City Manager's Attempts to Misslead Council and Citizens:
The City Manager / City Redevelopment Agency Director Tom Schwab has consistently avoided answering a simple question. Where does the Money Come From to pay for the Budgeted expenses of the City. He sent the above information as an attempt to answer the question of a citizen and council. The answer supplied suggests intentional malfeasant on Mr. Schwab's part.
The "Fund" identified as being the support evidence are like "Accounts" set up for Specific Use of Financial Resources. They do not indicate the Source of the Funds. Some areFunds are mandated such as the Project I funds. However, to say your Rent Fund, is your Income to Pay your rent is a false statement and in this case an attempt to not report the Source of the Income. An individual has a budget or Set asides for Rent, Insurance, Groceries, and so forth. But the Income/Revenue is from a Pay Check, Credit Card, or Loan. The Income / Revenue for the city would be Property Tax Revenue, Gas Tax, Fees, and Debt Loans, Gifts from Developers?. This is the detail that has been asked for repeatedly. A record of Deposits for ten years may help. Mr. Schwab consistently refuses to answer this question.
Is this somehow related to the current debated issues on the agenda. Perhaps this is the real reason the City Council is being asked to Violate the Civil Rights of Jo Stirngfield, as they are being some how misguided to the FINANCIAL benefits of the Jacobsen Family Holdings Plan in comparison to the Jo Stringfield Plan. Now we see, Your Civil Rights Have a Price, Don't you think the citizens should know what the Price IS?
