006, Jacobsen withdrew his request for the Redevelopment Agency's assistance in purchasing resident Jo Stringfield's home, which is on the eastern edge of the project's 14 parcels.
He had said he would resubmit a proposal to the Planning Commission last summer, but it has been more than a year since Jacobsen has presented the city with a plan.
That will change soon, Schwab said.
"He's supposed to submit a plan to the city that will go to the Planning Commission in a month," Schwab said.
As for the details, they remain under wraps.
Repeated calls to Jacobsen seeking comment were not returned.
Schwab said that Jacobsen hasn't identified any other potential tenants.
One sure thing is that Stater Bros. will move from its current site at Barton and Mount Vernon avenues to the town center location, said Don Baker, Stater's former president and current senior consultant.
"We've always been committed to the city of Grand Terrace," Baker said. "The fact is our
commitment stands. We'll be there."
Miguel's Jr., which has restaurants in Corona, Riverside, Norco and Fontana, operated at its previous Grand Terrace location for 24 years.
Mike and Mary Vasquez -- Javier's parents -- opened the fast-food restaurant in a Grand Terrace shopping center. With the larger, free-standing building, Javier Vasquez said the restaurant has doubled its workforce.
Javier Vasquez said that the restaurant signed its agreement with the city several months before Jacobsen did.
"We had a deal with the city long before Doug came into the picture," he said.
Miguel's Jr. and the town center became entwined when Jacobsen began designing the retail center.
Javier Vasquez said that Jacobsen came up with three plans, each of which featured the restaurant in a different site.
Schwab said that Miguel's Jr. was able to build at that site because it already owned land within the project.
"We owned a parcel and they bought the adjacent parcel," Schwab said.
"We had an agreement to swap enough land so they could build their free-standing store."
Miguel's 3,000-square-foot building has a drive-through -- only the second one in Grand Terrace. The first, Demetris's Burgers, opened on Barton on May 1.
Planning Director Gary Koontz said that once Jacobsen submits his Town Center application, the city can select a consultant to do an environmental impact report, which will take five months.

Under the pressure and threat of Eminent Domain Confiscation of her property Jo Stringfield presented a plan to develop her own piece of property in conformity to the General Plan and was denied the option. The City’s Response was that the Development was not to be piece by piece. ONLY after Ms. Stringfield obtained specialized legal assistance and public outcry, did Jacobsen retract the request of the aid of the RDA to use Eminent Domain to obtain her land by a forced takeover by the RDA and then a RDA transfer to Jacobsen.
Not reported are the facts that RDA land was transferred without proper public notice of the sale/transfer and swaps.
Not reported are the tactics used by Jacobsen and his Agents to acquire the property from the prior owners and Jacobsen.
Not reported is the lack of replacement housing for the Mobile Home and other Housing Elements removed by Jacobsen and the RDA.
Not reported is the fact that the Development Agreement with Jacobsen and the City has laps and Jacobsen has not complied with the requirements of that agreement.
Not reported is the fact that there is a Court Case Pending… regarding the grading of the property including Jacobsen’s and Miguel’s, and the question of conformity to the General Plan, and Specific Plan by the Miguel’s new building as built.
Not reported is that Jacobsen said he would have several public meetings to insure that the development would be acceptable to the neighbors and community. After the Designation as the “Developer”, Jacobsen has not held a single public meeting, where the public was not viewed as being not good neighbors but obstructionists, and the “adversary”.
Documents provided to the Court of Judge Wade include plans for a Chile’s Restaurant, and additional Drug Store and the Stater Brothers Mega Market. These businesses need Liquor licenses to be issued or moved to this site. Grand Terrace Elementary School is close to this site. GT is a community with already an excess number of Liquor Licenses. Public concern is raising regarding the tenants Jacobsen is courting for the development. The City of Grand Terrace shows Grand Terrace Elementary School as Commercial Zoned, and it has been stated by city officials, that the Freeway Development will close the Elementary School. Colton Joint Unified School District has stated that the GT Elementary School will stay where it is and may be expanded easterly.
Not Reported is prior Drive Up Windows were rejected until Miguels/Jacobsen made applications and were approved. Demetris's Burgers and the prior Coffee Shop had applied for a Drive Up Window and had been told no, it is not allowed. Jacobsen got a drive up window at Savon/CVC and then Miguel's applied and Demetris Owners Re Applied. The Drive Up could not be ok for one and not all.
One thing is clear. Nothing is clear, and the stench leads back to the City Manager’s Office in all cases.

Planning Commission Meeting Cancelled Until June 21
The Thursday night G.T. Planning Commission meetingwas cancelled. Note on door said due to sickness.Could have been that one person took sick, and was not enough to make up a quorum then. Also, I suspect thatthe General Plan workshop was only thing on agenda too. However, as of Tuesday, they were going to hold it.
From the Email Inbox:
I tried to go to the meeting tonight, but it was cancelled until June 21.
Wonder if this is how they avoid comments being on the record, or
If the deadline is now extended. More games?
From the Email Inbox:
It is difficult to know when what and who will be at a Planning Commission Meeting. Their agenda has not been posted on the City web site after November 2006. One wonders who was on the Miguel's Special Invite to Dinner and who Paid or was this a Pay Off even if it was a small on it smell bad.

