But it's OK for the Grand Terrace, RDA to subsidize land for Stater Bros. Just not Wal-Mart! Right Jack, right.And, don't forget RDA subsidize land for Jacobsen.

Jack Brown Does a Turn Around:

In Grand Terrace, Jack Brown has been party to the use of the threat of Eminent Domain by his “Developer” Doug Jacobsen in the acquisition of the property on Barton Road where he says he will build a NEW Mega Stater Brothers “if the City wants it”.

Doug Jacobsen, Jack Brown’s Agent in this situation has had some of the parcels purchased with RDA Funds, thus providing a credit line not available to any other competition.

Jack Brown will be in a better economic stand because of this and his expanded business will be in direct “Competition” with existing businesses. He plans a Drug Store, Bank, and Full Deli in the store. These enhancements in the Mega Store will take customers from existing businesses, who are required to compete without any advantages of the City Participating in Financing their businesses in even the smallest way.

How many Redevelopment Advantages did Jack Brown Take advantage of when he relocated his warehouses onto the Former Air Force Base?

Now it seems when Jack Brown is Faced with Wal-Mart and Tesco he all of the sudden doesn’t like the game he’s been playing for years.

This is an example of the tyranny that local government exercises in cohorts with political contributors and big business. Jack is finding out he isn’t the biggest kid on the block and now he is whining that he is being subjected to the treatment he has been dishing out for decades.

The rub is that it is not just Jack, and it is in truth a Property Rights Issue, a Free Market Issue, and this too will come to pass, Remember the Redevelopment Debt in Grand Terrace has been authorized to increase from 15 Million to 65 Million… This is to who’s advantage? Debt and Financing of Business drove us into the last Great Depression

2 Wal-Marts could affect cities' grocery business

Two proposed Wal-Mart Supercenters that could one day do business in Highland and Redlands might change the way East Valley dwellers buy groceries.

Edward Fox, a professor at Southern Methodist University's Cox School of Business who studies retail issues, said Supercenters - which sell groceries and retail goods - have a knack for drawing customers away from existing supermarkets.

"Supermarkets are going to go down a lot. I've seen examples of (sales declines) as high as 15 to 20 percent," Fox said.

Such drastic percentages, Fox said, tend to be observed when Wal-Mart sets up a new Supercenter directly across the street from a grocery store. He said that when one comes to town, the trend is for shoppers to stock up on groceries at the new big store while going to supermarkets only when they need to buy a smaller supply of food.

"You lose your customers' trips. You lose your customers' loyalty," Fox said.

In Redlands and Highland, both Wal-Marts are in the early stages of the development process, and the environmental studies that both cities must review before making a decision have yet to be completed.

If Wal-Mart is successful in building new Supercenters in both cities, it would be like the Bentonville, Ark.-based chain establishing commercial bridgeheads on both sides of the Santa Ana River. In Redlands, the company has proposed building a Supercenter on the north side of town, near the crossing of San Bernardino Avenue and Tennessee Street.

In Highland, the Wal-Mart would be built in the southern part of the city on Greenspot Road between the 30/210 Freeway and Boulder Avenue.

When news of Wal-Mart's purchase of Highland land broke in 2006, Mayor Ross Jones predicted the retailer wouldn't build a Supercenter in both cities.

More recently, Jones said Wal-Mart representatives seem intent on building new stores on both sides of the river.

"With what they communicate to us, they are going forward with both cities," Jones said.

The potential impact of Supercenters on the supermarket business loomed over the 2003-04 grocery workers' strike. Wal-Mart employees are not unionized, allowing the chain to discount food prices while paying lower wages than many competitors.

East of Redlands and Highland, a Wal-Mart Supercenter opened in Beaumont in March 2006. David Dillon, that city's economic development director, said he has not observed evidence that it has caused other businesses to decline.

Dillon said the new Wal-Mart is part of an influx of commerce into the rapidly growing city.

"All of the retailers are seeing growth," Dillon said, although he added that a big-box store could have a different effect in a different city.

"I don't know if it would be the same in Redlands, where you have an established community that's not growing as fast," he said.

Stater Bros. Markets operates stores in Redlands and opened for business in Highland last year. Stater Bros. chairman Jack Brown said competition, whether from Wal-Mart or another company, is part of American business and it's up to individual customers to decide where to spend their money.

However, Brown was adamant in his view that local governments should not seek to entice Wal-Mart into their communities by offering the chain any economic incentives "to bribe Wal-Mart."


Tom Reingrober, owner of Gerrard's Market - a medium-size Redlands grocery store that sells a number of specialty foods - had the same opinion as Brown: If Wal-Mart wants to sell food in Redlands, they should pay the same tax rate as their competitors.

Jeff Shaw, Redlands' community development director, and John Jacquess, who has the same job in Highland, both said Wal-Mart executives have not requested any financial incentives.

"My expectation is that we would not support such a request," Shaw wrote in an e-mail.

