Oh??? How about The Terrace, The Palms Apartments, Azure Hill's Apartments, The Petta Apartments, The Highlands, The Crest, Grand Royal Mobilehome Park, Barton Trailer/Mobile Park, Sycamore Mobile Home Park, the Nameless Apartments along Newport Street. How about the three assisted living homes in the community.
There is no LOW COST SENIOR HOUSING. JUST LIKE THERE IS NO LOW COST HOUSING IN GRAND TERRACE.
State Law Reqauires 20% of CRA funds to go to providing LOW and Moderate Cost HOUSING. CRA projects will not be approved untill this is formalized in a workable Plan, for all age groups.
Will The Blue Mt. Villa's Age Restriction's be removed in order to get the project done? If so the Citizens should be so informed.

GRANDPATERRACE, Responding to Your Comments: It is funny how the two comments are insight to the commenter's intent. First of all, If I am writing for myself, how is it you are reading this and making a Comment? Yes it takes time to write the blog, and keep the folks in Grand Terrace Informed. This Action and Work does mean I spend hours being a computer, digging out information to provide the Citizens of the Community, and sharing information provided by others to the wider community. This is work for the Community, I don't get paid for this service. I don't get a house for this service. I don't even get very many thank you's.. This service is done without personal reward of even recognition.
Your statement: "It is safe to sit behind a computer ", isn't it odd that there should be a need to make the implied threat that if I were at a public meeting I would not be safe? The folks who have stood up to the City Manager in the past have been ridiculed, reviled, and some have lost their homes as a result of City Action. When Council Member Miller says, "I want to hurt them and hurt them bad", at a public meeting, as a Council Member. Yes there is reason to have a fear of Government in Grand Terrace. This is a reasonable fear. Those who to take public stances do so in spite of this reality also fulfill an important public service. However, judge not the effectiveness of the lack of a face to this blog. I am amongst you daily.
The information provided is directly related to issues brought to the City Council Meetings, or Planning Department. It is reasonable to know who the Developers are, and their past relationships with Cities, and their current Ethical Practices in dealing with our Community. I make no apologies for the deluge of information.
This blog is read by the peeps at City Hall, I doubt that public comments, or individual conversations with individual citizens has been given any more attention than the comments, and suggestions made by the writers of this blog, including Grandpaterrace. You are also right that those and these efforts may be ineffective because "the Collective We" are not the concern of the City Manager, or City Administration. We don't give them money for parties, in order for them to make a decision favorable for our plan, or ideas.
As to my other civic activities. You don't know who I am, what I do and if you note, most of the work done on this blog is late at night, and on weekends, so this is my third and fourth contribution to the community if I must Count them and justify my existence to YOU. Who EVER YOU ARE.
I do know that the blog is read by no fewer than 100 people a week, and is receiving contributions for posting from up to 10 sources. So thank you for "Not Reading" the blog that I clearly write just for myself.

Stick to the Agenda! I am sorry you are board. The posting that board you is to provide information. The Information on the Developer's Relationship with others is important insight in dealing with that same Developer in Grand Terrace. The other postings are also to inform the public. Holding back information is the modus operandi of the City Council... You can read their web page if you don't want to be informed.
Note that there is no Financial Statements Available or for the Senior Center Developer... I think that all 501's doing business in the city have to file some sort of documents with the city as to their legitimacy. Yes they are a 501, but, this status does not make them Mother Theresa.
When the City is forthcoming with all records on line. There will be less a need for this blog and the scraps of information I am able to provide the interested readers.
By the way what is the Agenda You want me to stick to? The one they release with half information so late that a concerned citizen can't gather up data in order to check the honesty, and integrate of the government? Another item reported is the "inspection and rental fee for all rental properties. Let's see, The OAC, Barton Road Development, and the recent passing of increased rental units on Washington and Deberry, Preston Road, and Reed and Deberry. --- I'm beginning to get the picture.
Studies have shown that Grand Terrace is already in the path of three major pollution sources and is has reached it's tolerance. Sooooo more cars and trucks is a good idea?
It also mentioned that Grand Terrace has its soccer, baseball fields and playgrounds for our children, not to forget the bit "Halloween festival". Give me a break. Kids are a 24 hour responsibility and raising "takes a village". Playing sports in Grand Terrace is not affordable, but it is a necessity. The City isn't giving us anything. They make money off the kids too.
Call it creative business, call it balancing the books. I call it "Elected Officials not listening to the people as they promissed. That makes them dishonest. Why are they not accountable to the Citizens. Have you noticed the air or arrogance at the meetings. Let's get over it and get on with taking care of our City. Come to the Council Meetings and Planning Meetings with your ideas and solutions. Let's roll up our sleves and get to work.
The City can no longer take property by emanant domain on Barton Road because they are creating an unsafe environment. This does not contribute to anything but themselves.

