BIG BOX Expediant Purge of Culture
Enthusiasts of big-box shopping will retort that this is so much elitist prattle. We're not interested in architectural delight; we want that $999 plasma TV -- and any niceties that raise the store's overhead are unnecessary and even unwelcome. I understand; I'm far from rich and I dig bargains as much as the next guy. But I believe that a civilization's wealth isn't measured by the stuff piled up in its private homes, but by the quality of its natural and built environment and the texture of its people's behavior toward each other.
By that standard, the elephantine tramp of concrete giants spreading steadily across the land is ominous and depressing indeed.

MORE MANIPULATION
City Council has the responsibility to "order" not suggest that staff be more forthright. They need to set a series of steps that staff need to accomplish. Judging by Mr Schwab's answers to their questions, he doesn't understand what Council is asking. They have the power to put an end to this kind of treatment.
I have gone on several websites to see how many lawsuits there are regarding Eminent Domain and Redevelopment Agencies that are controlled by developers. It is an epidemic. It is an undercurrent of silent takeovers. It is apparent to me that our City Council knows very little about what Jacobsen and Mr. Schwab have in mind.
The citizens of Grand Terrace have repeatedly asked that records be a matter of public record, which by law they are. It is time to become active and stop developers and attorneys. However, they really do have the cart before the horse. Why have homeowners been kicked off their properties by manipulation and threats? There really isn't a specific plan? Why do they promise the public and oasis of serine walking area lined by shops and restaurants, then try to force big box stores like Lows onto us? Because the developer, Jacobsen, is running the show. We need to get a local developer, who has their heart in Grand Terrace, to be a part of this project.
Whatever happened to the OAC? They have finally worked out the water problem and now the 8 acre lake and falls are completely gone. It seems that those deals are negotiated among staff and they will let City Council know.
Why is the trucking company allowed to expand by building metal buildings, which were never approved by City Council or the Planning Department?
It is my belief that the Citizens of Grand Terrace should be employed as Staff in Grand Terrace. Grand Terrace has a heart beat that no other town seems to have. Citizens actually know and care about each other. They care about other peoples children and their future. We are already overrun by traffic driving through trying to get somewhere else. I can understand Staff's point of view of capitalizing on this traffic, but it isn't what we homeowner's want. It is hard enough to get to work in the morning and when the high school, condos and OAC are finished it will be unbearable. Let's not forget the air and noise pollution, which is already at an unhealthy level.

The city plans for a joint Planning, RDA/City Council meeting next month. The only topic will be public input on the T/C. As if anyone believes that the council will consider any other opinion than Jocobsen's and Schwabs.
History bares witness to this. The OAC and a petition with four hundred signatures against it, the residents opposed to the Senior Housing project and the flood of citizens opposed to the T/C and the threat of eminent domain.
Every project the citizens are against and say so will fall on deaf ears at City Hall. All we need is a ring master, a trick pony and a dancing dog and the show is complete.

Grand Terrace Vs. Jo Private Citizen: THE BIG IF
The letter sent to Jo this week has that infamous word " IF" in it. IF the City wants your property, IF the Town Center is approved, IF and so forth.
Are the Citizens of Grand Terrace going to allow our City to conduct OUR Business and Potentially treat each and everyone of the property and business owners like this? ANY COUNCIL MEMBER, OR CITY EMPLOYEE WHO FINDS THIS AN OPTION SHOULD BE REMOVED FROM SERVICE TO OUR COMMUNITY.

