Perpetuating Fictional Library Plan...

The Mayor's side comment that there was a plan to have a Library in the Retail Center on Barton Road .... at the same meeting where the use of Eminent Domain and getting funds for a Library were discussed is an example of how the Council is persistent on faulty thinking.

FIRST: There was never a Plan that Doug Jacobsen would GIVE a Library to the City of Grand Terrace as a gesture of good will or as a way to attract people to his Retail Complex.

SECOND: There was no plan by the San Bernardino County Library to move or increase the service or operational funds for the Grand Terrace Library.

THIRD: The additional cost to the City to LEASE the Space from Jacobsen, and pay for the cost of operation, if the County Library Services would not pay for the increased costs, may or may not be available as a result of increased Sales Tax Revenue. There has never been a reliable study on the Economic Impact of the Retail Development regardless of the type of business place on site. There have been pie in the sky estimates on the Revenue of this or that business, but no reasonable estimate of increase cost of law enforcement, and other city services costs have been calculated or estimated to see if an empty field is better than a bunch of businesses that bring added net costs to the city. Yes, not all Development is Good Development.

FOURTH: The survey was an attempt to muster what they hoped was sufficient justification to use Eminent Domain on the Stringfield Property. Yes, it is now zoned commercial/Retail. However, it was purchased as Residential/R3 and the owners of the property had no desire for a zone change. This is an example of how Residential Property can be targeted by the Redevelopment Agency/City and Threats of Eminent Domain Used to Try to Force a Sale.

SO HERE WE ARE IN FICTION and LIES and CONTINUED INTEREST IN USING EMINENT DOMAIN for the PURPOSE OF DEVELOPMENT...

WHEN ARE WE GOING TO HEAR FROM OUR COUNCIL MEMBERS OR CANDIDATES A CLEAR STATEMENT:

I WILL NOT UNDER ANY SITUATION USE EMINENT DOMAIN FOR PRIVATE DEVELOPMENT AND ONLY WHEN ABSOLUTELY NECESSARY FOR PUBLIC WORKS SUCH AS ROADS AND UTILITIES.

GRAND TERRACE CITIZENS SHOULD HAVE PROPERTY RIGHTS

From the Email InBox: Survey Review...

Pawwwww...

The way I see it, Iff'n Lowes gets ten votes, it is in the lead over all others. Just because 200 plus respondents said NO, does not mean that Lowes is not in lead.

One thing often not cited is that the C.C. refuses to Listen to the city residents. Thus since they are deaf, they must in turn go to the "survey" asking what questions they want answered.

If you ask them in a certain way too then not only will it make you look good, but will prove that you were aiming the city in the right direction all along, as per survey. As there wasn't a mention of establishing a Dog Pound on the now vacant property, you think that may have gotten more votes than the front-runner?

Reading all the comments... No Lowes or No More Retail got more votes than Lowes.

I guess all those that opposed Lowes at the Council meeting were not called, or paid attention to. What a load of carp.

It appears to me the Council paid for the results they wanted.

It is time to Find and Support a City Council Candidate for the NOVERMBER 2008 Election. As we see in the national election a grass roots unity candidate can raise local participation and interest in an election. So if you have a base of supporters, don't think you need a bunch of expencive ugly signs to win an election in Grand Terrace. Phone Networking, and mouth to mouth campaigning seems to be effective this year.

Of course the City Council will call the survey a success. According to the people west of Mt Vernon, everything is fine. They will not be impacted by the dense development planned for the neighborhoods around Barton Road and Michigan.

The people of GT are not against senior housing. They are against three story buildings and the use of park land which cannot be used by children because they want to make it a park for the senior center.

They are against big box stores on Barton Road, not along the freeway.

The survey was so ambiguous, just like the mayors considerations for what flowers to plant in the projects. The big picture is much more important.

What will happen to Grand Terrace when they open up the thorough ways, build big box stores like Lowes, Best Buy, or Wal-Mart on Barton Road? Have you tried to get through Redlands or any of the surrounding cities any time of the day? Do we really want Grand Terrace to be the same way?

Our City Council should be looking to the future generations. Do they really want to leave bumper-to-bumper traffic, unbreathable air, and no place for kids to get involved and stay out of trouble?

How can anyone say they like the way the city is going, when staff and council have not been honest in their intentions. The only communication our city receives is propaganda from the Blue Mountain. Why is it none of the projects built in GT turn out they way they were proposed to the Planning Commission or the Council?