Seniors settle into affordable housing

TEMECULA ---- Gail Servais sat behind a patio table Thursday enjoying the afternoon breeze as she talked about her view from the porch of her new apartment on Pujol Street."At night, it's absolutely beautiful," she said. "You can see the lights off the Chaparral building."
Servais is glad to finally be enjoying her new home in Temecula's first affordable housing complex for seniors after weeks of waiting for the project to be completed. Residents were to start moving in Aug. 1, but were delayed because the developer had to fix various problems with the buildings before the city would issue an occupancy permit.Servais, 64, said she got word last Friday that she could move in. With her boxes already packed and waiting, she rounded up her children and grandchildren the following morning and started moving in."Everything except the kitchen was in order by the time they left," Servais said. "They worked like dogs."Still, Servais said she believes the move could have gone a lot smoother if the company managing the property had done a better job of talking to residents. Servais often took it upon herself to visit Riverbank Village Apartments while it was being built ---- just so she would know what was going on."We were really left in the dark," Servais said. "It just wasn't handled appropriately."The property is managed by the John Stewart Co. Phone messages left at the property manager's office were not returned on Thursday.The senior complex was built on 2.5 acres next to Murrieta Creek and includes 64 units, a pool and a community center. Rents range from $508 to $610 per month.The project was developed by the Corporation for Better Housing for $6.3 million, with the help of $2.6 million from the city, city officials have said.John Meyer, the city's redevelopment director, said the city is very happy with the product and the delay was "unfortunate."It's taken Arlene Seeden less than a week to make her new apartment a home. The walls are adorned with American Indian artwork. Colorful wind chimes swing in the breeze out by her gated porch. A set of hand-carved "prayer sticks" lean against a wall by the door.Seeden, 70, said the delays nearly cost her the federal subsidies she relies on each month because she needed to move in by a certain date to collect."I can't afford to lose my Section 8," Seeden said. 13. REPORTS FROM CITY STAFF- Senior Planner McNamara reported that the Corporation for Better Housing had pulled a grading permit to begin their Poplar Avenue project (El Dorado Mobile Home Park.) Finance Director Wooner reported that this project would allow the Building Department to exceed its budgeted revenues and would also pay $100,000 in in-lieu property taxes.

Charlie Brumbaugh, a low-cost housing developer in Southern California.
Brumbaugh runs the non-profit Corporation for Better Housing in Glendale. Since 1995, his group has built more than 200 low-cost units with churches in the southlands, and another 126 units with an East Oakland congregation. Brumbaugh hired the architects, engineers and general contractor for the Immanuel project, and he lined up the financing. Investors are lured to the project because they can claim substantial federal tax credits given to church-based developments.
It took three years to push the project through the city's planning department: ``a bit of a battle,'' Brooks called it. Frank Fiscalini, the former city council member who helped ease the project through the municipal matrix, said it takes ``a little ingenuity for this kind of thing to occur. Pastor Brooks is a creative person.''
The church will be rewarded.
To make the deal work, the congregation formed the non-profit San Jose Lutheran Housing Corporation.
That corporation and the Corporation for Better Housing will lease the parking lot property from Immanuel's congregation, which will receive a $400,000 lease payment. That will cover the $380,000 mortgage on the church's rough-around-the-edges facilities, built in the late 1950s and repaired at considerable expense in the '90s. Immanuel also will receive $20,000 annually in lease payments and other fees.
Brooks, who retired in January but continues as ``pastor emeritus,'' has helpers. They include former congregation president Art Morgan, a San Jose renter for 19 years who moved to Los Banos two years ago because he was able to buy a house there for $195,000.
Affordable housing is ``my main issue,'' he said. ``I'm kind of `tunnel vision' on this one.''
Helpers also include Brooks' successor, the Rev. Gail Cromack, who rolled her eyes ``the first time Earnest told me what he was planning to do,'' she said. ``One of my closest friends is the parish administrator, and we used to get together and say, `He's insane.' ''