A good ten minutes later the familiar squad cars show up, and another minute or two later the helicopter. Was some running through yards of individuals going on during this time too. Marc Anthony Colon Priors
He was given a short 180 days, and Probation. He violated the probation several times.
It appears that he was eventually sent to Chino State Prison For Men and was released 1/03/2006 to serve out his time. He was released and within a weeks time had committed his next alleged crime. This time ending in a Death of a Child. Colon was also accused of skipping town after being paroled in November after serving a two-year sentence for PC273a. (a) Any person who, under circumstances or conditions likelyto produce great bodily harm or death, willfully causes or permitsany child to suffer, or inflicts thereon unjustifiable physical painor mental suffering, or having the care or custody of any child,willfully causes or permits the person or health of that child to beinjured, or willfully causes or permits that child to be placed in asituation where his or her person or health is endangered, shall bepunished by imprisonment in a county jail not exceeding one year, orin the state prison for two, four, or six years. Las Vegas - After weeks of searching, police identified the body of a three-year-old girl who was found dead in a trash bin, and said she died when her mother's boyfriend beat her after he gambled away money that had been saved for a trip.
Crystal Figueroa's body was found on January 12 behind a Las Vegas apartment complex. But police struggled to identify her, and distributed a composite photo of a girl with brown eyes on mobile billboards and fliers in Nevada, California and Mexico.
The girl's mother, Gladys Perez, and the mother's boyfriend, Marc Anthony Colon, were in custody after their arrests on Thursday in California and Minnesota.
'Make sure the people who are responsible for her death come to justice'
"The best thing we can do for her now is make sure the people who are responsible for her death come to justice," said Las Vegas police Captain James Dillon.
Police said Perez and her two daughters joined Colon and his two daughters and drove from Tulare County to Las Vegas on January 10, booked a week at a low-budget downtown motel and began looking for work.
The next day, police said in the arrest warrant, Colon "went gambling and lost most of their money."
During an argument at the motel, Colon allegedly struck Perez and her youngest daughter, who had bruises on her face, stomach, chest, back and buttocks. Crystal became sick the next morning, vomiting and going into spasms, according to a statement Perez gave police. She died as the two adults drove around looking for a hospital, according to Perez's statement.
Perez, 24, was held at a women's jail in Visalia, California. Colon, 28, of Grand Terrace, California, was being held at a county lockup in St Paul, Minnesota, pending extradition to San Bernardino, California, on a parole violation charge.
Dillon said prosecutors in Las Vegas would seek to extradite the couple, who each face charges of murder by child abuse and child neglect.
Authorities at both jails said Perez and Colon could not be reached for comment, and there was no record that they had retained lawyers.
The police captain said the crucial break in the case came late Wednesday, after Duane Cornett, a sheriff's detective in Tulare County, California, connected a February 19 missing person report from the girl's grandmother, Lila Perez, with the missing girl in Las Vegas.
Lila Perez, in Strathmore, California, recognized photos and told Cornett she bought the white fleece jacket decorated with fuzzy pink hearts that the girl was wearing when her body was found.
"A lot of people were praying for this child - that justice would be done and her soul could rest in peace," said Josie Villarreal, 57, a Las Vegas hospital worker who stopped Friday at a memorial of flowers, signs, votive candles and Teddy bears where the girl was found. "Our prayers were answered." - Sapa-AP

Cynthia Bidney, 12219 Pascal Avenue, expressed her concern with hiring outside individuals to do programs. She feels that the organizations within the City can do the events themselves.

This change may seem to be a small difference, however, the point has to be made, the minutes are the final record of a meeting, and they need to represent the actual statements, and be accurate. Minutes are not a transcript, however, they should reflect what was said.
Including, specific requests for full statements being incorporated into the record, and a request for written documentation.
Mystery Buyer Still Mystery:
Public record are just that, all you need is an Address, to find the name of the current owner.
Or a Name to find out how much and what property is owned in the County.
So the buyer may have made this request, it is an odd one.
Now, if that Person was qualifying for lets say a Teachers Home Grant, which would pay for a significant portion of the House, or any number of the Other Grants available for funding a house, they may not want this "Financial" information Disclosed. Who was the information desired, now how the Financing was being done. However, such grants are for the purpose of moving professionals into neighborhoods for the fact their being there is an improvement to the neighborhood. Thus, a teacher getting a grant, should be not only an neighbor, but an asset to the neighbors and community as an educator. Well, that was the intent of these grants.
However, the cageyness of this City Council and Redevelopment Agency, and their past actions require public attention, to all aspects of a transaction at this point. There is no Private Business when you are doing business with a PUBLIC Entity. This is the only protection the Public has against corruption, and conflict of interest and miss management.
Parks: Fireworks: and Food Concessions
One, Designate a Zone or area in the park for Lighting Fireworks.
Two, Let the Teams sell in the Park
Three, Let the Teams sell Food and Water Mellon
Four, Have a Demonstration Game, or other Entertainment.. Perhaps just some good old fashioned 4th of July Music.
At parks there would be no drunkeness,
Open Spaces are Safer than around Homes.
If there were an emergency there would be sufficient number of responders.
Noise would be centeralized into one area of the city, any other areas under fire, would be clear, and more enforcable
The City of GT should Buy the Fire Department a Containment Container... to have on site of the Fire Department.

Partial Disclosure of Back Room Deals
Well, the city negotiator is the City Manager, and Redevelopment Agency Director non other than Mr. Tom Schwab.
The person Identified as the Negotiator representing the "Interested Party" is Bobby Forbes a local realtor.
WHO Ms Forbes is representing has not been disclosed.
Why is this in the Public Interest.
Well, to begin with, in the past, the city has negotiated a Purchase of a Redevelopment House, and then provided that Home to None other than the Negotiator in this deal, Mr. Schwab.
In regards to this particular home, there is reason to question the reason for the city to pre install lavish features at tax payers expense and interest, for a buyer who remains unknown. Has a member of our Council purchased the house? or a Friend of the Council. Or is Mr. Schwab trading up to the house he designed for him self? We can only speculate. Why can we only speculate, well, perhaps because they meet behind closed doors.
Oh what sport.
Why are Grand Terrace Grants Being Spent as it is?
Yet, we are being told they will rent from Jacobsen and Family.
Grant Money for chirping Cross walks. Comments made by council do not indicate an interest in promoting pedestrian travel in Grand Terrace. Why not have a chirp for a walker, even in the middle of the night. Would you rather hear an ambulance.

