Project pushes GT budget to all-time high

- GRAND TERRACE - The largest budget in city history calls for spending about $9 million to build a senior housing complex and senior center.
The city expects to spend nearly $23 million in budget year 2005-2006, which begins July 1. The highest previous budget was $13.6 million two years ago.