Wal-Mart's advertisements often focus on the chain's ability to offer goods at discounted prices.

"Our company was founded on trying to help families save money so they could live better," Wal-Mart spokesman John Mendez said.

Grocers competing against Supercenters won't be able to win patronage by trying to offer lower prices, said Richard George, a professor of food marketing at St. Joseph's University.

George said Wal-Mart's business model gives the company the ability to sell food for marginal profits while making money on sales of other retail products like clothing and DVDs. People running grocery stores don't have that option.

"You're not going to beat them on price," George said. "They're not a really great customer service company. They're a great distribution company."

Competitive pressure from Wal-Mart forces grocers to do their job better, George said, making his case that the way to win against a Supercenter is to attract customers with better customer service and a wider variety of food products.

Dear Gramps:

The Grand Terrace tree planting event last Saturday was a success! About 60 people from many different sectors and age groups (even children) showed up to support the event. This was a step in the right direction for the city.

If we as world citizens are to "go green" and save our planet, then tree-planting events, which reduce CO2, are a must. I hope that bright ideas, such as tree planting, are the prevailing practices, instead of more power plants in our city.

The trees are located on the corners of Mt. Vernon and Main St.

Gramps Replies:

I am glad this was done too and that so many people demonstrated a desire to improve the environment and participate in a community work day. This is a showing of what makes Grand Terrace different from a City Council Meeting for example.

I do wish it could have been delayed a week till the smoke cleared more. But, by Saturday the air was a bit better. I hope no one was endangered by the activity that day.

I have noticed more trees being planted around town in yards. This too will help.

Thanks Citizens... Thanks AQMD.... and yes thanks for Steve Berry who filled out the paperwork to get the grant.

Pawww...

At last City of G.T. planning commission meeting it was announced that "at the next" meeting the new ordinance concerning the large vertical amateur radio antennas was to be discussed, but that got handled instead at an off agenda meeting later on.

Although announced, the new proposed (legislation) ordinance has been forwarded direct on to the City Council.

Many of the objectionable items noted in past meeting(s) have been sidestepped, and the ordinance is now re-written more to a Permit Required, and visible situation, in than Iff'n the tower would fall over it would not hurt any person or property. Thus every single person within Limits of G.T. could operate a radio station, long as it was assured it would not fall over and hurt anyone.

The staff and C.C. are deferring any Non-conformance in other matters, such as over modulation (television interference), size of antenna feelers (as required per frequency), and wattage (like as strong as local AM radio stations) to any FCC rule in effect. Thus if any of these three items come up and interfere with residents, they expect the residents to write to Washington D.C. and let the lone FCC examiner located in S.B investigate the problem. I think readers all know just how fast the Feds move. Back when, it took six years to shut down the world's largest C.B. radio station (50,000 watts) which was operating within the City Limits of San Bernardino. So, do not expect much to be done by City staff, once a new resident proposes to construct an antenna in a local backyard.

Only an update to General Plan is topic for next meeting on Thursday night. Next meeting is being set to discuss the "Housing Element" involved with current city General Plan. Most discussions have been sort of a rewriting and approving the variations to existing zoning and land uses, not in altering any of them.

Only alterations have been in applying one more approval, or rubber stamp, to the numerous SPECIFIC PLANS as proposed by the staff over past few years.

Essentially, what is being proposed is more of the same which we all endure. No changes. If you got a Non-conforming commercial firm next door to you, it will stay - - for ever. It can be sold, expanded etc. but that does not allow you to build an exact same business.

Gramps Adds:

Radio Antenna particularly Ham Radio Operators often are the ONLY Communication available in an emergency situation. Radio and Broadcasting is Regulated by the FCC and for the City of Grand Terrace to try to step into the regulatory business of the FCC and match the regulatory powers of the State and Federal Regulations would be a gross over-reaching of their authority. Given their past performance I don’t think they have the competence or integrity to regulate anything much less communications. So I for one suggest strongly that they back out of the issue, and limit their need to intervene where the whim falls upon them.

If there is a problem with radio interference the City SHOULD be able to guide the complaining resident to the proper authority, and may even support their observation of interference on the City’s Letter Head by letter to the appropriate authority. However, to make them as a final arbitrator or regulator is just something I don’t think is in their purview or competency.

I agree with the observation that the City Council will rubberstamp a City Staff Recommended Development or Conditional Use Permit… while leaving the rest of the citizens and businesses at a disadvantage being regulated and in some cases held at a competitive disadvantage under the Codes and Regulations enforced upon the rest of us.

For example, if you owned your house Pre- City can you park commercial vehicles and on your property just because you could have under the Codes existing at the time of the purchase of your home. I doubt that would hold water. What happens in this city is that codes are enforced for everyone except Friends of the Council and City Manager. The Planning Commission knows this as does the Planning Department. Perhaps this is why “Department Heads” get a raise, they know where each and every “Consideration” is given and who it leads back to.

It's been done before.....

