Colton's second priority involves converting about 2,500 acres of mostly vacant land near the Riverside County line into a premier industrial, retail and residential project.
The council on Feb. 6 is expected to award a roughly $500,000 contract to a consultant to develop a specific plan for the area known as Pellisier Ranch and La Loma Hills.
Parrish said it will take about 14 months to create the plan and an additional three to five years to build the development.
