NO: California Redevelopment Association and League of Cities

Read into the Record a direct quote from The League of Calif. Cities website:

Eminent Domain (Kelo) and Redevelopment Reform. Early in the year, redevelopment agencies were running a gauntlet of legislative proposals aimed at stripping away eminent domain authority, forcing higher housing set-asides, and imposing other restrictions. Thanks to the excellent efforts of the California Redevelopment Association and opposition from local governments, many of the most onerous proposals have been defeated or stalled.

Several bills, however, including SB1206 (Kehoe), continue to have provisions that merit opposition. Yet, the real battle will come over the “Anita Anderson" initiative measure, which is anticipated to qualify for the November ballot. This measure not only contains many limitations on the use of eminent domain, it also expands broadly into the field of “regulatory takings” and would require compensation by state or local governments to property owners for impacts of state or local laws on property.

The above was read at the City Council Meeting by Bill Hays, as an argument against spending City Money for Council Members to attend a meeting where the INTERESTS of the Citizen are put behind the interest of Supporters of the use of Eminent Domain and Developers wanting to use Tax Payers Redevelopment Money for their Development Bank as the Citizen pays the tab and loses their property rights. WE citizens don't need to educate our council members on how to do this.

Why are we spending money to support the council members to attend this meeting which the Citizens a opposed to the purpose of the meeting organizers.?

Herman Hilkey Voted NO... to sending himself as a delegate to a San Diego Meeting of League of California Cities.

Membership to this Organizations should be ended, and as this council has not acted in the interest of the citizens a Citizen should put this issue on an agenda, and have a motion presented for a decision regarding the issue so that where the individual council members stand can be Duly Noted.

THE ATTORNY AND CITY COUNCIL MEMBERS FEAR OF THE ISSUE OF EMINENT DOMAIN CAUSED THEM TO INTERUPT MR HAYS's Comments prior to his ability to connect the above quote with a public concern that GT CITIZENS are against the actions and goals of this League's stated goals, and that GT CITIZENS should not send its Council MEMBER to VOTE or Participate in this activity counter to the interests of the CITIZENS.