The truth is never public knowledge. They only way to find out if I am correct is by following a project yourself

In Reviewing the GT City Survey I find the following:

The Questions were written to support or obtain a desired outcome.

The conclusions drawn are done so on flawed statistics. A margin of Error that large on a small sampling should cause the consumer of the information to be concerned with the validity.

The Income Level Representation is not representative of the Population Base.

No testing of respondents’ knowledge of subject prior to questions other than park and libarary questions.

If asked to name a Retail Store.... you would come up with Lowes, Target, and Trader Joe’s. after having read these names suggested by the City Manager, Blue Mt. Outlook, and Doug Jacobsen... not to mention these are recognizable chains.

Drugs and Traffic are key concerns. The frequency of these concerns raises above the margin of error to be significant. However, all other responses that are close to the margin of error may be that the respondent just wanted to finish the question and picked something.

The development questions should suggest that more retail is not a high priority to the majority.... regardless of the shop or store selected. THIS should be the warning to any business moving into Grand Terrace, and the survey should not be used as a Selling Point for a Lowes, or Target. Note, one respondent said they would want a CVS store... We have one; it is struggling to stay open...

Perhaps someone could ask the District Attorney if the Poll Information including Voter Information is a Political Act by the City and the funds spent on Political Activity like this should be paid for by the Campaign Funds of the City Council and not the Citizens of Grand Terrace. Perhaps each of the council Members should have to repay the city 2,000.00 each for providing them this information.

When the pool of respondents base their comments on information gleaned from the GT Chamber of Commerce’s Blue Mt. Outlook, a GT City Taxpayer Supported Media, which is designed with the intent on “Promoting Grand Terrace in the Best Light” the survey pool indicates they are providing a reply on a base of limited information and perhaps interest in the subject. Few have visited the Citys’ Limited Web Page, looked at a budget, or watched a City Council Meeting. Few have sufficient knowledge base on the topics they were requested to comment on.

The Council has paid for some one to wash their mirror so they can see the image they want to pretend to present to the community reflected back at them.

The Flawed Survey Results are in...

It Costs $16,000, to give the City Council "feel good" pat on the back for city staff & city council performance. ( Lets remember the 2000.00 plus that a Council Member got to go for a 2 day trip to Washington DC to attend a Pack Meeting that will feature proponents of the use of Eminent Domain for Economic Development.

But otherwise, there is nothing to show for that money. Buried at the bottom of course is that council/RDA will not be able to go against the will of the people and use ED for retail development to get cheap land, which of course they wished that they could do!

They don't get it yet that people can be for a Lowe's and that it's the LOCATION of the building, not the retailer itself that is a problem. This is a problem the city could fix by using ZONING to establish development areas instead of individual RDA project exceptions.

OH, but then there would be no "influence" to sell would there? There would be no letters sent on City Letterhead saying Negotiate with our Desired Developer or we "May Start Eminent Domain Action".

Remember none of the questions on the City Council were qualified by even a simple question, of name 3 of the 5 Council Members. Have you attended or watched a City Council Meeting.

The questions were as hollow as an Easter Chocolate Bunny.

To have 40 percent against the Senior Center and 30 percent against the High School indicate those people have actually taken the initiative to be informed and formed an opinion on the subject. Including the AES / HS#3 conflict, the Traffic Problems, and the RDA Debt that complicate the issues that were over simplified in the survey.

To get a warm feeling over the results of this survey is just yet another example of the City Council and City Management's ability to play rope a dope with information and the press.

25 to 40 People Attended Anti RDA / Norby Meeting

Chris Norby ( Orange County Supervisor), is a very good speaker. He got "Right to the point" Redevelopment Agency Actions Hurt the Local City and Economic Stability of their Communities.

It is going to lead to the same doom that the City of Vallejo has experienced. Yes folks,,, that City with all its wealth potential has declared Bankruptcy because of RDA DEBT and Bad Labor Contracts.

We need to stop the GT RDA from Expanding the Debt Load on Our City.
We need to be spending funds in GT for GT not 16.000.00 for a survey that has leading questions.

The next meeting is Wednesday, March 12th at 7 PM at the Life Arts Center, 3485 University Ave. (Downtown Riverside) Parking @ Lemon Street.