It is recommended that the City Council take the following actions regarding the Immanuel Housing Project (the “Project”):
1. Hold the TEFRA Hearing for the issuance of up to $5,000,000 in tax-exempt multifamily housing revenue bonds.
2. Adopt a resolution:
a. Expressing its intent to issue up to $5,000,000 in multifamily tax-exempt revenue bonds to finance the construction of a 63-unit senior rental housing project located between Leigh and Richmond Avenues, south of Moorpark Avenue.
b. Authorizing the Director of Housing to file an application with CDLAC for an allocation of up to $5,000,000 in private activity bonds.
Authorizing the Director of Housing to negotiate and execute a Deposit and Escrow Agreement with 1710 Moorpark, L.P., an affiliated entity of The Corporation for Better Housing, for the CDLAC Application for the Project.
BACKGROUND
The Immanuel Housing Project (the “Project”) is a proposed senior rental project of up to 63 units consisting of one and two bedroom units located between Leigh and Richmond Avenues, south of Moorpark Avenue. The Project sponsor, 1710 Moorpark, L.P., a development entity created by The Corporation for Better Housing (the “Sponsor”), plans to fund the Project with the proceeds of up to $5,000,000 tax-exempt multifamily housing revenue bonds. The Sponsor has submitted an application to the City requesting that the City issue bonds for this Project. The Sponsor has also requested a permanent loan commitment from the City in the amount of $3,310,000.
ANALYSIS
Federal law regulating the use of tax-exempt multifamily bond financing requires that 20% of the project’s units must be made available to very low-income households (those earning 50% or less of the area median income) for the period that the bonds are outstanding. Federal law does not place affordability restrictions on the remaining units. The units set aside for very low-income households must remain affordable for a period of not less than 15 years and must be indistinguishable from other units in size, location and amenities.
The Project will be 100% affordable with 100% of the units reserved for very low-income seniors. The income restrictions on the units will be in place for 55 years.
Under federal regulations for cost recovery, reimbursement of expenditures with bonds proceeds can only occur if the City adopts an official resolution of intent to issue bonds. This resolution may apply to expenditures made within 60 days prior to the adoption of the resolution and, in general, the reimbursement must be made no later than three years after the original expenditure. The resolution of intent must describe the project and state the maximum principal amount of obligations expected to be issued for the project.
The federal tax law, known as The Equity and Fiscal Responsibility Act of 1986 (“TEFRA”) requires that multifamily housing projects funded with tax-exempt bond proceeds be approved at a noticed public hearing, called a “TEFRA Hearing.” These hearings provide interested individuals or parties the opportunity to testify on any matters related to such potential bond issues, including the nature and location of the project.
The adoption of the inducement resolution, expressing its intent to issue tax-exempt multifamily revenue bonds, and the holding of a TEFRA hearing enables the City to provide the necessary documentation for submitting applications to the California Debt Limit Allocation Committee (CDLAC) by the application deadline of February 21, 2001 for the first meeting in 2001. Staff is recommending that the City Council approve the submission of the application to CDLAC and authorize the Director of Housing to negotiate and execute the Deposit and Escrow Agreement with the Sponsor.
Financing Team
Financial Advisor. The City’s financial advisor (the “Financial Advisor”) for this project will be recommended following the results of a Request for Qualifications process currently being conducted by the Finance Department. As part of this process a pool of financial advisors will be selected for multifamily housing bond issues. The process is anticipated to be completed by mid-February 2001. The eligible list of the firms selected through this process is expected to remain in place through June 30, 2005.
Private Placement Purchaser The proposed bond issue will be purchased by way of a private placement purchaser, which foregoes the need for credit enhancement and underwriting services; therefore, the bonds will not be rated. The private placement purchaser for this bond issue is anticipated to be Washington Mutual, which invests in tax-exempt multifamily housing bonds. The City has implemented similar financing structures in the past.
Bond Counsel The City Attorney will be selecting Bond Counsel at the same time as the Financial Advisor is selected.
All costs associated with the financial advisor, private placement purchaser, and bond counsel are contingent on the sale of bonds and will be paid from bond proceeds and/or borrower equity.
LEGAL ISSUES
Affordability restrictions for a term of 55 years will be recorded against the very low- income units concurrently with the issuance of the bonds.
PUBLIC OUTREACH
The TEFRA Hearing to be held as part of the action items on the January 30, 2001 Council Agenda is a method of notifying the community of the City’s intent to issue tax-exempt private activity bonds for this project. The public hearing notice will be published on or about January 15, 2001 in the San Jose Mercury News, announcing the time and location of the public hearing. Additionally, Housing staff works closely with CDLAC to ensure that the City’s projects meet the necessary criteria for private activity bond allocation.
FISCAL IMPACT
The bonds will be tax-exempt secured solely by project revenues. The only City funding is the request for a loan in the amount of approximately $3,310,000 for this Project.

New opportunities available for low income housing
Posted 07/14/05BAKERSFIELD - In the heart of an impoverished neighborhood, one apartment complex is giving a chance to low income families to provide a better life for themselves and their children.
It’s called The Village, and it’s only the first phase of a three-part plan to rejuvenate the Cottonwood area.
Investors, owners, and residents all shared the same excitement Thursday at the grand opening of The Village.
“A lot of people are struggling these days and it's to the point where you have to make it the best way you can,” said Tivona Scott.
The Village is an 86 unit residential development targeting families of farm workers and those earning below the median income.
Its goal is to help parents like Scott to provide a better life for their children.
“To live in The Village you have to make a minimum of around $22,000,” said Mary Silverstein, the vice president of Corporation for Better Housing. “That's for a family with a 2 bedroom apartment, so that translates to rent of $510 per month.”
Each unit includes appliances, granite countertops, and spacious bedrooms. A community room is on site for the children.
Owners said Thursday’s grand opening is just the beginning of a three-part process.
“Right next door is another piece of community that's called The Court, and it's another 86 units,” said Silverstein. “Beyond that, there's a small piece that’s designed just for seniors. Twenty-one units and they'll be more pieces to it, even home ownership.”
Silverstein said the entire project is spread across 46 acres. She said eventually, residents will be given the option to transition into homeownership.
The Village is sponsored by the Corporation for Better Housing, a non-profit corporation formed in 1995.
They’ve completed 16 affordable housing projects across the state with federal and state funding.

