Wheres The Pea?

Does anyone else wonder why the City issued thirteen million dollars in tax allocation bonds last Nov, and then turn around and buy three million of goverment bonds. At least we may be able to account for the three million. For how long is any one's guess. Which shell is the pea under? I challage anyone with the time to go look at the monthly voucher list,its the same as a check register, at the lieberry, whoops,I mean library. You'll have to ask the librarian for them. It's interesting reading. Take an asprin with you. The questions that will come to mind will give you a headache. (See voucher posted below)