From Email InBox: Right to be UGLY...

Paw,

These are words straight from my heart – “I'll take a Radio Tower in my neighbors yard, solar panels, a 40'RV or even chipping paint rather than give up my rights to live on my property without the City Telling me what color to paint my house, what kind of lawn to have, or what plants to plants, or what looks good or not.”

I am so tired of having a Mayor who sets the stage, including the actors. Tired of a council that doesn’t represent the citizens of GT, instead do whatever the City Manger, Tom Schwab, suggests. It is obvious to me he is looking for big business in GT. Our council voted to raise his pay, and give him a house, because he was going through a divorce.

They vote to do a make-shift survey for the purpose of attracting more developers to town. They asked how much money we made and if we were opposed to eminent domain on commercial property. Damn right I’m against eminent domain on any property. It is our right to live they way we want to live.

Sure they want to increase the tax income, but they have never said how much they need. Instead they said there is a surplus. A town of 13,000 people doesn’t need a major big box store. We need parks, schools and safe places for our families to “live”. We don’t want to shop in our neighborhood. We want to live in our neighborhood. If they need money, get rid of the Assistant Manager, who finds ways to spend lots of money to promote government.

Why do they hide what they are really trying to do – make a lot of money for themselves? It just doesn’t make sense to me that they would buy ex-mayors houses in non-development land for over a million dollars and only offer Ms Stringfield $850,000 for her land in the main project in GT.

If you don’t think that they are retaliating, you are mistaken. Just try to speak out.

The last two years of Grand Terrace Days wasn’t about the people. They invite out-0f town people to sell at their events instead of making it possible for the organizations in our town to make money. They want to Bea Cortez said she wanted the staff to seek out hidden home offices to make them pay taxes.

It just seems they are attacking the people of GT rather than supporting them. They want to build a four lane street on Michigan, rebuild the area to be commercial, but let their letters be stolen on Honey Hills and they want the city to pay to replace them. That is just wrong. It is obvious where they live.

I am outraged at the dog and pony show. The mayor now has three yessmmmms. If nobody runs against them in the next election, this town will be doomed to commercialism, bumper to bumper traffic, increased smog, fewer and fewer rights.

GT Taking a Slice of Ham... Radio that is..

The City Council and City Manager postponed the Public Hearing on the Revised City Ordinance relating to the insalation and operation of Ham Radios.

This is a Community Issue a Good Neighbor Issue, City Manager Tom Schwab tried to explain to the one Person who addressed the City Council. What Tom Schwab was trying to say but did not say it plainly is that some folks in the community think radio towers are UGLY... Some folks say that the tower bothers their View, others say they are afraid of the tower falling. Yet others say they are bothered by the radio interupting their TV or Radio Reception.

WELL: Let's begin with the Use of HAM Radio is a PUBLIC SERVICE and we should encourage HAM Radio Operaters as a part of our community and regional safety.

Let's pretend that the same standard of protecting the "View" applied to the residents who don't want a senior center built behind their house was justification for not building the Blue Mt. Senior Villa. (Housing for 200) or Safety Enhancement for 13,000 Citizens and perhaps 500,000 in the region.

Let's address the Incursion on TV or Radio Reception. This is a Federal Regulation Violation, and that can be enforced via FEDERAL Law... IF there is a problem the City of Grand Terrace is not the Regulatory Agency.

Let's pretend that I was in charge of what is "UGLY" and what is "Not UGLY" I may insist that all houses in GT have Blue Paint with Orange Stripes and because I am KING and rule the City Government, and City Council I will recommend strongly that the Code is changed to Insist that all buildings are painted Blue with orange stripes. In addition, I will hire a code enforcement officer to inspect all non blue buildings to find violations which will eventually force the homeowners to repaint to the right colors.

When a City says: Do you think Eminent Domain should be used for "Economic Development" or Redevelopment. That means they are thinking of using it.

When a City says: This or that is UGLY or Unsightly change it or you'll be in Violation of the Anti Ugly Code... we have given up our rights as individuals.

I'll take a Radio Tower in my neighbors yard, solar pannels, a 40'RV or even chipping paint rather than give up my rights to live on my property without the City Telling me what color to paint my house, what kind of lawn to have, or what plants to plants, or what looks good or not.

No one who voted to become a city wanted to make the city council into an HomeOwners Association on Steroids. We wanted, Fire, Police and Water and Trash Services.

