I heard that the City filed a Notice of exemption or CEQA Class 32 exemption or something similar saying the all new projects proposed in town do NOT have any traffic, noise or air quality issues, and therefore there will not be any public environmental report or compliance with any mitigation measures. How can that be? I thought there were rules to follow for every property?!?