City Manager Evans presented the staff report of August 1, 2000 and the recommendation to receive a report on the revised concept for the proposed Senior Affordable Housing Project. He said that on January 18, 2000, the City entered into an exclusive agreement with the Corporation for Better Housing in effect until October 1, 2000, to design a plan for the Senior Affordable Housing project and seek approval through the City process. Mr. Evans explained that it was necessary for the plan to be modified and consequently the developer would be unable to meet the October deadline; therefore, Mr. Brumbaugh was presenting the new design at this meeting and would request an extension of the exclusive negotiation agreement.
Attorney Charles Brumbaugh, Jr., representing the Corporation for Better Housing, 100 W. Broadway, Suite 1250, Glendale, CA 91210, explained that although the appearance of the building would not be changed drastically, there were extensive architectural and engineering modifications such as elimination of the driveway off Crestridge; better access to the Senior Center, changes to the subterranean parking, a redesign of the front of the building, Fire Department safety modifications, and Planning Department issues which would soon be resolved. He said that the agreement with the City contained language to provide extra time and he felt that an additional 90 days would be sufficient.
Council discussion focused on the new design of the entrance, the location of the fountain, and suggestions from the Fire Department to improve safety.
John Cotton, architect for the project, described modifications, pedestrian access and natural ventilation and light in reference to the subterranean parking area, improved access to the Senior Center independent of the residential areas, the canopy at the entrance for weather protection, and security.
Charles Brumbaugh stated that the Planning Department requirements should be satisfied within about a week and then the process would once again move forward assuming the Council was satisfied with the presentation at this meeting.
Council discussion then turned to other aspects of the project, such as tax credits which could be applied for as long as the project entitlements were in place by January 2001; an observation room which would result in the elimination of at least one unit and a loss of tax credit and revenue; the Planning Department’s concern about the bulk of the structure; landscaping; the existence of artificial fill on the property; the elevation at Crestridge and Crenshaw and on the hill behind the proposed structure; view impairment to nearby residential areas; whether a model would be provided; and, the difficulty of drawing the curved building to provide a realistic view.
Councilwoman Ferraro moved, seconded by Councilman McTaggart, to receive and file the report. Motion carried.
Peter Hazelridge, 5208 Middlecrest Road, said that he was aware of this hearing by courtesy of Mr. Brumbaugh and he was unhappy that the City did not notify his neighborhood. He spoke of neighborhood opposition to the project based on density in reference to the number of units at the facility; traffic impact; neighborhood compatibility; and possible zoning violations if the project was built as proposed. He asked for clarification of the required number of affordable units, asked if the neighborhood would be noticed for public hearings in the future; and asked if the neighborhood should have been notified of the purchase of the land.
City Attorney Lynch replied that no notice was required regarding the purchase of the property. She clarified that the application was not deemed complete as yet and that Planning Commission and City Council public hearings would be duly noticed.
Council explained that the number of affordable housing units mandated by the State and the fact that this requirement is being reevaluated and that we do not have a final number at this time.
Jim Hathaway, 28955 Crestridge Road, agreed with the previous speaker that the City should have notified the neighborhood of the proposed development on this property and said that many seniors in his area were concerned about the impact to neighboring residences. He also expressed concern about the stability of the land, wondering if the caissons would be deep enough to secure the structure; about the impact on traffic of additional vehicles belonging to the residents of this facility; and about the density of units proposed for this property.
Mayor Byrd confirmed that the Planning Commission, Traffic Committee, and City Council would review the project after the application was deemed complete.

