Bea Cortes Campaign Finance Records

Looking into who supports Bea Cortes can be an interesting experience. The Financial Records for her past campaigns is in a PDF file sent to the blog. Posting this years right now. If you want the full document it is available at GrandTerraceNews@yahoo.com . Warning I find the pages out of order... makes it hard to read. Will try to fix that problem.

There are some accounting errors on the pages including the report for this year. In addition there seems to be an excessive amount of travel and communications expense for a campaign that is in a town the size of Grand Terrace. Those expenses were in prior years. This years campaign seems to be a bit more frugal. But, one can only wonder how some of the costs are so high in past years and not needed this year.

It is important to note that the closest campaign contribution was her own loan of $ 3,000.00 to the campaign, and some Food from Larry Sharp in Redlands that reached the reportable total of $ 250.00 this last reporting period. She has spent nearly all her funds and this time there is no payment indicated to Chris Jones nor is there a debt listed. Is he getting paid for his services by some one other than Bea Cortes? If so that is a contribution that should be reported.

Check out who contributed to her campaign. NONE - ZERO - ZIP came from Citizens in Grand Terrace. In addition she has contributed to the The Friends of Grand Terrace and the Soccer Club prior to the end of the campaign Her contributions are telling. Ask yourself is it to buy influence and favor from voters? In the past she donated to the City of Grand Terrace, Women'sClub, Chamber of Commerce, and Lions.

The campaigns are coming down to the wire. Given her prior Declarations as to her income, one wonders where and how she will pay for Chris Jones. She would have to declare and accrued debt and report it. In a prior campaign she paid him 1000.00 for services rendered.

All Contributions are recorded as received on the Same Day.

$ 2,372.02 Total Campaign Expense to Date

The Summary Page is a bit off in its reporting. If the total to date totals are correct then there needs to be an amended report.

$ 1,163.00 Cash Balance On Hand Beginning
$ 1,250.00 Contributions
$ 3,000.00 Loan Reported but not included. WHY?
________
$ 5,413.00

Or

$ 2,413.00 IF she Didn't Loan the Campaign what she reported she did.

The loan amount should have gone into her Campaign Fund and be accounted for as available cash to the campaign. Then if you take the $ 5,413.00 available to the campaign and subtract the $ 2,372.02 she reported she has spent to date (The food is a wash). She should have an ending balance of cash in the Campaign Fund of $ 3040.98 in the bank.

Her report should have been alarming to her. It reports she has $ 41.08 in the bank.

Or If she did not make the Cash Loan to the Campaign and her account would be $2413.00 Available and $ 2372.02 spent leaving $40.98.

So has she paid back the loan prior to this report being filed? Did she not really advance all the money but reported it that way? Her figures are wrong either way. But, if she is commingling her campaign funds with her private accounts or using her own bank account there is a problem in reporting and practice and accounting. Her accounting and reporting should be checked from the time she was first elected forward.

The beginning cash on hand will be then next thing to find in the data.