Now we have RDA DEBT, and City Council Members attending Political Action Group Meetings at Public Expense, to learn how to use Eminent Domain to take our homes and businesses away from us. Now that we are here is this what we wanted 30 years ago when we became a city?

Well, the City Council purchased a slanted survey for 16,000.00 and a trip to the Political Action Group that Educates City Council Members on how to use Eminent Domain for Private Development. Yes, take Homes to build Walmarts.

Planning Commision Meeting Feb 11th 2008 Report:

The meeting of the 11th ended rather quickly. Once the matter of the contents noted at the top of page 28 where brought to the attention. (see below) Especially that of the last sentence.


For the ideas expressed there in different significantly than that as reported by the Colton Unified school district. For in that school district report(s) it was mentioned how they intend to construct a stadium of seating 2000 persons, then next report said 2500 and then the open meeting of two years ago mentioned this to be about 3500 seats. Now that quantity of autos or half that quantity of autos pouring down Michigan "IS" a significant violation, and needs to be addressed in the EIR. I heard couple folks mention that they did not notice the paragraph, nor the final sentence, and by bringing this up it hit a "Home Run" for the residents of G.T. Not that the C.C. could not force the construction and lay out an impassioned need for H.S. #3 upon the residents, however, when things go wrong, we all know who to point a finger at then.

It was requested that either the situation be addressed properly (get rid of the NO IMpact), or the whole paragraph bleeped out of the report all together.

It should also be noted that Patrica found out, and I verified here too, that the Colton Unified School district in NO Way will permit the general public to use their facilities (I got no complaint with that).

Especially those facilities with a structure located already. However, this "Acreage" quantity as being included as City Recreational flatland areas. As she pointed out, unless they are open to the public, then cannot be used to justify being used for quantity.

Much as that little park at the S.C.E. facility on Main street behind the iron gate had been once included in the quantity. Nor can we enjoy the open grass area when occupied by a locked up building.

In a scheme of many years ago, the City of Chicago used to rent out a park for one day to privates, presumaby to earn some dollars off of them. When it was pointed out that the park was not available to the general public at that time, then that small percentage of matching funds issued by the Illinois legislature was omitted. For if the City of Chicago was going to enter the park rental market, they did not need any matching funds for maintenance. If the tax dollars received for maintaining and general use of some open land or parcels, then it ought to be Open to those same persons. And thus, the City of G.T. residents ought to think along the same lines, for they should only be paying in to what they receive. My thought is that it is highly doubtful any resident would use the Petta park, as it is to sit behind a steel fence, and thus ought not to be considered to be maintained by city forces. Nor should it be included into the grand total. Let us not make out the city to be bigger is status that it truly is.

Pawww... More on the Planning Commission Meeting Feb 11, 2008

The evening meeting of the 11th, held for "Scoping" out errors or omissions to the Environmental report to be filed along with the new City of G.T. General plan had a few new faces and a few familiar ones in the audience. It was intially advertised to be in concert with members ot the City Council, but was not. Three of the sitting Planning Commissioners were in the audience.

The meeting was organized by Gary Kuntz and introduced Robert Ruan of Redlands (who actually prepared the report) and one city staffer. It was originally trying to be centered upon the contents of the paper report, but soon got off onto a general rant about city management, and other related situations. About 75 percent of the hour long meeting was so spent. It became a difficult chore for Gary and Robert to direct those in the audience to center their thoughts as to what was written.

The report had 14 main topics, but then just as well omitted references to three other topics. Those being the Aesthetics, the Mining Industry and the Agricultural Industry. After some fluffing and redirecting the audience to the points of the paper, in general the Mining or minerals was agreed to be not a part of discussion, but the other two omitted ones became a hot topic.

Ever since the formation of the city, the agricultural and ranching businesses have been asked to leave. That land which had been used for decades for the purpose instead had been allowed to Grandfather in existence. Waiting for the day it was to be eliminated. It has survived though. Of grave error in the report, was mention that the only existing agricultural business was centered on less than ten acres in center of the town. This was pointed out most expressly to be in error. For the city reclassified other areas into a new Industrial area. And any further (or continuing) use in those areas was to be considered in violation. Essentially, if someone wants to do farming within the city limits they could only do so on a ten acre parcel now owned by the City of G.T. and no where else. Just because a property owner had been inconsistently using 20 acres of land for the same use for decades, the use of that same land was now in violation, and the property owners subject to the new law. It must be noted that the current OK 10 acres are slated for some apartments.

