Now WHICH map is this? Hasn't the Staff been directed by City Council to be more specific as to what is being discussed. An address, cross streets would help the citizens know what is being discussed. THIS could be anything!
E. Transfer of Property from the City to the Community Redevelopment Agency (Staff Recommends Authorize.)
Here is another fine example of not telling the PUBLIC WHAT LAND IS BEING TRANSFERRED, for WHAT REASON.
F. Resolution - Summary Vacation of a Portion of Pico Street, E-06-10 (Staff Recommends Accept)
A street can go on Vacation?? No there is some type of property action here what is it? Is the city giving up the rights to a piece of property, to who for what reason?
4. PUBLIC COMMENT
This is the opportunity for members of the public to comment on any items not appearing on the regular agenda. Because of restrictions contained in California Law, the City Council is prohibited from discussing or acting on any item not on the agenda. The Mayor may request a brief response from staff to questions raised during public comment.
Here is where you can Speak for 3 Minutes on non Agenda Items: This is untrue that the City Council is PROHIBITED from Discussing any item not on the agenda, or we will not hear about how much they like a visit to restaurant, or library. This is a DIRECTIVE OF THE COUNCIL MEMBER FERRY AS A RESULT OF RECOMMENDATION'S FROM TOM SCHWAB AND JON HARPER. It is not what is in the Brown Act.

A. Zone Change Case No. 06-01 (ZC-06-01), Tentative Tract Map No. 06-01 (TTM-06-01/County No. 18071) and Environmental Review Case No. 06-03 (E-06-03) to Change the Existing R1-20 Zoning to R1-10 Zoning on a 8.26 Acre Parcel and to Subdivide the Property into 20 Single Family Lots. An Ordinance of the City Council of the City of Grand Terrace Approving Zone Change No. 06-01 (Z-06-01) to Change the Existing R1-20 Zoning to R1-10 and Delete the AG Overlay Zone for an 8.26 Acre Parcel Located on the Northerly Side of Pico Street Starting Approximately 150 Feet Easterly of the Intersection of Pico Street and Kingfisher Road and Environmental Case No. 06-03 (E-06-03) - Mitigated Negative Declaration as Provided by the California Environmental Quality Act (Staff Recommends Accept)
Resolution by the City Council of the City of Grand Terrace, State of California, Approving Tentative Tract Map No. 06-01 (County No. TTM 18071) for a 20 Lot Single Family Residential Development on a 8.26 Acre Parcel Located on the North Side of Pico Street 150 East Kingfisher Road in the City of Grand Terrace, California (Staff Recommends Approve)
(THE reasons this was a problem at the last Council Meeting is as important as the issues brought to the Podium of Public Comment. First, the Planning Department has not updated the City General Plan so all development has to go through the City Planning Commission, and City Council on a case by case basis. IF the Planning Department had its job done a General Plan would specify the requirements and permits required and the process would not include the need for an Ordinance or a Resolution in order to issue a building permit provided there is no zone change being sought. IF there is a zone change to be considered, it should be done and the General Plan UPDATED to reflect a change.) This would be an ISSUE of GOOD GOVERNANCE. It is an issue because without a General Plan, a property owner wanting develop their property is at the whim of the City Managers Blessing prior to getting approval on each and every development. This opportunity for great abuse.
B. An Ordinance of the City Council of the City of Grand Terrace, California, Authorizing an Amendment to the Contract Between the City Council of the City of Grand Terrace and the Board of Administration of the California Public Employees' Retirement System (Staff Recommends Approve)
How much is this going to cost the citizens? Who will benefit the most, the child care teachers of Tom Schwab?

Prior to the suggested Adoption if there are no further Amendment it be Accepted by the Council, Published and available to the PUBLIC for review before it is Adopted? So that the PUBLIC can offer Comment on the Document?
8. NEW BUSINESS
A. Appoint Voting Delegate and Alternate for League of California Cities Annual Conference (Staff Recommends Appoint)
WE should not be part of League of California Cities, nor should we send Council Members to attend Conferences where they learn to use Eminent Domain against property owners to force the sell of property from one private individual to another private individual.
