The following Consent Calendar items are expected to be routine and noncontroversial. They will be acted upon by the Council at one time without discussion. Any Council Member, Staff Member, or Citizen may request removal of an item from the Consent Calendar for discussion.

4. PUBLIC COMMENT

This is the opportunity for members of the public to comment on any items not appearing on the regular agenda. Because of restrictions contained in California Law, the City Council is prohibited from discussing or acting on any item not on the agenda. The Mayor may request a brief response from staff to questions raised during public comment.

6. PUBLIC HEARINGS

A. GPA-05-01, SP-05-01, SA-05-14, E-05-16 - a Proposal to Develop 120 Units of Multi-family Senior Housing, a 6,500 Community Senior Center, and a Four Acre Passive Park (This Plan has changed and should go back to the Planning Commission and Planning Department for Public Meetings and Review.)

An Ordinance of the City Council of the City of Grand Terrace Approving SP-05-01 (Blue Mountain Senior Villas Specific Plan) and Environmental Assessment E-05-16 (An Ordinance is a Local Law, an Law approving a special or specific project is not equal protection under the law.) (The Environmental assessment should be rejected on the basis that the Blue Mountain Senior Villas Specific Plan is contrary to existing zoning, and vacant land exists which has the appropriate zoning.) (The Blue Mountain Senior Villas Specific Plan is out of compliance with the California Redevelopment Agency Requirements to serve all categories of Low and Moderate Income Persons needing housing, and is not in conformity with Grand Terrace City Plans on file with the State of California.)

An Ordinance of the City Council of the City of Grand Terrace, State of California, Approving General Plan Amendment Case No. GP-05-01 for an Amendment to the City General Plan - Community Development Element to Add a New Land Use Designation of Medium High Density Residential (This New Land Use Designation and change to the City General Plan should take place before the Blue Mt. Senior Villas Plan should be addressed. The state has already indicated that the limited use of the Villas for Seniors ONLY would be cause to reject the Plan or Change in the City General Plan.)

The above three items should not be grouped as one agenda item. Listing them as one item limits public comment time and therefore an opportunity to participate in the government as citizens of the State of California have a right to.