Whereas the current (decades old use of) twenty acres was NOT-OK because of paperwork. Should code enforcement get a hold of this, it will eliminate farming or ranchland within the city limits, and instead aim all the residents into a smoky industrial based community.

What perhaps flew over the heads of those in attendance at older Workshop meetings, was the implementation of the new agricultural overlay zone. Instead of having dual used lands in the city, this alternative was suggested. Much was discussed about this region or that within the city limits based upon current properties bearing horses. Should the city also get rid of old fashioned horse owners and their property? I am not a horse owner, but know it takes a sort of special breed of person to become one, for to become one is assigning yourself to the drudgery and their every expensive whims. Although the City of Colton has accommodated them with two horse related arenas placed just outside the city limits of G.T. They benefit of all owners within two counties, but it still takes a sort of special person to handle a horse 365 days per year.

In so discussing the elimination of the agricultural areas within the city limits, they somehow also eliminated the need for basic poor quality water often used for irrigation purposes. Although the "Overlay" removed nor implemented, this mere discussion affected the billing rates of those few persons with the influence of the Riverside Highland Water Company. Several shareholder/customers saw their bi-monthy bills tripple in cost. If you were paying $100 before you now had to pay $300 for same service. In effect this was one of the topics of the report that Monday night, for for implementing the new General Plan and the code books. In one simple way it altered the agricultural industry before anything was voted upon by the current city council. Not to be left out, the Water District increased the bills for certain customers, In Advance of the need.

Further nit-picking was done via the Commissioner Wilson in that the report had a few extra check marks over a couple of boxes, making it an either/or situation. Either the changes in the new General Plan were Good and had no impact on the community, or they were bad, and needed some mitigation. They can't be both he mentioned. There was also a request at a couple of times by persons in the audience to outline or emphasize revisions to the current codes and General Plan for G.T. but until Commissioner Wilson made the request, nothing was written down. The revisions may be evident by those who breathe the goings-on 100% or the time, but for those not in the business even 10% of the time, it goes over their head.

Traffic on Michigan Avenue was discussed passionately several times, and at different levels and impacts. Yet another item noted in this environmental report as having no effect on this was the future inclusion of a new high school in the southern part of the city. In such a way the report stated that future recreational facilities, like the stadium proposed by the new high school, would have No Impact, and "the issue was not to be addressed further in the EIR (for why then mention, and simply bleep it out?). This is quite contrary to the report prepared by the Colton Unified School District, for initially they indicated the new stadium to be 2000 seat, then 2500 seat, then near to 3500 seats, and yes they stated it would have a significant impact upon traffic on Michigan.

It was mentioned that this environmental report meeting was a one time only affair. The singular meeting met all the requirements of the State of California as to preparation. The next step was to incorporate any revisions (if any are actually done other than the one typo) discussed that evening, and forward the revised report (including fixing the typo) on to the City council. The C.C then gets copies of the report with a suggestion to approve and send on to Sacramento. Thus topic ended. No further discussion. We got a deadline to meet, it has to be in the mail on....

Question being, is that there were a number of Workshop meeting delayed or omitted in 2007. As the portion of those meeting consume so much time, could not they have been scheduled and a compromise been reached, instead of going in to this now "Hurry Up" mode? The folks along Brentwood flat don't like what they hear.

GT Child Care Walk-a-Thon.. Good or Bad?

I have watched the children at the prior Walk-a-Thon, and have had some missgivings about the event. I wonder if others get the same gut responce. (See PE Article) http://www.pe.com/localnews/grandterrace/stories/PE_News_Local_B_bspot10.b9e0a5.html?npc

1) If the Child Care Center needs money, should the Kids be the ones "Earning It" You could not hire these children to do "Work".

2) Should the folks paying to see children "Walked" just pony up the money the center needs?

3) Should the children be taught, you raise money to have a party for your self and call it a "Fund Raiser" or Charity. Perhaps if the funds earned went to a Day Care in Mexico a Sister School I could get over this one.

4) Showing GT Children over and over on Ch 3 being pushed for one more lap, for one more bit of coin is not verry "Attractive" on many levels.