On any day you may walk into the counter and be told Yes, you can have a this or that without a permit. THEN, build it, get a complaint, and YOU are forced to Kiss the ..... of the Council and Planning Department, and run the obstacle course. So when you build it they will come, tell you to take it down. Rather than telling you what how and where to begin with. NOW they want the citizen to redo it.

Now, the City has decided it needs an Ordinance to Regulate HAM Radio Towers, Now there is a moratorium, and an Ordinance will be written. Could it be that no enforceable Ordinanance was in existence at this time or at the time the Tower raising the ruckus was built and thus it is grand fathered in. Now to be sure you don't run out and build a tower... You should know there is a moratorium until they write them.
Fireworks Sales:
Yes, the city will be paying for law enforcement, and opening the parks on July 4th. Odd that the discussion was when to close the public park from public property. IF The City Allows Fireworks in the neighbors yard, why not in a park. In a Park there is no alcohol... or so we would assume. In the private homes there is frequent drunkenness mixed with Fireworks. Even the Safe and Sane Fireworks are Insane when Drunk. At Least in the Park Drunks can be arrested, cars properly searched, and so forth.
What is the Cash Flow. How much out of the city, for what Earned by the Sports Teams?
I understand the grassy slopes and hills being high fire concerns, however, I'd rather see grass burn, than a home, garage, or childs hair, skin, and eyes.
If the city actually wants to fund Youth Activities, Fund THEM Directly, rather than indirect funding by paying law enforce for what they should be doing in the first place, and we know will not happen.
Mr. Hilkey may want to know there has been an arrest: But, the odd thing has anyone considered, the firework problems after the 4th will not be enforced with the same teeth. So Alert all Nair Do Wells, Illegal Fireworks use is unenforceable in Grand Terrace on all other days other than the Narrow Enforcement Dates June 28 to July 5.

City Manager Schwab, responded that the 04-05 City Budget was in excess of 10 million dollars and believes that it was closer to 12 million. The FY 05-06, he believes is 24 million dollars and the reason for the increase is capital expenditures. The RDA has not issued any new tax allocation bonds. RDA funds are being used for everyday functions. The house on Arliss is currently in escrow for $510,000.00 and when escrow closes we will make a full report on that transaction. The marketing and feasibility study on the OAC belongs to the Developer. Mr. Hays can request a copy of that document from the Developer. He encouraged Mr. Hays to look at the contract with the Sheriff=s Department because it calls for one deputy 24 hours a day seven days a week. In addition to that, we have two 40 hour deputies that are contracted to work during the balance of those shifts in one week. He stated that our contract could definitely use some additional reinforcement. The graveyard deputy does not have any back up from the City of Grand Terrace, however, because we are fortunate to contract with the Sheriff=s Department we get back up from Loma Linda and the County area. The Jacobson=s project is currently undergoing an Environmental Impact Report and when that is complete it will be given to the Planning Commission and the City Council at which time it will be a public document and available for anyone=s review.

CITIZENS ARE BEING RAILROAD BY DEVELOPER
The citizens of Grand Terrace have been saying for two years that they do not want a Lowes. Why do they keep regurgitate these ideas. Do they really think the Citizens of Grand Terrace won't notice until it is too late. We are not hillbillies without an education.
I propose that the City Council request citizen volunteers to come up with a plan for Barton Road and fire Jacobson and his manipulations and side shows. We could invite developer competition. That is the American way.
Or, just give up the idea turn it into a park. We need more parks because half of Rollins park (the large track and lower field) cannot be used during the school hours. And when the highschool comes in we will not have access to Pico Park because the high school will be sharing it.
The Lowes project was originally part of the OAC until Jacobson thought he could make more money faster by puting it on the main street of Grand Terrace. Traffic was to be filtered through the OAC and not diverted down Barton Road.
Has anyone noticed how much vandalism and graffiti is going on now. Why are they putting up block walls on all the new projects?
Issues to Bring to City Council Meeting
Arrest Report 02/2006 Time Study
read the post on Feb 4... it compiles GT Arrests for Feb to date..
The Citizens requested a rough Time Study of sheriff Activity in GT. Of course resource material is limited. We citizens do not have any way of knowing how many calls are made into dispatch, how many actual check up calls are made by an officer, how many old cases are solved, or what the call response time average is.
We don't know or have ready access to crime reports, or accident reports. We are not well informed of the plans of the Emergency Operations Office. Why is the city so close to the vest with information? An informed public is a safer and more involved public. OH perhaps that is the reason, they don't want public participation..

