The redevelopment Agency by way of the city council has focused ONLY on the powers they hold, you ignored their duties & obligations as also set out in the same CRA documents. (see especially Resolution PC-81-02) 1981, starting at page 2) “to conserve, rehabilitate, renew & redevelop the Project area to the extent permitted by law and specified in the Redevelopment Plan.” (1981:2b)

Your authority to borrow money expired on 1.1.2004,

so you borrowed 15 million dollars, now you are servicing that debt.


The 1979 Redevelopment Plan told residents that the benefits to the community
would be that citizens would get:
Public facilities
Roads
Other Public improvements
Improvements to the quality of the environment
Promoting sound development
Correction of inadequate street layout
Housing for families of all income levels
Economic revitalization
Elimination of blight
Redevelopment in conformity with the General Plan (1979:2)
Promote public peace, public health, public safety & the public welfare of the community (1979:2)
Low & moderate income housing

In 1981 Redevelopment Project we were told that we would get: (from adding all of town)
Eliminating flood hazards (1981:1, page 2
To provide land for public improvements & facilities (1981:2.f)
Conserve the project area as specified in the Redevelopment Plan (1981:2.b)
Eliminate environmental deficiencies, including substandard streets (1981:2.d)
Eliminate deteriorated public improvements; (1981:2.d)
Community can maintain & improve quality of life (1981:2)
Promote productive use of land within the guidelines of the city’s general plan (1981:2.e)
Financial resources for necessary public improvements & facilities. (1981:2.g)
Expand employment opportunities (1981:2.k)
Provide additional housing for all segments of the community. (1981:2.l)
Public improvements, public facilities (1981:4.7)

5 year plan we were to get:
Provide adequate streets, curbs, gutters & drainage
Street lights
Improved pedestrian & vehicular circulation
Improve appearance of streets & parking
Provide land for parking & open space.
Enhance civic, community & cultural functions
High site design standards
Cause the under-grounding of unsightly overhead utility lines.
Provide land for public use and facilities. (1981:2.f)
Develop the project area as specified in the Redevelopment Plan (1981:2.b)

The 1981 amendment assured residents that any affected property owner that they would
each be given the right to participate and RE-ENTER their property.

The city seized land at the rear for La Paix street, which has never been property maintained, and

The city told property owners they would benefit from the commercial development, but how does the city benefit when you are only moving the SAME retail tenants from on location in town to another?

Retail taxes are not collected on groceries, and

Does every household in Grand Terrace need 45 square feet of Lowe’s ?

If it does, --put it in the industrially zoned area next to the freeway, not 15 feet from where seniors live in the Terraces, and NOT 30 feet from homes south of La Paix Street.


Elimination of blight in other cities has been resolved through the actions of private enterprise alone.

It has only required stable, written, & uniform building standards and zoning laws fairly applied & equally applicable to sites zoned within the city boundaries, no matter who is the owner.


We need to also make the Public Know GRAND TERRACE ELEMENTARY SCHOOL IS ZONED COMMERCIAL not as a SCHOOL. THIS HAS BEEN CONFIRMED.
