WHY Did She Abstain?

The motion passed 4-0, with Councilmember Bea Cortes abstaining.

What is Council Member Bea Cortes's justification for abstaining on the Motion that effectively will remove Steve Berry from the employment of the City of Grand Terrace?

Was there insufficient time for her to grasp the issues disclosed in the Criminal Investigation Report?

Was there another reason? This puts her judgement in question. Or is it because she has a conflict of interest she has not disclosed?

Shouldn't a Council member abstaining from a vote have to state a reason for doing so?