(CBS) DUARTE, Calif. The goats are coming!Starting Monday, goats will be seen in the hills above Duarte, but they will be hard at work. The notorious eaters will be stationed in the area’s hills to munch away on dry brush and vegetation to help clear the slopes of tinder-dry material that could potentially fuel brush fires.A contract -- costing up to $9,900 -- with Ranchito Tivo Boer Goats was approved by the Duarte City Council to help clear brush in four areas around the Duarte foothills. The areas in need of brush clearance were identified by the city's Field Services Department with the assistance of the Los Angeles County Fire Department."Some of these areas have not been cleared or burned in 25 years," said City Manager Darrell George. "Our goal is to stop the spread and reduce the overall amount of brush in and around homes adjacent to the open space areas of our community."Duarte had previously relied on mechanical methods to clear brush.George said complete removal of the vegetation is not the goal of the project, because a lack of vegetation could lead to soil erosion.Using goats to clear brush is a non-polluting method of fire maintenance, and is considered to achieve better results than previously used mechanical means, officials said. Lightly electrified fencing keeps the goats within designated boundaries. The goats are typically quiet, odor-free and resistant to poison oak. Ranchito Tivo Boer Goats has worked with the cities of Monrovia, Chino Hills, San Diego and the Chino Basin Water Conservation District.Brush clearance in the hills above Duarte will continue throughout the fall.

Businesses In Grand Terrace

The City's Web Page, that has not been Improved much and is Updated only when it is of interest to the City Staff and City Council and not to provide maximum Information to Citizens, should List all the Business Licensed in the City of Grand Terrace on their GT Business Web Page.

All Home Child Care Licenses, All Garden and Yard Services, All Contractors Painting, and Putting In Swimming Pools, and all Home Based Businesses should be listed. WHY... well for one these businesses may benefit from more business from the Local Market Place. Why when a business does business in GT without a License it does so without paying taxes. When a business is in Grand Terrace and Provides Services and or Product to Customers in Grand Terrace the Environment is helped by cutting down the added transportation or fuel cost of those who drive to Grand Terrace.

A healthy economy circulates the money within the local economy. The longer money circulates within Grand Terrace the better or more sustainable the community.

Finally if a Sticker or Placard could be issued to all Garden or Workmen that would indicate an "Approved Licensed" Operator in GT, it may aid in identifying those who are not doing gardening but looking to break in to homes, deal drugs or other activities that happen during the day, and weekends. It is interesting how many pools are dug and finished on the weekend, one wonders if there is a permit on file... or if the business is licensed in the City of Grand Terrace.

As we see more and more arrests for drug use, and transportation and sales we should try to target or be aware of those in our community who are lurkers, folks that are just lurking around, or even looking like they are working but aren't really... These are the folks the Citizen Patrol should be watching.

It is Time:

Why is it the City Council can Order Trees to be cut, and dare I say if Graffiti is on a Private Home or Business a Code Infraction of some sort would be issued if the Graffiti was as Prolific as that on the Rail Crossing.

So... IF the Property is in Colton or Grand Terrace or in San Bernardino County's Jurisdiction, there should be an Abatement Order/Ticket and the matter should go to court. A letter writing campaign... we know how little the City Council Listens to Signed Petitions and Letters. They only hear Court Cases when brought before a JUDGE.

So Mr. Berry it is time to get off the pot and do the paper work. Write the Rail Road An Abatement Order, for causing and sustaining a public nuisance and eyesore. Perhaps you can start an Eminent Domain Case as it is clearly a case of Blight Outbreak. Send them a notice that you'll paint it and will add it to their property tax bill.

Goats or Pay Raises... Well, we are just so close..

Gramps Says: The story below demonstrates that some day Grand Terrace's Days of Luck regarding fire may be up. We have abundant power lines over dry brush. Along the Freeway, and in Honey Hills. Should the winds bring down the power lines and start a fire, we will have a house to house burn. If all things work against us. Goats on Blue Mt. Protect the Citizens in Honey Hills and Reche Canyon from a possible Hellish Fire Storm.

The Freeway Slope the hillside descending to Colton should also be goat maintained. Just because it hasn't happened yet does not mean we should not prepare and prevent a hazard we know we live with daily and in extremes during drought and winds at a higher level. Perhaps even rethinking the Fireworks Issue should be revisited. Notice the Sports Teams have made NO Effort to raise funds other than Fireworks so far this year. In addition the justification that they can only involve the children in ONE Fund Raiser and Fireworks Works is FICTION, Children are not allowed to sell Fireworks.

One would hope the Governor would see the need to eliminate fireworks as a unreasonable risk for the entire state. That way the City Council would be relived of having to do what may be a difficult but right decision. It is time concerned citizens write the Governor to ban all fireworks, and promote safety and precaution. This is a Security Issue. In the Past Month we have seen fires, in Freeway Tunnels, and On the Land, cause economic impact and transportation interruptions. We do not need to add to the mess by our "Entertainment".