From the Email InBox: Concern about Council Action
Come to find out the City owned it and didn't know it.
The Town Center traffic study will be included in it's E.I.R. Now who do you think will conduct those studies. The State conducts one also and according to Schwab and Jacobson, if the State says the traffic impact would be too great for the City to bare the project can't go forth. Any bets.
The West end of the T/C has the driveway for the library and truck traffic which are one and the same, next to the entrance and exit for the T/C on Michigan. These driveways are directly across from Commerce Way that will become the off ramp for the freeway that the city says they will construct in 05-06 per the April 28 Staff Report minutes at a cost of about $6,000,000. Now picture if you will the traffic from the freeway wanting to turn left on Michigan to get to Barton Rd. The vehicle traffic wanting to turn left from Michigan to get into the T/C and the library including big rigs. Then there will be the traffic exiting the T/C onto Michigan wanting to turn left and right. So what say we drop a bunch of kids in the middle of all this going home from school, driving home from the High School and just "hanging out".
It's O.K. They don't belong to Jocobson or a Council member so they are dispensable. Maybe one of the day laborers will be hired by the city as a chaperon to guard the small ones from being run down by a truck that didn't see them because he was trying to beat the traffic to turn into or out of the T/C.
Now lets salt the mix with the traffic that will be coming from the High Grove 2400 housing project and all the dignitaries that will be rushing to use the amenities at the new Water Company building. We won't have to worry about the Skating Rink because no matter what Schwab says it will be gone as will the other business's on Commerce for the new well thought out off ramp that is for no other purpose than to direct traffic into the OAC.
Oh did I forget to menition the OAC with it's twenty thousand vehicle trips a minute. That will most likey have no impact either, anyway no impact on where Schwab and the Council live and that's all that matters.
I'm sure if the City can find Megna he'll be more than glad to work it out with Koontz and Schwab. Just fork over a few more hundred thousand to Megna and Koontz, and his company he works for the other three days of the week.
Nolte Engineering. Developers must have put out the word that anything in Grand Terrace can be bought especially City Hall, but only west of Honey Hills. The only place safe to live will be Honey Hill's. Now I wonder why I didn't think of that sooner.

From the Email Inbox: What is Missing in this Picture
Are the Plans Presented, the ones that will be delivered? The Savon Building is not what was presented at the public meeting. In addition to the building being different, the ugly block wall on Mt. Vernon was never indicated in the plan, and it has a significant visual impact on the center of town. The scale of the building is inappropriate for the space and location. Take a drive to Pico Rivira and drive down Whittier Blvd if you want to see more of the same type of "Redevelopment". On one side of the road you have quaint individualized unique buildings, on the other side you have fake adobe boxes.
When a Civilian, Property owner approached the City Council for a map change dividing a large piece of land into three plots for their children. The Council insisted that a map change could not be done unless the road improvements were funded prior to the change. This raises the next concern.
Jacobsen Family, Grand Terrace Partners, and CJUSD have not been held to the same standard. The roads they intend to use are not sufficient for the increased loads of traffic use and weight. Who is going to repair these roads? Who is going to provide the side walks, lights, and street widening that would be required to make life and travel less dangerous, and costly to the average citizen. Are these contractors/developers/ and agencies being held to the same standard of the Private Citizen wanting to subdivide for their children?.
The answer is NO. There are not plans, no funds, not even a realistic traffic study done for any of these projects, yet they go forth.
How many more pedestrians, cars and heavy truck would have been the result of a family sub dividing a piece of property for the benefit for their children. Perhaps one could say MINIMAL. How many more pedestrians, cars and heavy trucks will be the result of the Town Center/Lowes Plan, the High School, and the Out Door mistyping Project, (what ever that may be in the future)?
Expect potholes, crushed pedestrians, more traffic as parents are forced to drive children to and from neighborhood schools.
When the city decided to have a City Image, rather than the Country Image they should have put in City Wide Street improvements (Sidewalks) all through Town. The original plans did not include sidewalks as a design element in an effort not to look like a "City" but rather maintain a rural atmosphere. One can question that design choice however it is what it is. Now that the "City" is moving to being a "CITY" with big stores, increased traffic, and all that brings Sidewalks, and roads are part of that requirement.
Odd isn't it what the City Council will require of an individual and a family, and not to a Developer or Agency. Is it the intent of the city to require these improvements be fully funded prior to the Plot Map being redrawn, as they required of a private citizen, subdividing the farm on paper alone?

