GRAND TERRACE - The words "duly noted" stick with Herman Hilkey like a wad of gum on the bottom of his shoe.

Grandpaterrace says: Read the article: support Hilkey's and Millers attempts to implement the word May, rather than Must in regards to the opening of public discussion and closed meetings. Let them know that their courage to resist the dictates of practices including closed meetings, limited discussion, comments, and information sharing is supported.