Power lines snap, fall

COLTON - Snapped 115,000-volt power lines dropped onto the 215 Freeway and a gas station Friday morning, knocking out electricity to about 320,000 residents and businesses, including the entire city of Riverside.

A fireball burst from a line that fell at the Iowa Avenue Shell station near the 215 Freeway, sending customers running for safety, witnesses said.

"The two wires hit the store and one hit a car," said Abdul Gafor, station manager. "The (driver) got so scared he took off."

One customer getting coffee inside the store ran over to a nearby Jack in the Box, afraid that the combination of high voltage and gasoline would be disastrous.

Southern California Edison officials were investigating what caused the lines, both in Colton and at the Vista substation in Grand Terrace, to snap.

About 20,000 SCE customers in Moreno Valley and Riverside were affected by the outage, but Steve Conroy, SCE spokesman, said the outages stretched along the 215 as far as San Bernardino. Most customers in SCE's service area had power restored by about 8 a.m.

Riverside, which provides its own power, remained in the dark until 11:15 a.m., said Tom DeSantis, assistant city manager. The city has about 300,000 residents.
SCE's transmission grid cut the city's power grid when the lines snapped, DeSantis said.

The city opened its Emergency Operations Center and had employees stay longer to handle any problems. But other than an increase in traffic accidents at intersections with dark traffic signals, DeSantis said there were no major problems that he had heard of. Out of the city's 360 traffic signals, 150 have battery backup power.

The downed power lines did create a problem for 215 Freeway commuters, who found themselves weaving through Grand Terrace and Riverside after the California Highway Patrol shut down both sides of the freeway.

About a 10-mile stretch of the 215 Freeway was closed while SCE, Colton firefighters and police came to the scene. Traffic on both sides of the closure backed up several miles, Caltrans officials said. A couple of small brush fires ignited along the freeway from the downed power lines. The freeway was reopened at 8:22 a.m.

Fatter paychecks, happier city workers, Grand Terrace --

Nineteen city employees are getting pay raises.

The city conducted a survey that showed severalemployees, particularly department heads, to be considerably behind the salary average of their counterparts in surrounding cities, said City Manager Tom Schwab. Four department heads will get raises averaging 15 percent. The rest of the employees will get hikes ranging from 7 to 10 percent, Schwab said. The increase take effect Nov. 5. Stephen.wall@sun.com

Gramps Suggests:

To compare the Salary average of GT City Employees, Particularly the Department Heads is a flawed policy and procedure. WHAT CITIES were compared with. DO those cities provide half of the employees Child Care Expenses? Have every other Friday off? Have only a hand full of people to supervise and a very small city to manage? No I doubt it. The Child Care Workers should get a 15 percent raise, as the ground crews, and the Department Heads should get a 3 percent raise. This is an example of the Richer Getting Richer, and the Poor getting Poorer. The Department Heads know where the problems are, so they have to be kept happy and quiet. The Grunts of the City well they don't need much. Heck how many of them can even afford to live in Grand Terrace? Apparently the City Manager needs a House provided to him by the City and a salary that is approaching 200,000.00 with all the perks added into it.

Where is the money coming from to pay for these increases. Yep, more reason to force unwanted businesses and "Taxes" upon the citizens of Grand Terrace.

Now what we don't know as the public, How is the City going to Represent US in Court. Are they going to spend more money defending flawed decisions and plans? Or are they going to relocate the Senior Center to the Site Suggested in their own EIR?

As the Particles cling to the moisture in the air and comes down in rain, try to rinse your trees and plants. The roots will love you and it will save the leaves from being burnt by the acid rain. Oh you may want to wash your car too. I would add some baking soda to the water to neutralize the acid. DO NOT SCRUB... wet the car with the baking soda water... and then rinse...

Air quality remained poor in the central San Bernardino Mountains and parts of the San Bernardino Valley, as well as swaths of Orange and Riverside Counties. In San Diego County, where only two of five major fires were more than 50 percent contained, the air was especially dismal Friday.

Opinion on Air from "Expert" not Gramps

A warning to take precautions because of unhealthy air in the Inland Empire was issued Monday by San Bernardino County's Department of Public Health and the South Coast Air Quality Management District.

Concentrations of soot, known as "particulate matter 10," have reached unhealthy levels in many parts of the region, according to a statement from the district.

Particulates are microscopic bits of soot that can reach deep into lung tissue when breathed in, said Sam Atwood, a spokesperson with the air district.

Even small amounts of exposure to the pollutant can be harmful, Atwood said.

RECOMMENDED PRECAUTIONS

The district has recommended the following precautions:

The public should avoid prolonged vigorous outdoor exercise, especially children, teenagers and seniors.

Anyone with heart or lung conditions should avoid all outdoor activity.

Windows should be kept closed and air conditioners should be operating on the recirculation setting, if available. This should reduce some of the larger pollutant particles from entering homes, said Sam Atwood, spokesperson with the district.