A resident who has opposed the use of eminent domain to acquire land for the Grand Terrace Town Center now seems to want her property included in the project, officials say.
Until now, Jo Stringfield has resisted condemnation of her 1.9-acre property within the proposed Town Center project site so that she could stay in the home where she grew up and planned to retire. She has been helped by about a dozen volunteers who have formed a group called No Eminent Domain for Private Gain.
To keep some control over what her property is used for, Stringfield said, she submitted her own plans last month for the 20-acre Town Center project. The plans call for Stringfield to give up her house.
Last month, however, City Council members expressed hesitation about using eminent domain for the project.
And City Manager Tom Schwab said he has since met with Stringfield's attorney, C. Robert Ferguson, to inform him that an option being considered is a smaller Town Center so that Stringfield can stay in her home.
"I mentioned that it appears that we might only develop the 15 acres to the west of (Stringfield's) home and basically leave her alone, and that's when he started asking about her proposed project," Schwab said.
If the council agrees to develop only 15 acres, Schwab said, Stringfield's proposal wouldn't be considered because her property would no longer be involved. Under the Redevelopment Act, homeowners facing eminent-domain proceedings have the right to submit their own plans for the redevelopment of their properties.
"Now that it appears they might get what they say they wanted, they are fighting us because they want to develop the entire 20 acres themselves," he said.
Ferguson said by phone that because it appears that the city will not condemn his client's property, he is putting together a package to submit to the city and move forward. He declined to elaborate further.
The City Council is scheduled to evaluate both plans within the next few months.
The proposed Town Center project includes a Lowe's Home Improvement store and a Stater Bros. market. Stringfield's plans include a Best Buy, office supply store and pet store, but no Stater Bros. Market.
Stater Bros.Officialss have signed a letter of intent to relocate to the Town Center once it is built.
The volunteers of No Eminent Domain for Private Gain are using a vacant store at the Stater Bros.Shoppingg center as headquarters.
Chuck Hornsby, who has volunteered at the store for about 25 hours a week, said he thinks the group has been successful at raising public awareness.
"I know the store has influenced public opinion. People give us words of encouragement and tell us they believe in what we are doing," he said.

One must assume Officials Say is City Manger Tom Schwab Says, as he is the only Official Quoted, if this is not the case it would be nice to know who the Official is.
At the Council Meeting Mr. Schwab precluded the "Piece Meal Development of the "Property". Yet, he failed to disclose that the most current General Plan or Specific Plan for that area, includes drawings that do just that. Jo'Property and those to the east are developed separate from the ones to the west. Theoriginall Town Center Plan Did not include Jo's Property.The Town Center Plan is revised and revised continuously. If the City Council was not considering the option of Eminent Domain they could have rejected the Evaluation of the Value of Jo's Property. They could have used that opprotunity to direct the City Manager to stay out of the negotiations between the Developer Jacobsen and Jo. No the City Council went forward with the first step of using Eminete Domain on the Recommendation of City Staff, a staff lead by City Manager Tom Schwab. That step has not been reversed, it is still over shaddowing the ownership of the property and Jo's interest in protecting her rights and the full benefit of the property's use and value.
In addition, we must note that the Plan that was presented for the Savon is not what is being built. The public was not informed that there would be an ugly block wall mid town. The building is not attractive, does not add to the small town quality of central GT. Nor is it in line with the Specific Plan. Let's hope big trees are part of the plan as it stands it is UGLY and a half. It looks like the little sister of the Empty Kmart down the hill in Colton.
Second of all. Jo has been put through the proverbial wringer. She has been forced into contemplating all the possible options available to her. Particularly when she faced a string of continued threats or at least innuendos of the use of Eminent Domain to obtain her property for the sole purpose of providing it to another private developer. It was after this torment she began to think, of other options which may better use the property and provide an income for herself. Included in her plan is a multiplue use feature which would put residential units above comercial office space. She would continue to live on her property if this was permitted. It is not her desire to move. This has never been her first choice.
Jo is not some how immoral, illegal, or unreasonable. She is being reasonable, sound, and intelligent. It is City Manager Tom Schwab's tone and defensivenesss which is offensive. This whole situation is offensive. Shame on the City Council, Shame on the City Manager. Shame on any business willing to locate on land obtained this way. The city should have never been in bed with Jacobsen in the first place. Now this Social diseasee is spreading to Private Land Ownership Rights, and it must stop.
A word to Jo and the NEDFPG folks:
Jo regardless what action you take from hence forth, you have stood your ground, exercised your rights. Folks in Grand Terrace should thank you as your actions directly affect their property rights. The group now formed at the No Eminent Domain For Private Gain, have taken up the cause. Perhaps that same momentum can call into account the city's operations and misuse of RDA funds. This property issue is the straw which may break the back of back room meetings, decisions, conflict of interest and corruption in Grand Terrace City and Redevelopment Agency Operations.

We have a regular visitation of 35 to 50 readers a day, with nearly an average of 2 pages read per visit. Knowing that a "Page" can be equal to the entire month's post that is quite a bit of readership.

CVS will be buying 700 free-standing Sav-on and Osco stores. Including in this are about 350 in Southern California and a distribution center in La Habra. Is out Sav-on one of them? Or will the building be vacant, as Albertsons get out of the business of Drug Stores in the land of Kaiser and the HMO?
Who knows what will be will be. The thing... also know as a building certainly is not what was presented at the city council meeting during the publics opportunity to voice their concerns. Who knew that that Plan that was presented would be truncated. Who knew that there would be a gigantic graffiti inviting wall facing Mt. Vernon. Where was that in the Plan?
Will the Corner continue to have a blind spot making a right turn on a Red Light a venture dependent on a hope and a prayer that a speeder isn't coming around the curve to wacky you as you turn west onto Barton Rd.?
Who knows what will happen in Grand Terrace. Not the Citizens that's who.
Are the Owners of Manhole Builders coming back? Will X Mayors register as lobbists? Will Anyone promoting an RDA Development be required to make financial disclosures? Hmm... what an interesting little town we all live in...