City Council Approve Increase In Perks
Grand Terrace expects budget surplus in 2007-08
PM PDT on Wednesday, May 9, 2007
By JULIE FARREN
The Press-Enterprise
GRAND TERRACE - The city is anticipating a $207,000 surplus in its proposed 2007-08 budget.
At a workshop Tuesday, city Finance Director Larry Ronnow outlined the general fund budget, which has revenue of almost $5.7 million. Expendituresare estimated at $5.5 million, Ronnow said. Of the $5.7 million in revenue, the top sources are 50 percent from taxes, followed by fees at 24 percent and licenses and permits at 15 percent.
Last year, taxes made up 46 percent of the budgeted revenue. This year, property taxes will generate the most money at $1.46 million, followed by sales taxes at $1.26 million.
As far as city expenditures, the law enforcement contract with the San Bernardino County Sheriff's Department ranked first. The city expects to spend $1.7 million on law enforcement services. Community services are second at $1.29 million, followed by administrative costs at $1.07 million and child care at $1.05 million.
City Manager Tom Schwab said Grand Terrace is on the right track as far as spending and saving. "I think that the budget is pretty strong this year," said Schwab. "Our revenues are staying ahead of our expenditures.
"Councilman Jim Miller had concerns about the monthly stipends that are allotted to council members for mileage costs. Schwab said that $12,000 was added to the budget to cover those costs. Each council member is given $200 a month in car allowances rather than have them record mileage for each trip taken. Councilwoman Bea Cortes said she travels quite a bit on behalf of the city and didn't question the money. "I would support the $200 supplement," Cortes said.Miller said he wasn't in favor of allotting that much. "I wouldn't use that much of it," he said. "I would rather just claim to you what I have. "Schwab said that wouldn't be a problem. "That would be up to each individual council member," he said.

Shifting Business is not a Good Thing:
Well, shifting business from one place to another is not an improvement. Nor is the loss of the Hair Benders as a business been mentioned. One hopes that the Beauty Supply Store got a Good Long Term Lease from Jacobsen and or his agent and that they won't be kicked out in a matter of months.
No one has yet seen a real plan for the Town Center/Square. The Court Case regarding the building of Miguel's, and grading of the land, and no doubt other problems will yet be taken to court including the lack of replacement of low and moderate income housing the RDA Project / Land and Support of Jacobsen has removed from the housing element in the city.
All this no doubt is and has been a great frustration to Doug Jacobsen who was mislead by the City Manager to think that everything would go slick and no one would require the proper documents and paper work and procedures be done.
No doubt the news that there may not be any additional ABC Licenses available to GT may also add to the Frustration to Jacobsen's Efforts. Remember that the Offramp and Freeway will be encroaching on businesses and they will have a right to be re located in the city if at all possible.
Perhaps if Doug Jacobsen had listened to the citizens he would have been better advised. But he did not have any more meetings with citizens, he just conspired with Schwab and proceeded without citizen support or involvement.
No Doubt Judge Wade will have more cases on his docket from Grand Terrace if Management and Oversight continues as is.
From the Email Inbox:
Why am I not surprised at Marietta's response to the public. Remember she said it was Mr.. Schwab's responsibility to make the decisions on how to run the City. "I trust Mr.. Schwab's judgment". And, all the questions she asks applicants is about color, and "how aesthetically pleasing is it". Nothing of substance will ever be decided intelligently as long as Maryetta is on the Council.
As for the Beauty Supply moving to Hair Benders; they have been offered a spot in the new Town Center. Don't kid yourself into thinking Jacobsen is no longer interested in Grand Terrace. Developers of his kind don't care who they step on. That is why I never expected to see town meetings. He is not interested in anything except making lots of money at our expense.
I was really surprised when the Council agreed to let the Water Company go in a residentially zoned area on Michigan. We already know they are planning to widen Michigan to four lanes. It is not far fetched that someday all of Michigan will be businesses. Isn't Marietta's husband on the water board?
With regards to the OAC; The area that was planed for a eight acre lake and waterfalls and turned into an RV Sales Park, I'm wondering what they can do when it is a natural habitat for two beautiful hawks, and owls in that area.
Also, remember friend Barney and Jeff are friends of the "Good Ol Boys". They are developers wanting to build in this town. Let's see: Maryetta + Ol Boys = Development not representation of the citizens who want to keep this city family friendly.
Just my opinion

Red Flag Fireworks? Answer from Email Inbox: Brian
DO YOU THINK GRAND TERRACE SHOULD PLAY WITH FIRE OR FIREWORKS?
Look at the Fire in LA and See if We have the Resources to balance the RISK?
Do Red Flag Conditions and Drought kick in a State Law Stopping Fireworks?
Is there a power greater and wiser than this City Council that will Protect its Citizens, and Firefighters from the added risk?
NERO PERHAPS? He wanted to Redevelop his City...
Please Post...
No...not anymore. I think it may be time to ban fireworks in Grand Terrace. We're facing a brutal fire season this year. Practically it may not make much of a difference on the ground as people will go out of town and bring them in. A ban would however, make a statement about our committment to safety and put a mechanism in place to prosecute offenders. Perhaps proceeds from the fines could be given to our sports teams. This way, the people who use fireworks would still be supporting the teams (while breaking the law). This could be quite alot of money if the ban is aggressively enforced.