5) If the children would not do this activity in their normal Play Activity than it is perhaps time to retire the Fund Raiser, and just have those who contribute poney up without the torment and bribe. Physical activity like folk dancing, can be fun there isn't alot of "Fun" being had by walking around and around and around...

6) If we must hire our little children to do something. How about having them pick up trash along side the road... say at 1.00 a bag.. Then their work will have been productive, and they will have justified the earning of their party.

215 Improvements are Not For GT Benefit.

When the City Council and City Management are aggressively taking some pride in the allocation of SANBAG Funds for the 215 road project... Steve Berry saying that represents 20,000.00 per household of captured taxes he is misleading the community as to the purpose of the funds.

Sure the Improved 215 will have an impact on Grand Terrace. Let's hope for one that the rush hour traffic driving through GT will be minimized. However, the negative will be some of those cars not passing through GT will not stop and pick up dinner on the way home. Businesses will be impacted by less traffic on Barton Rd. Businesses near the Freeway will be removed, relocated or just paid off to vacate.

As a taxpayer I know the road serves people driving past Grand Terrace... not people driving to Grand Terrace. One change will be I may do more of my shopping and entertainment spending in Riverside than in San Bernardino, as I currently avoid going to Riverside due to the traffic.

(I have not heard some one say, I am not going to Grand Terrace because of the traffic).

I hope the City Management and City Council get over their ego inflation. Neither the Universe or Caltrans consider GT the center of importance. GT did not get the money... the 215 passing GT got the money. Let us not be so self important to not undersatnd the reality of the situation.

During the construction, local shops will have an increased lunch trade. GT for the most part will not have an increase of Business Investment or Activity as a result of the construction. Yes we will have a new offramp. Perhaps a Elementary School to replace, and businesses moved, or lossed. One thing that would be nice to know is where the darn thing will be. Who has to move.

It is interesting the Assistant City Manager is allowed to post comments to a blog, (Not this one) and yet the Entire City Council and City Email is Blocked from reciept of notices and information from this Blog. What kind of Government Controls Information? You fill in the name........

General Plan Workshop and Problems: Feb 11th

Going through the draft edition of the City of G.T. General Plan Report. Still finding errors that had been pointed out at Workshops were to have been corrected, but looks they did not.

Per 3.3.4 The city has not taken any active measures to divert truck traffic away from residential areas. Prime examples that I see already is the encouragement and use of Michigan Avenue (due to trucking business on the route), the use of Grand Terrace Road (due to daily deliveries of supplies to the S.C.E. plant on Newport Road) and for the industrial park in Northwest area of city wherein less than "Residential" width streets are intended to be utilized for truck traffic. As was stated in the Environmental papers filed by Colton Joint Schools, the full length of Michigan, Main street, and a few offshoot side streets were to be improved to handle the anticipated 40 school buses in traffic improvements funded by the residents of the City of G.T. The full length of Michigan is not to built to four lane, but only that section north of Van Buren. I guess that this is where the school busses are expected to turn off. The School district has already commented that due to the volume and distances involved, they expect to stack them up nose to tail along Michigan when not involved with driving into the facilities, or actually picking up and transporting students.

As per section 3.4.1 the total length of Mt. Vernon is to eventually be to four lane use. There is some doubt as to if the section going down the slope in to City of Colton is included in to this directive or not.

On page 17 of the report, is note that Policy 3.2.1 and 3.3.2 be implemented. However, due to recent developments, the city seems just as quick to say no to the requested action. Delay until doomsday or whenever the residents of the city have enough money to pay for some construction in another area of town.

We sure don't want the adjacent property owners to benefit for the improvements. As per other items
noted, this is pretty well down on the priority listing, for a potential Bikeway is rated number One, more important to the city. Guess they figure that all those employees living in Riverside County will bicycle to work each morning. The bike trail routes are also smack alongside the truck routes, just so that the employees know where they are going to work at.

Per 4.2.5 The Northeast sector of the city, up near Honey Hills is in a designated Flood Zone. (Doubtful)

Section 4.3.1 says the City has 100 acres of developed and undeveloped or recreation areas. (See table 4.1) But that table only outlines about 41.2 acres. The remainder is currently fenced in, occupied by privately owned buildings, a operating commercial lumber yard, or just plain plowed dirt. The remainder is under the thumb of the Colton J. Schools, and should be subtracted from the quantity expressed in section 4.3.1 Then in next paragraph is says G.T. has only 41 acres.

