Gramps: AES Documents were Placed in the Grand Terrace Library for Public use. Public Use is not limited to individual use. The Librarian's Action of Limiting the Use of Public Documents in a Public Place when those Documents were Placed for Public Review in that Place by the State Government there is something wrong. Part of what is wrong is that the time limit to review documents and respond to the issues contained in the documents was limited to a 30 day period.