GT plans its first senior housing

GRAND TERRACE - At 74, Dolores Schmechel is ready to start a new chapter in her life.
The retired business owner plans to sell her home and move into the city's first housing complex designed exclusively for senior citizens.
"I have a large home and a yard,' said Schmechel, who owned a dry cleaning shop and gift store in Grand Terrace for 27 years. "There are many senior citizens who have homes and would like to get into something smaller and not have all this responsibility. After a while, you can't do all the things you used to.'
Understanding Mrs. Schmechel's desire to downsize she may want to think twice before selling her home, and her security. There may be better options. Don't be like those seniors in Colton who are being evicted from their Senior Housing. They sold their homes and moved in to their Final Stage of Life. Now they are being forced out of the development used to entice them to sell their homes. Will the City Guarantee all residents of the New Facility a Place to Live for the REMAINDER of their LIVES??
Schmechel has expressed interest in renting an apartment at the proposed 120-unit Blue Mountain Senior Villas on Grand Terrace Road between Mount Vernon Avenue and Terrace View Elementary School.
The project, which would include a 6,500-square-foot senior center and four-acre park, is expected to be considered by the Planning Commission on Thursday. If approved, it would go to the City Council for a final OK on Aug. 11. (Where are the financials, and contracts?)
Construction could start in the fall, with the complex opening in late 2006, officials said.
The city Redevelopment Agency would pay $9 million of the $16 million project. The remaining $7 million would come from private investors and federal tax-credit dollars, City Manager Tom Schwab said.
The City Redevelopment Agency will be using $9 million of funds it has available as a result of incurring a DEBT which the CRA will have to pay back to the lender, where will the funds come from to pay back the loans of the CRA? What Private Investor is providing Money and what is the Payback Plan for the "Investor"? What Federal Tax-Credits are available specifically? Are the construction bids, and contracts being put out to open bid? Are the contracts public Property. These are reasonable questions that need reasonable and full answers.
"Right now, our seniors have to move out of Grand Terrace to find an affordable place to live,' Schwab said. "There is simply no senior housing in Grand Terrace to accommodate them.'
How many seniors HAVE to move. How many CHOSE to move. What are the reasons for their Choice. Hmm, perhaps we can start with threats of eminent Domain taking their property, perhaps the threats of code enforcement, perhaps the inability to convert their homes into Senior Group homes or Multi Family homes, perhaps because there is no public transportation to the hospital, and other places seniors need to visit. Seniors move for many reasons. Enticing them to sell their homes with the idea they will have a place to live... Well it doesn't pass the sniff test when it is a Schwab and Friends plan.
If a private citizen wanted to build small homes or apartments they would be run out of town. We have housing requirements which are written to "Protect" the ever increasing property values. Small homes, and apartments don't increase surrounding property value. Just ask the City Council, and Mr. Schwab about those darn APARTMENTS, and RENTERS... You seniors will become "RENTERS" worse yet RENTERS in LOW INCOME HOUSING. See how much attention will be paid to your concerns then, even if you are paying full rent.
There is senior housing in Grand Terrace. There is housing available at The Terrace, the Nursing Facility, Mobile Home Parks, Azure Apartments, and other Apartments in the Community. What there isn't in this city is LOW or Moderate Income, or Affordable HOUSING.
How many of our GT seniors would actually qualify for the lower rental units? How many of our seniors would be able to pay for "Market Value" apartments? How many of our seniors would be able to live on the 3rd floor of a building when the power goes out? How about letting seniors "Improve" their homes so they can share their homes as a group home, and invite other's to live in their existing homes? Woops,, there would be no sale of prop 13 protected homes to finance the city's coffers and realtors pockets.!!
Ninety percent of the units would be set aside for low- and moderate-income seniors at rents from $450 to $650 a month, Schwab said.
Ten percent would be rented at market rates of about $1,000 a month, he said. ( Doing the math that means 12 will be at market value, and 108 will be rented to qualified low and middle income residents, are they single or double occupancy?)
An age requirement hasn't been determined.
The Corporation for Better Housing, a Sherman Oaks-based nonprofit company, would build and manage the project.
(Why is a non profit company giving a donation to the City to Have a Band Concert/Party at the same time this is being decided?) (Non profit does not mean that someone is not making money, don't be fooled by the status of the business.)
The city plans to lease the land to the company for $1 a year for 60 years, Schwab said. After the lease expires, control of the land would revert back to the city, he said.
In return what guarantees and performance requirements are deliverable by "the company". What would be the fair market value of a lease for 60 years of the property? What is their income to be earned as a result of their contract to operate. What if they default? Where would the seniors go if there is a default?
The three-story housing complex would be next to the new senior center with its library, crafts room, kitchen and administrative offices.
A library: Where have we heard this before? How many Libraries do we need in Grand Terrace? If there is to be a Library Building Owned by Grand Terrace and Operated by the County this is a better placement than Town Center, however, the duplication is a waste, and an attempt to oversell the facility.
The existing modular 5,000-square-foot senior center on the site would be moved during construction and removed when the new structure is built.
The four-acre passive park that runs through the complex would include walkways, a citrus exhibit, garden and other amenities. It would be open to the public.
( Some times the park's use is called "Restricted" Access" What does that mean? Where is the parking for the Park Users? Why on earth are the driveways flanked by view blocking trees? Don't create visual impediments to traffic and safety.)
Some neighbors think the project is inappropriate for the area.
"I don't have anything against seniors,' said Kim Hathaway, 57, who lives on Vista Grande Way near the site. "I don't think it's the right place for it to be next to the school.'
A school can be a good neighbor... A senior housing project can be a good neighbor to a school. Will senior sex offenders, alcoholics, drug users be excluded from the senior housing and center? Will there be full background searches of all residents of the senior center. Will doing such background searches be a disqualifying Factor for Federal grants and loans? Will the city provide for public transportation to "Down Town" or to Colton, ARMC, KAISER, LLUH, and the VA? Perhaps seniors should live closer to public transportation and hospitals. If this is being planned as the "Final" residence for our seniors how will they cope with 3 floors and no elevators? How will their building be energy efficient or livable when the power goes out? Will there be a back up generator for medical support, elevators and so forth? Will the Seniors be able to drive a golf cart to the store? Will they have rooms for pets?
Don Bartee, 77, who wants to live in the complex when he turns 80, disagrees. "Some people don't like anything,' said Bartee, who has lived in Grand Terrace for 45 years. "Would they rather have a commercial building or a home for ex-convicts or something like that? What could be better than a senior center?'
Will Don Bartee be qualified to live in the complex? Would a person who has been self employed qualified? Will he have to sell his property, in order to qualify to reside in the Senior Complex? How about senior ex-convicts Mr. Bartee. It is the planer, and the plans which most object to, not the idea of a senior center and park.
Why not put the park between the Seniors and the School? This change could provide a better collaboration of use of the two populations, and a east facing window for the center would be cooler in the summer months. West Walls made of Glass... Haven't We don't that enough in this town??? Try going to City Hall when the air conditioning breaks, or the library. It is not a good thing.
These are the questions, will there be answers, or just shoulder shrugging, you don't have a right to know attitude of the Schwab and Council, the Planning Department, and Planning Commission... Hmmm. one can hope.