I also am wondering what was done to create statement 4.3.6 for I had thought the staff had a lot of time to determine as to if or not areas in Flood Plains are safe or not.

I was called by the Survey people. They know my name address and my answers. I wonder if the City Council / Management will use this against us at some future time. Then I thought more about the questions.

Clearly, the Survey wants to support More Low Paying Retail Jobs in Grand Terrace, to increase Sales Tax Collections.

Clearly, the Survey wants to provide a drummed up support for the City Council, as there is no test of Respondent's knowledge about the City Council Actions, or even who they are prior to asking questions about the respondents "Satisfaction" with the Council.

When asked about the Library or Parks, the respondent was tested or qualified to have an opinion based on knowledge.

The use of the demographic information collected is interesting too. Will the Council Discount the opinion of people who make less, or who don't vote, or who have no children? This part of the Survey provides pure Political Information that they will use for their personal campaigns in the future and should not have been paid for by the City Funds.

A persons thoughts and opinion should count. There is no reason to know how much they earn, what their age, grace and gender is. Perhaps the City Council only care what White Voters Think. To be honest I doubt they care what the voter thinks. The survey's use is to manipulate public opinion, not listen to it.

Yes, I answered the survey... but now that I did, I feel dirty, violated and used. Unsatisfied.

BMSV: Case Continues / Injuction Denied

CITIZENS FOR RESPONSIBLE AND OPEN GOVERNMEN'S MOTION RE PRELIMINARY INJUNCTION IS DENIED.

The hearing regarding the Environmental Quality Issues will continue and be heard in April. However the Injunction being Denied allows for Construction to Proceed.

This is kind of like saying, "There is sufficent reason for a hearing, but not sufficient reason to stop you putting your money into going forward with construction, with the pending risk of being stopped at some future time."

The City and CFBH have no reason to be conservative with their capital investment, it is money the tax payers have to pay for. If the project is stopped by the court, the City and CFBH will just make the tax payers pay for their folly. They don't have their personal funds tied to the outcome.

Code Enforcement:

Code Enforcement Officer was featured in the PE today.

In an increased effort to drive housing prices out of the reach of people who work in Grand Terrace the City has rental code inspection program.

Most of the infractions deal with non-health and safety issues. To let the Government take control of the "Aesthetics" is more intrusion than a Free People should welcome.

To let the Government have the attitude, there are "More Out There"... like Steve Berry is hunting down a criminal. Mr. Berry should look for drug dealers not chipping paint.

Here is the deal folks. The City Government will if you let them, decide what kind of grass, plants, and color of your paint. IF a home is safe, and yes rentals should have Fire Alarms.... the tenant should call if there is a problem, or move. The FREE MARKET should REGULATE THE QUALITY of RENTAL HOUSING... OR DO WE LIVE IN RUSSIA?

215 Freeway Funds only Half the Story

You will see a few local politicians and city employees straining their arms patting themselves on the back about securing the funds for the 215 freeway/Barton Rd Improvements. So get the arm slings ready. You may want to bring out the neck braces also because there will be a whiplash injury to treat.

Here is the rest of the story:

The amount designated as reserved for the 215/Barton Rd Construction is only a small portion of the funds required to do the project.

The Environmental Impact Study Cal Trans suggests will cost much more than those the City of Grand Terrace would like to push through the rubberstamp mill which often results in delays and legal actions.

The dislocation, relocation of businesses is a factor that the State needs to resolve with the business owners and not let the City Direct the Businesses Impacted, Moved, or Retained. If there is a need to move a business that should be a Cal Trans / Engineering Decision, not a City Development Preference.

The slap happy credit taking that will be done at the up coming City Council Meetings should be tempered with the real history of freeway construction. Remember the Imperial Highway Property was purchased and cleared for YEARS prior the construction.

What should happen is communication between the State and The Property OWNERS. The State should give the property and business owners a time line showing how long they can expect to continue business or use of the property, and when the "Time To Move" must be.

In addition, no new Construction should be done on the area where there may need to have a right of way. Use of the land could revert to temporary farming of crops, or some other low investment temporary use that could contribute to the community. However, no business or city should "Develop" a large site only for the State to have to Pay for the Capital Investment and Business to be relocated/closed in the future.

