Grant on 3 Minute Rule:

"As mayor of Grand Terrace for four years and a council member from 1978 to 1992, I supported allowing the people of our community freedom to speak for as long as it took them to express what they wished to convey.

Certainly the meetings lasted longer, but it was worth it to give each person a chance to say what he or she felt needed to be said.

A three-minute limit is ridiculous. If there has to be a limit, five to six minutes is a more realistic time -- and considerably more fair. "