Thursday, July 28, 2005 -The house is silent now. Almost painfully silent.Before Sunday the sound of an electric guitar would echo through Annette Barron-Miranda's Moreno Valley home. Her son, Michael Alexander Corrales, 17, a devoted rock-a-billy fan, loved to play. The music was silenced on Sunday. During early morning hours, Michael, 17, of Moreno Valley was killed when his Saturn sedan was struck head-on by a Chevy Suburban driven by Charles Gregory Callion, 48, of Colton,
California Highway Patrol officials said.
Callion had been traveling the wrong way on Interstate 215 north of Newport Avenue in Grand Terrace, officials said. The impact also killed Michael's passenger and best friend, Jonathan Ortiz, 17, of San Bernardino, and badly injured Jonathan's brother, Jeffrey Ortiz, 15, also of San Bernardino, who rode in the Saturn's back seat. CHP officials suspect Callion was under the influence. "The investigation is still pending,' said Officer Joe Ramos, spokesman for the CHP. "It is alcohol related.' If authorities conclude he was under the influence, it will be the fourth documented DUI incident for Callion in the county. Court records show, before Sunday's crash, Callion had been cited at least three times for misdemeanor driving under the influence. In each case, he had failed to appear for his court date.
As a result, San Bernardino Superior Court judges had issued three bench warrants for his arrest for failure to appear on his DUI charges. His last DUI citation was issued April 10, possibly by Colton police, said district attorney's officials. Despite the warrants, Callion was not taken into custody.
As of Thursday, Callion was considered detained but would not be physically arrested until he was able to leave the hospital. This has enraged the two grieving families. "(Mothers Against Drunk Drivers) called me this morning,' said Lalo Ortiz, cousin to Jeffrey and Jonathon. "They want to see him charged with murder. 'Barron-Miranda said she has had to restrain herself from walking into Callion's hospital room to demand an explanation. Callion, who suffered major injuries, was taken to Loma Linda University Medical Center. So was Jeffrey. Both remained hospitalized."(Jeff's) going to be recovering for some time, ' Ortiz said. "Neither of the cars saw each other. According to Jeff, they didn't even have time to step on the brakes.'
The crash happened at 4:17 a.m. in the southbound lanes of the freeway. Officers got a call at 4:16 a.m. about a wrong-way driver on the freeway, Ramos said. At the time, witnesses reported seeing the Suburban north of Barton Road."Shortly after, they were receiving calls of a collision,' Ramos said. Michael died at the scene. Jonathan was taken to Loma Linda University Medical Center, where he died at 11:30 a.m.
Soon after, information about the Callion's past began to leak out.Assistant District Attorney Michael Risley confirmed Callion had the three bench warrants on Thursday but said only one of those cases had been forwarded to his office. The office had yet to receive the reports on the latest incident, he said. "Generally, our office does not even review DUI offenses,' he said. "They are usually direct file (to the court). ' Certain misdemeanor offenses can be filed with the court without the review of the district attorney, he said. District attorney's officials reviewed a May 30, 2003, DUI citation. But the April ticket was filed directly to the court as was an Aug. 30, 2003, citation.
In each case, Callion failed to appear, authorities said. It is possible that the warrant resulting from the May incident was not entered in time for officers to access, Risley said. How officers missed seeing a bench warrant in April, however, was hard to explain. "When we jump ahead, in all probability, the warrants were in the system,' Risley said.