Any and all RDA Land should be Confiscated by the State and put into a hold until the design is settled and then the State should control what is done with the "Right of Way" until construction begins.

San Bernardino County transportation officials agreed Wednesday to allocate $64.7 million to a long-delayed freeway interchange improvement in Grand Terrace.
The project was among three selected by the San Bernardino Associated Governments board for $93 million in State Transportation Improvement Program funds

The Grand Terrace project would widen the Barton Road connection on Interstate 215, realign the ramps, and reconfigure Barton and La Crosse Avenue.

The project also would accommodate the widening of I-215 by two lanes in each direction from the Riverside County line to Orange Show Road.

Improving the Barton Road connection and widening that stretch of I-215 were among the projects promised to county voters when they first approved the Measure I half-cent sales tax in 1990, Grand Terrace Councilwoman Bea Cortes said. "We do owe voters this," she said.

Some board members suggested spreading money to more projects, but the majority agreed with the staff recommendation to focus on Barton Road so that it is fully funded and can be completed sooner.

Design and property acquisition for the project would occur in the 2009-10 fiscal year with construction planned in fiscal year 2012-13.

The SANBAG board also agreed to spend $8 million for a project to improve the I-15/Ranchero Avenue connection in Hesperia.

A proposal to spend $14.4 million on a Victorville project proved to be more contentious.
SANBAG staff had recommended that the money go toward improving the I-15 connection at La Mesa/Nisquali roads in Victorville. But the city of Victorville balked at advancing $15 million for the project, which costs a total of $60 million.
Victorville would be repaid through future Measure I money.

With a Feb. 14 deadline to submit the list to the state, the SANBAG board of directors agreed to give Victorville until Wednesday to come to an agreement, or the funds would go toward preliminary work on an Interstate 10 carpool lane between Ontario and Redlands.

The reporting of the effectiveness of the Police Work and Criminal Activity in GT was the primary issue for the starting of this Blog. Some would suggest that it is other things. However, the blog's two initial areas of concern were Law Enforcement, and Eminent Domain, other issues were added as more readers and posters joined sharing information and issues.

That being said. It is a great pleasure to post the news the Sheriff's Department reports the arrest of the GT Kidnappers and their associates. The public was informed about the crime. It was on the forefront of all regional law enforcement’s agenda. This is an example of the importance of sharing current timely information.

The suspects have an interesting background. Drug use, past criminal records and in at least one case prior deportation. Why is this important? Well this will bring Mr. Miller's pet peeve to the fore front. Graffiti on the Railroad Bridge is a great big advertisement for "Get Off Here". That is for the folks riding the rails or on the freeway. IF you happen to be around La Cadena early in the morning, if you take the time to notice there are a bunch of folks that just appear along the road side in the morning, after the train passes.

When drug use is overlooked, it invites more and more and more.... Please folks do not think you are being a good neighbor, friend or family member by protecting a Drug User or Drug Dealer. Report these crimes. It will make a big dent in all related criminal activity in GT.

Appears 3 of 3 Kidnappers have Been Arrested

On Tuesday, January 22, 2008, Central Sheriff's Station detectives were investigating a carjacking and kidnapping which occurred on January 15, 2008 in Grand Terrace. Detectives located the victim's white Honda Accord in a residential area in the city of Fontana. A traffic stop was initiated on the vehicle and the driver was identified as Fernando JIMENEZ, who was arrested without incident. During the course of the investigation, detectives arrested additional suspects at a residence in Fontana. They were found to be in possession of the victim's property, weapons, stolen mail, evidence of sales of narcotics and identity theft. The suspects were identified as Daniel GONZALEZ; Alma GARCIA; and Roberto STAMPELLA.

On January 30, 2008, detectives had information that an additional suspect involved in the carjacking was residing in San Bernardino. Detectives located the suspect in a stolen Honda Accord that was taken from the Upland area on January 26, 2008. The suspect was identified as Julio Cesar CASTILLO, who was found to be on parole and a previously deported felon. He was positively identified as the subject in the red light camera photo that was taken on the night of the carjacking.

Roberto STAMPELLA and Julio Cesar CASTILLO were arrested for carjacking, kidnapping and armed robbery. Fernando JIMENEZ and Daniel GONALEZ were arrested for possession of stolen property. Alma GARCIA was arrested for outstanding drug warrants.