The county released a statement advising anyone near a fire to try to avoid respiratory harm:

People with asthma, bronchitis, emphysema and other lung or heart diseases should make sure that they are on medication and have at least a five-day supply on hand, said county health officer Margaret Beed.

People with asthma should consult their physician about an asthma-management plan and stick to it during unusually smoky conditions, Beed said.

Blowing dust, ashes, and other debris can be irritating and dangerous to the eyes. Wear eye protection if outdoors. Even sunglasses can be helpful, Beed said.

If specks of debris get stuck in your eyes, don't rub them. Try to let tears wash the speck out or use eyewash. Try lifting the upper eyelid outward and down over the lower lid. If the speck does not wash out, keep the eye closed, bandage it lightly and see a doctor.

Avoid cooking and vacuuming, which can increase pollutants indoors.

Contact a doctor if you experience symptoms such as chest pain, chest tightness, shortness of breath or severe fatigue. This is important, even if you haven't been diagnosed with lung or heart disease, Beed said.

Keep airways moist by drinking lots of water. Breathing through a warm, wet washcloth also can help relieve dryness.

Activities On City Web Page: Air Risk and All

Gramps suggests that all citizens stay home and inside as per the recommendation of the Health Officials. The Air is Hazardous and no unnecessary physical activity should be undertaken without proper air masks to filter out smoke, particles and chemicals in the air/smoke. This condition will persist for at least a week more.

So. It is my humble opinion that the City's Planned Tree Planting, and Dump Day should be postponed until the air is more suitable. I understand that the tree delivery is being made, however 150 trees can be placed in a sand bank and saved for a month without problem.

Risking or adding to the risk of the citizens by having them work outside is a dereliction in the city's duty to look out for our citizens and the Colton High School Football Team.

Public Restrooms Finaly Seen as Need?

The issue of Public Restrooms or Restroom access for people visiting a PUBLIC PARK was brought up. Not all people visiting the PUBLIC Park will be welcome to use the Senior Center Restrooms. You know it and I know it.

Imagine a family visiting a resident at the villa, with say a bunch of grand kids and they use the park as a meeting place. Will the Kids be welcome into the Senior Center during Card Games? Will the Kids be locked out on weekends? Will the Senior Center Restrooms be available for the public on the Weekends? No their is a need for a Restroom if it is to be a Public Park.

There is a need for a restroom if the Seniors living in the Villas or the Senior Center are visiting the park as some of them quite frankly can't make it back to their apartments or to the senior center to answer the urgent call of nature.

So if there is going to be a water feature, make a restroom first and foremost, or include in the Senior center Design restrooms that are accessible from the Park.

Plant list should include: Permaculture that will provide good nutrition for the visitors and residents of the park, and be low water demands.

Closed Meeting Rules: with Comment

First of all it rubs me the wrong way that the City Council doing Public Business has any meetings that are behind closed doors. That being said, they do have limited rights to hold closed door meetings. HOWEVER, when there is such a meeting they are to report to the Public at the close of the meeting any decisions made or actions authorized at the END of the Meeting.

In the Past the City Council has neglected to abide by this legal requirement. Let it be known that should they fail to report their decision or actions that are a result of a Closed Meeting will be cause for future legal action against them as a Group or as Individuals who Conspire to Violate the State Laws of Open Government.

Jimsonweed Will Kill People and Goats...WARNING

The City of Grand Terrace, and the Grand Terrace City News are perpetuating False and Potentially Life Threatening Information. Eating Jimsonweed is not good for Goats or Humans. The Jimsonweed int he Goat Demonstration was not removed and eaten by the Goats it was removed by City Workers or the Goat Handler.

In general a Goat Handler will include in the contract price of services the removal of Jimpsonweed or the protection of particular plants, as part of their calculation of their fee.

IF there was other food available in that field the goats would not eat Jimpsonweed, it doesn't taste good. However to imply or say the goats ate it may be interpreted by Humans, teens, children or adults that the plant is safe. IT IS DEADLY. Don't touch it, Don't pick the flowers, Don't Eat the Jimsonweed, any part leaf, flower, stem or seed. Don't feed it to any animal or human.

All parts of Jimsonweed are poisonous. Leaves and seeds are the usual source of poisoning, but are rarely eaten do to its strong odor and unpleasant taste. Poisoning can occur when hungry animals are on sparse pasture with Jimsonweed infestation. Most animal poisoning results from feed contamination. Jimsonweed can be harvested with hay or silage, and subsequently poisoning occurs upon feeding the forage. Seeds can contaminate grains and is the most common poisoning which occurs in chickens.

Poisoning is more common in humans than in animals. Children can be attracted by flowers and consume Jimsonweed accidentally. In small quantities, Jimsonweed can have medicinal or haulucinagenic properties, but poisoning readily occurs because of misuse. Ingestion of Jimsonweed caused the mass poisoning of soldiers in Jamestown, Virginia in 1676.

Jimsonweed toxicity is caused by tropane alkaloids. The total alkaloid content in the plant can be as high as 0.7%. The toxic chemicals are atropine, hyoscine (also called scopolamine), and hyoscyamine.