A man who led deputies on a chase through Grand Terrace, parts of Riverside County, Rialto and Colton had to be stunned with a Taser in order to be taken into custody, officials said.
Eric Devon Brown, 32, of Highland was spotted Wednesday speeding southbound on La Cadena Drive by a deputy who tried to pull him over, sheriff's officials said.
Brown kept going and drove across the center divider, causing his right front tire to blow out, officials said.
Deputies pursued Brown at speeds up to 75 mph onto northbound Main Street in Riverside County. Brown ran several red lights and stop signs until he rear-ended a tractor-trailer stopped for traffic on the northbound Riverside Avenue overpass of Interstate 10 in Rialto, officials said.
Brown fought with deputies who ordered him to exit his vehicle, officials said. To subdue him, Colton police officers used a Taser on him, officials said.
The truck driver and Brown were not injured. Brown was booked at West Valley Detention Center in Rancho Cucamonga.

How Can A Developer Take Control.
You see the very notion of having a CRA forces the City to be a Co-signer on Debts the CRA is forced to encourage in order to Qualify for Grants for "Improvements" in our horribly blighted rundown town. Projects like No Parking because grant money was available for dedicated bike lanes. This money provided for the hiring of city staff in a small way. It also was a way for the City Manager to Flex his Authority over the affected property owners.
Now, how many bike riders actually use the bike lanes... Ten a day? Don't you think that ten bike riders could cautiously go around a parked car, or travel like they do in the real world, in the slow lane? NO, not in Schwabland. How about, reducing the speed limit to 25 mph so that people won't view GT as a better than freeway commute alternative? That may actually improve the quality of life. But, no... We can't do that...
Each MOU or Agreement with a developer and the CRA has changed so much from the original scope the MOU's should be null and void.
I dare say that GT needs to pay the debt of the CRA and end its intrusion on the civil rights of the citizens of Grand Terrace.
But you have heard me say it all before, it is nice another poster puts it into words.

Specific Plan vs General Plan
The General Plan notes that Grand Terrace is already in the path of too much pollution, based on the studies. So why do we need more studies? Why waste valuable money? Just how much has the City spent on studies? Shouldn't they be accountable?
It also states that we need more parks based on the number of people in our City. The General Plan included recreational development, based on the obvious lifestyle of our City's residents. It talks of technical industry growth; businesses that do not pollute. It does not talk about "Big Box Industries" that will contribute to the pollution, crime and traffic.
Imagine when the Barton Road Project (Lowes and Stater Brothers), High School on Pico; OAC and freeway change; the 15 units on DeBerry and Washington; The four, 4- unit housing project off Preston; and the condo project by Michigan on Deberry are in. It is already difficult to get through traffic in the morning and evening. Add to that more trucks, commuters, transients and employees. Remember, we already have too much pollution.

During the last Planning Commission Meeting Chairman Wilson asked how a Developer could take control of a City's development? The answer was Planning Dept., City Council and Mr. Berry are in agreement. But when asked the same question, they play stupid. Shouldn't they be accountable to the Citizens of Grand Terrace?
Inform yourself by coming to the City Council Meetings City Council meetings they are held the second and fourth Thursday of each month. The meetings begin at 6:00 p.m. and are held in the Council Chambers at City Hall, 22795 Barton Road.
In my opinion and experience, our elected officials should be ashamed of themselves because we trusted them. Their decisions and conversations with developers should be a matter of record.

Congratulations for the D.A. having the ETHICS to APOLOGIZE for putting you and your family through the system, at the behest of the Grand Terrace Sheriff. Who called this one in?
Congratulations for standing up to those in this community that would have used your personal situation as WRONG as it was to fling mud at a group of Citizens trying to exercise their RIGHTS as Citizens.
Are the Planning Commissioners being kept in the dark by planning Staff, who were playing them like a violin? Or are they just masterfully trying to bend them to agree with their conclusions? At the Last Planning commission Meeting, Lampet & Koontz played dumb when they didn't want to give the planners any info. As an example, a citizen trying to speak on a condo project and the required, "bonus credit" item, but was cut off and told "the workshop: discussion planning session" was open to the public, but "not open for public comments".
So it is apparent the rules are that the public can view, hear but not speak at "Discussion Planning Sessions".. Just put them on video and channel 3 if there is no real interaction at the meetings.
Does Mr.Koontz know the "bonus" units is a State Requirement to encourage higher density development to provide lower priced residential units. He cannot eliminate State Rules; unless-- he lies and can lure this poor developer into starting his plans approvals over again, so that the developer looses their performance bonus.
It's apparent that the city discourages "the A word" (Apartment) -- they don't want any new apartments in town. The city's distaste and disdain for "Renters" as a subclass of humanity is obviously apparent by City Council Comments, and the City management's own actions. Does it cost them too much to provide "services" to "those kind of residents.", or are Property Values the real issue?