City Council Meeting Review:
She introduced speakers at the most recent City Council Meetings as "Our Friend Barney", and Our Friend Jeff...
She did not give them the 3 Minute Warning to Summarize either.
Perhaps supporting White Roses will get you the Friend Title?
When have you heard Our Friend Bill, Our Friend Patricia, Our Friend Sharron, Our Friend Roxanne? I don't recall them receiving such a welcome.
Will Jeff's suggestion that the City Planning update its Code to be Green Friendly if not Green Requirements for New Developments? EVEN after it was requested to be put on the agenda by a council member will the All Powerful City Manager Tom Schwab put it on the agenda or let it get to the City Council?
Well, lets review, there is no Town Meeting to Educate the Public and City Council regarding the Proclamation Requested by Roxanne regarding the AES Power Plant and the harm it will and could cause the citizens and students at the New High School. EVEN after a member on the City Council requested it be put on the agenda.
There is no reason to not have a meeting if the AES and CEA don't respond to the request to attend a Town Hall Meeting for Risks on AES... and the Proclamation. If they are given Notice of the Meeting and don't show up that is their problem. Why is the City Council hiding for being held accountable for being informed and taking an action on something so important?
They are able to annually sign a proclamation regarding saving water and rewarding students for poster contests. The time spent on that could have been spent on reviewing the risks of the AES Power Plant. Water Conservation supported by the City is laughable if you have ever noticed the water flowing into the street when the Island is being watered at Mt. Vernon and Grand Terrace Road or any of the other city property where it often runs over the curb and into the street. Not only is this a waste of water, and money, it is a safety hazard and causes the street to go bad faster.
40 Minute City Council Meeting and no time spent on AES. This is not leadership.
Back to White Roses:
How is it the Roses will Protect the City Hall? Gee to begin with they are past where the City Hall is. Second they are only in flower part of the year. (Not the Darkest Months must be added). How is it that White Roses, Mayor Ferre and "Our Friend Jeff" all happen in the same week?
Well, Our Friend Jeff has asked the city to be Green... AES is NOT GREEN.
City Codes require Land Scape that is heavy water use.
City Codes restrict the use of Solar and Wind Generators
City Code and agreements with SCE do not require SCE to Buy Back Power
City Code does not require RDA Developments like BMSV and Town Center(Square) to Be Green
RDA does not provide loans to Homeowners to Put PV or Wind Generators on their property.
RDA does not provide places for goats for a City Fire Protection Herd.
40 Minutes and so much that could have been done, can be done, but then again they have won the election and apparently chased away everyone from participation in City Government... except for their "Friends".
From the Email InBox:
SO true 40 Minutes and so much that could have been done, can be done, but then again they have won the election and apparently chased away everyone from participation in City Government... except for their "Friends", many citizens of Grand Terrace are getting frustrated with the council meetings. They know if they go up the podium to speak - the council is not listening and for the most part doesn't seem to care what they say. If council members had to take a quiz on what was said, they would fail misserably. Since the election, most of the council meetings have been rush, rush, rush. The longest council meeting was interviewing the candidates for the open council seat - and was most likely decided before the council meeting took place.

From the Email Inbox: Eminent Domain Reform
For more information:

May 4, 2007
Beware of politicians bearing initiatives to curtail their own power. Things may not be what they seem.
When a push for reform becomes widespread, politicians realize that they "must do something." They rightly fear that their constituents will become angrier if they don't act, and angered citizens may even take matters into their own hands.
What to do? Fake reform is a tried-and-false approach.
Case in point: eminent domain. The outrage over how the Supreme Court gave the go-ahead for unlimited eminent domain abuse a couple years back has produced a spate of efforts to curtail such abuse. That's good. Except when it's bad, when the reform is just a diversion.
More specific case in point: the eminent domain "reform" initiative that the California League of Cities now advances.
Usually, fake eminent domain reform comes in the form of legislation. But Ilya Somin makes a good case at the Volokh Conspiracy blog that this initiative is your typical bait-and-switch of the sort politicians love. It pretends to protect property rights. But it actually endorses an open-ended use of eminent domain for "economic development." And the narrow protection it proposes for "owner-occupied" property could be easily circumvented.
Concerned Californians need to have a chat with their neighbors to spread the word. Why vote for a measure favored by foes of property rights? Save your vote for a property rights measure that actually protects your property.
This is Common Sense. I'm Paul Jacob.