Why is there a need to Perpetuate Flawed Dangerous Information to the public. Goats are good for fire prevention to remove brush and grass. HOWEVER, they do not eat Jimsonweed as part of the deal.

Jimsonweed loves to grow where grasses and brush have been removed with a tractor. The city has in the past done this to control weeds on property owned by the city as did Edison. So we have an abundance of this risky plant growing within our city. It should be eradicated, but by human hand, not by goat or children.

For the City Management, City Council Members and Mayor to say Goats ate Jimsonweed demonstrates their ignorance of the local plants, and or their lack of concern for the Public Safety in particular the Safety of Children and Youth who may partake of the plant. Shame on YOU ALL... Shame. Why can't you just tell the truth.... and do your homework and be informed?

Whose child has to die because of your lie about what the goats ate?

Dumpster Day Is Comming...

For all of us who have large items to dispose of... the Dumpster Day is one of our Favorite Days in Grand Terrace.

Here is an opportunity for the Scouts, or Sports Teams to Organize a Service Project/Fund Raiser by providing trucks trailers and labor to help Citizens move things to the collection site...

Not all Citizens own trucks and trailers and getting the items to the collection point is impossible for them. Most would be happy to pay 20 or 50.00 per load as a contribution to the group providing a city sanctioned pick up service.

Road Work Notice:

Barton Road Street Closure Update

Barton Road from Mt. Vernon to Honeyhill Drive will be open to only two lanes of traffic from
Tuesday, October 16th to Friday, October 19th. Paving will begin the week of 10-22-07 with the expected completion date of 10-31-07.

The City of Grand Terrace strives to keep our city streets well maintained.

In order to meet this goal\par we need to periodically repair streets that may\par require detours for our residents.

We will strive to finish the project in a timely manner, but in the meantime, we ask for your patience.

From the Email InBox: Remeber Ferre's Lies to Win






When Marietta was running for Council, in her newspaper interviews, she claimed she did not want fast food drive through in Grand Terrace. She said she did not want "Big Box Stores".


Her claims that Grand Terrace would keep "it's small town charm", ring hollow.
She is more "Clinton" like in her promises than Hillery. These promises should be treated like a perjurer in court. Once they lie, the have no creditability whatsoever ever.

The Dodson property deal proved she and Schwab have no compulsion with lying to us. Her legacy in Grand Terrace is to out develop her father. She appears to be in a contest with her fathers legacy as to who can ruin Grand Terrace the worst. In my view she wins hands down or out.
I do not see any care or concern from any of the Council for the citizens, or the CJUSD Children.
Property values should not be dropping in Grand Terrace like they are else where, but they are.
I hope others are watching for the 64 million dollar tax allocation bonds for the RDA and the Grand Terrace Partners to be issued. It is your property taxes that are going to the developers and not to the things you pay taxes for.






Schwab has a history of not making it public when he issues the bonds without voter approval and puts us all in never ending debt.. Police and fire service, schools and streets will suffer even more. The streets are already suffering, there are pot holes everywhere and 6 crackpots at the Dias.

Lets see $64,000,000 divided by approximately 5000 households = $12,800 that's what each house hold with automatically become indebted to pay off the bonds. Gee thanks for nothing City Hall. You devalue my property then want me to pay the developers bill that are your co-conspirators in the scam.

Councilwoman Garcia promised we would "Be able to walk or bike down GREEN BLOSSOMING CORRIDORS". Except for the diesel truck exhaust. The big rig trucks driving through our neighborhoods are not the only things "blowing smoke" in Grand Terrace.

From the Email InBox: Wonder what Brian Thinks?


Brian Reinarz has been supportive of the Development Decisions of City Hall. He even suggests that the Plans for the Town Square are on file at the Planning Commission where a Citizen may be able to obtain a copy of the current rendition. No doubt after reading this blog he discovered a Fast Food Restaurant will be located on the street where he lives or near to it. No doubt this will cause many out of town drivers to use his Vivienda Court as a turn around, increasing traffic, noise, and trash in his neighborhood. No doubt there will be an increase in the number of people hanging out in his neighborhood. One wonders if he will all of a sudden be aware of the need for better planing.

He felt it necessary to identify the land owner of the X property in the Plans below as a slight to a person who wants to own and use their property as they desire. Remember he spoke infavor of taking Private Property from the Private Property Owner so a Private Developer could expand his project with the support of the City Manager Tom Schwab.
So he won't be upset if his property and address is shown to illustrate the location and test the question is it time he will change his spots on the City/Jacobsen Plans are all great for GT. We'll see...

Town Square Development

As previously mentioned here, new plans have been submitted to the City Planning Department for the proposed Town Square Development on Barton Road at Michigan Avenue in Grand Terrace. You can click on the link to view a diagram of the proposed center. You can't really see much other than Stater Bros. and Miguel's Jr., although you can increase the % on your toolbar to get a closer view. The best view is at 200%. The big "X" in the blank white space towards the right side of the project is the property of Jo Stringfield, who chose to remain and live in the middle of a shopping center. This diagram was taken from the CB Richard Ellis Real Estate web site.

