3. CONSENT CALENDAR

The following Consent Calendar items are expected to be routine and noncontroversial. They will be acted upon by the Council at one time without discussion. Any Council Member, Staff Member, or Citizen may request removal of an item from the Consent Calendar for discussion.
Request the Check Register be ON LINE or Read in Public It has been reported that the $800,000.00 second payment is on the check register. The payment is for the Dodson's Property, Negotiated by Terra Loma owned Gene Carlstrom, a former Council Member., the Dodson's Relative, and Current Employer of a Council Member's Spouce, and a former employer of a Council Member, regarding a property and owner, which City Manager stayed prior to the City Buying him His HOUSE. (This Deal was done behind closed doors, and not announced untill the first payment was made last meeting.) (The Public was not given an opprotunity to address this action unitll it was through Escrow). The associated "Management" fees for the property have also been negotiated without public review or concent.

Apparently there are no Ordinance on the Agenda this is just a Place Holder in the Agenda Form.

These Minutes should reflect the concern over the payment to Terra Loma, who said what.

4. PUBLIC COMMENT
This is the opportunity for members of the public to comment on any items not appearing on the regular agenda. Because of restrictions contained in California Law, the City Council is prohibited from discussing or acting on any item not on the agenda. The Mayor may request a brief response from staff to questions raised during public comment. (Remember the three minute rule applies here. This is for items not on the Agenda)

6. PUBLIC HEARINGS

A. Appeal of SA-05-06/E-05-04 (Manhole Builders) Applications for a Site and Architectural, and Environmental Review to convert an existing single story, 1,350 square foot residence into an office and the conversion of an existing barn, garage and several outbuildings into approximately 3,500 square feet of material storage warehouses. There will also be approximately 70,000 square feet of outdoor storage and approximately 10,000 square feet of production

F: Revision of all Codes and Ordinances 400 Pages in Library
G: Rental Inspection Fees: Pending Decision for Future Evaluation
H: Corporation for Better Housing/ Blue Mt. Senior Villas Plan Changes and Zone Changes
I: Disclosure of the Law Suit Filed against the City

These are some of the items not finished and not listed on the to do list. Don't forget these things, least they be done at a time of low interest.


8. NEW BUSINESS

A. Award of the 2005-06 Street Striping Contract to the lowest Bidder Determined by Staff from the August 22, 2005 Bid Opening

B. Award of the Street Slurry Contract to American Asphalt South, Inc. for the 2005-06 Slurry Seal Program

C. Award of the Asphalt Crack Sealing Contract to Roadworks, Inc.

How many bidders did they have on each contract? Has any of the above contributed to the city's coffers for such activities as GT Days, or Concernts, or the Halloween Haunt?

THE NEXT CRA/CITY COUNCIL MEETING WILL BE HELD ON THURSDAY, SEPTEMBER 8, 2005 AT 6:00 P.M.


AGENDA ITEM REQUESTS FOR THE 09-08-2005 MEETING MUST BE SUBMITTED IN WRITING TO THE CITY CLERK'S OFFICE BY NOON 09-01-2005.

The Citizens saw the results of the "Closed Meetings" and non disclosure of information. The purchase of a Piece of property, negotiated by the Employer of the spouse of one Council Member, and the former Employer of a second Council Member, was a done deal, and check paid and cleared the bank before the Public had notice of the Deal, Price, and Terms and Conditions, and related continuing Fees to be paid. This is supposed to be an OPEN Government. Voting to ok the already written check was not the time to remove yourselves from the decision making process, nor was it the time to inform the public of the Deal being made. Shouldn't the "Management" of the Property be done as a result of a separate contract bidding negotiation?
