RESOLUTION NO. 06__

RESOLUTION BY THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA, DENYING TENTATIVE TRACT MAP NO. 06-01(COUNTY NO. TTM 18071) FOR A 20 LOT SINGLE FAMILY RESDIENTIAL DEVELOPMENT ON A 8.26 ACRE PARCEL LOCATED ON THE NORTH SIDE OF PICO STREET 150 FEET EAST OF KINGFISHER ROAD IN THE CITY OF GRAND TERRACE, CALIFORNIA

WHEREAS, the applicant Karger homes has applied for approval of Tentative Tract Map No. 06-01

WHEREAS, the proposed lots do not comply with the 20,000 square foot minimum lot size of the current property zoning and therefore the proposed lot sizes will not be in character with homes developed to south of this development or what could be developed to the east of this development.

WHEREAS, this development will result in some 50 additional vehicle trips each day than would be allowed under the current zoning (20 homes versus some 15 homes) and downhill west bound speeding on Pico Street would be expected to increase over the current zoning. Whereas Pico Street is a walking route for school children and numerous young children do live and walk in this area.

WHEREAS, this proposal would put more homes than would be allowed under the current zoning within the downstream path of the existing 2 million gallon reservoir next to this site in the event of a major earthquake.

WHEREAS, the boundaries of the 20,000 square foot lot zoning in this portion of Grand Terrace appear logical and cohesive and would diminished by the proposed subdivision.

WHEREAS, building pads are proposed to be built up on several lots which will tower over existing residences on Kingfisher and block views and sunlight.

WHEREAS, walls likely in excess of 9 to15 feet in height or more would be developed that will block views and sunlight and create a visual blight and be a graffiti magnet that current and future property owners will have to maintain.

WHEREAS, an alley/sewer/stormwater treatment facility is proposed which would likely create hazards for adjoining residents which are not being addressed by this development application.


WHEREAS, no specifics on the design of the home were provided and the developer never worked directly with neighboring property owners to resolve any of the aforementioned issues.


IT IS RESOLVED THAT Tentative Tract Map No. 06-01 (TTM 18071) is hereby denied subject to the previously stated findings within this resolution.

UNANIMOUSLY DENIED by the City Council of the City of Grand Terrace, California at a regular meeting held on the 8th day of June, 2006.