There is really nothing new in the diagram but If you look across Barton Road to the North you'll see a project that I wasn't aware of. This one is a 2100 square foot "fast food pad" on the corner of Barton Road and Vivienda Avenue, directly across from the Lion's Community Center. There is currently a house on this property and, although there was talk of Auto Zone relocating there, this is the first I've heard of a fast food pad. Check it out.

To the poster who took offense and posted my address in a sorry attempt to frighten me:

I know that you're upset about my identifying Jo Stringfield's property. This was not a slight in any way. IT IS A FACT. She chose to stay in the middle of a shopping center. That's all I said and that's all I meant. It was a major news story which is why I identified the property. I have no problem with my address being known. I have nothing to hide and its public information. How bout' you? Who are you and where do you live? Huh? Thought so!! Also, get your facts straight. I've never been in favor of eminent domain for private developers. Reading my blog will show that. I was initially in favor of the town square project as proposed if all land was acquired, which it wasn't.

I am not in favor of a fast food row, which is also well documented. Ask Gramps, he'll show you the e-mails. If a fast food restaurant is put in on Vivienda and it reduces my quality of life to a point that I can't stand it...I'll move. That's how it works. Why should I be able to control what happens on somebody else's property? You'll protect Ms Stringfield's right to use her property till the end of time as you should, but not anyone else's right to do the same with their property. You can only control your own stuff, not everybody else's. If I don't like the restaurant...I'll move.

And finally...nobody took anything from Jo Stringfield. I was at the meeting and I know what she was offered. It was far beyond fair. It was excessive. Yes, Brian has said much after the fact he was against the use of Eminent Domain for the purpose of building the Town Center. However, when he spoke at the City Council Meetings he clearly desired the building of the Center, "If all the Land Could Be Acquired". He did not say at that time that he was against the use of Eminent Domain to force the Sale of Property. So the City Council and Public would naturally assume that his statements could mean do what ever it takes to build the Lowes/Staters as Originally Planned.

Yes, Brian, Jo didn't lose the right to keep her land. She lost a significant amount of money having to defend her right to her property. She had to spend a significant amount of time and suffered and still is suffering from the stress of the entire lengthy event, including a Notice to her to Not change the Land or Use as the City is Considering the use of Eminent Domain. Not to mention the actual autorization by the City Council to get an Assesment of the property for the intent of making an ED Offer. Yes Brian, I have posted letters where she was threated with Deal with Jacobsen or the City will use ED. When I posted my opinion about this it was clear and to the point.

No Brian, Mr. Jacobsen is not like any other property owner. He has used Public Agency aka the Redevelopment Agency to acquire and manipulate the economic opportunities he is enjoying in Grand Terrace. Therefor the Citizens of Grand Terrace who also have to abide by zoning and codes should be party to the Development of those areas in the General Plan, and Barton Rd Specific Plan, and financed or facilitated by Public Funds. So a Fast Food Restaurant across the bus loading zone for the GT Elm is not a good use. As a Mater of practicality the CJUSD should use Eminent Domain to acquire that property for Future School Expansion when and if Cal Trans takes land for the freeway and off ramps.

Yes, Brian you are free to sell your property, or live there. However, the City Council that prides itself on ever increasing housing values sure will have cheated you as anyone who would buy your house would want a discount if the Fast Food Restaurant is built on Vivienda.

I doubt anyone thinks that you would be "Scared" by having your address listed, or the situation illustrated. Yes, your address is public information. Yes, this particular planed development will directly impact you should it come to pass.

I do think that a Development that is done with the aid of the Government is to be held in account for the public good more than those done independent of Governament intervention and assistance. Mr. Jacobsen has been given an unfair advantage over other developers and businesses in Grand Terrace, he has or will enjoy the unbridaled support of the City Redevelopment Agency, Planning Dept, and City Council, including the transfer of RDA Lands. Of course he will "Pay" for that land, but, it is not as if he is going to make a purchase on an open market. It is also nice of the city to finance the land until he needs it.

Early Emails on the “Plans” being Advertised “For Lease” by Jacobson Family Holdings, indicate public dislike for additional drive through restaurants particularly at the corner of Vivienda and Barton Rd. This plan to build will box in and frustrate any adjustments GT Elementary School will need to make when and if the Freeway “Improvements” eat away at some of its property. Doug Jacobson has been financially positioned to buy up property in Grand Terrace, including land that should be designated as potential land to move the GT Elementary School Yard or Parking to the East.

In addition to the concerns about the squeeze being put on GT Elementary school is the squeeze more fast food being available to children and adults in Grand Terrace will create in their pants. YES this is exactly why a shop or restaurant that you “Walk to in a Pedestrian Friendly Development” is better social and civic planning than a Fast Food Drive Thru. Of course the “Parents” don’t have to give children money for snacks after school. However, there is a social and community responsibility to limit the exposure, or the development of the habit, and desire for junk fast food.

