Agenda April 13, 2006

A SPECIAL
CRA/CITY COUNCIL/PLANNING COMMISSION MEETING
WILL BE HELD ON THURSDAY,
APRIL 13, 2006 AT 6:00 P.M

Please know there is ONE major Difference between the two Plans:

Jacobsen Family Holdings LLC: Desires to FORCE the Jo Springfield Off of her Property.

Jo Springfield is not trying to FORCE Jacobsen Family Holdings off their land.

The what gets built is second to that first question.

Lowes Western Division coming to promote their locating a store in Grand Terrace is not really related to WHO develops Jo Springfields Property.

Jack Brown, of Stater Bros Markets is not really related to WHO develops Jo Springfields Property.

Reading the Staff Reports, Jo Springfield's Financials, and Development Partners is not relevant to her Right to develop her own Property. If she is able to raise capital, and take a Business Risk, she should be able to exercise this right without the City of Grand Terrace, or Jacobsen Family Holding LLC preventing her from doing so, this week, or ten years from now. Her Property is HER Property.

That being said, the two proposals must be weighed separate and unique from each other except will one complement the other, or compete with existing businesses unfairly putting the "New Development" in a position of advantage as a result of City Intervention, be that from the RDA or Planning commission, or City Manager's Office?

Will there be an Ordinance Requiring the Budgetary control of the spending of increase Tax Revenue for the purposes presented to the public?

In evaluating the Drawings of the two Presentations. Please look at the simple recent past. What was shown to the public as the Savon Building, is not what was built by Jacobsen Family Holdings LLC. Even their current efforts to sell the Savon Building show drawing representations of a building which is not what is built. This is just ONE issue of the integrity of the Jacobsen Family Holdings credibility to perform as presented or represented to the public.

Note also that this Agenda has expanded in length beyond the original purpose. You can clearly see that Staff Recommendations were Ready for the other meeting. Now the Mayor will use the 3 minute rule and the long agenda to rush the deliberative consultation and presentations, and public participation.

On the Consent Calendar:
It would be nice if the items listed there were available on the City Web Page so the Public could be informed prior to the meeting.
