Kingfisher Delayed Again:

Council Members received emails and contact outside of public comment, (Was that what was said? (Did I actually hear that a Council Member received Email and read it regarding the issue of the proposed Kingfisher Development?) Those emails should be made part of the public record and presented to the public so that all can appreciate their content.

Council woman Garcia apparently admitted to having received emails on the topic of the Kingfisher/Pico area of concern.

Attorney Harper suggest to isolate the Deciders, (the Council) but leaves the dialog open between Staff, and Developer, and Neighbors if there is a continuance of the Public Meeting on the issues regarding the proposed development.

The zone change request has been sent back to the Developer, and Neighbors, and Staff to negotiate a compromise. This in spite of the issue that all the neighbors indicated a strong opinion that zone change.

Chuck Hornsby may be right, why have a Zone Map, each developer can just come in and make a change, if the neighbors don't object in an organized way. Of course if the RDA is proposing or backing the Zone change, it doesn't matter what the zone was, or what the neighbors think.


Public Comments still Open... Augest 24th, council is not allowed to talk to anyone on the topic. Perhaps this is a way a citizen can speak on a topic more than 3 minutes, have a council member table the issue and hold open public comment. Interesting process and procedure we have in Grand Terrace.

Communication to the City Manager... Was actually directed that the City Manager attend the meeting to aid the resolution of the issues between the developer and the neighbors. Back to Chuck Hornsby's comment, why have a zone plan, a general plan, or a housing plan if EVERY development is managed by Ordinance, change, zone change. Is this the way of all Development in the city? Interesting.

I am not against development of the particular property, I am concerned about runoff, perhaps a protective grove of trees to stop boulders and mud slides bouncing down hill and over the water company's retaining wall. We do need some affordable housing, why not build a housing project for (Section 8), 18 year olds aging out of foster care apartments of similar size as the Senior Villas and give the developer the same deal. Where is the planning, the design of all this? The Developer / Property owner will get his money out of the development. This is why there should be a plan, and money or profits are not the main motivation in changing a zone classification. Zoning should respect past use, or historical use, and the Best Future use of the Entire Community. Between those two places you have the owner.
