Residents dispute the Planning Commission's recent approval of a manhole factory.
This is the first challenge of a Planning Commission decision in at least a decade, officials say.
GRAND TERRACE - A group of residents has challenged a recent Planning Commission decision approving a manhole factory near their homes, the first such appeal in more than a decade.
Homeowners near the proposed Manhole Builders production facility along Vivienda Avenue filed the appeal with the city last week.
By a 2-1 vote June 16, the commission approved Manhole's application to build an outdoor concrete plant on five acres surrounded by residential homes, angering the crowd that had gathered to protest the dust, truck traffic and decreased property values they said the project would bring to the neighborhood.
In their appeal, residents claim that two planning commissioners' absence during the vote, as well as air quality issues from Manhole's proposed outdoor operations, are reasons for the City Council to reconsider the decision.
"At the very least, this will bring the problems of our neighborhood to light in front of the council," said Jeffrey McConnell, a Vivienda Avenue resident who has led the appeal.