The Small Business Raceway Track operator was trying to get longer hours of operation.
Local Businessman Doug Wilson asked why other developers could not bid on local projects so something like SavOn could go forward with another developer. Planning told him that was controlled by the city manager. Wilson thought that interesting. Isn't the land owner in charge of who develops and constructs what on their property? Or is it King Schwab who rules all action in Grand Terrace?
The Terraces owner spoke and was upset that digging was going on in front of the retirement place. There seems to be a discrepancy of understanding of the use of the land in front of the Terrace with multiple stories and plans being circulated. Get it in writing is the only prudent advise that anyone can give. Words evaporate as fast as the ethics in this town.
Lampe said the plot plan Jacobsen is circulating is not official and has not been approved. It includes a "Pad" out in front of the Terraces, a driveway and a parking lot being on the south side of the Terraces.
The Planning Commission could simply say No to all Approved City Plans, and review Citizens Applications with Justice as they are made in earnest, without deception, and back stories of bad ethics.

The City of Colton Parks and Recreation:
Without a DEVELOPER providing the FUN...
It was a Grand Idea not to become a part of Colton because at the time, the citizens of Grand Terrace did not want the Oversight, Intrusion of an additional level of government, governing their lives. The Citizens of Grand Terrace felt that County Laws were sufficient regulatory controls on their lives. The Citizens of Grand Terrace were suspicious of corruption of the Colton City Council, and their less than ethical relationship with business, and developers.
Yet, the City of Colton has almost always had public services, a pool, parks and rec, and senior centers that the Citizens of Grand Terrace participated in.
Now, The City of Grand Terrace has become worse than the feared City of Colton. Perhaps we should surrender our independance. We would gain a real police force, and shared tax base, and we'd be happy if the Lowes moved into the empty K mart, just down the hill. We would be rid of Mr. Thomas Schwab, the City Council, and the CRA.... all at one time.

I'm so glad I found your blog. It seems the city council has been getting more and more secretive over the past few years. I'm new to the community and I love it. But things seem to be getting worse and worse. What can we do to help?
Answer: Tell more folks about the blog. Attend City Council Meetings ask them to read and disclose everything on the agenda, right down to every payment or receipt for the month. Write Measures and get petitions Signed to End the Power Abuse of Local Government and Politicians, Developers and the Like. But, TAKE ACTION and TAKE ACTION NOW.

Grand Terrace in SCHWABS OWN IMAGE
Any Governmental Regulation or Intrusion into the Rights and Freedoms of Individual beyond those of the US Constitution, and the State Constitution, and The County Code are oppressive and vile.
Then Why have a City? Why in deed. Do we have better police protection than Colton? Do we have a Better Parks and Rec Department? Do we have better facilities for Seniors and Children... NO... We wanted to be a bedroom community. Now we are becoming a Drive Threw Freeway Bypass and Developers Dream Spot with a City Council Willing to Debase this Bedroom by committing political, and the civic equivalent of adultery.
Oh, I forget you don't like being compared to Colton. How about Redlands, Loma Linda, Mira Loma, Norco, Highgrove. Lets not be so proud of ourselves for taking money from developers and having a party. What is the real expense of Grand Terrace Days? We will never know how the contributions effected Council and City Managements decisions. There is an uneasy intangible relationship or lack of ethics floating to the surface here in Grand Terrace. The stench is down right odious.
The City Council and City Manager are bedding down with the Developer, taking Developer money for "Special Events" and not maintaining the desires of the founding community, nor the existing citizens. The CRA increases the level of debt while telling the citizens it is just refinancing the existing debt, while increasing the total debt of the CRA, but never addmitting that the CITY is the co signer of that debt.
Perhaps the Chamber of Commerce should encourage a fleet of Proctologist to move into the professional buildings. I think the Citizens and Founding Land Owners will be needing their services a lot more than a Lowes, or Saveon, or Drive Threw restaurants, not to mention the other pollution being brought to the community. Gads, lets not have a Youth Program... NO... Says Council Member hill's... NO, it is not our Job. But, lets regulate the color of paint, the type of fence, and paint all the curbs red, ticket parked cars, and RV's, and lets not let folks have yard sales, and all the nit pickky stuff the city wants to have in its codes.
It is time the City Council, and City Government has their jobs minimized to the smallest of functions. They can hardly audit the check register and contracts entered into by the city. How dare they manage our land, and land use... Their only concern is for Higher Property Values, so the realtors of the bunch can make more money as home owners sell and resale their properties, and increase the tax base each sale. Their collusion with the CRA and Developers demonstrates a lack of ethics.
In case I haven't made myself clear, I think the bunch of them are simply vile, and should be out of public service, as they do not serve the public, but themselves and special interests the developers and realtors of the community.