As to the high school again. Took some thought, but perhaps I now understand just why the school district is all upbeat and in a hurry for the job to get going.
It revolves around funding. One of the things pointed out by the school board representative was that construction costs seem to be lowering a bit lately. It was mentioned that the school district had budgeted about 50 million for the structures. Let us say, that the bids come in lower, maybe at 47.5 million, then this leaves them (what they think) is free money due to surplus. Of course this gives an upbeat feel to the perky rendition given by the representative.
The school district can then go right ahead and ask for construction bids on part of the infrastructure up to 2.5 million, for they budgeted 50 and now they finally have a feel as to how many other dollars they can blow. Iffn' this comes in a bit under here too, they can then announce in one way or another either an expansion of the project, or higher wages for the teachers. And won't that get the ink in newspapers?
They got a new high school, built a few perfunctory roads, and gave the teachers a raise. All within budget too.
However, only thing that louses this up is if the bids come in higher than expected. The school district still needs the infrastructure and those costs can't change. So the City of G.T. (and residents) will have to cough up for the shortfall. I think this is how the expences were meted out for the schools in Moreno Valley back in the 1980's.
We however, must remember as pointed out by Patricia Farley, cost or not, it is still way too big for the community needs. And a couple months ago, ran into a lady who works for one of the Riverside school districts. She was happy too, for that due to new rules from Sacramento, this gives them the opportunity to ship a few students w/o a desk over too. These students (the undesirables, criminals, or those who got otherwise suspended) MUST find any school which will accept them if they want to graduate.

Went to combined Colton School Board and G.T. City Council meeting on Thursday night. It was my feeling that the City Council just sat there like a group of sacrificial lambs, not understanding what was going on, while the School Board rammed their thoughts on through in a very practiced manner. For other than one comment by Bea as to grass and trees (a $1000 item) none of the council members brought up the situation
that the City residents would be asked to contribute millions of dollars to install the surrounding infrastructure.
In the report prepared by the School Board's consultant, there were numerous, numerous comments by the G.T. city staff as to the shortfalls. In my opinion, the city staff was a bit reserved in their comments. Odd, in that in personal talking to the city Planning department, even Asst. C. Mgr. they are universal that the environmental report has some serious errors and omissions. Biggest omission being the funding. For the report mentions that the school site only, the structures, has been funded, but zero has been funded for the streets and roads of the area, no traffic signals, no street widening of Michigan, no pipelines. I have been in this business for a good thirty years now, and the lack of concentration by the city council on these very, very expensive items is very unprofessional.
As per my earlier mention, the G.T. city council has displayed a lack of professionalism in not recognizing where and how city money is being spent. They tend to worry about some $1000 item and do not comprehend that they will be approving and saddling the city residents with a multi-million dollar expenditure. And again, by permitting the school to come in, there is yet another reduction in the land tax basis.
Patricia Farley pointed out at the meeting the impact of such a large facilities installation within the city. She kindly pointed out in the three minutes before the podium that the school was going to get about 3000 students and a sports arena for 5000.

More accurately the school is going to have an immediate enrollment of 2500 students, and then in 2-3 years be up to 3000.

