It is notable that the property has not all been acquired by Jacobsen or any and all of the different names he uses to buy land by. There is no way of knowing the pieces where he has "Options to purchase".
However, The land still carries zoning which includes Max 4 res on most of the parcels. This zoning will require Replacement homes to be built somewhere in the community. The sale or transfer of RDA land to Jacobsen Must be done in accordance to RDA Regulations and Rules, yes Laws including PUBLIC HEARINGS for each transaction.
Mr. Jacobsen's DDA... Designated Developer Agreement had specific time and task requirements it is time the Council / RDA Board evaluate his fulfillment of his agreement requirements. It is time to audit the process and procedure of the relationship, and it may be time to take corrective action so the City can Minimize future problems which will be the result of this Management Boondoggle.
