Once a piece of property is designated "Blighted" the city or the CRA can take it away from the current or future owner with almost no recourse left to the property owner. The Designation of Blighted sticks to a property even after it has been "Redeveloped".

This makes Investment in the Town a Higher Risk, than those properties that have never been so designated.