More accurately the stadium is only designed for 4,500 visitors initially. It can be expanded another five hundred after two years.
As you can see Patricia had all her facts wrong. She was lying all the time. Although the school representatives had fifteen minutes to explain this away, Patricia had only three.
When it was brought up by the school district representative that the infrastructure was not really considered in the report, it was mentioned that these details would be worked out quickly between now and June first of this year.
"Please approve and endorse our big new school" for we want to get to building by July. The details regarding construction of infrastructure and payment by the city can easily be worked out. Much as saying to expecting parents that the child will only cost $$$, not mentioning that Birth is not all of the costs. Just the most immediate one.
Oh, and one other item went under the radar of the city council. For they got the need and addition of storm drains mixed up with the need for domestic water mains. Look for the G.T. Outdoor Activity Center to hit the pages once again. For the school district is planning on connecting their new storm drains into that as constructed by the O.A.C on the specific plan (funded by the city). For once you commit to a Specific Plan, then other developments can then base their needed pipelines into what is noted on the approved plan. Thus, if the city proposes something, they then have to come through with it. I think the city council wanted to languish for a while the O.A.C. and now it will have to be quickly resolved, and partly built for the school district need to use those facilities. Gee, reads like the city staff did not realize all the implications of their actions.
Back before the City of G.T. was incorporated, the biggest one in San Bernardino county was the new city of Rancho Cucamonga. I was on the consulting staff of the new city before they developed their own as they now have. The local school district had a set of plans quietly going on for years and then came in proposing a new high school on the extension of a straight street. The district only funded for the structures, not the facilities up and down the street. The district merely wanted to slap down about $100 of asphalt to tie in their parking lot into the little 50 year old two lane local street. We made a quick point out of this to the R.C. city engineer, and eyebrows were instantly raised, and then he took the situation to city council. For the new city of Rancho Cucamonga the school district was expecting them to come up with $3.5 million in off site improvements for the neighborhood. The school district loudly complained, said they were exempt, said how this would benefit the whole area, said it would beautify the whole city, make things safe, etc. but nothing of the costs.
The solution came to head about two months later, when the district came to the office of the Cucamonga County Water District asking for a water meter. As per normal procedures, the permit had to go through the city staff. And there is was denied. For per city ordinance, in order to obtain a new meter, all offsite construction had to be in place or engineered and bonded for. And thus, the school district could avoid the peering eyes of the R.C. staff, and city council but then they did not have water either. 'lemme tell
you, this readily got the attention of the school district. Within the same month there were plans, studies and specifications at the front counter for improving the streets.
Then a lag. Well, it seems the school district never considered as a part of their millions allotted from Sacramento to include the expected $3.5 million for streets. They had sent budget to Sacramento which only noted building, grading and little things like student water fountains. Items Only within the boundary of the lot.
Again. 'lemme tell you the school district had harsh words for us (the city consultant for discovering the omission) the city engineer (for requiring them to be installed) and for the city council (for delaying the opening of the new school). Then the plans got fast track approved, but no bonds. The city engineer refused to sigh the plans unless the bonding was presented. Seems the school district only assumed they had to do the engineering, not the funding. Then about 1-2 weeks later a check came forth from Sacramento guaranteeing the funding, if the city would approve the water meter application. The school district tried to wrangle out of this time after time. For the mere addition of the school wasn't argued, it was the IMPACT that it would have.
Later in the 1980's when the City of Moreno Valley incorporated, I was again on the staff there. (The new city of G.T. building inspector was hired at about same time, but in another building) Again, the school district had planned ten little elementary schools set throughout the city. And again, the district assumed the new city was rich, and would engineer and install all necessary offsite improvements from storm drains, pavement widening, sidewalks, and traffic signals. No.
In staff meeting, I mentioned how the city of R.C. had thwarted that school district. By end of day, Eastern Municipal Water district was informed NOT to install any water meters, except temporary ones off existing fire hydrants. And again the school district began yelling, but this time via their consultant Gary Bruton of Riverside, who got the architectural contract for the ten small schools. Seems they had completely forgotten to include the offsite facilities. Odd, too was that seems someone knew of the costs, for within one week the ten schools were suddenly trimmed to five. These five are today operating, and are placed on wide streets matching the remainder of the neighborhood, they integrate well visually, and have safe old traffic signals and crossing guards. It took yet another ten years and the remaining five were then built.
These two instances are the only ones I have direct memory of. I really think now more than ever, this city council has gotten over their heads. For merely agreeing that the concept is a "Good idea" meant to the district a tacit approval of everything they propose. The city staff isn't stupid, they saw right on through the report filed, and then the council either didn't read the recommendations, or glossed right over them. 'lemme tell you, a letter to the Governor’s off as the city engineer of R.C. did get the Attention of the school district - quick. And surprise, the funding which the city would have to come up with is found within the state school district budget in minutes then too. As Steve Berry mentioned just the other day, he too doesn't see how removing property from the tax roll and incurring the hidden costs will benefit the residents of the city. But he doesn't live here either. But he isn't stupid in reading the report. Instead he has been asking the
city residents to complain, ask for an accounting of the real costs for what the city of G.T. will be expected to pay out.
Someone within the city staff needs to send a letter off to Sacramento in explaining how the school district is steam rolling the residents. And as Patricia pointed out the proposed school enrollment is about 1/4 the current population of the city. LIES... the school district representative points out it is only 23 percent. Then when she mentioned the stadium seating was about 1/3 the population of the city, LIES!! Again, for it is closer to 37% When Patricia pointed out that the school with cause an increase in traffic of about equal amounts, LIES!! for a few students will walk to the grounds and others will be bussed in from miles away.

Forced out unfairly
I missed an opportunity Jan. 26 to speak out against eminent domain at the Grand Terrace City Council meeting.
The council voted that night to accept two appraisals given to the city on the last remaining parcels developer Jacobson Family Holding LLC wants for its project.
As I understand it, this is the first step in allowing the city to be able to declare eminent domain on these properties, since the owners won't conform to selling them to Jacobson.
Some things just aren't for sale. What part of no don't they understand? Why should you be forced to sell your property for another's gain?
There has been a number of stories in the media about one of the property owners, Jo Stringfield, that have made her look like the bad guy. I've known Stringfield since 1960 she grew up in Grand Terrace, just like I did. She's a very nice lady. Perhaps, the council and others should try to get to know her before they force her out of her hometown.
When I plan to sell my home, I can get as many appraisals as I want, take the best offer and sell for the highest amount. Stringfield doesn't seem to have that luxury.
She can only take the appraisal offered from the company appointed by the city and the price they offer. Does this sound fair? All of this in the name of a new library and big-box business.
Since she's being forced out, she should have a choice. I can't imagine being forced from my home or business, can you? This isn't for the public good, it's for personal gain.
Everyone in the city should be concerned about this project. Who's next?

