To the poster or owner of this blog....It seems that one can be under the assumption that you would like to run for City Council?? Can't help but wonder if you're one of the public gad flys who come to the City Council meetings and ramble on and on about the city's plight of kick backs and under the table dealings and negative impacts and pollution...blah blah blah... Yes, that's all we need are a bunch of people who do not know anything about governmental law running the City. God Forbid...then it would truly be the LUNATICS RUNNING THE ASSYLUM!! ROFLMAO!!!!!!!!!!!!!

What I know about Governmental Law is First based upon the Bill of Rights, the Constitution of the USA, the California Code, and Grand Terrace City Code. My knowledge and views on Government Contracts, Environmental Impact Studies, Open Meetings and Negotiations, and Redevelopment Agency, and such would not classify me as a lunatic.
This city has trampled upon individual's rights, played favorites with its dealings with developers, neglected to question the functions and actions of this and the prior city manager, and will continue to do so unless their noses are rubbed in it on a regular basis. It is hopped that criminal investigations may be started into the activities of the City Manager, and the Redevelopment Agency, and any Council Members who may be actively participating in activities which tramp on the rights of individuals, and the improper expenditure of public funds.
I am not going to run for any office that would be a personal set back.
However: If I were King of Grand Terrace these would be my first acts.
Restore the rights of all property owners to:
Have 6 chickens, milk goats, dogs, cats or any other animal that makes less noise than three children playing basketball.
Remove the Town Center Plan zone changes and restore pride in agriculture and encourage small specialty farms for local produce market.
Encourage local employers to hire GT citizens and develop a plan for increasing employment opportunities for citizens in Grand Terrace, including very liberal home based business licensing and assistance. Provide a bus stop for the IE149 going to Orange County. I'd also figure out a way to get people to the San Bdno MetroLink Station by bus or van.
Make sure that grants were not applied for just because they are available. Grants should only be applied for if they provide funds for specific activities that the citizens want.
Make sure that all business were treated equally. For example, if Miguel's gets to have a drive through, than the City should permit all other restaurants the same opportunity, for a drive threw or curb pick up service.
I'd reduce the speed limit to 35mph max. I'd make the bike lane available to LEV's and encourage citizens to use them.
I'd make sure that the City Manager was not paid more than a first year teacher. I'd make sure that the City Managers of the future would not be paid with houses and or be compensated with perks that an average citizen cant obtain from employment here in the city.
All city contracts will be bid
All meetings in public. Including Personnel Matters unless Prohibited by Law.
Show actuals vs budget when making all reports
Pay the city secretaries and clerks more.
Insist people speak into the microphone during public meetings.
Encourage all churches to provide space for week day youth programs.
Make it possible to build a small home or apartment complex for those who desire less expensive housing or smaller accommodations.
Encourage 4H the to have a herd of goats for weed control on city, and SCE property, and for home owners with large lots.
Start a City Band for all ages.
See that music and dance and arts programs are made available in our parks.
Every last cent would be accounted for.
Every transaction will be known, and documented.
Every contract will have clear terms and conditions.
Every subcontractor will answer not to the city manager, but to the city council and mayor.
Every staff report will be written before it is presented to the Council or Redevelopment Agency or Planning commission.
All documents will be posted on the internet for public view. All documents will be in language that can be understood and not in code numbers and acronyms only.
A complete current City Code Book should be on the internet.
All ordinances should be written as measures and voted on by the citizens.
All ordinances should be reviewed every 6 years.
All City Employees, and volunteers should be drug tested on a regular basis including City Council Members, and Contractors.