The news paper article expressing a "Desire" for Chain Fast Food on Barton Road was the old run it up the flag and pretend people support the idea routine we have seen from both Mr. Tom Schwab, and Mayor Ferre as they tango with Doug Jacobson. It is time for the music to stop, it is time that the RDA Advantage being used by Jacobson comes with some respect and responsibility to the community.

Remember those PUBLIC MEETINGS HE said HE would hold with the public... Has not happened yet.

Flattened.

The City of Riverside, Gage Canal lifting stationoften seen off the north end (and below the cliff) of Grand Terrace Road is now flattened. This is actually within the City of Colton, a site of a future public park within that city, and had been the building of choice for many tagging events over past few years now. A project to pressurize the pipeline supplying water to the City of Riverside and orchards, and thus eliminating a need for it is nearing completion.

Now yet another object seen from our City of G.T. is gone.

Yet, in keeping with being a Green City, the Union Pacific who poperates as lessor over the track of the Riv. Co. Transportation Comm. going past the proposed high school, is now operating a Low emission locomotive. Number 2717 is one of those special units. It was working in combination with number 2716, and unrelated design beginning on Tuesday of this week.

As of Friday, four days later, it already looks to be of problems, for it was dead in train and had some thumping going on around the wheels. Although shiney right now, it has also been tagged by one of either G.T.'s finest or a visitor vandal.

From the Email InBox: MOU Passes RDA with a Wave of a Hand...

The Passage of the RDA Version of the MOU previously adopted by the City Council stipulates the increase of the RDA DEBT from 15MILLION to 65 MILLION DOLLARS.

THIS is so a NO BID CONTRACTOR/DEVELOPER can DEVELOP the HORRIBLE BLIGHTED LAND in Grand Terrace.

This MOU is an Abuse of the Citizens of Grand Terrace, and all taxpayers. To perpetuate inflated property values, and development costs by providing Bond Funds for the Development of Raw land along the Freeway or even the Senior Center is not in the best interest of the community.

There are Ghost Towns popping up all around California where 500,000.00 homes are sitting empty and no one bids on them at foreclosure sales. In Part this is due to the practice of Debt Financing, and RDA and City Councils measuring their success on the "Increased Property Value" of the land and buildings in their community. The Result has been an Inflation of Value that is not supported by real worth, and is slowly becoming a burden that much like the days of the Great Dust Bowl, and Depression will result in More and More American families living under the freeways and in the bushes along the freeways.

The Developer of the area adjacent to the Freeway will use RDA Funds to pay for Roads, sidewalks and infrastructure, that any other developer would have been required to pay for out of pocket. Remember the Citizen who wanted to subdivide a large property on Vista Grande or Grand Terrace Rd. The City Demanded a Payment UP FRONT for Sidewalk, curb and road improvements, prior to approval. So why does a Developer get these things paid for, with RDA Debt Funds.

They why is because Mr. Schwab wants it.

Why does the City have the power to tell you you can't have a small goat as a pet, but they can bring a herd of goats close to apartments for a demonstration? Because Mr. Schwab wants it that way.

It should be a time that Property OWNERS have more rights than OUTSIDE DEVELOPERS. The dog owner is the same as the goat owner...

But, that is not how Mr. Schwab wants it.

Go the news in mail the other day.

Do not know how many readers are Homeowners here, but have those readers get out their Property Tax bill they received from S.B. County in the mail recently.

Take a look at right hand margin where it reads: Service Agency Underneath the tax payer can then read just where their Property Taxes are going. On mine it indicates a few issues one of which is to go to Colton Schools to repay a Bond issue. Now then, stop and think. What did the residents of G.T. get from this Bond issue?

A billboard (Yes it will be built)...
A faulty Environmental report (I didn't notice that being there before)...
.How about a High School being built in Bloomington (as per school district newsletter)?

As the "Tax Exempt" property is near the chance of going up for sale, for a profit, will the dollars received then be used to pay down the Bond Issue, or for more wages and teachers who will not live within the City Limits of G.T.?

Gramps thinks it is important to think about all these things.

REMEMBER:
CJUSD educates our Children and Youth.
YET, when City Council Members Speak it is "OUR KIDS", "Our High School". Even if it is designed for 1500 students more than GT has in High School.
The City of Grand Terrace's Attitude and Practices contributed to the Situation of the HS/Power Plant/ EIR/ and Rail Road folly of a Plan... Mr. Schwab himself made representations to the School Board that have proven to be untrue. As the Head of the GT Redevelopment Agency is he paying back some of the cost of the School Bond out of his Personal Income.

Yes, this has been a fine example of what not to do... Do I think we have learned from the example. This I doubt. Sometimes we pay for an education and then do nothing with the Knowledge and Experiences paid for.