Drug Arrests Near Terrace Middle School
Parents should be aware of the Drug use Around Our Schools.
Persons Using Drugs in our community should avoid being in possession of Drugs and Under the influence of Drugs while in the proximity of a School. Additional Felony Charges can be applied. Why weren't they? Is it time to take the home or apartment building hosting this activity?
DUI Drivers not being Booked... Yet another safety issue for Parents to think about. A person who drives drunk at night will drive drunk during the day.
Teach your children about these safety problems in our community.
Traffic in Drugs, Booze, and who knows what will increase in the current Development Plans of this City. Teach and Teach your Children Well. Oh and Traffic such as Cars will also be an added problem to your youth.
Grand Terrace and CJUSD The Show To Come
Now in addition to the traffic the Citizens of Grand Terrace are going to help pay for the City of Riverside, to move a Water Pipe so the CJUSD can build the school. Shell Game any one?
Citizens of Grand Terrace and the Grand Terrace RDA will have to find the funds to do this. Is this a legitimate use of RDA funds? Not that we have any indication that it Matters how RDA funds are spent in GT. That is $1.02 MIL Folks. $ 1,020,000.00 is a chuck of change. It may be ok to use the money that was "Earned" by selling the property, however, it may be required that the RDA manage that money for Low and Modererate Income housing, and not the moving of a water pipe. THERE are believe it or not laws and regulations on how RDA funds are spent. Income from a sale of property is or should not be considered General Funds Money, or even RDA funds without designated uses.
Perhaps the expence sharing formula should be based on who will populate the school. GT has about 700 HS Students. That is a bit less than a third of the 2500 students planned for. Don't we already pay taxes for the school district? Now we are going to pay to move a pipe? How about, not building on the existing pipe... design around that feature..
The school district still needs to acquire all parcels for the project, get clearance from the Department of Toxic Substances Control and obtain the California Department of Education site and plan approval. The City of Grand Terrace is moving the water pipe. What IF the school can't be placed there, then what?
How are the Citizens of Grand Terrace going to fund the expense of an additional sheriff, or Colton PD Officer.. OH that is what is meant by a "RESOURCE OFFICER". Will this be sufficient coverage on Football Nights? Perhaps part of the design will have a holding cell so people arrested can be picked up by a paddy wagon, instead of taking them in one at a time and leaving the community at risk during the booking of arrested individuals.
Where on earth will the people Park? Is there going to be a parking structure that we have not seen the plans for yet. Or will the streets and neighborhoods be widened to serve as parking facilities, for the daily 2500 students, teachers and on football night parents and fans? No Traffic Plan was sufficiently discussed.
Toxic Report Still Pending: All this can still be moot if the land is Toxic. Is that a possibility. A portion of the land was once was identified by our own City Manager as chemically Dirty Industrial Property, as being the justification for the RDA to purchase and "Redevelope the Property" as no one else would be able to do the required Clean Up.
Has the Peaker Power Plant across the street been aborted?
Yes we need a High School. But, once again there seems to be reason to question the integrity of the process and the individuals governing that same process. What is not in question is that the Citizens of Grand Terrace are being ill served by those governing our community.

Now when the RDA is asked who did they approve the sale of the Arliss House, they say... YOU have no right to know, until AFTER Escrow Clears. NO.... you ask who your daughter is dating, and meet them before there is a PREGNANCY, no BIRTH, ... Or one would HOPE.

It has been requested that the time it takes to make an arrest and book the individual be calculated. There is no way to determine the actual return to Grand Terrace Time when an individual is booked. We can calculate the difference between "Arrest time and Booking Time" and be sure that at least one GT Deputy is Out of Grand Terrace on that Task. During the Night shift there is Only one Deputy on Duty, and during some of the Day shift there is only one in GT. This is the concern of the citizens who bring it up at the council meeting. A single deputy on duty puts the city, and citizens at risk, and it puts the deputies at risk also. e) (1) When a battery is committed against a spouse, a personwith whom the defendant is cohabiting, a person who is the parent ofthe defendant's child, former spouse, fiance, or fiancee, or a person with whom the defendant currently has, or has previously had, adating or engagement relationship, the battery is punishable by a fine not exceeding two thousand dollars ($2,000), or by imprisonment in a county jail for a period of not more than one year, or by boththat fine and imprisonment. If probation is granted, or the execution or imposition of the sentence is suspended, it shall be acondition thereof that the defendant participate in, for no less thanone year, and successfully complete, a batterer's treatment program, as defined in Section 1203.097, or if none is available, anotherappropriate counseling program designated by the court. However,this provision shall not be construed as requiring a city, a county,or a city and county to provide a new program or higher level of service as contemplated by Section 6 of Article XIIIB of the California Constitution.
